The Associated Press sought answers Monday from the Department of Homeland Security on its use of sensitive government databases for tracking international terrorists to investigate as many as 20 American journalists, including an acclaimed AP reporter. Some 35 current and former leaders and more than 300 public officials are featured in the files from offshore companies, dubbed the Pandora Papers. Managers and career staff in the Environmental Protection Agency's Office of Chemical Safety and Pollution Prevention tampered with the assessments of dozens of chemicals to make them appear safer, according to four scientists who work at the agency. The whistleblowers, whose jobs involve identifying the potential harms posed by new chemicals, provided ... detailed evidence of pressure within the agency to minimize or remove evidence of potential adverse effects of the chemicals, including neurological effects, birth defects, and cancer. Information about hazards was deleted from agency assessments without informing or seeking the consent of the scientists who authored them. A controversial British-born scientist has recused himself from an inquiry into the origins of the Covid pandemic. Dr Peter Daszak, president of the US-based EcoHealth Alliance, has "recused himself" from the inquiry by leading medical journal the Lancet after he failed to declare ties to the Wuhan Laboratory of Virology, which was conducting research into coronavirus in bats. Dr Daszak was also a member of the WHO investigation into the source of the pandemic that issued its report earlier this year. In February 2020 Dr Daszak, who has strongly condemned any suggestion that the virus came from the institute, co-authored a letter published in the Lancet with 26 other experts "in support of scientists, public health professionals and medical professionals combating Covid-19 in China". Dr Daszak has worked closely with Shi Zhengli, known as "batwoman", who leads work into bat viruses at the institute. Ties between Silicon Valley and the Pentagon are deeper than previously known, according to thousands of previously unreported subcontracts published Wednesday. The subcontracts were obtained through open records requests by accountability nonprofit Tech Inquiry. They show that tech giants including Google, Amazon, and Microsoft have secured more than 5,000 agreements with agencies including the Department of Defense, Immigrations and Customs Enforcement, the Drug Enforcement Agency, and the FBI. Tech workers in recent years have pressured their employers to drop contracts with law enforcement and the military. Google workers revolted in 2018 after Gizmodo revealed that Google was building artificial intelligence for drone targeting through a subcontract with the Pentagon after some employees quit in protest, Google agreed not to renew the contract. Employees at Amazon and Microsoft have petitioned both companies to drop their contracts with ICE and the military. Neither company has. The newly-surfaced subcontracts ... show that the companies' connections to the Pentagon run deeper than many employees were previously aware. With large parts of Europe in lockdown in response to the covid-19 pandemic, one country stands out: Sweden has no mandatory quarantines and few limitations on free movement. A group of US environmental activists engaged in non-violent civil disobedience targeting the oil industry have been listed in internal Department of Homeland Security documents as “extremists” and some of its members listed alongside white nationalists and mass killers, documents obtained by the Guardian reveal. The group have been dubbed the Valve Turners, after closing the valves on pipelines in four states carrying crude oil from Canada’s tar sands on 11 October 2016. It was described as the largest coordinated action of its kind and for a few hours the oil stopped flowing. The five climate activists ... cut their way through fencing and turned the valves. The activists notified the energy companies whose pipelines were being disrupted and posted videos of their protest online and waited patiently to be arrested. The group’s actions attracted the attention of the DHS. One shows the prisoner nude and strapped to a crude gurney, his entire body clenched as he is waterboarded by an unseen interrogator. Another shows him with his wrists cuffed to bars so high above his head he is forced on to his tiptoes. The FBI has come under intense criticism after a 2017 leak exposed that its counterterrorism division had invented a new, unfounded domestic terrorism category it called “black identity extremism.” A number of civil rights groups have filed public records requests to try to better understand who exactly the FBI is investigating under that designation. The latest batch of FBI documents ... reveals that between 2015 and 2018, the FBI dedicated considerable time and resources to opening a series of “assessments” into the activities of individuals and groups it mostly labeled “black separatist extremists.” This designation was eventually folded into the category of “black identity extremism.” Assessments differ from full-blown investigations - or “predicated investigations,” in the bureau’s lingo - because they do not need to be predicated on a factual basis. As a new report by the civil liberties group Defending Rights & Dissent notes, when choosing targets for an assessment, agents are allowed to use ethnicity, religion, or speech protected by the First Amendment as a factor, “as long as it is not the only one.” As the report notes, “Even though the standards for opening an assessment are extraordinarily low, the FBI is allowed to use extremely intrusive investigative techniques in performing them, including physical surveillance, use of informants, and pretextual interviews.” The bureau has in recent years shifted its target from those espousing “separatist” views to the much larger group of those protesting police violence.

Last May, an elderly man was admitted to the Brooklyn branch of Mount Sinai Hospital for abdominal surgery. A blood test revealed that he was infected with a newly discovered germ as deadly as it was mysterious. Doctors swiftly isolated him in the intensive care unit. The germ, a fungus called Candida auris, preys on people with weakened immune systems, and it is quietly spreading across the globe. Recently C. auris reached New York, New Jersey and Illinois, leading the federal Centers for Disease Control and Prevention to add it to a list of germs deemed “urgent threats.” C. auris is so tenacious, in part, because it is impervious to major antifungal medications, making it a new example of one of the world’s most intractable health threats: the rise of drug-resistant infections. For decades, public health experts have warned that the overuse of antibiotics was reducing the effectiveness of drugs that have lengthened life spans by curing bacterial infections once commonly fatal. But lately, there has been an explosion of resistant fungi as well. Yet as the problem grows, it is little understood by the public — in part because the very existence of resistant infections is often cloaked in secrecy. With bacteria and fungi alike, hospitals and local governments are reluctant to disclose outbreaks for fear of being seen as infection hubs. One of the very first things I was taught when I joined the C.I.A. was that we do not conduct assassinations. It was drilled into new recruits over and over again. Today, it seems that all that is left of this policy is a euphemism. We don’t call them assassinations anymore. Now, they are “targeted killings,” most often performed by drone strike, and they have become America’s go-to weapon in the war on terror. There have been many who have objected, claiming that the killings inspire more attacks on the United States, complicate our diplomacy and undermine our moral authority in the world. Yet the targeted killings drone on with no end in sight. Just counting the campaigns in Pakistan, Yemen and Somalia, the Bush administration conducted at least 47 targeted killings by drones, while under the Obama administration that number rose to 542. In the fall of 1932, the fliers began appearing around Macon County, Ala., promising colored people special treatment for bad blood. Free Blood Test; Free Treatment, By County Health Department and Government Doctors, the black and white signs said. YOU MAY FEEL WELL AND STILL HAVE BAD BLOOD. COME AND BRING ALL YOUR FAMILY. Hundreds of men all black and many of them poor signed up. What the signs never told them was they would become part of the Tuskegee Study of Untreated Syphilis in the Negro Male, a secret experiment conducted by the U.S. Public Health Service to study the progression of the deadly venereal disease without treatment. The study recruited 600 black men, of which 399 were diagnosed with syphilis and 201 were a control group without the disease. The researchers never obtained informed consent from the men and never told the men with syphilis that they were not being treated but were simply being watched until they died and their bodies examined for ravages of the disease. Initially, when the study began, treatment for syphilis was not effective, often dangerous and fatal. But even after penicillin was discovered and used as a treatment for the disease, the men in the Tuskegee study were not offered the antibiotic. Although originally projected to last six months, the study extended for 40 years. Local physicians asked to assist with study and not to treat men, the Centers for Disease Control reported in a timeline of the experiment.

In one recent study of health care in 11 high-income countries, the nonprofit Commonwealth Fund found that 44% of Americans had out-of-pocket medical expenses that topped $1,000 in the previous year. Just 16% of Germans reported paying that much. The rates were even lower in France, at 10%, and Great Britain, where only 7% reported similar medical expenses. "Many Americans may not understand how affordable health care is for patients in other countries," said Reginald D. Williams II, who oversees international research at the Commonwealth Fund. Even for the US, one of few countries that still uses the death penalty, last week was exceptionally violent, with four executions planned in the span of 48 hours. The killings were marred with errors, accusations of racism and discrimination, and claims of innocence. One was called off after officials took more than an hour and were unable to place an IV line. Officials can't seem to carry off an execution in which the right drugs are used, an IV is placed quickly and the inmate doesn't suffer ... but state officials disclose little about who conducts executions or how they are trained. "The recent spate of botched lethal injection executions have shown that, whatever the drug, whatever the protocol, condemned prisoners often spend their final moments in agonising pain and distress," Maya Foa, director of advocacy group Reprieve US, said. “With each gruesome scene in the death chamber, we are witnessing the consequences of persisting with a broken method of execution in real time.” Numerous people on death row suffer from severe mental illness, so [Kat Jutras of Death Penalty Alternatives for Arizona is] hoping mental health reform can limit the pipeline of people heading towards the execution chamber. "Mental health is not a political issue. There are people on both sides of the aisle who can identify with loved ones suffering from mental health issues," she said. "We can address why our death row has 110 people on it, starting with mental health."

The biggest thing the federal government now does with businesses is subsidize them. The Clean Air Act of 1970 authorized the government to regulate air pollution. It would be far better to do industrial policy in the open, so that the public could assess what it was paying for and what it was getting in return.

John Bolton, a former U.S. ambassador to the United Nations and former White House national security adviser, said on Tuesday that he had helped plan attempted coups in foreign countries. Bolton made the remarks to CNN after the day's congressional hearing into the Jan 6, 2021, attack on the U.S. Capitol. The panel's lawmakers ... accused former President Donald Trump of inciting the violence in a last-ditch bid to remain in power after losing the 2020 election. Speaking to CNN anchor Jake Tapper, however, Bolton suggested Trump was not competent enough to pull off a "carefully planned coup d'etat," later adding: "As somebody who has helped plan coups d'etat - not here but you know (in) other places - it takes a lot of work. And that's not what he (Trump) did." Tapper asked Bolton which attempts he was referring to. "I'm not going to get into the specifics," Bolton said, before mentioning Venezuela. "It turned out not to be successful. Not that we had all that much to do with it but I saw what it took for an opposition to try and overturn an illegally elected president and they failed," he said. Among the more than 1.2 million Americans imprisoned in federal and state prisons, two out of three are forced to work while imprisoned. The 13th amendment of the US constitution abolished slavery or involuntary servitude, but included an exception for prisoners; critics have called prison work modern-day slavery. [Susan] Dokken's pay started at 12 cents an hour and prisoners have the ability after positive reviews to increase their pay to 24 cents an hour, while they're charged full price when they buy basic necessities through the commissary. According to a June 2022 report published by the American Civil Liberties Union, prison labor generates more than $11bn annually, with more than $2bn generated from the production of goods, and more than $9bn generated through prison maintenance services. Wages range on average from 13 cents to 52 cents per hour, but many prisoners are paid nothing at all, and their low wages are subject to various deductions. The ACLU report said 76% of workers surveyed reported they were forced to work or faced additional punishment, 70% said they could not afford basic necessities on their prison labor wages, 70% reported receiving no formal job training and 64% reported concerns for their safety on the job. More than 90 women who say they were sexually assaulted by Lawrence G. Nassar, the former doctor for U.S.A. Gymnastics who was convicted on state sexual abuse charges, filed lawsuits on Wednesday against the F.B.I. for its failure to investigate him when it received credible information about his crimes. The lawsuits come two weeks after the Justice Department decided not to prosecute two former F.B.I. agents accused of bungling the bureau's 2015 investigation into Mr. Nassar, allowing him to assault more than 70 girls and women for over a year before Michigan authorities arrested him. The agents were accused by the Justice Department's own watchdog of making false statements about the matter. In the fall, Christopher A. Wray, the F.B.I. director, testified to Congress that "there were people at the F.B.I. who had their chance to stop this monster back in 2015 and failed." The plaintiffs include the Olympic gymnastics gold medalists Simone Biles, Aly Raisman and McKayla Maroney. "My fellow survivors and I were betrayed by every institution that was supposed to protect us – the U.S. Olympic Committee, U.S.A. Gymnastics, the F.B.I. and now the Department of Justice," Ms. Maroney said. "It is clear that the only path to justice and healing is through the legal process," she added. Mr. Nassar, who was sentenced to up to 175 years in prison, was accused of molesting hundreds of girls and women, including many members of the 2012 and 2016 U.S. Olympic gymnastics teams.
