ABC news was told that psychic spying was used in about 500 cases. One case where psychic spies say they played a critical role was in 1989. Charles Jordan was a US Customs agent gone bad, a dangerous fugitive who had eluded police for 2 years. The collective wisdom at the time was that he was probably in the Caribbean. [One psychic spy] started describing him in North Wyoming ... at a campground. Using this and other information, Jordan was finally caught.

The U.S. government conducted experiments with Bay Area researchers to determine whether extrasensory perception, telepathy, clairvoyance and precognition could be used as "psychic spy tools" against the Soviet Union and other countries, according to a newly released study of the project. Psychic spies were used to try to pinpoint the location of Moammar Gadhafi before the U.S. bombing of Libya in 1986 ... University of Oregon psychology Professor Ray Hyman, one of the authors of the study, said. Dale Graff, a former director of the Defense Intelligence Agency's ESP program, told ABC's "Nightline" that psychics had provided the name of the city and the building where the Red Brigades terrorist group was holding kidnapped Brig. Gen. James Dozier in Italy in 1981. Dozier was freed by Italian police after 42 days. News reports at the time said the police were assisted by an undisclosed number of U.S. State and Defense Department specialists. Hyman and UC-Davis statistician Jessica Utts were commissioned by the CIA to evaluate the psychic spying project, code-named "Stargate." The government spent $20 million over two decades on the project. Several of the psychics' powers were tested in the Bay Area before the spies were put to work ... Hyman said. Experiments here focused largely on "remote viewing," which involved psychic communication between a "sender" and a "viewer". The government psychics were accurate about 15 percent of the time in their remote viewing experiments.

For decades in art circles it was either a rumour or a joke, but now it is confirmed as a fact. The Central Intelligence Agency used American modern art - including the works of such artists as Jackson Pollock, Robert Motherwell, Willem de Kooning and Mark Rothko - as a weapon in the Cold War. The CIA fostered and promoted American Abstract Expressionist painting around the world for more than 20 years. This was a period, in the 1950s and 1960s, when the great majority of Americans disliked or even despised modern art. Why did the CIA support them? Because in the propaganda war with the Soviet Union, this new artistic movement could be held up as proof of the creativity, the intellectual freedom, and the cultural power of the US. Russian art, strapped into the communist ideological straitjacket, could not compete. The existence of this policy, rumoured and disputed for many years, has now been confirmed for the first time by former CIA officials. The decision to include culture and art in the US Cold War arsenal was taken as soon as the CIA was founded in 1947. Dismayed at the appeal communism still had for many intellectuals and artists in the West, the new agency set up a division, the Propaganda Assets Inventory, which at its peak could influence more than 800 newspapers, magazines and public information organisations. They joked that it was like a Wurlitzer jukebox: when the CIA pushed a button it could hear whatever tune it wanted playing across the world. Unknown to the artists, the new American art was secretly promoted under a policy known as the "long leash." [This] centrepiece of the CIA campaign ... a vast jamboree of intellectuals, writers, historians, poets, and artists ... was set up with CIA funds in 1950 and run by a CIA agent. Louis Pasteur, one of the legendary figures in the history of science, lied about his research, stole ideas from a competitor and was deceitful in ways that would now be regarded as scientific misconduct if not fraud, according to a revisionist history published this month. "The Private Science of Louis Pasteur," by Dr. Gerald L. Geison of Princeton University, is based on an examination of Pasteur's 102 laboratory notebooks. Pasteur ... tried to reduce the virulence of microbes by exposing them to oxygen in order to make them suitable for vaccination. But in developing a vaccine against anthrax ... Pasteur adapted a method he had used a year earlier to produce a vaccine against chicken cholera. To head off competitors, Pasteur had purposely withheld reporting the simple method he used to prepare the chicken cholera vaccine. Pasteur impulsively accepted a public challenge to carry out the world's first public trial of any experimental vaccine. Pasteur's assistants injected his formula into 25 sheep, left another 25 unprotected and then injected all 50 with virulent anthrax bacteria. Only the vaccinated sheep survived. But, the notebooks show, Pasteur lied when he suggested publicly that his dramatically successful vaccine had been developed by exposing anthrax bacteria to oxygen. In fact he ... made his vaccine by secretly relying on a technique used by a rival, Jean-Joseph Toussaint. Eventually, Pasteur's oxygen method did produce an anthrax vaccine, but only after he had won a monopoly to produce the vaccine.

The U.S. press, like the U.S. government, is a corrupt and troubled institution. Corrupt not so much in the sense that it accepts bribes but in a systemic sense. It fails to do what it claims to do, what it should do, and what society expects it to do. The news media and the government are entwined in a vicious circle of mutual manipulation, mythmaking, and self-interest. Journalists need crises to dramatize news, and government officials need to appear to be responding to crises. Too often, the crises are not really crises but joint fabrications. The two institutions have become so ensnared in a symbiotic web of lies that the news media are unable to tell the public what is true and the government is unable to govern effectively. That is the thesis advanced by Paul H. Weaver, a former political scientist (at Harvard University), journalist (at Fortune magazine), and corporate communications executive (at Ford Motor Company), in his provocative analysis entitled News and the Culture of Lying: How Journalism Really Works. What has emerged, Weaver argues, is a culture of lying. “The culture of lying,” he writes, “is the discourse and behavior of officials seeking to enlist the powers of journalism in support of their goals, and of journalists seeking to co-opt public and private officials into their efforts to find and cover stories of crisis and emergency response. In such an environment, the actors who most skillfully create and manipulate crises determine the direction of change.

He is a cheerful old farmer who jokes as he serves rice cakes made by his wife, and then he switches easily to explaining what it is like to cut open a 30-year-old man who is tied naked to a bed and dissect him alive, without anesthetic. The old man, who insisted on anonymity, explained the reason for the vivisection. The Chinese prisoner had been deliberately infected with the plague as part of a research project ... to develop plague bombs for use in World War II. After infecting him, the researchers decided to cut him open to see what the disease does to a man's inside. No anesthetic was used, he said, out of concern that it might have an effect on the results. That research program was one of the great secrets of Japan during and after World War II: a vast project to develop weapons of biological warfare, including plague, anthrax, cholera and a dozen other pathogens. Unit 731 of the Japanese Imperial Army conducted research by experimenting on humans and by "field testing" plague bombs ... to see whether they could start plague outbreaks. They could. At least 3,000 people ... were killed in the medical experiments; none survived. The research was kept secret after the end of the war in part because the United States Army granted immunity from war crimes prosecution to the doctors in exchange for their data. Japanese and American documents show that the United States helped cover up the human experimentation. Instead of putting the ringleaders on trial, it gave them stipends.

Wilma Rudolph outran poverty, polio, scarlet fever and the limits placed on black women by societal convention to win three gold medals in sprint events at the 1960 Olympics in Rome. By the time brain cancer caught Rudolph, leading to her death Saturday at age 54, she had achieved a stature that made her legend and her sport greater in the long run. The 20th of 22 children of a porter and a cleaning lady, Rudolph lost the use of her left leg after contracting polio and scarlet fever at age 4. Doctors told her parents she never would walk again without braces, but she refused to accept that prognosis and began to walk unassisted at age 9. It wasn't long before she was outrunning all the girls and boys in her neighborhood. At 16, already under the tutelage of Tennessee State University coach Ed Temple, Rudolph won a bronze medal on the 4 x 100-meter relay at the 1956 Olympics in Melbourne, Australia. Four years later, when she was the mother of a 2-year-old, Rudolph won the three golds despite running all three events with a sprained ankle. After being voted Associated Press female athlete of the year in 1960 and 1961 and the Sullivan Award as the nation's top amateur athlete in 1961, Rudolph retired at 21, a decision that reflects an era in which lack of financial incentives kept most Olympic careers short. She turned to a variety of humanitarian projects, including goodwill ambassador to West Africa, coaching at DePauw University and working for underprivileged children through the Wilma Rudolph Foundation.

The late Lord [Victor] Rothschild, scientist, think-tank head, first-class cricketer, bomb-disposal expert and MI5 agent, was a super-spy for the Russians, according to a ... book. The Fifth Man: The Soviet Super Spy, by the Australian author Roland Perry, claims to prove [that] Rothschild stole 'all major UK/US weapons developments in the Second World War', including biological warfare, the atomic bomb and radar. Specifically, he alleges that Rothschild, not Klaus Fuchs, or, as is generally believed, the civil servant John Cairncross, first alerted Stalin to Allied plans to build an atom bomb using plutonium 235. Perry also claims that Rothschild, who died in 1990, was involved 'in so many aspects of spying that he seemed like a super-agent, sabotaging every Western intelligence initiative for 20 years after the war'. The evidence offered is largely derived from three days of interviews in Moscow with seven retired KGB officers, some identified only by initials. The most important was Yuri Ivanovitch Modin, controller of the Cambridge spies, and orchestrator of the Burgess/Maclean defection. But speaking from Moscow late last week, an 'astonished' Modin denied Perry's version comprehensively. No, he had never hinted, nor did he believe, that Rothschild was the fifth man, or any kind of Soviet agent. One explanation may be confusion. Perry attributes to the brilliant Rothschild a number of espionage coups which Modin knows from archives and personal contact were the work of the unassuming Cairncross.
Rudolf W. Gunnerman has a tiger by the tail--the Exxon tiger. If the technology that the 66-year-old inventor has spent $6 million and the past seven years developing lives up to his claims, cars and trucks could one day be running on a fraction of the gasoline and diesel fuel they now use. Ditto for buses, planes, trains, and anything else powered by an internal-combustion engine--from lawn mowers to huge electrical generators. Gunnerman claims to have a technology that enables engines to burn a mixture of half fuel, half water. Yes, water. What's more, he says, the mixture gets 40% better mileage from the gasoline it contains and emits significantly less pollution because engines run cooler. In particular, tailpipes emit virtually no nitrogen oxides--the principal source of smog. Caterpillar Inc. is so intrigued that in early July it formed a joint venture with A-55 LP, Gunnerman's tiny, nine-person company in Reno, Nev. A-55 is short for aqueous 55%, the amount of water by weight in the patented fuels. But the key ingredient is 0.5% of a secret emulsifier that enables fuel and water to mix--and stay mixed. Gunnerman financed his work with royalties from other patents, especially those covering the making of pellets for woodstoves.

Only 12 men have walked the still and dusty surface of the moon. Most came back indelibly marked by the experience. Mitchell went to the moon in 1971 [on Apollo 14] as a scientist and an adventurer, but the trip also launched him into a journey of exploration of the mind and consciousness. During the trip, Dr. Mitchell tried to make contact with others on earth through telepathy. "What it did for me is really force me to get out of the trees and look at the forest," he said, "to get a picture of the universe from a totally different perspective and then start to question our conventional ways of looking at ourselves, our place in the universe, our place in life, what it's all about." He was exhilarated and humbled by the connection between mankind and the cosmos. "For me it was the beginning of unitary thinking," said Dr. Mitchell. "To think that the molecules of my body were manufactured in the same furnace as those stars in those galaxies billions of years ago." A year after after his return, he left NASA and later founded the Institute of Noetic Sciences, an organization in Northern California devoted to the study of consciousness, and of how we fit into the universe. On June 1, 1951, top military and intelligence officials of the United States, Canada and Great Britain, alarmed by frightening reports of communist success at "intervention in the individual mind," summoned a small group of eminent psychologists to a secret meeting at the Ritz-Carlton Hotel in Montreal. By the following September, U.S. government scientists, spurred on by reports that American prisoners of war were being brainwashed in North Korea, were proposing an urgent, top-secret research program on behavior modification. Drugs, hypnosis, electroshock, lobotomy - all were to be studied as part of a vast U.S. effort to close the mind-control gap. From the end of World War II well into the 1970s, the Atomic Energy Commission, the Defense Department, the military services, the CIA and other agencies used prisoners, drug addicts, mental patients, college students, soldiers, even bar patrons, in a vast range of government-run experiments to test the effects of everything from radiation, LSD and nerve gas to intense electric shocks and prolonged "sensory deprivation." Some of the human guinea pigs knew what they were getting into; many others did not. With the cold war safely over, Energy Secretary Hazel O'Leary has ordered the declassification of millions of pages of documents on the radiation experiments. But the government has long ignored thousands of other cold war victims, rebuffing their requests for compensation and refusing to admit its responsibility for injuries they suffered.

In early February 1987, an anonymous tipster in Tallahassee, Fla., made a phone call to police. Two "well-dressed men" seemed to be "supervising" six disheveled and hungry children in a local park, the caller said. The cops went after the case like bloodhounds - at least at first. The two men were identified as members of the Finders. They were charged with child abuse in Florida. In Washington, D.C., police and U.S. Customs Service agents raided a duplex apartment building and a warehouse connected to the group. Among the evidence seized: detailed instructions on obtaining children for unknown purposes and several photographs of nude children. The more the police learned about the Finders, the more bizarre they seemed: There were suggestions of child abuse, Satanism, dealing in pornography and ritualistic animal slaughter. None of the allegations was ever proved, however. Today ... the Justice Department has begun a new investigation into the Finders. One of the unresolved questions involves allegations that the Finders are somehow linked to the Central Intelligence Agency. In 1987, when Customs agents sought to examine the evidence gathered by Washington, D.C., police, they were told that the Finders investigation "had become a CIA internal matter." The police report on the case had been classified secret. Even now, Tallahassee police complain about the handling of the Finders investigation by D.C. police. "They dropped this case," one Tallahassee investigator says, "like a hot rock."

The Justice Department is investigating allegations that officers of a special Venezuelan anti-drug unit funded by the CIA smuggled more than 2,000 pounds of cocaine into the United States with the knowledge of CIA officials - despite protests by the Drug Enforcement Administration. That is a huge amount of cocaine. But it was hardly a first. The agency has never been above using individuals or organizations with known links to drug trafficking. Until recently, no DEA country attach overseas was allowed to initiate an investigation into a suspected drug trafficker ... without clearance from the local CIA station chief. CIA ties to international drug trafficking date to the Korean War. Nowhere, however, was the CIA more closely tied to drug traffic than it was in Pakistan during the Afghan War. As its principal conduit for arms and money to the Afghan guerrillas, the agency chose the Pakistan military's Inter-Services Intelligence Bureau. The ISI in turn steered the CIA's support toward [an Islamic fundamentalist who] received almost half of the agency's financial support during the war. But many of his commanders were also major heroin traffickers. Soon the trucks that delivered arms to the guerrillas in Afghanistan were coming back ... full of heroin. The heroin traffic blossomed in the shadows of a CIA-sustained guerrilla war. The conflict and its aftermath have given the world another Golden Triangle: the Golden Crescent, sweeping through Afghanistan, Pakistan and parts of the former Soviet Union. Many of those involved in the drug traffic are men who were once armed, trained and financed by the CIA.

Law-enforcement officials were told that terrorists were building a bomb that was eventually used to blow up the World Trade Center. The informer was to have helped the plotters build the bomb and supply the fake powder, but the plan was called off by an F.B.I. supervisor who had other ideas about how the informer, Emad A. Salem, should be used. The account, which is given in the transcript of hundreds of hours of tape recordings Mr. Salem secretly made of his talks with law-enforcement agents, portrays the authorities as in a far better position than previously known to foil the Feb. 26 bombing of New York City's tallest towers. The explosion left six people dead, more than 1,000 injured and damages in excess of half a billion dollars. The transcript quotes Mr. Salem as saying that he wanted to complain to F.B.I. headquarters in Washington about the bureau's failure to stop the bombing, but was dissuaded by an agent identified as John Anticev. "He said, I don't think that the New York people would like the things out of the New York office to go to Washington, D.C." Another agent ... does not dispute Mr. Salem's account, but rather, appears to agree with it. Other Salem tapes and transcripts were being withheld pending Government review, of "security and other issues." William M. Kunstler, a defense lawyer in the case, accused the Government this week of improper delay in handing over all the material. The transcripts he had seen, he said, "were filled with all sorts of Government misconduct." But citing the judge's order, he said he could not provide any details.

Fifty years ago, the US Navy locked 17-year-old Glenn Jenkins into a gas chamber within sight of the dome of the US Capitol in Washington. It then poisoned him with mustard and lewisite (arsenic) gas. He never recovered his good health. Nathan Schnurman, another 17-year-old, was asked to test summer uniforms for the navy. He was locked in a small hut heated by a furnace and with a door that could be opened only from the outside. When something went wrong with his mask, he asked over the intercom to come out, but was refused. He vomited into his mask, passed out and had a heart attack. The plight of Mr Jenkins, Mr Schnurman and 2,500 other sailors who were used in what the navy called 'man break' experiments with poison gas, has remained a secret for five decades. Only last week, under pressure from the victims, did the Pentagon agree to let them tell their stories. Many, who had been told that the Espionage Act would be used against them, did not even tell their doctors what had happened. All the survivors, now in their late sixties, tell similar stories. The navy not only volunteered its own men, but for decades after the war also refused to compensate them for crippling injuries. [And] the experiments were for nothing. Mustard gas was used just once in the Second World War by the Allies, and then by accident.

The existence of the influenza vaccine ... may give us a sense of false security when it comes to the possibility of a pandemic outbreak of influenza. In fact, the flu vaccine must be reformulated each year to keep pace with the newest variants of this fast-mutating virus. The recipe for making the flu vaccine is simple. Take the current year's variant of the influenza virus, throw it into a stew with a strain of virus that leads to rapid proliferation. Incorporate the fast-growing strain into its own genes and start replicating it. From there, it's an easy matter to take those plentiful viruses and attenuate them for a flu vaccine. But the scientists who must determine what virus will cause the next year's illness run a high chance of being wrong. Some observers have put the odds of success at no better than 50-50. Even when they are right, the vaccine lasts only as long as that year's strain. Experts thought they saw big-league trouble coming in February 1976, when a few cases of severe swine flu broke out among young military recruits in Fort Dix, N.J. One of them, Pvt. David Lewis, 19, died. Lewis and four others were shown to be infected with the same H1N1 influenza virus as was responsible for the 1918 pandemic. But the swine-flu pandemic never materialized. In retrospect, some critics now say 40 million Americans were vaccinated for nothing. In fact, the only real illness to result from the swine flu adventure was caused by the vaccine: about one thousand people developed Guillain-Barre syndrome, a serious paralytic disease that could be traced directly to an immunological response to the inoculation.

Canada has agreed to compensate victims of psychiatric experiments carried out mainly in the 1950s and financed in part by the Central Intelligence Agency. An institute at McGill University in Montreal, headed by Dr. D. Ewen Cameron, a psychiatrist, ... was one of the centers where such experiments were carried out. Now, the Canadian Government says the 80 or so patients who underwent the so-called "psychic driving" treatment in Montreal ... can receive almost $80,000 each. The patients at the Allan Memorial Institute at McGill were put into a drugged sleep for weeks or months, subjected to electroshock therapy until they were "de-patterned," knowing neither who or where they were, and forced to listen repeatedly to recorded messages broadcast from speakers on the wall or under their pillows. Linda Macdonald, 55 years old, an employment counselor now in Vancouver, is one of those who sued for compensation. "I walked through those doors with a husband on one arm and a guitar on the other and was a healthy person and coherent," she said. She spent 86 days in the "sleep room" and was subjected to 109 shock treatments and megadoses of barbiturates and other drugs. When she got out of the experiment, she could not read or write, had to be toilet-trained and could not remember her husband, her five children or any part of the first 26 years of her life. John Marks, a former State Department official whose 1979 book, The Search For the Manchurian Candidate, called attention to the experiments, said that a C.I.A. front called the Society for the Investigation of Human Ecology funneled more than $60,000 to Dr. Cameron for the studies. Ottawa gave him more than $200,000.

European and American doctors added new reports today to earlier descriptions of patients with an AIDS-like disease but no detectable evidence of infection with H.I.V., the virus that causes AIDS. American health officials appealed to doctors today to report any similar cases to the Federal Centers for Disease Control. Dr. James Curran, an AIDS expert at the [CDC] in Atlanta, said here it was not clear whether the known cases represent a new syndrome or a variety of rare medical problems that pose no threat to the nation's health. The plea resulted from a ... meeting at which Dr. Jeffrey Laurence of Cornell University Medical Center in New York City described five such cases that are due to be reported soon in the Lancet, a British medical journal. At the C.D.C., Dr. Thomas J. Spira has collected reports of six patients over the last 3 years. Dr. Spira saw no pattern among them. The reports from Dr. Laurence and Dr. Curran were greeted by a parade of scientists who reported more than a dozen similar cases. By the time the [meeting] ended, Dr. Curran said he learned of more cases in a few minutes today than he had in the last three years. Reports of additional cases from doctors in Edinburgh and the Hague followed, [along with] criticism at the Centers for Disease Control for not having reported the six cases it knew about and for not issuing an earlier plea to doctors to report additional ones.

An intriguing claim that human brain cells possess crystals of a highly magnetic mineral known as magnetite was described today by Dr. Joseph Kirschvink, a professor at the California Institute of Technology. The 38-year-old geobiologist said he believed that magnetite crystals enabled animals from bees to whales to navigate by using the earth's magnetic field. He said he doubted that they supported any sensory capability in humans, although he suspected that they might account for the possible influence of strong electromagnetic fields on human health. That magnetite, one of the hardest metals on earth, is synthesized by the human brain "is sure to astound most scientists," Dr. Kirschvink said, but what it is doing there is a "total mystery." It might be a vestige from evolution and serve no purpose, he said. Or it could play a role in biology, explaining why electromagnetic fields have been associated with brain cancer and leukemia and why certain odd blips, called spin echoes, show up on magnetic resonance images of the brain. Each human brain on average contains seven billion particles of magnetite, weighing a total of one-millionth of an ounce. Magnetite interacts over a million times more strongly with external magnetic fields than any other biological material, Dr. Kirschvink said, including the iron in red blood cells. If only one cell in a million contains magnetite, he said, magnetic fields could exert an effect on the tissue.
