Gov.-elect Arnold Schwarzenegger is preparing a push to deregulate the state's electricity markets -- a move embraced by business leaders and some energy analysts but criticized by many Democrats and consumer advocates as a return to the failed policies that sparked California's energy crisis. "Deregulation has already cost the state $50 billion, give or take," said Mike Florio, senior attorney for The Utility Reform Network. "Why on earth anyone would want to do that again is mystifying to us." Florio also said he was suspicious of Schwarzenegger's idea because former Enron Corp. Chairman and CEO Ken Lay met with the actor and others in the spring of 2001, when Lay was pushing deregulation in California. Schwarzenegger has said he doesn't remember details of the meeting.

At least 11 countries provided advance warning to the US of the 9/11 attacks. Two senior Mossad experts were sent to Washington in August 2001 to alert the CIA and FBI to a cell of 200 terrorists said to be preparing a big operation. The list they provided included the names of four of the 9/11 hijackers, none of whom was arrested. In November 2001 the US airforce complained it had had al-Qaida and Taliban leaders in its sights as many as 10 times over the previous six weeks, but had been unable to attack because they did not receive permission quickly enough. The BBC reported [that] a former Pakistan foreign secretary was told by senior American officials at a meeting in Berlin in mid-July 2001 that "military action against Afghanistan would go ahead by the middle of October". Zacarias Moussaoui ... was arrested in August 2001. One agent wrote, a month before 9/11, that Moussaoui might be planning to crash into the Twin Towers. US agents ... sought a warrant to search his computer. They were turned down by the FBI. [A] PNAC blueprint supports an earlier document ... which said the US must "discourage advanced industrial nations from challenging our leadership". The document also calls for the creation of "US space forces" to dominate space, and the total control of cyberspace to prevent "enemies" using the internet. It also hints that the US may consider developing biological weapons "that can target specific genotypes [and] may transform biological warfare from the realm of terror to a politically useful tool". The conclusion of all this analysis must surely be that the "global war on terrorism" has the hallmarks of a political myth propagated to pave the way for a wholly different agenda - the US goal of world hegemony, built around securing by force command over the oil supplies required to drive the whole project.

Former minister Michael Meacher has blamed the Iraq war on the US desire for world domination. Mr Meacher also suggested the Americans might have failed to prevent 11 September as it gave a pretext for military action. Mr Meacher was environment minister until three months ago and has already spoken out in opposition to the war. Writing in the Guardian newspaper, Mr Meacher said the 11 September attacks gave an invaluable excuse for attacking Afghanistan. And he said the US Government intended to take military control of the Gulf region whether or not Saddam Hussein was in power because of its need for further secure oil supplies. In his piece Mr Meacher wrote: "It seems that the so-called war on terrorism is being used largely as a bogus cover for achieving wider US strategic geopolitical objectives. The evidence again is quite clear that plans for military action against Afghanistan and Iraq were in hand well before 11 September. The global war on terrorism has all the hallmarks of a political myth propagated to pave the way for a wholly different agenda - the US goal of world hegemony, built around securing by force command over the oil supplies required to drive the whole project." Speaking on BBC Radio 4's Today programme, he said this agenda had been outlined by the Project for the New American Century (PNAC) - a thinktank associated with leading neoconservative hawks within the US administration. In his article, Mr Meacher also said the US had passed up opportunities to catch Osama Bin Laden and other senior al-Qaeda figures.

According to today's regulators and bureaucrats, those of us who were kids in the 50's, 60's, and 70's probably shouldn't have survived. As children, we would ride in cars with no seat belts or air bags. We drank water from the garden hose and not from a bottle. We were never overweight because we were always outside playing. We shared one drink with four friends, from one bottle or can and no one actually died from this. We would spend hours building go-carts out of scraps and then went top speed down the hill, only to find out we forgot the brakes. We would leave home in the morning and play all day, as long as we were back before it got dark. No one was able to reach us all day and no-one minded. We did not have Playstations or X-Boxes, no video games at all. No 99 channels on TV, no videotape movies, no surround sound, no mobile phones, no personal computers, no Internet chat rooms. We fell out of trees, got cut and broke bones and teeth, and there were no lawsuits. They were accidents. We learnt not to do the same thing again. We had fights, punched each other hard and got black and blue - we learned to get over it. We walked to friend's homes. This generation has produced some of the best risk-takers and problem solvers and inventors, ever. The past 50 years have been an explosion of innovation and new ideas. For decades, priests in this country abused children in parish after parish while their superiors covered it all up. Now it turns out the orders for this cover up were written in Rome at the highest levels of the Vatican. [A] confidential Vatican document, obtained by CBS News, lays out a church policy that calls for absolute secrecy when it comes to sexual abuse by priests – anyone who speaks out could be thrown out of the church. The policy was written in 1962 by Cardinal Alfredo Ottaviani. The document, once "stored in the secret archives" of the Vatican, focuses on crimes initiated as part of the confessional relationship. Bishops are instructed to pursue these cases "in the most secretive way ... restrained by a perpetual silence ... and everyone (including the alleged victim) ... is to observe the strictest secret, which is commonly regarded as a secret of the Holy Office ... under the penalty of excommunication." Larry Drivon, a lawyer who represents alleged victims, said, “This document is significant because it's a blueprint for deception. It's an instruction manual on how to deceive and how to protect pedophiles ... and exactly how to avoid the truth coming out." Richard Sipe, a former priest who has written about sex abuse and secrecy in the church, said the document sends a chilling message. “You keep it secret at all costs,” Sipe said. “It's happened in every diocese in this country.” According to church records, the document was a bedrock of Catholic sex abuse policy until America's bishops met last summer and drafted new policies to address the crisis in the church.
The software that runs many high-tech voting machines contains serious flaws that would allow voters to cast extra votes and permit poll workers to alter ballots without being detected, computer security researchers said. "We found some stunning, stunning flaws," said Aviel D. Rubin, technical director of the Information Security Institute at Johns Hopkins University, who led a team. Diebold Election Systems...has about 33,000 voting machines operating in the United States. The systems...could be tricked by anyone with $100 worth of computer equipment, said Adam Stubblefield, a co-author of the paper. "Practically anyone in the country -- from a teenager on up -- could produce these smart cards that could allow someone to vote as many times as they like." The list of flaws in the Diebold software is long, according to the paper, which is online at avirubin.com/vote.pdf. Ballots could be altered by anyone with access to a machine, so that a voter might think he is casting a ballot for one candidate while the vote is recorded for an opponent. Douglas W. Jones, an associate professor of computer science at the University of Iowa, said he was shocked to discover flaws cited in Mr. Rubin's paper that he had mentioned to the system's developers about five years ago. "That such flaws have not been corrected in half a decade is awful." Peter G. Neumann, an expert in computer security at SRI International, said the Diebold code was "just the tip of the iceberg" of problems with electronic voting.

A report by internal investigators at the Justice Department has identified dozens of recent cases in which department employees have been accused of serious civil rights and civil liberties violations involving enforcement of ... the USA Patriot Act. The report said that in the six-month period that ended on June 15 [2003], the inspector general's office had received 34 complaints of civil rights and civil liberties violations by department employees that it considered credible, including accusations that Muslim and Arab immigrants in federal detention centers had been beaten. The accused workers are employed in several of the agencies that make up the Justice Department, with most of them assigned to the Bureau of Prisons. The report said that credible accusations were also made against employees of the F.B.I., the [D.E.A.] and the Immigration and Naturalization Service. The report ... suggests that the relatively small staff of the inspector general's office has been overwhelmed by accusations of abuse, many filed by Muslim or Arab inmates in federal detention centers. The inspector general said that from Dec. 16 through June 15, his office received 1,073 complaints "suggesting a Patriot Act-related" abuse of civil rights or civil liberties. 272 [accusations] were determined to fall within the inspector general's jurisdiction, with 34 raising "credible Patriot Act violations on their face." In those 34 cases, it said, the accusations "ranged in seriousness from alleged beatings of immigration detainees to B.O.P. correctional officers allegedly verbally abusing inmates."
A U.S. company launched Thursday in Mexico the sale of microchips that can be implanted under a person's skin and used to confirm everything from health history to identity. The microchips ... went on sale last year in the United States. The microchip, the size of a grain of rice, is implanted in the arm or hip and can contain information on everything from a person's blood type to their name. In a two-hour presentation, Palm Beach, Florida-based Applied Digital Solutions Inc. introduced reporters to the VeriChip and used a syringe-like device and local anesthetic to implant a sample in the right arm of employee Carlos Altamirano. “It doesn't hurt at all,” he said. “The whole process is just painless.” Antonio Aceves, the director of the Mexican company charged with distributing the chip here, said that in the first year of sales, the company hoped to implant chips in 10,000 people and ensure that at least 70 percent of all hospitals had the technology to read the devices. One chip costs $150 and has a $50 annual fee. Users can update and manage their chips' information by calling a 24-hour customer service line. The VeriChip can track subjects who are within 5 miles, but officials want to develop a new chip that can use satellite technology to track people who are farther away and may have been kidnapped. While the idea of using the chip to track people has raised privacy concerns in the United States, the idea has been popular with Mexicans. The company hopes to have the new anti-kidnapping chip developed by 2003.
Edward McSweegan ... has an office in Bethesda, a job title -- health scientist administrator -- and an annual salary of about $100,000. What McSweegan says he does not have -- and has not had for the last seven years -- is any real work. He was hired by the National Institute of Allergy and Infectious Diseases in 1988, but says his bosses transferred the research grants he administered to other workers eight years later, leaving him with occasional tasks more suitable for a typist or "gofer." McSweegan used to be NIH's program officer for Lyme disease but was removed from the post in June 1995 after a dispute over his repeated criticism of a politically influential support group for sufferers and his allegations that NIH had been too accommodating of the group. He had publicly described the Lyme Disease Foundation as "wacko" because he disagreed with its theories about the disease. The dispute led to his suspension without pay for two weeks for insubordination. According to NIH, McSweegan is director of the U.S.-Indo Vaccine Action Program, and has traveled to countries such as Russia representing the agency. He has also "produced reports and other work products." But McSweegan said he has never been told he was director of the program. McSweegan said he struggles to fill his eight-hour workdays by reading, exercising and writing fiction. He has self-published a bioterrorism thriller and a science fiction novel. But he says his six-page job description is the ultimate work of creative writing and describes his position as "a bizarre, surreal situation -- part Orwell, part Kafka and part Dilbert."
A division of the pharmaceutical company Bayer sold millions of dollars of blood-clotting medicine for hemophiliacs -- medicine that carried a high risk of transmitting AIDS -- to Asia and Latin America in the mid-1980's while selling a new, safer product in the West. The Bayer unit, Cutter Biological, introduced its safer medicine in late February 1984 as evidence mounted that the earlier version was infecting hemophiliacs with H.I.V. Yet for over a year, the company continued to sell the old medicine overseas. Cutter officials were trying to avoid being stuck with large stores of a product. Yet even after it began selling the new product, the company kept making the old medicine for several months more. In Hong Kong and Taiwan alone, more than 100 hemophiliacs got H.I.V. after using Cutter's old medicine. Many have since died. Cutter also continued to sell the older product after February 1984 in Malaysia, Singapore, Indonesia, Japan and Argentina. While admitting no wrongdoing, Bayer and three other companies that made the concentrate have paid hemophiliacs about $600 million to settle more than 15 years of lawsuits accusing them of making a dangerous product. Federal regulators helped keep the overseas sales out of the public eye. The Food and Drug Administration's regulator of blood products, Dr. Harry M. Meyer Jr....asked that the issue be "quietly solved without alerting the Congress, the medical community and the public."
A 12-year veteran FBI agent is under investigation for alleged insubordination following his appearances on ABC News programs and a recent press conference in Washington, D.C., in which he criticized the bureau's efforts to combat terrorism, according to the agent's attorney. Special Agent Robert Wright ... began tracking terrorists in the Chicago area in the mid-1990s for the Terrorism Task Force. He says he soon became frustrated when he was ordered by his superiors at the FBI Intelligence Division not to make any arrests of suspected terrorists. According to Wright, he was ordered to drop his investigation into a suspected terror financier whose name had arisen during the investigation into the bombings of two American embassies in East Africa in 1998, in which at least 224 people were killed. Wright and his partner John Vincent, who has since retired from the FBI, said that the money trail uncovered in the embassy bombing probe led to, among others, a powerful Saudi Arabian businessman, Yassin Qadi, who had extensive business and financial ties in Chicago. "Two months after the embassies are hit in Africa they want to shut down the criminal investigation. They wanted to kill it," Wright said. Last year, Wright told ABC News that he had more to say about the failures of the Terrorism Task Force. "There's so much more," he said. "God, there's so much more."

The Washington, D.C.-based Sierra Club is the latest environmental group to use Ford Motor Co.'s high-profile centennial party next week to pressure the automaker to boost the fuel economy of its cars and trucks. Once a fan of Ford Chairman and CEO Bill Ford Jr., the Sierra Club said Tuesday it will place ads in the New York Times and BusinessWeek magazine slamming the company's environmental record. The ads -- being published to coincide with Ford's 100th anniversary June 16 -- say Ford has failed to improve the fuel efficiency of its vehicles. After depicting technological advances in other industries, the ad says that Ford's Model T, which went 25 miles on a gallon of gasoline, was more fuel efficient than the current Ford Explorer sport-utility vehicle -- which manages just 16 miles per gallon.

Known as LifeLog, the project has been put out for contractor bids by the Defense Advanced Research Projects Agency, or DARPA, the agency that helped build the Internet and that is now developing the next generation of [surveillance] tools. The agency ... [considers] LifeLog ... a tool to capture "one person's experience in and interactions with the world" through a camera, microphone and sensors worn by the user. Everything from heartbeats to travel to Internet chatting would be recorded. The goal is to create breakthrough software that helps analyze behavior, habits and routines, according to Pentagon documents reviewed by The Associated Press. The products of the unclassified project would be available to both the private sector and other government agencies — a concern to privacy advocates. John Pike of Global Security.org, a defense analysis group, is dubious the project has military application. "I have a much easier time understanding how Big Brother would want this than how (Defense Secretary Donald) Rumsfeld would use it," Pike said. "They have not identified a military application."

The Department of Defense, already infamous for spending $640 for a toilet seat...couldn't account for more than a trillion dollars in financial transactions, not to mention dozens of tanks, missiles and planes. The nonpartisan General Accounting Office has raised the volume of its perennial complaints about the financial woes at Defense, which recently failed its seventh audit in as many years. "Overhauling DOD's financial management operations represent a challenge that goes far beyond financial accounting," GAO chief David Walker told lawmakers. Recent government reports suggest the Pentagon's money management woes have reached astronomical proportions. A GAO report found Defense inventory systems so lax that the U.S. Army lost track of 56 airplanes, 32 tanks, and 36 Javelin missile command launch-units. When military leaders were scrambling to find enough chemical and biological warfare suits to protect U.S. troops, the department was caught selling these suits as surplus on the Internet "for pennies on the dollar," a GAO official said. "We are overhauling our financial management system," said Dov Zakheim, the Pentagon's chief financial officer. "The Pentagon has failed to address financial problems that dwarf those of Enron," said Rep. Henry Waxman, D-Los Angeles. Gregory Kutz, director of GAO's financial management division [said] "I've been to Wal-Mart. They were able to tell me how many tubes of toothpaste were in Fairfax, Va. And DOD can't find its chem-bio suits." Opposition to defense spending is portrayed as unpatriotic. Legislators are often more concerned about winning Pentagon pork than controlling defense waste.

British researchers believe that they have made a groundbreaking scientific discovery after apparently managing to "create" energy from hydrogen atoms. In results independently verified at Bristol University, a team from Gardner Watts - an environmental technology company - show a "thermal energy cell" which appears to produce hundreds of times more energy than that put into it. If the findings are correct and can be reproduced on a commercial scale, the thermal energy cell could become a feature of every home, heating water for a fraction of the cost and cutting fuel bills by at least 90 per cent. The makers of the cell, which passes an electric current through a liquid between two electrodes, admit that they cannot explain precisely how the invention works. "What we are saying is that the device seems to tap into another, previously unrecognised source of energy." The cell is the product of research into the fundamental properties of hydrogen, the most common element in the universe. Hydrogen can exist in a so-called metastable state that harbours a potential source of extra energy. [Quantum] theory suggests that if electricity were passed into a mixture of water and a chemical catalyst, the extra energy would be released in the form of heat. After some experimentation, the team found that a small amount of electricity passed through a mixture of water and potassium carbonate - potash - released an astonishing amount of energy. "It generates a lot of heat in a very small volume," said Christopher Eccles, the chief scientist at Gardner Watts. The findings of the Gardner Watts team were tested by Dr Jason Riley of Bristol University, who found energy gains of between three and 26 times what had been put in.

The number of kids in California being treated for autism doubled between 1998 and 2002, and there is still no end in sight to the growing trend, state officials reported. The report ... found that 10,360 autistic children sought services in 1998. By the end of last year the number had jumped to 20,377, a 97 percent increase, far outstripping the growth rate in population or births. Concern over rising autism rates has been growing since the late 1990s as parents, educators and pediatricians began reporting increasing numbers of affected children across the country. As many as 20 different genes are known to play a role, but it also is believed that environmental factors are at work. Steep increases have also been documented in other industrialized countries such as Japan and Israel. "California is absolutely not special," Huff said. "In fact, we're middle of the road in terms of our rates." Scientists continue to search for a cause. Theories abound, including the possibility that childhood immunizations may be involved. However, recent studies into the measles, mumps and rubella (MMR) vaccine have not shown a link. Others have suggested that environmental toxins or food additives might be the cause. Some research has focused on possible causes in the womb, including a mother's immune response to common infections that could affect the developing fetus. Researchers connected to the MIND Institute found in an initial study that high levels of certain proteins in the blood of newborns could predict which ones went on to develop autism and mental retardation.

Jerome Dobson is not joking. The University of Kansas research professor, a respected leader in the field of geographic information technologies [speculates about] "geoslavery" -- a form of technological human control that could make "George Orwell's `Big Brother' nightmare ... look amateurish." He's talking about overlords electronically punishing errant workers. He's talking about the possibility of people hooked to, tracked by, and potentially shocked or burned using inexpensive electronic bracelets, manacles or implants. Dobson worked for 26 years at Tennessee's Oak Ridge National Laboratory creating, for the government, the maps used in global tracking. He is the president of the American Geographical Society. And he is not alone in his thoughts. [In] the journal published by the Institute of Electrical and Electronics Engineers, a paper titled "Geoslavery" is co-written by Dobson and Peter F. Fisher, British editor of the International Journal of Geographical Information Science. "Human tracking systems, currently sold commercially without restrictions, already empower those who would be masters. Safeguards have not yet evolved to protect those destined to be slaves," they wrote. With a laptop computer, employers can keep track of their drivers' every move. Implanted chips ... keep track of livestock or pets. Whereify Wireless Inc. sells its GPS Kids Locator for $400. The device, which also looks like a watch, can be locked to a child's wrist. Dobson said that ... none of the companies was thinking of anything nefarious. [Yet he] worries that where there is an evil will, there is an evil way. He hopes [to ] create debate and perhaps legislation or safeguards around the technology that will keep it from being misused.
Semco, Brazil's most famous company ... made its name by standing the conventional corporate rulebook on its head. Semco doesn't have a mission statement, its own rulebook or any written policies. It doesn't have an organisation chart, a human resources department or even, these days, a headquarters. Subordinates choose their managers, decide how much they are paid and when they work. Meetings are voluntary, and two seats at board meetings are open to the first employees who turn up. Salaries are made public, and so is all the company's financial information. Six months is the farthest ahead the group ever looks. Its units each half-year decide how many people they require for the next period. Naturally it doesn't plan which businesses to enter. Instead it 'rambles' into new areas by trial, error and argument. Its current portfolio is an odd mixture of machinery, property, professional services and fledgling hi-tech spin-offs. That's right, Semco is the epitome of managerial incorrectness. Sounds like a recipe for chaos, eh? Yet Semco has surfed Brazil's rough economic and political currents with panache, often growing at between 30 and 40 per cent a year. It turns over $160 million, up from $4m when [company founder Ricardo] Semler joined the family business two decades ago, and it employs 3,000 [people]. $100,000 invested in this barmy firm 20 years ago would now be worth $5m. But conventional control attitudes are deeply programmed. Even now, laments Semler, 'we're only 50 or 60 per cent where we'd like to be'.

The neuroscience laboratory of Dr. Richard Davidson at the University of Wisconsin [has been] using imaging devices that show what occurs in the brain during meditation. Dr. Davidson has been able to study the effects of Buddhist practices for cultivating compassion, equanimity or mindfulness. Experiments have [shown] some practitioners can achieve a state of inner peace, even when facing extremely disturbing circumstances. Dr. Paul Ekman of the University of California at San Francisco [found] that jarring noises (one as loud as a gunshot) failed to startle the Buddhist monk he was testing. Dr. Davidson [conducted] research with people working in highly stressful jobs.
