Georgia parole board's secret votes forgive sex offenders

Barry Davis stood before a judge and admitted to a horrific crime: aggravated sodomy of a 6-year-old girl. Davis served two years in prison and eight on probation, and his name was to live forever on an ignominious list: Georgia’s sex offender registry. But suddenly last year, all was forgiven. Georgia’s parole board granted Davis an unconditional pardon, recognizing his restored reputation and absolving ... him of his crime. The board did so without notifying Davis’ victim, her family, or the prosecutor and judge who sent him to prison. And now Davis, like at least one other pardoned child molester from Georgia, says he no longer has to comply with the state’s restrictions on sex offenders. Davis’ case underscores the near-absolute autonomy exercised by Georgia’s Board of Pardons and Paroles, a government agency that is not accountable to legislators, judges, or even the governor who appoints its members. The board classifies almost all material in its files as “confidential state secrets.” The board does not meet in public to consider cases. It announces no justification for its decisions. Without oversight or transparency, the board quietly restored the firearms rights of more than 1,400 felons in six years. In Davis’ case, the board apparently relied only on information that Davis himself assembled. So the board didn’t hear about his victim’s years of psychological therapy. And it learned nothing about Davis’ efforts, as late as 2011, to persuade the victim to claim the crime never happened.

'Treating protest as terrorism': US plans crackdown on Keystone XL activists

Angeline Cheek is preparing for disaster. The indigenous organizer from the Fort Peck reservation in Montana fears that the proposed Keystone XL pipeline could break and spill. But environmental catastrophe is not the most immediate threat. The government has characterized pipeline opponents like her as “extremists” and violent criminals and warned of potential “terrorism”. Recently released records [suggest] that police were organizing to launch an aggressive response to possible Keystone protests, echoing the actions against the Standing Rock movement in North Dakota. There, officers engaged in intense surveillance and faced widespread accusations of excessive force. Federal Judge expedites GA paper ballot lawsuit

Georgia and four other states do not use paper ballots as a backup for electronic voting machines. In Washington, a group of bi-partisan lawmakers are banding to mandate the extra security measure across the nation. But right now, the Secretary of State, Brian Kemp is facing a federal lawsuit because he's reluctant to make the change before the upcoming November 6 election. In 2017, an investigation into the current system which uses 15 year old voting kiosks, was determined in serious jeopardy. But nothing was done. Instead, several databases with vital information was missing that could've assisted in the remedy. Democrat candidate Lisa Ring says voters are complaining they've been expunged from the rolls, that their designated and confirmed polling place was closed when they arrived for the Primary election, even worse, some saw their vote changing in front of their eyes. Candidate Lisa Ring/(D) Georgia 1st District: "We've heard reports all over the state of these old machines often not taking a person's vote. It'll change. Change the vote. And, sometimes, if people don't catch it, we don't know if the vote is being recorded accurately." Georgia is facing other election concerns as well. There is controversy over the boundary line drawn for at least one voting district, several polls were almost closed in a majority black district and the lawsuit looming in federal court. Georgia voters head to the polls November 6 to elect a new governor.

In the twin collapses of top-five investment bank Lehman Brothers and insurance giant AIG, Wall Street saw a civilization-imperiling ball of debt hurtling its way. The legend of that meeting ... is that the tough-minded bank honchos found a way to scrape up just enough cash to steer the debt-comet off course. The plan included a federal bailout of incompetent AIG, along with key mergers – Bank of America buying Merrill, Barclays swallowing the sinking hull of Lehman, etc. The legend is bull. By the time Lehman Brothers filed for the largest bankruptcy in American history on Sept. 15, 2008, the country had been navigating stormy global financial waters for more than a year. Throughout the mess, the Federal Reserve and the U.S. Treasury had been permitting the largest banks in the country to funnel as much cash as they wanted to their shareholders ― even as it became clear those same banks could not pay their debts. Ben Bernanke, Hank Paulson and Timothy Geithner ... didn’t really rescue the banking system. They transformed it into an unaccountable criminal syndicate. Since the crash, the biggest Wall Street banks have been caught laundering drug money, violating U.S. sanctions against Iran and Cuba, bribing foreign government officials, making illegal campaign contributions to a state regulator and manipulating the market for U.S. government debt. Citibank, JPMorgan, Royal Bank of Scotland, Barclays and UBS even pleaded guilty to felonies for manipulating currency markets. Not a single human being has served a day in jail for any of it. As a percentage of each family’s overall wealth, the poorer you were, the more you lost in the crash. The top 1 percent of U.S. households ultimately captured more than half of the economic gains over the course of the Obama years, while the bottom 99 percent never recovered their losses from the crash. The result has been a predictable and terrifying resurgence of authoritarian politics unseen since the Second World War.

Before he was Donald Trump’s campaign chairman, Paul Manafort embraced extreme tactics in his lobbying efforts. He enlisted a foreign politician who was secretly on his payroll to deliver a message to President Barack Obama in the Oval Office. And he gleefully fueled allegations that an Obama Cabinet member who had spoken out against his Ukrainian client was an anti-Semite. With his guilty plea Friday, Manafort admitted the lengths to which he went to manipulate the American political system and the media for massive profit, exposing how he thrived in the Washington swamp that Trump railed against during his campaign. By pleading guilty, Manafort agreed that he knew he was required by law to publicly report that a pro-Russia Ukrainian political party was paying him and his stable of lobbyists, which included former leaders of Austria, Poland and Italy. Instead, he operated in the dark, working diligently to keep his lobbying for Ukrainian politician Viktor Yanukovych a secret and pocketing millions routed through offshore bank accounts to hide his work and avoid paying taxes. Trump has downplayed Manafort’s wrongdoing. “What he did, some of the charges they threw against him, every consultant, every lobbyist in Washington probably does,” the president told Fox News. Paul Miller, who runs the Institute for Lobbying and Ethics ... acknowledged that there is a “widespread problem” of lobbyists failing to register their activities. The officers asked the United States to supply them with encrypted radios, citing the need to communicate securely, as they developed a plan to install a transitional government. Child abuse files lost at Home Office spark fears of cover-up

A dossier compiled by an MP detailing allegations of a 1980s Westminster paedophile ring is one of more than 100 potentially relevant Home Office files destroyed, lost or missing, it has emerged. The government faced fresh calls for an overarching inquiry into historical cases of paedophilia as it was revealed that a total of 114 Home Office files relevant to allegations of a child abuse network have disappeared from government records. David Cameron has already ordered the Home Office permanent secretary to look into what happened to a lost dossier given earlier in the 1980s to Leon Brittan, then home secretary, by the campaigning Tory MP Geoffrey Dickens. The revelation that further relevant documents have disappeared will raise fresh fears of an establishment cover-up. Dickens, who died in 1995, had told his family that the information he handed to the home secretary in 1983 and 1984 would "blow the lid off" the lives of powerful and famous child abusers, including eight well-known figures. In a letter to Dickens at the time, Brittan suggested his information would be passed to the police, but Scotland Yard says it has no record of any investigation into the allegations. On Saturday the Home Office made public a letter to Keith Vaz, chairman of the home affairs select committee, in which the department confirmed that correspondence from Dickens had not been retained and it had found "no record of specific allegations by Mr Dickens of child sex abuse by prominent public figures".

During the Cold War, the CIA funded a series of secret brainwashing experiments at a prestigious psychiatric clinic. No method was too bizarre, including using LSD, hypnosis, prolonged periods of induced sleep, and electrical shocks to the brain. Patients were given the treatment without explanation or consent, and even decades later complained that they had never completely recovered. Bob Logie was admitted to Allen Memorial hospital at age 18 to treat psychosomatic leg pain. He was repeatedly given LSD as a test subject without his consent, [and was] exposed to massive doses of electroshock therapy and kept asleep for up to a month at a time. Tape messages were played repeatedly while he slept. Logie said the effect of the treatments stayed with him. No one knows how many patients were exposed to the program of chemical and electro-shock treatments. But documents and testimony have revealed that the Montreal experiments were part of a series of psychological projects given code names such as MK Ultra and run by the CIA in a quest to understand how to brainwash people. Many years passed before there was any public or official acknowledgment of what patients at Allen Memorial had been through. [In 1998] the CIA agreed to pay some of the patients an out of court settlement of $750 thousand. It emerged that during that time Ottawa helped suppress evidence that CIA officials had apologized to the Canadian government when the CIA experiments were first revealed.

September 11: nearly 10,000 people affected by 'cesspool of cancer'

John Mormando was in the best shape of his life – a marathon runner and triathlete training for an Ironman competition – when he noticed a small bump on his chest. He ... soon received the shocking diagnosis: breast cancer. Mormando, 51, was at a loss to explain his rare diagnosis. Then colleagues reminded him of the months he worked close to the site of the 9/11 terrorist attack on New York’s World Trade Center. Tens of thousands of people who lived or worked in the neighborhood at the time found themselves breathing in air thick with toxic fumes and particles. Many have since become sick, many have died and new cases are still occurring. The latest example is a cluster of men who have developed breast cancer, including Mormando. The new cluster of male breast cancer diagnoses is just one face of a health crisis that is only getting worse 17 years after the terrorist attacks. New York is nearing a grim milestone: 10,000 people diagnosed with cancer linked to 9/11. Last week, FBI director Christopher Wray said he had lost three colleagues who responded to the 2001 attacks in the last six months alone. There were 9,375 members of the World Trade Center Health Program certified as having a related cancer as of the end of June. An additional 420 members who had cancer have died. In all, more than 43,000 people have been certified with a 9/11 related health condition. The head of the EPA at the time has admitted she was wrong to assure the public that the air around Ground Zero was safe.

The White House’s new attack on the international system

In his first major policy address since joining the White House in April, national security adviser John Bolton offered a particularly aggressive demonstration of President Trump's "America First" agenda. He threatened the International Criminal Court, a U.N.-mandated body based in The Hague, with punitive measures should it pursue an investigation into alleged U.S. war crimes in Afghanistan. He warned that the United States would ban ICC judges and prosecutors from entering the country, sanction their funds in the U.S. financial system and punish any company or government that complies with an ICC investigation into Americans. The ICC's chief prosecutor announced last November that she had "reasonable evidence" to investigate allegations regarding the abuse, torture and even rape of at least 88 Afghan detainees, allegedly carried out by U.S. armed forces in Afghanistan and at clandestine CIA interrogation centers in Europe. The ICC is far from a perfect institution. But it still represents a key cog in the international system, and one that could yet provide justice for the hideous crimes of those like ... Myanmar's generals. Instead, it may yet become another casualty of Trump's wider war on liberal internationalism. "It is an all-out bid by Donald Trump to end the ICC, the world’s foremost criminal tribunal, and with it, the very concept of international justice," wrote the Guardian's Simon Tisdall. "Bolton is the man wielding the knife. And there is a strong possibility they will succeed."

The NFL, the Military, and the Hijacking of Pat Tillman’s Story

As part of his ongoing crusade targeting black athletes, President Donald Trump shared a tweet. It included an image of Pat Tillman, the former NFL safety-turned-U.S. Army Ranger who was killed in Afghanistan in the spring of 2004. Trump was co-signing a suggestion that Tillman was a true patriot, unlike those who have chosen to kneel during the national anthem. Tillman’s is indeed an all-American story, it’s just not the kind that Trump and his supporters want it to be. Few episodes of the post-9/11 era have called down more disgrace upon the military than its handling of Tillman’s death. Tillman was 25 years old when he joined the Army ... expecting to join the fight against Al Qaeda and the effort to bring Osama bin Laden to justice. Instead, he was sent to Iraq. Tillman loathed the Iraq War. He confided in his brother and their friend Russell Baer that he thought the invasion and occupation were “fucking illegal.” On April 22, [2004] Tillman was killed. His memorial service was broadcast on national television. The military provided a Navy SEAL ... with a narrative to read to mourners. It described how Tillman charged up a ridgeline, braving enemy fire, and died defending his fellow soldiers. The military knew Tillman was killed by his fellow soldiers, brought down by three bullets to the head let loose during spasms of wildly irresponsible but deliberate shooting. In Tillman’s death, powerful officials saw an opportunity to spin a yarn of heroic sacrifice, rather than an obligation to tell the truth.

The US government does not represent the interests of the majority of the country's citizens, but is instead ruled by those of the rich and powerful, a new study from Princeton and Northwestern Universities has concluded. The report ... used extensive policy data collected from between the years of 1981 and 2002 to empirically determine the state of the US political system. The peer-reviewed study ... says: "Economic elites and organised groups representing business interests have substantial independent impacts on US government policy, while mass-based interest groups and average citizens have little or no independent influence." Researchers concluded that US government policies rarely align with the the preferences of the majority of Americans, but do favour special interests and lobbying organisations: "When a majority of citizens disagrees with economic elites and/or with organised interests, they generally lose. Moreover, because of the strong status quo bias built into the US political system, even when fairly large majorities of Americans favour policy change, they generally do not get it." The politics of average Americans and affluent Americans sometimes does overlap. This is merely a coincidence, the report says. The theory of "biased pluralism" that the Princeton and Northwestern researchers believe the US system fits holds that policy outcomes "tend to tilt towards the wishes of corporations and business and professional associations."

A ‘big political cover-up’ of 1980s pedophile-ring in U.K. Parliament?

Most everyone remembers Cyril Smith. The member of Parliament had a personal touch. He sang. He went on pal Jimmy Savile’s BBC show. He also, according to hundreds of allegations since his 2010 death, was a pedophile of historic proportions. That fact was one of many in a dossier prepared 30 years ago by a crusading member of Parliament who warned of a powerful pedophile ring of “big, big names.” The man told his family the allegations were “explosive.” It would, he told his son, “blow the lid off” of the pedophile ring and perhaps take down powerful, famous sex abusers who had infiltrated the highest reaches of British life. The allegations ... weren’t aggressively pursued and no arrests or prosecutions followed. “My father [Geoffrey Dickens] thought that the dossier at the time was the most powerful thing that had ever been produced,” son Barry told the BBC ... after it emerged that the document has since gone missing. As its disappearance ballooned into a national scandal, the Guardian reported [that] an additional 114 documents relevant to allegations involving the ring are also missing — a revelation sparking suspicion that Margaret Thatcher’s government orchestrated a cover-up. Norman Tebbit, a former cabinet minister who served under Thatcher, [said] the inclination at the time may have been to protect “the system” rather than delving “too far” into the claims. Asked if there had been a “big political cover-up,” Tebbit conceded “there may well have been.”

Nazis Were Given ‘Safe Haven’ in U.S., Report Says

A secret history of the United States government’s Nazi-hunting operation concludes that American intelligence officials created a “safe haven” in the United States for Nazis and their collaborators after World War II. The 600-page report, which the Justice Department has tried to keep secret for four years, provides new evidence about more than two dozen of the most notorious Nazi cases of the last three decades. Perhaps the report’s most damning disclosures come in assessing the Central Intelligence Agency’s involvement with Nazi émigrés. Scholars and previous government reports had acknowledged the C.I.A.’s use of Nazis for postwar intelligence purposes. But this report goes further in documenting the level of American complicity and deception in such operations. The Justice Department report, describing what it calls “the government’s collaboration with persecutors,” says that O.S.I. investigators learned that some of the Nazis “were indeed knowingly granted entry” to the United States, even though government officials were aware of their pasts. “America, which prided itself on being a safe haven for the persecuted, became — in some small measure — a safe haven for persecutors as well,” it said. The Justice Department has resisted making the report public since 2006. Under the threat of a lawsuit, it turned over a heavily redacted version last month.

The US should put more emphasis on directed-energy weapons, including concentrating on developing a doctrine for their use, said Brig. Gen. William Whittenberger, assistant to the director of strategic plans at Air Force Special Operations on Command. Our entire integrated air defense can be dismantled through directed-energy efforts, he [said], including both laser and microwave energy. Radar [can be] overloaded, computers and terminals overheated, rendering command and control centers ineffective, guidance capability on missiles blinded or burned, satellites overloaded, cell phone towers destroyed, all by directed-energy systems, those are simple, effective, offensive actions ... with less risk, increased effectiveness, less cost, less collateral damage over todays capabilities, he said. The Senate Appropriations Subcommittee on Defense approved its version of the Fiscal 2019 funding bill ... which included a total of $317 million in directed energy programs. Whittenberger said the US must harden against these threats or become a victim to our own success as these technologies will be pirated by other peer nations, which will also make directed-energy weapon advances of their own. More emphasis also must be placed on doctrine. Currently, he said, work on military use of directed-energy technology is being done from the bottom up. Research unveiled today shows how vulnerabilities in “smart city” technology could be compromised by hackers. Bugs were found in major cities in the U.S. and Europe, with teams from IBM and Threatcare disclosing a series of “disturbing” scenarios that could soon play out for real. These included the abuse of flood warnings, radiation alarms and, yes, traffic networks. “If someone ... were to abuse vulnerabilities like the ones we documented in smart city systems, the effects could range from inconvenient to catastrophic,” a report said. The experts were inspired by the recent incident in Hawaii in which an alert warned citizens that a ballistic missile was inbound. The blaring island alarms, made in error, caused mass panic. Research found 17 major flaws in four smart city systems, eight of which were labeled “critical.” They spotted basic errors, including weak passwords and basic authentication flaws. “Security around these sensors and controls must be a lot more stringent,” wrote IBM’s Daniel Crowley. “Attackers could manipulate water level sensor responses to report flooding in an area where there is none - creating panic, evacuations and destabilization,” Crowley wrote. In another example, he said: “Controlling additional systems could enable an attacker to set off a string of building alarms or trigger gunshot sounds on audio sensors across town, further fueling panic.”

New smart energy meters that the Government wants to be installed in millions of homes will leave householders vulnerable to cyber attacks. The intelligence agency GCHQ ... raised concerns over the security of the meters, which could enable hackers to steal personal details and defraud consumers by tampering with their bills. The Government wants every home in the country to have a smart meter, but only 8 million out of 27 million households have so far signed up to the Ł11 billion scheme. Cyber security experts say that making the meters universal will make them more attractive to hackers because the potential returns are so much greater if they can hack every meter using the same software. In some foreign countries hackers have already attacked smart meter networks to defraud customers. Criminals are able to artificially inflate meter readings, making bills higher. They then try to intercept payments, and if they simply skim off the difference between the real reading and the false reading, energy companies will think the bill has been paid normally. Another potential problem is the meters being used as a “Trojan horse” to access other computers and gadgets around the home if the meters are able to “talk” to the other devices. That would potentially give hackers the ability to steal personal information that could be sold on to other criminals.

Once among the world’s most acclaimed scientists, Jose Manuel Rodriguez Delgado has become an urban legend. Delgado pioneered ... the brain chip, which manipulates the mind by electrically stimulating neural tissue with implanted electrodes. In 1965, [he] stopped a charging bull in its tracks by sending a radio signal to a device implanted in its brain. He also implanted radio-equipped electrode arrays, which he called “stimoceivers,” in dogs, cats, monkeys, chimpanzees, gibbons, and humans. With the push of a button, he could evoke smiles, snarls, bliss, terror, hunger, garrulousness, lust, and other responses. Delgado also invented implantable “chemotrodes” that could release precise amounts of drugs directly into the brain. But the abuse - a toxic sludge of online trolling steeped in misogyny and anti-Semitism that also included photoshopped images of her face stretched into a Nazi lampshade and references to “preheating the ovens” - never stopped. The 2018 election cycle has brought a surge of female candidates. A record number of women ran or are running for the Senate, the House and governorships. And in the process, they are finding that harassment and threats, already common for women, can be amplified in political races - especially if the candidate is a member of a minority group. Last year, sexist and anti-Semitic abuse helped drive Kim Weaver, an Iowa Democrat, out of her race against Representative Steve King. The neo-Nazi website The Daily Stormer published an article ... titled, as Ms. Weaver recalled it, “Meet the Whore Who’s Running Against Steve King,” increasing what was already an onslaught of threats. When she withdrew from the race, Mr. King suggested she had made up the threats. No independent organization appears to formally track incidents of harassment.
