The United States Department of Justice this week released nearly 11 hours of what it described as "full raw" surveillance footage from a camera positioned near Jeffrey Epstein's prison cell the night before he was found dead. The release was intended to address conspiracy theories about Epstein's apparent suicide in federal custody. But instead of putting those suspicions to rest, it may fuel them further. Metadata embedded in the video ... shows that rather than being a direct export from the prison's surveillance system, the footage was modified. Hany Farid, a professor at UC Berkeley whose research focuses on digital forensics and misinformation, reviewed the metadata at WIRED's request. Farid is a recognized expert in the analysis of digital images. He has testified in numerous court cases involving digital evidence. "If a lawyer brought me this file and asked if it was suitable for court, I'd say no. Go back to the source. Do it right," Farid says. "Do a direct export from the original system–no monkey business." The footage confirms that from the time Epstein was locked in his cell at approximately 8 pm on August 9, 2019. More than 500 social media creators were part of a covert electioneering effort by Democratic donors to shape the presidential election in favor of Kamala Harris. Payments went to party members with online followings but also to non-political influencers – people known for comedy posts, travel vlogs or cooking YouTubes – in exchange for "positive, specific pro-Kamala content" meant to create the appearance of a groundswell of support. The Trump administration's decision to pause USAID funding has plunged hundreds of so-called "independent media" outlets into crisis, thereby exposing a worldwide network of thousands of journalists, all working to promote U.S. interests in their home countries. USAID spends over a quarter of a billion dollars yearly training and funding a vast, sprawling network of more than 6,200 reporters at nearly 1,000 news outlets. Oksana Romanyuk, the Director of Ukraine's Institute for Mass Information, revealed that almost 90% of the country's media are bankrolled by USAID, including many that have no other source of funding. [Independent media is] defined as any media outlet, no matter how big an empire it is, that is not owned or funded by the state. Viral social media claims from last night regarding USAID and Politico ... suggested that ongoing spending cuts at USAID, the foreign aid agency, were shutting down domestic media outlets supposedly dependent on government money. There is no evidence that the freeze in USAID funding had any impact on Politico payroll. That said, USAID does separately fund various questionable news operations. The Organized Crime and Corruption Reporting Project (OCCRP), a major investigative news outlet responsible for the Panama Papers and other blockbuster news series, relies heavily on State Department and USAID funding. Officials have used their leverage over OCCRP to influence editorial and personnel decisions at the outlet. USAID money flows to contractors operating news outlets worldwide, such as Pact, Inc. and the East West Management Institute. Yesterday, I wrote about USAID contractor Internews, which operates and funds several Ukrainian news outlets, many of which have called for censoring pro-peace American journalists and activists over false allegations that they are Russian agents. Most insidiously, these Ukrainian outlets act as independent fact-checkers, providing outsourced content moderation services to Meta and TikTok. In other words, these outlets operate as convenient third parties for the U.S. government to censor dissident voices in ways it could not do directly.

Beheadings, mass killings, child abuse, hate speech – all of it ends up in the inboxes of a global army of content moderators. You don't often see or hear from them – but these are the people whose job it is to review and then, when necessary, delete content that either gets reported by other users, or is automatically flagged by tech tools. Moderators are often employed by third-party companies, but they work on content posted directly on to the big social networks including Instagram, TikTok and Facebook. "If you take your phone and then go to TikTok, you will see a lot of activities, dancing, you know, happy things," says Mojez, a former Nairobi-based moderator. "But in the background, I personally was moderating, in the hundreds, horrific and traumatising videos. "I took it upon myself. Let my mental health take the punch so that general users can continue going about their activities on the platform." In 2020, Meta then known as Facebook, agreed to pay a settlement of $52m (Ł40m) to moderators who had developed mental health issues. The legal action was initiated by a former moderator [who] described moderators as the "keepers of souls", because of the amount of footage they see containing the final moments of people's lives. The ex-moderators I spoke to all used the word "trauma" in describing the impact the work had on them. In December of 2002, Sharyl Attkisson, an Emmy-winning investigative reporter for CBS News, had an unsettling interview with smallpox expert Jonathan Tucker. In a post-9/11 world, with fears of terrorists using a long-eradicated disease like smallpox as a bioweapon, the US was preparing to bring back the smallpox inoculation program. But to Tucker, the very idea was "agonizing," writes Attkisson. Why? Because it involved "weighing the risk of a possible terrorist use of smallpox ... against the known risks of the vaccine," Tucker told the author. "A ‘toxic' vaccine?" She writes. "Didn't the smallpox vaccine save the world?" But as she soon discovered, it had serious side effects, including a surprisingly high possibility of death. Attkisson witnessed firsthand how deadly the vaccine could be in April of 2003, when a colleague at NBC, journalist David Bloom, died from deep vein thrombosis while on assignment in Iraq. "Studies that could stand to truly solve our most consequential health problems aren't done if they don't ultimately advance a profitable pill or injection," Attkisson writes. A little-known advertising cartel that controls 90% of global marketing spending supported efforts to defund news outlets and platforms including The Post – at points urging members to use a blacklist compiled by a shadowy government-funded group that purports to guard news consumers against "misinformation." The World Federation of Advertisers (WFA), which reps 150 of the world's top companies – including ExxonMobil, GM, General Mills, McDonald's, Visa, SC Johnson and Walmart – and 60 ad associations sought to squelch online free speech through its Global Alliance for Responsible Media (GARM) initiative, the House Judiciary Committee found. In May, the New York State government agreed to subsidize news media. The legislation allows tax credits for up to half of journalists' salaries. Not every outlet can write off employment costs. Excluded ... are nonprofit operations as well as those owned by publicly traded companies. Governments have tried to suppress dissenting views. If a massive chunk of journalists' income comes from one reliable source–government coffers–they'll inevitably treat government as the audience to please rather than locals who've proven difficult to court and who distrust the press. Forcing a journalist to disclose confidential sources will have a crippling effect on effective investigative journalism in this country. The First Amendment provides protections for the press because an informed electorate is essential for robust debate and a strong democracy. But what happens when you find yourself dragged into a lawsuit, ordered to divulge your sources, and held in contempt when you refuse? It is relatively uncommon for a court or the government to try to force a reporter to divulge sources. But it does happen, and when it does, it has a chilling effect on sources, reporters, and journalism itself. Sources wonder if they can trust a journalist who promises confidentiality, while journalists become less willing to offer that promise. It damages the ability of the press to root out wrongdoing. There is some good news, though. Congress appears poised to make it far more difficult for journalists to be compelled to divulge their sources. In January, in a rare display of bipartisanship, the House unanimously passed the Protect Reporters from Exploitative State Spying Act, or the PRESS Act. "Agency intervention is necessary to stop the existential threat Google poses to original content creators," the News/Media Alliance–a major news industry trade group–wrote in a letter to the Department of Justice (DOJ) and the Federal Trade Commission (FTC). It asked the agencies to use antitrust authority "to stop Google's latest expansion of AI Overviews," a search engine innovation that Google has been rolling out recently. Overviews offer up short, AI-generated summaries paired with brief bits of text from linked websites. A federal court of appeals ruled earlier this month that the White House, surgeon general, CDC and FBI "likely violated the First Amendment" by exerting a pressure campaign on social media companies to censor COVID-19 skeptics – including Stanford epidemiologist Dr. Jay Bhattacharya. At the heart of America's political and cultural turmoil is a crisis of trust. In the space of a generation, the people's confidence in their leaders and their most important institutions to do the right thing has collapsed. The federal government, big business, the media, education, science and medicine, technology, religious institutions, law enforcement and others have seen a precipitous decline. The group was brought together with the help of Braver Angels, one of hundreds of grassroots organizations that have sprung up in recent years to try to bridge the partisan divide. "I think the media has such a big part in dividing us, whether it is racially or politically or gender or sex," [said Nancy Miranda]. "The media tends to foster the extremes by fueling a lot of the rhetoric that is at the extremes of both red and blue," [said Dr. Bill Shaul]. "And the rhetoric and the disrespect and the lack of civility that we sometimes see portrayed in the media, I think, has made this a lot worse." "Now we have a 24-hour news cycle," [said Leah Nichols]. "And the news I see is probably different than the news Nancy sees, which is probably different than the news that you see, because we're all – have our own tailored algorithms when it comes down to social media. I think that the news is just so different than it used to be. It is hard for us to even be on the same page sometimes. I think it's really easy to look at the other side and be able to say, oh, maybe they just don't have the knowledge that I have or they don't know the things that I know. But, in reality, we all have our own lived experiences that have brought us to where we are. And if we could listen to each other, maybe we'd actually be able to understand a little better." "I really think the answer to our polarization politically in this country is in our communities, and it is in the relationships that we have with one another, especially across lines of difference," [said John Shi].

Since Russia launched its full-scale invasion last year, Ukrainian authorities have threatened, revoked, or denied press credentials of journalists working for half a dozen Ukrainian and foreign news outlets because of their coverage. Veteran war correspondents, for their part, are accusing Ukrainian officials of making reporting on the reality of the war ... nearly impossible. "I've covered four wars, and I've never seen such a chasm between the drama and intensity and historic import of the reality of the conflict on the one hand, and the superficiality and meagerness of its documentation by the press on the other," Luke Mogelson, a contributing writer for the New Yorker, told The Intercept. "It's wild how little of what's happening is being chronicled. And the main reason, though not the only one, is that the Ukrainian government has made it virtually impossible for journalists to do real front line reportage." Mogelson added that the restrictions come from military and political brass and run counter to rank-and-file soldiers' desire to share their experiences. "The guys who are actually out doing the killing and dying and enduring the misery of the front are almost always thrilled to have journalists witness what they're going through," he added. Ukrainian journalists have also warned that military handlers' tight oversight of journalists is skewing coverage of the war. The Ukrainian military doesn't have a formal embed system. Most press access consists of short, chaperoned visits to military positions.
