9/11 was the first global event in the age of the internet. And now the world wide web is being used as a platform for a wide range of conspiracy theories ... which allege that the US government was somehow involved in the attacks. Those who question the official account of 9/11 form a broad coalition. Loose Change has been viewed tens of millions of times and pulls no punches. [Creator Dylan Avery claims] "our government will willingly kill its own citizens for whatever gain it deems necessary ... and then lie as much as they need to cover it up." At the other extreme [Professor Jim] Fetzer is a former US Marine officer and retired professor of philosophy. Puzzled by the apparent discrepancies in the official account of 9/11, he founded a coalition of like-minded academics called Scholars For 9/11 Truth. Its purpose is to research exactly what happened that day, using the principles of scientific research. Alex Jones, a nationally syndicated radio talk show host ... believes 9/11 was "an inside job." "It's a self inflicted wound, it's a false-flag terror operation," he claims. After the attacks, government officials were summoned to give evidence before a Congressional Inquiry set up to investigate the intelligence failure before 9/11. Co-chairman Senator Bob Graham told ... of his frustration at the lack of co-operation from the FBI in that inquiry, and by the government's decision to censor over 30 pages of his report which related to Saudi Arabia. "Within 9/11 there are too many secrets," he said, "withholding of those secrets has eroded public confidence in their government."

Lots of questions have been raised about 9/11: Why does it look like there is no plane at the crash site in Pennsylvania where flight United 93 came down? Why did a building called World Trade Centre Building 7 collapse even though it was never hit by an aircraft? And why was America so unprepared when terror attack warnings had been received? Through the internet and the media generally, allegations of complicity by the US government in the 9/11 attacks are intensifying. We found that simple requests, such as asking to see the plane wreckage of flight United 93 at Shanksville, or flight American Airlines 77 at the Pentagon, were refused after months of delay by the authorities. Yet if we had been able to film the wreckage from flight AA77 we would have had extremely strong evidence that a Boeing 757 hit the Pentagon. Trying to prove or disprove these alternative theories is not easy. Officials are loathe to engage, thinking that any response will only fan the flames of popular conspiracy theories, and yet no response seems to be worse still. Senator Bob Graham ... co-chaired the Congressional Inquiry into 9/11 which detailed the failure of the CIA and FBI to use intelligence it had received about Al Qaeda before the attacks. Senator Graham told us there was a “collaboration of efforts among agencies and the administration to keep information out of the public’s hands.”

Two of three former Enron Corp. traders accused of driving up energy prices during California's power crisis were each sentenced Wednesday to two years of court-supervised release in federal court. Timothy Belden ... was sentenced after pleading guilty in October 2002 to one count of conspiracy to commit wire fraud. Belden's plea was the first prosecution of anyone related to the West's energy crisis in 2000 and 2001. He had faced up to five years in prison, and must forfeit $2.1 million. The second defendant, Jeffrey Richter, was a lower-level trading manager ... who also pleaded guilty to two counts related to manipulating energy prices. He had faced up to five years and agreed to pay a $410,000 fine. Internal company memos describe how Belden's trading unit took power out of California at a time of rolling blackouts and shortages and sold it out of state to elude price caps. Enron bought California power at cheap, capped prices, routed it outside the state, then sold it back into California at vastly inflated prices. The crisis played a role in Pacific Gas & Electric Co.'s bankruptcy and will leave California consumers paying abnormally high electricity prices for years. Transcripts of Enron energy traders showed them openly discussing manipulating California's power market during profanity-laced telephone conversations in which they merrily gloated about ripping off “those poor grandmothers” during the energy crunch. On the calls, other traders openly and gleefully discussed creating congestion on transmission lines and taking generating units off-line to pump up electricity prices.

The CIA’s former No. 3 official and a defense contractor were charged Tuesday with fraud and other offenses in the corruption investigation that sent former Rep. Randy “Duke” Cunningham to prison. Federal indictments named Kyle “Dusty” Foggo, executive director of the CIA until he resigned in May, and his close friend, San Diego defense contractor Brent Wilkes, both 52, according to two government officials who spoke on condition of anonymity. One of the officials said the grand jury heard claims that Foggo joined Wilkes on trips to Hawaii and Scotland, and was introduced to Wilkes’ employees as early as 2003 as a “future executive” of Wilkes’ company, Wilkes Corp., which allegedly received $12 million in illicit contracts from various government agencies. Cunningham, an eight-term Republican, served on the House Intelligence Committee and on the defense subcommittee of the Appropriations Committee — assignments that made him a key figure in the awarding of Pentagon contracts. Cunningham pleaded guilty in November 2005 to taking $2.4 million in bribes from defense contractors and others, including mortgage payments and a yacht he named “Duke-Stir.” The indictments paint a stunning picture of corruption in Washington. The alleged crimes by Cunningham and defense contractors is, according to the U.S. Attorney in San Diego, "breathtaking in scope." Foggo was named executive director of the CIA in 2004, responsible for running the agency’s day-to-day operations. He retired in May while under investigation by the FBI, the Internal Revenue Service, the Pentagon, the CIA and the U.S. attorney’s office in San Diego.

We can learn as much about human evolution and behavior by studying the sensitive, peace-loving bonobo as by studying the more violent chimpanzee—both of which share more than 98 percent of our DNA. "Bonobos help us to see ourselves more in the round," says Frans de Waal, a primatologist at the Yerkes National Primate Research Center in Atlanta. In this interview, de Waal explains [why] it's vital to protect this highly endangered close relative of ours. De Waal: I first saw them in 1978. At the time, I knew a lot about chimps, because I had been studying them. The sense you get looking [bonobos] in the eyes is that they're more sensitive, more sensual. There's a high emotional awareness. At the time, I was interested in reconciliation after fights, and I wanted to know how bonobos did it compared to chimpanzees. Very soon I discovered that they were much more sexual in everything they did, and that interested me—not so much for the sex part ... but much more how they have such a peaceful society, because they are much less violent than chimpanzees. Bonobos tell us about the possibility of having peaceful relationships. When the Japanese scientists ... came along with the story that bonobo groups [meeting for the first time not only] mingle, but they have sex together, the kids play with each other, they groom each other afterwards ... all this was absolutely shocking and didn't fit the image that we had of where we came from. And it was totally ignored. It's very interesting: when something doesn't fit your thinking, the best way to deal with it is to shove it out the window and ignore it, and that's what the scientific community did for about 20 years.

One of the country's top weapons designers said he believes it is time for the United States to consider a radical shift in policy that would ultimately eliminate the nuclear arsenal. Joseph Martz, leader of a team designing a new generation of warheads at the Los Alamos National Laboratory, said in a series of interviews last week that he is troubled by how the debate on nuclear weapons policy in Washington is focused narrowly on the number of weapons needed for the future ... rather than on how to eradicate them entirely. Lab officials originally refused to give Martz permission to be interviewed for this article. Martz, however, said he decided to speak anyway in order to press ideas that he believes can reduce the risk of nuclear war and carve out a central role for the weapons labs, which have been threatened with budget cuts. Martz emphasized that he was expressing only his personal views and not those of the lab. But his comments still represent the first time in recent years that a senior scientist inside the weapons program has proposed making disarmament a concrete policy goal. Martz's aim is to help policymakers understand that, because of a more sophisticated grasp of weapons science, the United States can slowly dismantle its warheads and still protect itself. The country could also bolster its credibility as a leading voice for disarmament by ratifying the long-stalled treaty banning underground testing.
Daniel Tammet is an autistic savant. He can perform mind-boggling mathematical calculations at breakneck speeds. But unlike other savants, who can perform similar feats, Tammet can describe how he does it. He speaks seven languages and is even devising his own language. Now scientists are asking whether his exceptional abilities are the key to unlock the secrets of autism. Ever since the age of three, when he suffered an epileptic fit, Tammet has been obsessed with counting. Now he is 26, and a mathematical genius who can figure out cube roots quicker than a calculator and recall pi to 22,514 decimal places. He also happens to be autistic, which is why he can't drive a car, wire a plug, or tell right from left. Since his epileptic fit, he has been able to see numbers as shapes, colours and textures. The number two, for instance, is a motion, and five is a clap of thunder. "When I multiply numbers together, I see two shapes. The image starts to change and evolve, and a third shape emerges. That's the answer. An estimated 10% of the autistic population - and an estimated 1% of the non-autistic population - have savant abilities, but no one knows exactly why. A number of scientists now hope that Tammet might help us to understand better. The blind American savant Leslie Lemke played Tchaikovsky's Piano Concerto No1, after he heard it for the first time, and he never had so much as a piano lesson. And the British savant Stephen Wiltshire was able to draw a highly accurate map of the London skyline from memory after a single helicopter trip over the city. Even so, Tammet could still turn out to be the more significant.

In the two decades since private equity firms first stormed the business world, they've been called a lot of things, from raiders to barbarians. But only [the Carlyle Group] has been tagged in the popular imagination with warmongering, treason, and acting as cold-eyed architects of government conspiracies. Carlyle, founded 20 years ago in the shadow of Washington's power centers, long went about its business far from the public eye. Its ranks were larded with the politically connected, including former Presidents, Cabinet members, even former British Prime Minister John Major. It used its partners' collective relationships to build a lucrative business buying, transforming, and selling companies -- particularly defense companies that did business with governments. Carlyle's radical makeover has turned the firm into the biggest fund-raising juggernaut the private equity world has ever seen. By the end of this year it expects to have an unprecedented $85 billion in investor commitments under management, up sixfold from 2001 and more than any other firm. [Founder David] Rubenstein sees the total swelling to as much as $300 billion by 2012. Make no mistake -- Carlyle is already massive. It owns nearly 200 companies that generate a combined $68 billion in revenue and employ 200,000 people. Last year it bought a new company approximately once every three days and sold one almost once a week -- all while dabbling in increasingly esoteric investments. Since its founding in 1987 it has generated annualized after-fee returns of 26%, compared with the industry average in the mid-teens.

Although the Bush administration has said that six U.S. attorneys were fired recently in part because of "performance related" issues, at least five of them received positive job evaluations before they were ordered to step down. Attorney General Alberto Gonzales, using authority he gained in March from a little-noticed provision of the Patriot Act, has appointed interim U.S. attorneys from the Bush administration's inner circle. Daniel Bogden, the U.S. attorney in Nevada, was described in his last job performance evaluation in 2003 as being a "capable" leader who was highly regarded ... said a Justice Department official. David Iglesias, the U.S. attorney in New Mexico, also received a positive evaluation last year, according to another Justice Department official. Both officials asked not to be identified. The other U.S. attorneys who received good reviews were John McKay, the former U.S. attorney in Seattle; Paul Charlton, the former U.S. attorney in Arizona; and Carol Lam, the current U.S. attorney in San Diego. The decision to fire the U.S. attorneys came under scrutiny late last month after Senate Democrats discovered a change in the Patriot Act that allowed Gonzales to appoint interim U.S. attorneys for indefinite terms without Senate approval. In testimony to the Senate Judiciary Committee last week, [Deputy Attorney General Paul] McNulty conceded that H.E. "Bud" Cummins, the former U.S. attorney in Arkansas, wasn't fired because of how he handled his job. Rather, McNulty said, administration officials wanted to make room for Timothy Griffin, a former aide of presidential adviser Karl Rove.

Professor Ian Stevenson, who died on February 8 aged 88, was the world's foremost scientific authority on the study of reincarnation. The founder and director of the Division of Personality Studies at the University of Virginia, Stevenson spent more than 40 years travelling the world, accumulating more than 3,000 cases of children who appeared to have memories of previous lives. Stevenson's studies were informed by an encyclopaedic knowledge of history, philosophy and the natural sciences but characterised above all by an empirical rigour. He would travel vast distances to interview the children and their current and "previous" families, meticulously noting corroborative and conflicting statements in their accounts, and cross-checking official records, and police and autopsy reports. In 1960 he published his first paper on the subject ... which caught the attention of Chester Carlson, the inventor of the Xerox machine. In 1963 Carlson collapsed in a cinema and died. When his will was read, Stevenson was astonished to learn that Carlson had left $1 million to endow a chair at the University of Virginia, and a further $1 million for Stevenson himself to continue his researches into reincarnation. Carlson's bequest enabled Stevenson to set up the Division of Personality Studies, the only academic department in the world dedicated to the study of previous life memories, near-death experiences and other paranormal phenomena.

Dozens of dolphins and sea lions trained to detect and apprehend waterborne attackers could be sent to patrol a military base in Washington state, the Navy said Monday. The base is home to submarines, ships and laboratories and is potentially vulnerable to attack by terrorist swimmers and scuba divers. Several options are under consideration, but the preferred plan would be to send as many as 30 California sea lions and Atlantic Bottlenose dolphins from the Navy's Marine Mammal Program, based in San Diego. Dolphins ... are trained to detect underwater mines; they were sent to do this in the Iraqi harbor of Umm Qasr in 2003. Sea lions can carry in their mouths special cuffs attached to long ropes. If the animal finds a rogue swimmer, it can clamp the cuff around the person's leg. The individual can then be reeled in for questioning. The last time the animals were used operationally in San Diego was in 1996, when they patrolled the bay during the Republican National Convention. The Navy has been training marine mammals since the 1960s and keeps about 100 dolphins and sea lions. Most are in San Diego, but about 20 are deployed at Naval Submarine Base Kings Bay, Ga. The Navy is seeking public comment for an environmental impact statement on the proposal.
A furious row has been raging in the international Jewish community over the rights and wrongs of criticising Israel. At its centre is a British historian [Tony Judt] who accuses his fellow Jews in the US of stifling any debate about Israel. His opponents say his views give succour to anti-Semites. In an essay written by the Holocaust scholar Alvin Rosenfeld and published by the American Jewish Committee, Judt's views - and those of other 'progressive Jews' ... were expressly linked to anti-Semitism. That row was reported in the New York Times, giving it an unprecedented prominence, and since then the story has opened the floodgates of a debate that until now has been shrouded in fear. Americans have long been in the grip of a cultural taboo that is characterised by Judt as follows: 'All Jews are silenced by the requirement to be supportive of Israel, and all non-Jews are silenced by the fear of being thought anti-Semitic, and there is no conversation on the subject.' [A] new forum for dissent ... was launched in Britain last week by an eminent group. In launching its manifesto, Independent Jewish Voices has taken the 40th anniversary of the occupation of the West Bank and Gaza Strip as an occasion to create 'a climate and a space in which Jews of different affiliations and persuasions can express their opinions about the actions of the Israeli government without being accused of disloyalty or ... self-hating.' One of its founding principles is: 'The battle against anti-Semitism is vital and is undermined whenever opposition to Israeli government policies is automatically branded as anti-Semitic.'
The 110th Congress opened with the passage of sweeping new rules intended to curb the influence of lobbyists by prohibiting them from treating lawmakers to meals, trips, stadium box seats or the discounted use of private jets. But it didn't take long for lawmakers to find ways to keep having fun while lobbyists pick up the tab. In just the last two months, lawmakers invited lobbyists to help pay for a catalog of outings: lavish birthday parties in a lawmaker's honor ($1,000 a lobbyist), martinis and margaritas at Washington restaurants (at least $1,000), a California wine-tasting tour (all donors welcome), hunting and fishing trips (typically $5,000), weekend golf tournaments ($2,500 and up), a Presidents Day weekend at Disney World ($5,000), parties in South Beach in Miami ($5,000), concerts by the Who or Bob Seger ($2,500 for two seats), and Broadway shows such as "Mary Poppins" and "The Drowsy Chaperone" (also $2,500 for two). The lobbyists and their employers typically end up paying for the events, but within the new rules. Instead of picking up the tab directly, lobbyists pay a political fundraising committee created by an individual politician and, in turn, the committee pays the lawmaker's way. Lobbyists say that the rules might even increase the volume of contributions flowing from K Street, where many lobbying firms have their offices, to Congress. Members of Congress are becoming more and more creative in finding ways to engage lobbyists to help pay for their campaigns.
A recent poll by the respected New York Times revealed that three out of four Americans now suspect the U.S. government of not telling the truth about 9/11. This proportion has shot up from a year ago, when half the population said they did not believe the official story. [The] accepted version of what happened on 9/11 is being challenged by a 90-minute internet movie, [Loose Change, which is] so popular that up to 100 million viewers have watched [it]. Why were no military aircraft scrambled in time to head off the attacks? How could a rookie pilot - as one of the terrorists was - fly a Boeing 757 aircraft so precisely into the Pentagon? The movie's assertions are being explored by a number of commentators in America and Britain. Former Labour Cabinet Minister Michael Meacher ... has said of 9/11: "Never in modern history has an event of such cataclysmic significance been shrouded in such mystery." These words were written in a foreword for Professor David Ray Griffin's bestselling book, The New Pearl Harbour. Griffin ... is emeritus professor at the Claremont School of Theology in California and a respected philosopher. Together, the book and the movie have raised the question: could the attack be a carbon copy of Operation Northwoods, an aborted plan by President Kennedy to stage terror attacks in America and blame them on Communist Cuba as a pretext for a U.S. invasion to overthrow Fidel Castro? Initially ... Professor Griffin dismissed claims the attacks could have been an inside job. It was only a year later ... that the professor was sent a 'timeline' on the day's events based entirely on newspaper and television accounts. It was then that he changed his mind.

A team of world-leading neuroscientists has developed a powerful technique that allows them to look deep inside a person's brain and read their intentions before they act. They have devised a system that analyses brain activity to work out a person's intentions before they have acted on them. The research breaks controversial new ground in scientists' ability to probe people's minds and eavesdrop on their thoughts, and raises serious ethical issues over how brain-reading technology may be used in the future. The research builds on a series of recent studies in which brain imaging has been used to identify tell-tale activity linked to lying, violent behaviour and racial prejudice. The computer learns unique patterns of brain activity or signatures that correspond to different thoughts. It then scans the brain to look for these signatures and predicts what the person is thinking. More advanced versions may be able to read complex thoughts and even pick them up before the person is conscious of them. Barbara Sahakian, a professor of neuro-psychology at Cambridge University, said the rapid advances in neuroscience had forced scientists in the field to set up their own neuroethics society late last year to consider the ramifications of their research.

A House committee report on Tuesday questioned whether some of the billions of dollars in cash shipped to Iraq after the American invasion — mostly in huge, shrink-wrapped stacks of $100 bills — might have ended up with the insurgent groups now battling American troops. Democrats sharply questioned the former American civilian administrator in Iraq, L. Paul Bremer III, about lax management of the nearly $12 billion in cash shipped to Iraq between May 2003 and June 2004. Mr. Bremer defended his performance as head of the Coalition Provisional Authority in Iraq, noting that the United States had to bring tons of American dollars into Iraq because the country had no functioning banking system. Government auditors have repeatedly criticized the American and Iraqi governments for failing to monitor the money once it reached Iraq. “We have no way of knowing if the cash that was shipped into the Green Zone ended up in enemy hands,” [Committee Chairman Henry Waxman] said. “We owe it to the American people to do everything we can to find out where the $12 billion went.” Mr. Waxman, whose panel is pursuing investigations of fraud and abuse by the federal government and its contractors in Iraq, said he found it remarkable that the Bush administration had decided to send billions of dollars of American currency into Iraq so quickly after the United States occupied the country. The committee calculated that the $12 billion in cash, most of it in the stacks of $100 bills, weighed 363 tons and had to been flown in on wooden pallets aboard giant C-130 military cargo planes. “Who in their right mind would send 360 tons of cash into a war zone?” Mr. Waxman said.

The largest government contractor you’ve never heard of [is] a company known simply by the nondescript initials SAIC (for Science Applications International Corporation). It is larger than the departments of Labor, Energy, and Housing and Urban Development combined. No contractor seems to exploit conflicts of interest in Washington with more zeal. And no contractor cloaks its operations in greater secrecy. SAIC has displayed an uncanny ability to thrive in every conceivable political climate. It is the invisible hand behind a huge portion of the national-security state—the one sector of the government whose funds are limitless. SAIC represents, in other words, a private business that has become a form of permanent government. Civilians at SAIC used to joke that the company had so many admirals and generals in its ranks it could start its own war. Some might argue that, in the case of Iraq, it did. 9/11 ... was very, very good for SAIC. In the aftermath of the attacks ... SAIC was ready. SAIC executives have been involved at every stage of the life cycle of the war in Iraq. SAIC personnel were instrumental in pressing the case that weapons of mass destruction existed in Iraq ... and that war was the only way to get rid of them. Then ... SAIC secured contracts for a broad range of operations in soon-to-be-occupied Iraq. When no weapons of mass destruction were found, SAIC personnel staffed the commission that was set up to investigate how American intelligence could have been so disastrously wrong.

In the neighborhood President Bush visited right after Hurricane Katrina, the U.S. government gave $84.5 million to more than 10,000 households. But Census figures show fewer than 8,000 homes existed there at the time. Now the government wants back a lot of the money it disbursed. The Federal Emergency Management Administration has determined nearly 70,000 Louisiana households improperly received $309.1 million in grants, and officials acknowledge those numbers are likely to grow. An Associated Press analysis of government data obtained under the federal Freedom of Information Act suggests the government might not have been careful enough with its checkbook as it gave out nearly $5.3 billion in aid to storm victims. The analysis found the government regularly gave money to more homes in some neighborhoods than the number of homes that actually existed. The pattern was repeated in nearly 100 neighborhoods. At least 162,750 homes that didn't exist before the storms may have received a total of more than $1 billion in improper or illegal payments. In one neighborhood GAO scrutinized, at least one person gave an address as a cemetery. Records show FEMA gave 27,924 assistance grants worth $293 million in that neighborhood. Only 18,590 homes existed, meaning up to $98 million in aid could have been disbursed improperly or illegally. The AP's findings are similar to those of a February report by the Government Accountability Office, which found hurricane aid was used for to pay for guns, strippers and tattoos. The GAO concluded that between $600 million and $1.4 billion was improperly spent on Katrina relief alone.
Scientists and economists have been offered $10,000 each by a lobby group funded by one of the world's largest oil companies to undermine the UN climate change report. Letters sent by the American Enterprise Institute, an ExxonMobil-funded think tank with close links to the Bush Administration, offered the payments for articles that emphasise the shortcomings of the report. Travel expenses and additional payments were also offered. The institute has received more than $1.6 million from ExxonMobil - which yesterday announced a $50 billion annual profit, the biggest ever by a US company - and more than 20 of its staff have worked as consultants to the Bush Administration. A former head of ExxonMobil, Lee Raymond, is the vice-chairman of the institute's board of trustees.

The world's largest publicly owned oil company announced yesterday the largest corporate profit ever, but news of its near $40-billion (U.S.) windfall in 2006 sparked an angry backlash, coming on the eve of a major report blaming the use of fossil fuels for wreaking devastation on the planet. Exxon shares have risen by about 20 per cent in the past year. Exxon wasn't alone in unprecedented oil earnings. Royal Dutch Shell PLC, an Anglo-Dutch company, and U.S.-run Marathon Oil and Valero Energy, also posted best-ever annual results yesterday. And ConocoPhillips Co., also American, last week posted its highest profits. Profits at the five companies together totalled $91.1-billion -- in a year when drivers paid record prices for gasoline. Both Democratic and Republican members of Congress have also urged Exxon to end its funding of organizations that deny the existence of -- or minimize the seriousness of -- human-made global warming. Scientists yesterday accused the conservative American Enterprise Institute, which receives funding from Exxon, of offering scientists up to $10,000 for articles that undercut a report to be released today from the Intergovernmental Panel on Climate Change. Last month, the Union of Concerned Scientists ... said that Exxon has spent $16-million over the past 10 years financing organizations that deny the seriousness of climate change. Alden Meyer, a strategist with the group, compared Exxon's efforts to discredit the science of global warming to the tobacco companies' efforts to sow doubts about the link between smoking and lung cancer in order to protect their profits.
