It would go a couple of millimeters into your frontal cortex, and then receptors would get the reflection of that light. And [there are] some studies that suggest that we could use that as a lie detection device. If you were sitting there in the airport and being questioned, they could beam that on your forehead without your knowledge. We can't do that yet, but they're working on it," [Wolpe said].

With President-elect Barack Obama and congressional Democrats considering a massive spending package aimed at pulling the nation out of recession, the national debt is projected to jump by as much as $2 trillion this year, an unprecedented increase that could test the world's appetite for financing U.S. government spending. For now, investors are frantically stuffing money into the relative safety of the U.S. Treasury, which has come to serve as the world's mattress in troubled times. Interest rates on Treasury bills have plummeted to historic lows, with some short-term investors literally giving the government money for free. But about 40 percent of the debt held by private investors will mature in a year or less, according to Treasury officials. When those loans come due, the Treasury will have to borrow more money to repay them, even as it launches perhaps the most aggressive expansion of U.S. debt in modern history. With the government planning to roll over its short-term loans into more stable, long-term securities, experts say investors are likely to demand a greater return on their money, saddling taxpayers with huge new interest payments for years to come. Some analysts also worry that foreign investors, the largest U.S. creditors, may prove unable to absorb the skyrocketing debt, undermining confidence in the United States as the bedrock of the global financial system.

The University of Utah student who foiled a federal oil and gas lease auction the Friday before Christmas hopes he can buy time for Utah's scenic redrock desert - and himself - until the Bush administration is out the door. Tim DeChristopher announced Wednesday afternoon that he would pay the U.S. Bureau of Land Management $45,000 to hold the 13 lease parcels he won in a Dec. 19 sale. The 27-year-old economics major faces possible federal felony charges after winning bids totaling about $1.8 million on 13 lease parcels that he admitted he had neither the intention nor the money to pay for. But since committing what he called an act of civil disobedience, DeChristopher has heard from hundreds of individuals around the country willing to chip in to keep drill rigs off the land and DeChristopher out of prison. So far, would-be benefactors have pledged $14,000, he said. The amount is based on a percentage of the $1.8 million; the agency requires such payments of all bidders to hold their parcels. Three Web sites have been set up to take pledges: www.wateradvocacy.org, www.oneutah.org, [and] www.bidder70.org. The 13 bids [DeChristopher] won by raising his auction paddle were on 22,000 acres of land near Arches and Canyonlands national parks. [He] admitted he ran up other bids by about $500,000 and said he would be willing to go to jail to defend his generation's prospects in light of global climate disruption and other environmental threats.
When elephants retire, many head for the Elephant Sanctuary in Hohenwald, Tenn. They arrive one by one, but they tend to live out their lives two-by-two. "Every elephant that comes here searches out someone that she then spends most all of her time with," says sanctuary co-founder Carol Buckley. It's like having a best girlfriend, Buckley says - "Somebody they can relate to, they have something in common with." Debbie has Ronnie. Misty can't live without Dulary. Those are pachyderm-pachyderm pairs. But perhaps the closest friends of all are Tarra and Bella. That would be Tarra the 8,700 pound Asian elephant. And Bella. The dog. "This is her friend," Buckley says. "Her friend just happens to be a dog and not an elephant. Bella knows she's not an elephant. Tarra knows she's not a dog. But that's not a problem for them." Bella is one of more than a dozen stray dogs that have found a home at the sanctuary. Most want nothing to do with the elephants and vice versa. But not this odd couple. "When it's time to eat they both eat together. They drink together. They sleep together. They play together," Buckley says. Bella even lets Tarra pet her tummy - with the bottom of her enormous foot. The National Security Agency (NSA) is developing a tool that George Orwell's Thought Police might have found useful: an artificial intelligence system designed to gain insight into what people are thinking. The device will be able to respond almost instantaneously to complex questions posed by intelligence analysts. As more and more data is collectedthrough phone calls, credit card receipts, social networks like Facebook and MySpace, GPS tracks, cell phone geolocation, Internet searches, Amazon book purchases, even E-Z Pass toll records - it may one day be possible to know not just where people are and what they are doing, but what and how they think. The system is so potentially intrusive that at least one researcher has quit, citing concerns over the dangers in placing such a powerful weapon in the hands of a top-secret agency with little accountability. Known as Aquaint, which stands for "Advanced QUestion Answering for INTelligence," the project was run for many years by John Prange, an NSA scientist at the Advanced Research and Development Activity. A supersmart search engine, capable of answering complex questions ... would be very useful for the public. But that same capability in the hands of an agency like the NSA - absolutely secret, often above the law, resistant to oversight, and with access to petabytes of private information about Americans - could be a privacy and civil liberties nightmare. When Jasmine the abandoned greyhound arrived at a wildlife sanctuary shivering and desperate for food, she needed all the love in the world to nurse her back to full health. Now it appears the kindness and patience shown to her has rubbed off – for the ... dog has become a surrogate mother for the 50th time. Seven-year-old Jasmine is currently caring for tiny Bramble, an 11-week-old roe deer fawn found semi-conscious in a nearby field. She cuddles up to her to keep her warm, showers her with affection and makes sure nothing is matted in her fur. She has had plenty of practice, having cared for five fox cubs, four badger cubs, 15 chicks, eight guinea pigs, two stray puppies and even 15 rabbits. Jasmine was brought to the Nuneaton and Warwickshire Wildlife Sanctuary by the police in 2003, having been found dumped in a garden shed. She was cold, filthy and malnourished. It took a few weeks for her to fully trust staff at the centre but with tender loving care she was nursed back to full fitness. Five years on, Jasmine is now the one looking after stray waifs. Geoff Grewcock, who runs the sanctuary, said: "She simply dotes on the animals as if they were her own, it's incredible to see. She takes all the stress out of them and it helps them to not only feel close to her but to settle into their new surroundings. As soon as an animal is brought in, she walks over takes a sniff or two and then licks and cuddles them. It is quite amazing."

An extract from grape seeds can destroy cancer cells, US research suggests. In lab experiments, scientists found that the extract stimulated leukaemia cells to commit suicide. Within 24 hours, 76% of leukaemia cells exposed to the extract were killed off, while healthy cells were unharmed, Clinical Cancer Research reports. The study raises the possibility of new cancer treatments, but scientists said it was too early to recommend that people eat grapes to ward off cancer. Grape seeds contain a number of antioxidants, including resveratrol, which is known to have anti-cancer properties, as well as positive effect on the heart. Previous research has shown grapeseed extract has an effect on skin, breast, bowel, lung, stomach and prostate cancer cells in the laboratory. It can also reduce the size of breast tumours in rats and skin tumours in mice. However, the University of Kentucky study is the first to test its impact on a blood cancer. Lead researcher Professor Xianglin Shi said: "These results could have implications for the incorporation of agents such as grapeseed extract into prevention or treatment of haematological (blood) malignancies and possibly other cancers. What everyone seeks is an agent that has an effect on cancer cells but leaves normal cells alone, and this shows that grapeseed extract fits into this category."

From the outside, there is nothing unusual about the stylish new gray and orange row houses in the Kranichstein District. But these houses are part of a revolution in building design: There are no drafts, no cold tile floors, no snuggling under blankets until the furnace kicks in. There is, in fact, no furnace. In Berthold Kaufmann’s home, there is, to be fair, one radiator for emergency backup in the living room — but it is not in use. Even on the coldest nights in central Germany, Mr. Kaufmann’s new “passive house” and others of this design get all the heat and hot water they need from the amount of energy that would be needed to run a hair dryer. “You don’t think about temperature — the house just adjusts,” said Mr. Kaufmann. His new home uses about one-twentieth the heating energy of his parents’ home of roughly the same size, he said. The concept of the passive house, pioneered in this city of 140,000 outside Frankfurt, approaches the [energy efficiency] challenge from a different angle. Using ultrathick insulation and complex doors and windows, the architect engineers a home encased in an airtight shell, so that barely any heat escapes and barely any cold seeps in. That means a passive house can be warmed not only by the sun, but also by the heat from appliances and even from occupants’ bodies. And in Germany, passive houses cost only about 5 to 7 percent more to build than conventional houses. New passive houses use an ingenious central ventilation system. The warm air going out passes side by side with clean, cold air coming in, exchanging heat with 90 percent efficiency.

In June, the Pew Forum on Religion and Public Life published a controversial survey in which 70 percent of Americans said that they believed religions other than theirs could lead to eternal life. This threw evangelicals into a tizzy. After all, the Bible makes it clear that heaven is a velvet-roped V.I.P. area reserved for Christians. But the survey suggested that Americans just weren’t buying that. The evangelicals complained that people must not have understood the question. The respondents couldn’t actually believe what they were saying, could they? So in August, Pew asked the question again. Sixty-five percent of respondents said — again — that other religions could lead to eternal life. But this time, to clear up any confusion, Pew asked them to specify which religions. The respondents essentially said all of them. And they didn’t stop there. Nearly half also thought that atheists could go to heaven — dragged there kicking and screaming, no doubt — and most thought that people with no religious faith also could go. What on earth does this mean? One very plausible explanation is that Americans just want good things to come to good people, regardless of their faith. We meet so many good people of different faiths that it’s hard for us to imagine God letting them go to hell. In fact, in the most recent survey, Pew asked people what they thought determined whether a person would achieve eternal life. Nearly as many Christians said you could achieve eternal life by just being a good person as said that you had to believe in Jesus.
After receiving billions in aid from U.S. taxpayers, the nation's largest banks say they can't track exactly how they're spending it. Some won't even talk about it. "We're choosing not to disclose that," said Kevin Heine, spokesman for Bank of New York Mellon, which received about $3 billion. The Associated Press contacted 21 banks that received at least $1 billion in government money and asked four questions: How much has been spent? What was it spent on? How much is being held in savings, and what's the plan for the rest? None of the banks provided specific answers. Some banks said they simply didn't know where the money was going. There has been no accounting of how banks spend that money. The answers highlight the secrecy surrounding the Troubled Asset Relief Program, which earmarked $700 billion ... to help rescue the financial industry. Lawmakers summoned bank executives to Capitol Hill last month and implored them ... not to hoard it or spend it on corporate bonuses, junkets or to buy other banks. But there is no process in place to make sure that's happening and there are no consequences for banks that don't comply. Meanwhile, banks that are getting taxpayer bailouts awarded their top executives nearly $1.6 billion in salaries, bonuses, and other benefits last year. Congress attached nearly no strings to the $700 billion bailout in October. And the Treasury Department, which doles out the money, never asked banks how it would be spent. No bank provided even the most basic accounting for the federal money. Most banks wouldn't say why they were keeping the details secret.

When FBI and immigration agents arrested a 28-year-old Guatemalan woman three months ago in Los Angeles, they announced that they had shut down one of the most elaborate sex trafficking rings in the country. But it was one of only a few such cases to be spotlighted by national media, contributing to the false impression that cases of immigrant sex trafficking are isolated incidents. The reality is that human trafficking goes on in nearly every American city and town, said Lisette Arsuaga, director of development for the Coalition to Abolish Slavery and Trafficking, a human rights organization in Los Angeles. Her assessment is shared by authorities in Bexar County, Texas, where the Sheriff’s Office has formed a task force with Shared Hope International, an anti-slavery organization founded by former Rep. Linda Smith, D-Wash. Bexar County is considered a crossroads of the cross-border Mexican sex slave trade. Federal officials agree that the trafficking of human beings as sex slaves is far more prevalent than is popularly understood. While saying it is difficult to pinpoint the scope of the industry, given its shadowy nature ... officials estimated that it likely generates more than $9.5 billion a year. The U.S. Navy wants to teach sailors how to hunt submarines off the coast of Jacksonville, but it's trying to prove its proposed undersea-warfare-training range won't hurt the world's most endangered whale. Concern about harm to the North Atlantic right whale from military sonar, vessels and torpedoes might pose a stumbling block to the proposed $100 million training range, which could be built near the whale's protected calving area. The U.S. Navy announced earlier this year that it wants to build the undersea-warfare-training range in a 662-square-mile zone nearly 58 miles off Jacksonville. Environmentalists fear whales could die from being run over by ships or becoming disoriented from the sonar. "Under federal law, environmental issues have to be placed on par with other national interests, including economic concerns and military training," said Michelle B. Nowlin, supervising attorney for the Environmental Law and Policy Clinic at the Duke University School of Law. "The courts have been very clear there must be a balance of those interests." Federal reports say the death of even one pregnant female could risk the species' survival. That's why more than a dozen conservation groups have opposed a permanent range for the sonar-based warfare training near the calving grounds. Military sonar, broadcasting an active midfrequency signal at 235 decibels, has a lethal history, with a dozen cases worldwide of mass whale and dolphin strandings and evidence of damage to their hearing after underwater exercises.

The [U.K.] government has been accused of trampling on individual liberties by proposing wide-ranging new powers for bailiffs to break into homes and to use “reasonable force” against householders who try to protect their valuables. Under the regulations, bailiffs for private firms would for the first time be given permission to restrain or pin down householders. They would also be able to force their way into homes to seize property to pay off debts, such as unpaid credit card bills and loans. “These laws strip away tried and tested protections that make a person’s home his castle, and which have stood for centuries,” said Paul Nicolson, chairman of the Zacchaeus 2000 Trust, a London-based welfare charity. “They could clearly lead to violent confrontations and undermine fundamental liberties.” Bailiffs have for hundreds of years been denied powers to break into homes for civil debt or to use force against debtors, except in self-defence. Ministers have now proposed bailiffs be given powers to physically remove debtors who try to defend their property, for example by draping themselves over a car or blocking the door of their home. Details of the new guidelines were obtained under freedom of information laws. Reasonable grounds for breaking down the door include the “movement of a curtain”, a radio being heard or a figure being spotted inside which “may be the offender”. In one case, an 89-year-old grandmother returned home to find a bailiff sitting in her chair having drawn up a list of her possessions. He was pursuing a parking fine owed by her son, who did not even live at the address.

Banks that are getting taxpayer bailouts awarded their top executives nearly $1.6 billion in salaries, bonuses, and other benefits last year, an Associated Press analysis reveals. The rewards came even at banks where poor results last year foretold the economic crisis that sent them to Washington for a government rescue. Some trimmed their executive compensation due to lagging bank performance, but still forked over multimillion-dollar executive pay packages. Benefits included cash bonuses, stock options, personal use of company jets and chauffeurs, home security, country club memberships and professional money management. The total amount given to nearly 600 executives would cover bailout costs for many of the 116 banks that have so far accepted tax dollars to boost their bottom lines. The AP compiled total compensation based on annual reports that the banks file with the Securities and Exchange Commission. The 116 banks have so far received $188 billion in taxpayer help. Among the findings: • Lloyd Blankfein, president and chief executive officer of Goldman Sachs, took home nearly $54 million in compensation last year. The company's top five executives received a total of $242 million. The New York-based company on Dec. 16 reported its first quarterly loss since it went public in 1999. It received $10 billion in taxpayer money on Oct. 28. • John A. Thain, chief executive officer of Merrill Lynch, topped all corporate bank bosses with $83 million in earnings last year. Like Goldman, Merrill got $10 billion from taxpayers on Oct. 28.

Blair to be his director of national intelligence ... could complete the silent military coup d'etat that has been steadily gaining ground below the radar screen of most Americans and the media. While serving the State Department in several senior capacities over the past four years, I witnessed firsthand the quiet, de facto military takeover of much of the U.S. government. The first assault on civilian government occurred in faraway places -- Iraq and Afghanistan. As military officers sought to take over the role played by civilian development experts abroad, Pentagon bureaucrats quietly populated the National Security Council and the State Department with their own personnel ... to ensure that the Defense Department could keep an eye on its rival agencies. The encroachment within America's borders continued with the military's increased involvement in domestic surveillance and its attempts to usurp the role of the federal courts in reviewing detainee cases. The Pentagon also resisted ceding any authority over its extensive intelligence operations to the ... director of national intelligence. Now the Pentagon has drawn up plans to deploy 20,000 U.S. soldiers inside our borders by 2011.

I got a call from Illinois Gov. Rod Blagojevich the other day. The first thing I said to him was, "You know, this call is probably being taped." Blagojevich said he had read my column in The Chronicle last week, in which I raised questions about the "pay to play" charges being leveled against him in connection with his pending appointment of someone to fill Barack Obama's now-empty U.S. Senate seat. I think he liked how I raised questions about the timing and manner of U.S. Attorney Patrick Fitzgerald's decision to charge him over what appears to be little more than loose conversations he had with his staff. I wouldn't bet on him stepping aside anytime soon. If anything, his hand is getting stronger by the day. I can't go into details, but my impression is that the whole mess started because the governor had been considering appointing a political rival, Illinois Attorney General Lisa Madigan, to the Senate so she wouldn't be able to run against him when he went up for re-election in 2010. Apparently, Obama's people weren't happy about the idea of Madigan coming to Washington, and there were some pretty heated conversations between Blagojevich and Obama chief of staff Rahm Emanuel, which I understand will burn your ears off. It was pretty clear that Blagojevich is going to hang tough, especially after the Illinois Supreme Court shot down Madigan's request that he be forced from office because he supposedly can't carry out his duties. It is also pretty clear that despite all the screaming over his appearing to be "selling" the seat in return for political favors or financial considerations, his fellow Democrats are not going to strip him of his power to appoint someone to replace Obama.

Mystery surrounds the death of a Republican pollster, recently compelled to give evidence about alleged election fraud in the 2004 election in Ohio, after he was killed in a plane crash. Top internet strategist Michael Connell, 45, was the only person in his single-engine private plane that crashed three miles short of the Akron-Canton airport on Friday night as he prepared to land. He had worked on Mr Bush's two presidential campaigns, advised John McCain this year and was also linked to allegedly missing White House emails in the 2006 controversy over a string of firings of US attorneys. The death of the married father of four immediately triggered conspiracy theories amid speculation that he had been about to reveal embarrassing details of the complicity of senior members of the Bush administration in fixing an election and destroying incriminating emails. In a blog posting entitled "One of my sources died in a plane crash last night...", Larisa Alexandrovna of The Raw Story revealed that Mr Connell had been talking to her about the Ohio case alleging that vote-tampering during the 2004 presidential election resulted in civil rights violations. "Mike was getting ready to talk. He was frightened... I am not saying that this was a hit nor am I resigned to this being simply an accident either. I am no expert on aviation and cannot provide an opinion on the matter. What I am saying, however, is that given the context, this event needs to be examined carefully."

George S. Patton, America's greatest combat general of the Second World War, was assassinated after the conflict with the connivance of US leaders, according to a new book. The newly unearthed diaries of a colourful assassin for the wartime Office of Strategic Services (OSS), the forerunner of the CIA, reveal that American spy chiefs wanted Patton dead because he was threatening to expose allied collusion with the Russians that cost American lives. The death of General Patton in December 1945, is one of the enduring mysteries of the war era. Although he had suffered serious injuries in a car crash in Manheim, he was thought to be recovering and was on the verge of flying home. But after a decade-long investigation, military historian Robert Wilcox claims that OSS head General "Wild Bill" Donovan ordered a highly decorated marksman [named] Douglas Bazata to silence Patton. His book, Target: Patton: The Plot to Assassinate General George S. Patton, contains interviews with Mr Bazata, who died in 1999, and extracts from his diaries, detailing how he staged the car crash by getting a troop truck to plough into Patton's Cadillac and then shot the general with a low-velocity projectile, which broke his neck while his fellow passengers escaped without a scratch. Mr Wilcox told The Sunday Telegraph that when he spoke to Mr Bazata: "He was struggling with himself, all these killings he had done. He confessed to me that he had caused the accident, that he was ordered to do so by Wild Bill Donovan."
