OpenAI adds former NSA chief to its board

OpenAI on Thursday announced its newest board member: Paul M. Nakasone, a retired U.S. Army general and former director of the National Security Agency. Nakasone was the longest-serving leader of the U.S. Cyber Command and chief of the Central Security Service. The company said Nakasone will also join OpenAI's recently created Safety and Security Committee. The committee is spending 90 days evaluating the company's processes and safeguards before making recommendations to the board and, eventually, updating the public, OpenAI said. OpenAI is bolstering its board and its C-suite as its large language models gain importance across the tech sector and as competition rapidly emerges in the burgeoning generative artificial intelligence market. While the company has been in hyper-growth mode since late 2022, when it launched ChatGPT, OpenAI has also been riddled with controversy and high-level employee departures. The company said Sarah Friar, previously CEO of Nextdoor and finance chief at Square, is joining as chief financial officer. OpenAI also hired Kevin Weil, an ex-president at Planet Labs, as its new chief product officer. Weil was previously a senior vice president at Twitter and a vice president at Facebook and Instagram. Weil's product team will focus on "applying our research to products and services that benefit consumers, developers, and businesses," the company wrote.

A Washington Post investigation has found that over the past two decades, hundreds of law enforcement officers in the United States have sexually abused children while officials at every level of the criminal justice system have failed to protect kids, punish abusers and prevent additional crimes. Accused cops have used their knowledge of the legal system to stall cases, get charges lowered or evade convictions. Prosecutors have given generous plea deals to officers who admitted to raping and groping minors. Judges have allowed many convicted officers to avoid prison time. Children in every state ... have continued to be targeted, groomed and violated by officers sworn to keep them safe. James Blair, a Lowell, N.C., police officer, met a 13-year-old girl who ran away from home. He offered to help with her school work and presented himself as a mentor. Months later, court records show, he got the girl pregnant. Matthew Skaggs, a Potosi, Mo., police officer, offered money or vape cartridges to three boys he sexually exploited. Joshua Carrier, a Colorado Springs, police officer, sexually assaulted 18 boys at the middle school where he had once worked as school police officer and later volunteered as a wrestling coach. The Post identified at least 1,800 state and local law enforcement officers who were charged with crimes involving child sexual abuse from 2005 through 2022. Officers charged with child sex crimes worked at all levels of law enforcement. Many used the threat of arrest or physical harm to make their victims comply. Banana giant held liable for funding paramilitaries

The group, the United Self-Defence Forces of Colombia (AUC), was designated by the US as a terrorist organisation at the time. Following a civil case brought by eight Colombian families whose relatives were killed by the AUC, Chiquita has been ordered to pay $38.3m (Ł30m) in damages to the families. The AUC engaged in widespread human rights abuses in Colombia, including murdering people it suspected of links with left-wing rebels. The victims ranged from trade unionists to banana workers. The case was brought by the families after Chiquita pleaded guilty in 2007 to making payments to the AUC. During the 2007 trial, it was revealed that Chiquita had made payments amounting to more than $1.7m to the AUC in the six years from 1997 to 2004. The banana giant said that it began making the payments after the leader of the AUC at the time, Carlos Castaño, implied that staff and property belonging to Chiquita's subsidiary in Colombia could be harmed if the money was not forthcoming. State Insists It Can Keep Babies' Blood Without Parental Consent

Every state in the U.S. requires hospitals to take a small blood sample from newborns to test for genetic diseases. In most places, the samples are destroyed or given to parents shortly after the testing, but New Jersey keeps them stored in a state facility–for 23 years–without asking for the parents' consent. During the decades that New Jersey keeps the baby blood samples, it can do whatever it wants with the samples. In fact, on at least a few occasions, samples have been handed over to law enforcement, without consent or a warrant. There is an opt out of testing for religious objections, and parents can request the state to destroy the sample after the testing is complete. But parents don't even know that the state is keeping the blood in the first place. This puts New Jersey out of step with other states, who in recent years were forced to end the sharing of blood samples without consent. Texas destroyed more than 5.3 million blood samples after a 2009 lawsuit revealed that the state had sold some of them to private companies and the Pentagon. Suits in Minnesota and Michigan also led those states to destroy millions of samples. The New Jersey parents aren't suing for money. What they want is for the state to do one of three things: 1) obtain informed consent including the specific uses New Jersey may have for the samples; 2) promptly return all samples that are produced without consent; or 3) destroy all samples once the screening tests are completed.

This week, images were beamed back to Earth of China's flag unfurled on the Moon. It's the country's fourth landing there. In the past 12 months, India and Japan have also set down spacecraft on the lunar surface. In February, US firm Intuitive Machines became the first private company to put a lander on the Moon. Meanwhile, Nasa wants to send humans back to the Moon, with its Artemis astronauts aiming for a 2026 landing. China says it will send humans to the Moon by 2030. And instead of fleeting visits, the plan is to build permanent bases. A UN agreement from 1967 says no nation can own the Moon. Instead, the fantastically named Outer Space Treaty says it belongs to everyone, and that any exploration has to be carried out for the benefit of all humankind and in the interests of all nations. While the lunar terrain looks rather barren, it contains minerals, including rare earths, metals like iron and titanium - and helium too, which is used in everything from superconductors to medical equipment. Estimates for the value of all this vary wildly, from billions to quadrillions. So it's easy to see why some see the Moon as a place to make lots of money. In 1979, an international treaty declared that no state or organisation could claim to own the resources there. Only 17 countries are party to it, and this does not include any countries who've been to the Moon. The US passed a law in 2015 allowing its citizens and industries to extract, use and sell any space material.

Russia is to blame for coups in the African Sahel, according to a new analysis by the Pentagon's top Africa researcher, which ignores the U.S. role in training leaders of these mutinies – and two decades of failed U.S. counterterrorism policies in the region. A series of reports by The Intercept found that military personnel who had received U.S. support were involved in coups in Burkina Faso (in 2014, 2015, and twice in 2022), Mali (in 2012, 2020, and 2021), and Niger (in 2023). U.S.-supported officers also played a role in coups in Mauritania (2008), Gambia (2014), Chad (2021), and Guinea (2021). The total number of U.S.-trained mutineers across Africa since 9/11 may be far higher than is known, but the State Department, which tracks data on U.S. trainees, is either unwilling or unable to supply it. The Pentagon is mandated to provide a briefing on coups carried out by U.S.-trained African partners to the Senate and House Armed Services committees but missed its March deadline. Throughout all of Africa, the State Department counted a total of just nine terrorist attacks in 2002 and 2003, the first years of U.S. counterterrorism assistance in the Sahel. Last year, the number of violent events in Burkina Faso, Mali, and Niger alone reached 3,716, according to the Armed Conflict Location & Event Data Project, a crisis monitoring organization. This represents a jump of more than 41,000 percent.

In his testimony to the House Oversight and Accountability Committee on Monday ... Dr. Anthony Fauci told members of Congress that the COVID guidelines he preached in 2020 had no scientific support. These disclosures are damning and maddening for all of us who had structured our lives around these rules for years. As a result, millions of people suffered needlessly. He also admitted in the January interview that there was little science that backed requiring children to wear masks. The real effect of social distancing which Fauci basically admitted Monday and in January's testimony was just an educated guess on how to deter COVID-19 devastated America's economy, small businesses and families. For what? Closing schools was devastating to kids. Pandemic closings resulted in two decades of learning loss. Anxiety and depression skyrocketed, especially among adolescents and teens. The real effect of social distancing ... devastated America's economy, small businesses and families. In the second quarter of 2020, 1.2 million jobs were destroyed. In June 2021, 6.2 million people did not work at all or worked fewer hours because their employers closed or lost business. Family-owned businesses were lost, savings wiped, all for rules that had no real scientific basis. On Monday, Fauci did concede that some COVID-19 preventative measures may have gone too far and led to harmful outcomes.

Starting in 2016, United States government intelligence agencies, news media, and establishment leaders in both political parties warned of a vast Russian conspiracy to interfere in elections. Every major allegation proved to be wrong or profoundly misleading. According to every serious political scientist, Russia had no measurable influence in the 2016 elections. According to intelligence and security services, the news media, and establishment political leaders across the Western World, Russia is currently interfering in European elections by secretly bribing conservative politicians. Yesterday, the Washington Post repeated the claim. But neither the government agencies nor the news media have produced any evidence to support their accusations, and every single individual accused of taking money from the Russians has denied it. What we are witnessing appears to be establishment politicians weaponizing government intelligence agencies to interfere in Europe's elections, with the active participation of mainstream German NGOs and news media companies. The weaponization of government by politicians and intelligence agencies should terrify us all. Just because you're not the victim in this particular case, either because you're not European or conservative, is no reason to think that what's happening couldn't affect you and the people you love and care about in the future.

Why the Pandemic Probably Started in a Lab, in 5 Key Points

The year before the outbreak, the Wuhan institute, working with U.S. partners, had proposed creating viruses with SARS-CoV-2's defining feature. Much of this work was conducted in partnership with the EcoHealth Alliance, a U.S.-based scientific organization that, since 2002, has been awarded over $80 million in federal funding to research the risks of emerging infectious diseases. The laboratory pursued risky research that resulted in viruses becoming more infectious: Coronaviruses were grown from samples from infected animals and genetically reconstructed and recombined to create new viruses unknown in nature. In 2021, The Intercept published a leaked 2018 grant proposal for a research project named Defuse, which had been written as a collaboration between EcoHealth, the Wuhan institute and Ralph Baric at the University of North Carolina. The Defuse project proposed to search for and create SARS-like viruses carrying spikes with a unique feature: a furin cleavage site – the same feature that enhances infectiousness in humans, making it capable of causing a pandemic. As the pandemic raged, their American collaborators failed to publicly reveal the existence of the Defuse proposal. One alarming detail – leaked to The Wall Street Journal and confirmed by current and former U.S. government officials – is that scientists ... fell ill with Covid-like symptoms in the fall of 2019. One of the scientists had been named in the Defuse proposal as the person in charge of virus discovery work. [This] would be the most costly accident in the history of science. U.S. federal funding helped to build an unprecedented collection of SARS-like viruses at the Wuhan institute, as well as contributing to research that enhanced them.

Elinore McCance-Katz, the Trump administration's assistant secretary for mental health and substance use, was urging the CDC to justify its recommendation that Americans stay six feet apart to avoid contracting covid-19 – or get rid of it. "I very much hope that CDC will revisit this decision or at least tell us that there is more and stronger data to support this rule than what I have been able to find online," McCance-Katz wrote in a June 2020 memo submitted to the CDC and other health agency leaders. The CDC would keep its six-foot social distance recommendation in place until August 2022. There was little science behind the six-foot rule. "It sort of just appeared, that six feet is going to be the distance," Fauci testified to Congress in a January closed-door hearing, according to a transcribed interview released Friday. Fauci characterized the recommendation as "an empiric decision that wasn't based on data." Francis S. Collins, former director of the National Institutes of Health, also privately testified to Congress in January that he was not aware of evidence behind the social distancing recommendation. The U.S. distancing measure was particularly stringent, as other countries adopted shorter distances; the World Health Organization set a distance of one meter, or slightly more than three feet, which experts concluded was roughly as effective as the six-foot mark at deterring infections, and would have allowed schools to reopen more rapidly.

New data from the National Institutes of Health reveal the agency and its scientists collected $710 million in royalties during the pandemic, from late 2021 through 2023. These are payments made by private companies, like pharmaceuticals, to license medical innovations from government scientists. Almost all that cash – $690 million – went to the National Institute of Allergy and Infectious Diseases, the subagency led by Dr. Anthony Fauci, and 260 of its scientists. Information about this vast private royalty complex is tightly held by the National Institutes of Health (NIH). My organization, OpenTheBooks.com, was forced to sue to uncover the royalties paid from September 2009 to October 2021, which amounted to $325 million over 56,000 transactions. Payments skyrocketed during the pandemic era: Those years saw more than double the amount of cash flow to NIH from the private sector, compared to the prior 12 combined. All told, it's $1.036 billion. NIH is still redacting pieces of the data that would help us more easily connect therapeutics with their government-paid inventors. For example, they refuse to show us the amount of royalties paid to each individual scientist. So we still can't entirely follow the money. In the meantime, Sen. Rand Paul (R-Ky.) has sponsored the Royalty Transparency Act, which sailed unanimously through the committee process and deserves a floor vote immediately.

Elevatus, a Fort Wayne-based architecture firm ... has designed jails all over Indiana and in several other states. For counties that are considering expanding their current jail or building a new one, Elevatus produces feasibility studies that usually predict growing incarceration needs. In many cases, Elevatus also wins a contract to draw up the plans for the facility it recommended. That's what happened in Allen County. Four months after Elevatus released its study, the company was hired to design the new jail. If the county's elected officials approve the project, the firm's design fees – factored as a percentage of the project's total cost, as is standard for architecture firms – could be around $10 million. Elevatus is far from the only architecture firm creating feasibility studies and needs assessments that recommend substantially larger jails and then designing those buildings. Such blatant conflict of interest is occurring in counties all over the country. These studies rely on thin data to justify spending millions of dollars in public funds. The most significant consequence, though, is that more people wind up incarcerated. "Who's in jail is a product of the policies and practices of [the] criminal justice system," said David Bennett, a consultant for the National Institute of Corrections. "There's no correlation between crime and incarceration rates." Bennett [emphasizes] that the real way to reduce jail overcrowding is through policy, especially at the local level. Sheriffs have great discretion over how minor infractions are treated, who gets released on their own recognizance, and whether failure-to-appear warrants are called in. Changes like these were implemented during the pandemic, and jail populations dropped precipitously, with little downside.

The House Select Subcommittee on the Coronavirus Pandemic, which is conducting an investigation into the origin of SARS-CoV-2, sent a letter to the National Institutes of Health today in which it suggests that there has been "a conspiracy at the highest levels of NIH and NIAID to avoid public transparency regarding the COVID-19 pandemic." Dr. David Morens, a longtime senior adviser to Dr. Anthony Fauci ... engaged in efforts to evade the Freedom of information Act. In a September 2021 e-mail to a group of high-profile critics of the so-called lab leak theory, Morens wrote: "As you know, I try to always communicate on gmail because my NIH email is FOIA'd constantly." In a November 2021 e-mail to Gerald Keusch, a former high-level NIH official, he asked that "NOTHING gets sent to me except to my gmail, and make sure that what gets sent to my gmail doesn't have a cc to another government employee who could be FOIA'd." Morens's e-mails also suggest that the problem of FOIA noncompliance at the NIH may not be limited to him. In one February 2021 e-mail, Morens wrote: "i learned from our foia lady here how to make emails disappear after i am foia'd but before the search starts." In another April 2021 e-mail, Morens wrote: "PS, I forgot to say there is no worry about FOIAs. I can either send stuff to Tony on his private gmail, or hand it to him at work or at his house. He is too smart to let colleagues send him stuff that could cause trouble."

The greed of the prison industrial complex squeezing slave profits out of imprisoned people through the exploitation of the 13th amendment and the brutal system set up to limit opportunity usually leaves most who walk through the gates hopeless and abandoned. "At the point that I got to prison, I had never went into the liquor store and never pulled a tricker," [said former inmate Dorsey Nunn]. "I never did kill anybody. And I had never thought about killing anybody. We talked about the marriage of, of profit and you talk about the prison industrial complex, which is, essentially the practice of, marrying profit and punishment. One of the ugly realities in California under article one, section six, you still claim as a society to practice slavery, the right to practice slavery on the government level. They call it involuntary servitude. They mentioned it again in the 13th amendment. So people are still laboring without consent. The maximum amount of money that I was paid was 32 cents an hour. The maximum amount of money that I was paid for working a month. It's $32 a month, so at a certain point and the maximum amount of money that they gave me to start this fresh new life with was $200 gate money, and they've been giving that probably since the early seventies, no account for inflation, no account for anything. And they say, start your life over. People are rising up to do away with and challenge the notion of the 13th Amendment and the practice of slavery. Should we actually make a question of maintaining slavery, a question of morals, and do we actually want to actually profit off of slaves?"

‘I don't know how this happened': A $3B secret program undermining Biden's tech policy

In recent weeks, Biden and Senate Majority Leader Chuck Schumer have been taking victory laps for the 2022 CHIPS and Science Act, a law intended to create jobs and fund innovation in a key global industry. It has already launched a series of grants, incentives and research proposals to help America regain its cutting-edge status in global semiconductor manufacturing. But quietly, in a March spending bill, appropriators in Congress shifted $3.5 billion that the Commerce Department was hoping to use for those grants and pushed it into a separate Pentagon program called Secure Enclave, which is not mentioned in the original law. The diversion of money from a flagship Biden initiative is a case study in how fragile Washington's monumental spending programs can be in practice. Several members of Congress involved in the CHIPS law say they were taken by surprise to see the money shifted to Secure Enclave, a classified project to build chips in a special facility for defense and intelligence needs. Critics say the shift in CHIPS money undermines an important policy by moving funds from a competitive public selection process meant to boost a domestic industry to an untried and classified project likely to benefit only one company. No company has been named yet to execute the project, but interviews reveal that chipmaking giant Intel lobbied for its creation, and is still considered the frontrunner for the money.

Biggest Bombshells From New Fauci COVID Emails

Dr. Anthony Fauci, the former director of the National Institute of Allergy and Infectious Diseases, is under fire after the House Select Subcommittee on the Coronavirus Pandemic reviewed more than 30,000 pages of subpoenaed emails and documents from Dr. David Morens, Fauci's former senior adviser. The subcommittee ... said the emails raised "serious questions as to whether Dr. Fauci took part in a conspiracy amongst the highest levels of [the National Institutes of Health] to hide official records related to the origins of COVID-19." The 35-page memo "incriminates Dr. Morens in undermining the operations of the U.S. government, unlawfully deleting federal COVID-19 records, [and] using a personal email to avoid the Freedom of Information Act (FOIA)." Many of Morens' emails were sent to or copied Peter Daszak, the president of EcoHealth Alliance. EcoHealth Alliance received a $3.4 million NIH grant in 2014, of which about $600,000 was sent to the Wuhan virology lab. Many of Morens' emails mentioned avoiding FOIA requests and urged individuals to contact his private email address rather than his NIH government-issued account. On May 13, 2021, Morens wrote an email, which Daszak was copied on, suggesting someone speak with Fauci through an unofficial, private channel. He wrote: "Interview Tony directly and connected him to our 'secret' back channel." The subject line of the email suggested the conversation was about the origins of COVID-19.
