Mexico detains entire police force days after mayoral candidate's killing

State police have detained and disarmed the entire police force of a town in western Mexico where a mayoral candidate was killed on Thursday. Video of the detention aired by local media showed uniformed officers hitting each other as gunshots go off in the background. The Michoacán state police force said, "All the officers of the Ocampo municipal police force were detained for an internal affairs investigation." The state police department did not directly tie the detentions to the ... killing of Fernando Ángeles Juárez, the mayoral candidate for the leftist Democratic Revolution Party. He was killed in Ocampo, Michoacán. Ángeles Juárez is just one of at least 18 candidates killed so far in campaigns leading up to the July 1 elections. Just last week, another mayoral candidate was also gunned down in the conflict-ridden rural town of Aguililla in Michoacán. Almost all of the 18 candidates killed across the country so far have been running for local posts in the July 1 elections, which will also decide the presidency, governorships and Congress. Other politicians who were considering a run have been killed before they could even register as candidates. [Mexican security analyst Alejandro] Hope noted, “there has been a breakdown in the management of disputes,” largely in rural areas, where turf wars between rival gangs have heated up, even as the government has become overextended and less able to intervene.

This is a tale of two defendants and two systems of justice. Suspected of colluding with the Russian government, the former campaign manager for Donald Trump, [Paul Manafort, was] indicted on a dozen charges involving conspiracy, money laundering, bank fraud, and lying to federal investigators. Manafort avoided jail by posting $10 million in bond, though he was confined to his luxury condo in Alexandria, Virginia. Reality Winner, an Air Force veteran and former contractor for the National Security Agency ... was accused of leaking an NSA document that showed how Russians tried to hack American voting systems in 2016. Her case is related to Manafort’s in this sense: While Manafort is suspected of aiding the Russian effort, Winner is accused of warning Americans about it. Even though she has been indicted on just one count of leaking classified information and faces far less prison time than Manafort, the judge in her case ... denied her bail. Winner spent the holidays at the Lincolnton jail, which is smaller in its entirety than Manafort’s Hampton’s estate. Four decades ago, [CIA operative Stefan] Halper was responsible for a long-forgotten spying scandal involving the 1980 election. The Reagan campaign – using CIA officials managed by Halper, reportedly under the direction of former CIA Director and then-Vice-Presidential candidate George H.W. Bush – got caught running a spying operation from inside the Carter administration. The plot involved CIA operatives passing classified information about Carter’s foreign policy to Reagan campaign officials. Over the past several weeks, House Republicans have been claiming that the FBI during the 2016 election used an operative to spy on the Trump campaign, and they triggered outrage within the FBI by trying to learn his identity. On May 8, the Washington Post described the informant as “a top-secret intelligence source” and cited DOJ officials as arguing that disclosure of his name “could risk lives by potentially exposing the source, a U.S. citizen who has provided intelligence to the CIA and FBI.” But now ... everyone knows the name of the FBI’s informant: Stefan Halper. So as it turns out, the informant used by the FBI in 2016 to gather information on the Trump campaign was not some previously unknown, top-secret asset whose exposure as an operative could jeopardize lives. We brought together a panel of more than 100 cybersecurity leaders from across government, the private sector, academia and the research community for a new feature called The Network — an ongoing, informal survey. Our first survey revealed deep concerns that states aren’t prepared to defend themselves against the types of cyberattacks that disrupted the 2016 presidential election. Several experts said that state voter registration databases are particularly vulnerable — and make an appealing target for attackers who want to sow confusion and undermine confidence in the voting process. “The voting machines themselves are only part of the story,” said Matt Blaze, a cryptographer and computer science professor. “The ‘back end’ systems, used by states and counties for voter registration and counting ballots, are equally critical to election security, and these systems are often connected, directly or indirectly, to the Internet.” Jay Kaplan, co-founder of the cybersecurity firm Synack, notes a bright spot: The Election Assistance Commission has a national voting system certification program to independently verify that a voting system meets security requirements. “However, testing for this certification is completely optional,” said Kaplan. “States can set their own standards for voting systems. As such, some states are significantly more buttoned up than others. The reality is states are understaffed, underfunded, and are too heavily reliant on election-system vendors securing their own systems.”

A Texas woman was sentenced to five years in prison for voting in the 2016 presidential election when she was ineligible because she was on probation. Crystal Mason ... is a former tax preparer who was previously convicted in 2012 on charges related to inflating refunds for clients. She testified that she didn’t know people convicted of felonies can’t vote until they complete their sentence, The Fort Worth Star-Telegram reported. She told the newspaper last year following her indictment that she had gone to vote at her mother’s encouragement and wasn’t told when released from federal prison that she could not cast a ballot. Mason’s ... case was prosecuted in Tarrant County, the same place where a Mexican national last year was sentenced to eight years in prison over illegal voting. Voting illegally in Texas is a second-degree felony punishable by up to 20 years in prison. Mason used a provisional ballot to vote, and it was not counted. She believes she was being targeted for prosecution because she voted for Democrat Hillary Clinton over Republican Donald Trump for president. Voter fraud convictions are rare, but Texas Republicans leaders have zealously pursued a crackdown on illegal voting in recent years. A federal judge has twice blocked Texas’ voter ID law. Mason testified that when she voted ... she signed a provisional ballot affidavit stating that she had not been convicted of a felony. The Arizona legislature passed a bill that protects anonymous political spending Thursday, less than a month after Tempe, Arizona, residents voted overwhelmingly to increase transparency on that type of spending in local elections. The battle between city and state opens a new front in the national debate over so-called “dark money” in politics; it's also the first time a state has moved to ban local governments from shining light on secret spending. This type of spending is most consequential at the local level, experts say, because since local elections are relatively cheap and receive little media coverage, ads or mailers backed by just a few thousand dollars of dark money can easily dominate a campaign. More than 90 percent of Tempe voters cast ballots for an amendment to the city’s charter requiring all groups spending more than $1,000 on local races to disclose their donors in March. In response, the Republican-controlled Arizona Legislature passed a bill last week that bans local governments from requiring non-profit groups, the most common dark money vehicles, to disclose the source of their funding. Thanks to the U.S. Supreme Court’s 2010 Citizens United decision, these groups can spend an unlimited amount of money on elections, so long as they don’t coordinate with candidates and their parties. Anonymous spending has surged. As a result, cities and states have passed their own political disclosure laws. Denver and Philadelphia, for example, have passed laws requiring disclosure of dark money.

Ex-CIA Director James Woolsey said it himself. Yes, the U.S. meddles in other countries elections. But when we do it, it’s for the right reasons. “Only for a very good cause,” he says, because our government is ensuring foreign elections result in “democracy.” But doesn’t democracy demand that people decide for themselves? And how well has U.S. meddling actually worked out? According to Carnegie Mellon University researcher Dov Levin, the United States has attempted to sway elections in other countries more than 80 times worldwide between 1946 and 2000. But those 80+ instances of the U.S. interfering with other nations elections does not include regime change efforts. In the 1970s in Chile, the CIA conducted a botched kidnapping of General René Schneider, the Chilean Army’s commander-in-chief, that resulted in Schneider’s death. The plot was an effort to undermine the presidency of Salvador Allende, which may have fueled the violent coup that led to Allende’s overthrow. In 1974, Henry Kissinger was quoted in Newsweek, saying about Chile: “I don’t see why we have to let a country go communist due to the irresponsibility of its own people.” Levin’s tally also does not include covert coup d’etats where our government overthrows a foreign leader like the the U.S. did in Iran in 1953 or in Guatemala in 1954. In fact, Salon magazine documents 35 nations in which the United States has overthrown legitimate governments and or supported fascists, drug lords or terrorists. The prospective client, though, was actually a reporter. The encounter was secretly filmed as part of a monthslong investigation into Cambridge Analytica, the data firm with ties to President Trump’s 2016 campaign. The results of Channel 4’s work were broadcast ... days after reports ... that the firm had harvested the data from more than 50 million Facebook profiles in its bid to develop techniques for predicting the behavior of individual American voters. Our Hackable Political Future

Imagine it is the spring of 2019. A bottom-feeding website, perhaps tied to Russia, “surfaces” video of a sex scene starring an 18-year-old Kirsten Gillibrand. It is soon debunked as a fake, the product of a user-friendly video application that employs generative adversarial network technology to convincingly swap out one face for another. Then it is fall. The junior senator from New York State announces her campaign for the presidency. At a diner in New Hampshire, one “low information” voter asks another: “Kirsten What’s-her-name? She’s running for president? Didn’t she have something to do with pornography?” Welcome to the shape of things to come. The technology [is] closer than you might think. And even when fake video isn’t perfect, it can convince people who want to be convinced, especially when it reinforces ... stereotypes. It might be impossible to stop the advance of this kind of technology. But the relevant algorithms here aren’t only the ones that run on computer hardware. They are also the ones that undergird our too easily hacked media system, where garbage acquires the perfumed scent of legitimacy with all too much ease. It already feels as though we are living in an alternative science-fiction universe where no one agrees on what it true. Just think how much worse it will be when fake news becomes fake video. Democracy assumes that its citizens share the same reality. We’re about to find out whether democracy can be preserved when this assumption no longer holds.

The CIA has accused Russia of interfering in the 2016 presidential election. But critics might point out the U.S. has done similar things. The U.S. has a long history of attempting to influence presidential elections in other countries – it's done so as many as 81 times between 1946 and 2000, according to a database amassed by political scientist Dov Levin of Carnegie Mellon University. That number doesn't include military coups and regime change efforts following the election of candidates the U.S. didn't like, notably those in Iran, Guatemala and Chile. Levin defines intervention as "a costly act which is designed to determine the election results [in favor of] one of the two sides." These acts, carried out in secret two-thirds of the time, include funding the election campaigns of specific parties, disseminating misinformation or propaganda, training locals of only one side in various campaigning or get-out-the-vote techniques, helping one side design their campaign materials, making public pronouncements or threats in favor of or against a candidate, and providing or withdrawing foreign aid. The U.S. hasn't been the only one trying to interfere in other countries' elections. Russia attempted to sway 36 foreign elections from the end of World War II to the turn of the century – meaning that, in total, at least one of the two great powers of the 20th century intervened in about 1 of every 9 competitive, national-level executive elections in that time period.

Flynn kept FBI interview concealed from White House, Trump

A year ago today, President Donald Trump’s newly sworn–in national security adviser, Michael Flynn, met privately in his West Wing office with FBI investigators interested in his communications with Russia's ambassador, without a lawyer or the knowledge of the president and other top White House officials. Flynn's FBI interview on Jan. 24, 2017, set in motion an extraordinary sequence of events. Flynn was fired as national security adviser after 24 days on the job, the acting attorney general was fired 10 days after the president took office, the FBI director was allegedly pressured by the president to let go of an investigation into Flynn, and then eventually fired himself. The attorney general recused himself from a federal investigation into Russia's meddling in the 2016 U.S. election and possible collusion with the sitting president's campaign, and a special counsel was appointed. The developments ensnared the president in an obstruction of justice inquiry. By the end of 2017, special counsel Robert Mueller’s team had spoken with Director of National Intelligence Dan Coats; Mike Rogers, the director of the National Security Agency; former FBI Director James Comey; and numerous members of Trump’s campaign and White House inner circle. Flynn pleaded guilty last month to lying to the FBI. For Trump opponents, his war with the FBI is an effort to undermine the Russia investigation. For Trump and his allies, he’s battling a conspiracy within the top ranks of the Justice Department to undermine his presidency.

Honduran opposition angry at US backing for election decision

Opposition parties in Honduras have attacked the failure of the US to denounce the controversial declaration of President Juan Orlando Hernández as winner of a widely disputed election. International observers with the Organization of American States say the vote was so discredited that it was impossible to declare a valid result. But the US State Department noted that an election court had ratified the result of the November 26 election. Honduras' Supreme Electoral Tribunal said Hernández won the election with 42.9% of the votes, edging his main challenger, Salvador Nasralla, who was declared second with 41.24%. The opposition accuses Hernandez of stuffing the court with supporters who helped him change the constitution to allow him to seek a second term. Hundreds of angry opposition supporters protested in the streets of the capital Tegucigalpa Monday following the announcement of the court's decision. The US has a large military base in Honduras, which has led to accusations that both the current and previous US administrations are turning a blind eye to political violence and corruption in the country. The Organization of American States raised a string of concerns about the election, [and] referred to "deliberate human intrusions in the computer system, intentional elimination of digital traces," and "pouches of votes open or lacking votes." The administration of Hernández has also been dogged by allegations of corruption and drug trafficking.

A South Florida law professor, running to unseat Congresswoman Debbie Wasserman Schultz, is calling for a federal investigation into the destruction of all ballots cast in the August 2016 Democratic primary in Broward County. The challenger, Tim Canova, has made repeated public-records requests and filed a lawsuit seeking access to paper ballots cast in his unsuccessful race last year against the former Democratic National Committee chair in Florida’s 23rd congressional district. A statistical analysis of the primary conducted last year suggested the election results were “potentially implausible.” the Broward supervisor of elections, Brenda Snipes, has taken no action on requests ... to examine the ballots. Instead, Dr. Snipes has urged a judge to throw Canova’s lawsuit out. Despite the pending records requests and the ongoing litigation, Snipes ordered the ballots and other election documents destroyed. The lack of a paper trail verifying voter choices undercuts the ability to identify systemic election fraud and might make such fraud impossible to detect. The Aug. 30 Democratic primary in Broward was being closely watched across the country. A month earlier ... Wasserman Schultz was ousted as chairwoman of the DNC. She was removed over allegations that she and other party officials had rigged the Democratic presidential primary process to favor Hillary Clinton over Bernie Sanders. Web of secret money hides one mega-donor funding conservative court

A small nonprofit called the Judicial Crisis Network poured millions into a campaign to stop the Senate from confirming Barack Obama’s Supreme Court pick last year, and then spent millions more supporting President Donald Trump’s choice for the same seat. JCN’s money came almost entirely from yet another secretive nonprofit, the Wellspring Committee, which flooded JCN with nearly $23.5 million in 2016. Most of Wellspring’s funds, in turn, came from a single mysterious donor who gave the organization almost $28.5 million. Like JCN, Wellspring - at one time tied to ... conservative industrialists Charles and David Koch - is a nonprofit that is supposed to be dedicated to social welfare functions and doesn’t have to disclose the names of its benefactors. Since the 2010 Citizens United Supreme Court decision loosened certain constraints on political spending, these and other ... groups have become increasingly politically active while providing anonymity to their donors. "Wellspring Committee acted as a dark money conduit to provide an extra layer of secrecy to whomever was bankrolling the Judicial Crisis Network ads," [said] Brendan Fischer of the ... Campaign Legal Center. "This has the effect of layering secrecy on top of secrecy, and almost entirely insulating donors from any form of public accountability." Hackers Breach U.S. Voting Machines in 90 Minutes in DEF CON Competition

Hackers were able to successfully breach the software of U.S. voting machines in less than two hours at a competition in Las Vegas. The event exposed glaring deficiencies in the security of U.S. voting infrastructure. According to the Register, the hackers at the DEF CON conference Friday were given voting machines, and competed to access them by physically breaking them open and hacking them remotely. Some devices had remote ports, which could be used to insert devices with malicious software, others insecure WiFi connections, or outdated software such as Windows XP, rendering them exposed to hacking attacks. The machines, manufactured by companies including Diebold, Sequoia and Winvote equipment, were purchased over eBay or at government auctions. In June, the Intercept published leaked NSA documents showing that Russian agents hacked a U.S. voting systems manufacturer in the weeks leading to last year's presidential election. NSA contractor Reality Leigh Winner, 25, was subsequently charged with removing classified material from a government facility and mailing it to a news outlet. "Without question, our voting systems are weak and susceptible. Thanks to the contributions of the hacker community today, we've uncovered even more about exactly how," said Jake Braun, the Chief Executive Officer of Cambridge Global Advisors and Managing Director of Cambridge Global Capital, who designed the hacking competition.

Good News For Russia: 15 States Use Easily Hackable Voting Machines

In 2006, Princeton computer science professor Edward Felten received an anonymous message offering him a Diebold AccuVote TS, one of the most widely used touch-screen voting machines at the time. Felten’s team then spent the summer working ... to reverse-engineer the machine. In September 2006, they published a research paper and an accompanying video detailing how they could spread malicious code to the AccuVote TS to change the record of the votes to produce whatever outcome the code writers desired. And the code could spread from one machine to another like a virus. That was more than a decade ago, but Georgia still uses the AccuVote TS. The state is one of five ― the others are Delaware, Louisiana, New Jersey and South Carolina ― that rely entirely on [direct-recording electronic machines, or] DREs for voting. Ten other states use a combination of paper ballots and DRE machines that leave no paper trail. Many use a newer version of the AccuVote known as the TSX ― even though computer scientists have demonstrated that machine, too, is vulnerable to hacking. Others use the Sequoia AVC Advantage, which Princeton professor Andrew Appel demonstrated could be similarly manipulated in a 2007 legal filing. On Nov. 7, the day before last year’s elections, former CIA Director James Woolsey flagged DRE voting machines as a key vulnerability. “If I were a bad guy from another country who wanted to disrupt the American system ... I’d concentrate on messing up the touch-screen systems,” he told Fox News.

GOP Seeks to Close Federal Election Agency

House Republicans are seeking to defund the U.S. Election Assistance Commission, the sole federal agency that exclusively works to ensure the voting process is secure. The defunding move comes as the EAC is working with the Federal Bureau of Investigation to examine an attack late last year on the agency’s computer systems by a Russian-speaking hacker. The Election Assistance Commission said in December it was “working with federal law enforcement agencies to investigate the potential breach and its effects.” The commission provides election-management guidelines and develops specifications for certifying voting systems, though responsibility for administering elections ultimately falls to state and local governments. The hacking probe is being conducted at the same time the FBI is undertaking a broader investigation into Russia meddling in the 2016 presidential election, including attempts to get into state election databases, and whether anyone working with President Donald Trump’s campaign colluded in the effort. Mr. Trump and his campaign have denied any collusion with Russian hacking. The hack appeared to include a breach of the EAC’s administrative-access credentials as well as access to nonpublic reports on flaws in voting machines, according to ... an analyst with cybersecurity firm Recorded Future.

Forty-five States Refuse to Give Voter Data to Trump Panel

Forty-five states and the District of Columbia are mounting a bipartisan rebellion against President Donald Trump’s commission on vote fraud by either declining to release any of the requested data or by providing only limited information to the panel. The Presidential Advisory Commission on Voter Integrity's request for extensive personal information about voters has ignited a firestorm in many states, including from both Republican and Democrat officials who oversee elections. The panel is seeking "dates of birth, political party (if recorded in your state), last four digits of social security number if available, voter history (elections voted in) from 2006 onward, active/inactive status, cancelled status, information regarding any felony convictions, information regarding voter registration in another state, information regarding military status, and overseas citizen information." Nineteen states - both red and blue - and D.C. are flat-out refusing to comply with the request, citing privacy concerns and some claiming the 15-member vote fraud panel is politically-motivated. Many officials have expressed disbelief and outrage at the commission's call to hand over a staggering amount of voter data, some of which they say is confidential or sensitive. It is unclear how the commission plans to move forward after the backlash. The panel is slated to meet later this month.
