Everybody Does It: The Messy Truth About Infiltrating Computer Supply Chains

Bloomberg Businessweek published an alarming story: Operatives working for China's People's Liberation Army had secretly implanted microchips into motherboards made in China and sold by U.S.-based Supermicro. This allegedly gave Chinese spies clandestine access to servers belonging to over 30 American companies, including Apple, Amazon, and various government suppliers, in an operation known as a "supply chain attack," in which malicious hardware or software is inserted into products before they are shipped to surveillance targets. U.S. spy agencies ... assessed that China was adept at corrupting the software bundled closest to a computer's hardware at the factory, threatening some of the U.S. government's most sensitive machines, according to documents provided by National Security Agency whistleblower Edward Snowden. The documents also detail how the U.S. and its allies have themselves systematically targeted and subverted tech supply chains, with the NSA conducting its own such operations, including in China, in partnership with the CIA and other intelligence agencies. The documents also disclose supply chain operations by German and French intelligence. Computer hardware can be altered at various points along the supply chain, from design to manufacturing to storage to shipment. The U.S. is among the small number of countries that could, in theory, compromise devices at many different points in this pipeline, thanks to its resources and geographic reach.

Civil penalties for polluters dropped dramatically in Trump’s first two years, analysis shows

Civil penalties for polluters under the Trump administration plummeted during the past fiscal year to the lowest average level since 1994, according to a new analysis of Environmental Protection Agency data. In the two decades before President Trump took office, EPA civil fines averaged more than $500 million a year, when adjusted for inflation. Last year’s total was 85 percent below that amount — $72 million, according to the agency’s Enforcement and Compliance History Online database. Cynthia Giles, who headed the EPA’s enforcement office in the Obama administration and conducted the analysis, said the inflation-adjusted figures were the lowest since the agency’s Office of Enforcement and Compliance Assurance was established. The decline in civil penalties could undermine the EPA’s ability to deter wrongdoing, some former agency officials said, because they help ensure it is more expensive to violate the law than to comply with it. The analysis ... shows that in addition to the drop in civil penalties for polluting, the amount of money companies must pay to come into compliance with federal environmental laws also declined last fiscal year, to nearly $5.6 billion. That represents the lowest amount of injunctive relief since 2003 ... and is below the roughly $7.8 billion average for the two decades before Trump took office. Big Pharma spends record millions on lobbying amid pressure to lower drug prices

The lobbying group for the pharmaceutical industry spent about $27.5 million on lobbying activities in 2018, federal filings show. This is a record annual total for the Pharmaceutical Research & Manufacturers of America, or PhRMA, which represents most of the nation's largest drug and biopharmaceutical research companies. According to OpenSecrets, a nonpartisan, independent research group tracking money in US politics, individual companies within the pharmaceuticals and health products sector spent $194.3 million on lobbying as of October 24, 2018 over and above the amount disclosed by PhRMA.The large outlays follow moves within the White House that could limit pharmaceutical companies' price increases and profits on medicines. Congress and the Trump administration continue to push for a drug pricing plan and were given more ammunition Tuesday in the form of a report documenting that insulin cost nearly doubled in the United States between 2012 and 2016. President 'Donald Trump, who campaigned on a promise to lower drug prices, posted his blueprint for doing so in May. US Health and Human Services Secretary Alex Azar remarked last week that despite some "positive developments" in pharmaceutical pricing behavior, "drug companies have a lot further to go."

The Defense Intelligence Agency (DIA) released 38 research titles on Jan. 18, following a Freedom of Information Act request. The research was funded by the Department of Defense under its Advanced Aerospace Threat Identification Program (AATIP). Some of the more interesting projects include Invisibility Cloaking; Traversable Wormholes, Stargates, and Negative Energy; Warp Drive, Dark Energy, and the Manipulation of Extra Dimensions; and An Introduction to the Statistical Drake Equation. "The DOD and the DIA have previously sought to spin AATIP as being a program looking at 'foreign advanced aerospace weapon threats', but the attachment to the DIA's letter to Congress is difficult to reconcile with this, given that the 'products produced' under the AATIP contract are listed as including reference papers on topics which seem more concerned with space travel," Nick Pope, a former employee at the British Government's Ministry of Defence, said. Pope continued: "The smoking gun is the paper about the Drake Equation, which is used to estimate the number of civilizations in the universe. This supports the suggestion that AATIP was indeed a UFO program, as has been claimed, and not an aviation program looking at aircraft, drones and missiles."

Having a doctor who is warm and reassuring actually improves your health. The simple things a doctor says and does to connect with patients can make a difference for health outcomes. Even a brief reassurance to a patient from a doctor might relieve the patient’s symptoms faster. In a recent study ... our research group recruited 76 participants to receive a skin prick test, a common procedure used in assessing allergies. The provider in this study pricked participants’ forearms with histamine, which makes skin itchy and red. Then, the doctor examined the allergic reactions. For some patients, the doctor examined them without saying much. But for other patients, the doctor had some words of encouragement. He told them: “From this point forward, your allergic reaction will start to diminish, and your rash and irritation will go away.” It turns out that this one sentence of assurance from a provider led patients to report that their reactions were less itchy — even though the doctor didn’t give any medication or treatment along with his words. We often think the only parts of medical care that really matter are the “active” ingredients of medicine: the diagnosis, prognosis and treatment. But focusing only on these ingredients leaves important components of care underappreciated and underutilized. To really help people flourish, health care works better when it includes caring.

On January 18th EU member states confirmed the provisional agreement reached between the presidency of the Council and the European Parliament on a new directive to introduce restrictions on certain single-use plastic products. In 2021 European citizens will say goodbye to plastic cutlery, plastic plates and plastic straws among other products. The aim of the directive ... is to protect the environment and reduce marine litter by avoiding the emission of 3.4 million tonnes of CO2. The measures discussed are closely related to the latest estimates on marine litter. According to the European Commission, plastics make up 85% of beach litter, which is causing catastrophic consequences on the environment. The new rules aim to stop the use of throwaway plastic products and packaging for which alternatives exist and is focused on the most frequently found items polluting European seas: plastic cutlery (forks, knives, spoons, and chopsticks), plastic plates, plastic straws, cotton bud sticks made of plastic, beverage and food containers made of expanded polystyrene (such as fast food and takeaway boxes), and products made from oxo-degradable plastic, which contributes to microplastic pollution. According to the European Commission, together these products constitute 70% of all marine litter items.

The group contends masses of evidence shows JFK's assassination 'was organized at high levels of the U.S. power structure, and was implemented by top elements of the US national security apparatus using, among others, figures in the criminal underworld to help carry out the crime and cover-up.'

Many members of the military now often include yoga ... as an element of their workout routine, and veterans turn to the practice for therapeutic applications. The Department of Veterans Affairs has successfully used yoga to help treat opioid addiction and post-traumatic stress. A lot of vets have post-traumatic stress, said Thierry Chiapello, who served in the Marines and now teaches yoga at the National Defense University in Washington. By lengthening the exhalation of breath, this gets people out of those fight-or-flight instincts that drain you, he continued, putting them in a mode of rest and recovery that definitely is associated with less aggressive behaviors. Christian Allaire experiences the service-driven life of yoga through his work for the Veterans Yoga Project, which provides yoga to roughly 1,000 veterans and their families per week as well as trains prospective teachers. We will have four or five people in a conference room at a V.A., he said. There might be an Iraq war vet in his 20s, a Korean War vet in his 80s, some can barely move, some may be missing limbs and the teachers job is to create space. Maybe all they can do is raise their hands above their heads, but we are creating a ritual.

Until very recently, the entire Congress has remained mostly silent on the human rights nightmare that has unfolded in the occupied territories. Our elected representatives, who operate in a political environment where Israel's political lobby holds well-documented power, have consistently minimized and deflected criticism of the State of Israel. Many civil rights activists and organizations have remained silent as well ... because they fear loss of funding from foundations, and false charges of anti-Semitism. They worry ... that their important social justice work will be compromised or discredited by smear campaigns. Many students are fearful of expressing support for Palestinian rights because of the [blacklisting of] those who publicly dare to support boycotts against Israel, jeopardizing their employment prospects and future careers. We must condemn Israel’s ... unrelenting violations of international law, continued occupation of the West Bank, East Jerusalem, and Gaza, home demolitions and land confiscations. We must cry out at the treatment of Palestinians at checkpoints, the routine searches of their homes and restrictions on their movements, and the severely limited access to decent housing, schools, food, hospitals and water. We ought to question ... the $38 billion the U.S. government has pledged in military support to Israel. And finally, we must, with as much courage and conviction as we can muster, speak out against the system of legal discrimination that exists inside Israel ... ignoring the rights of the Arab minority that makes up 21 percent of the population.

Dance group of women in wheelchairs inspires young girls with disabilities

You've heard of the Rockettes, but have you heard of the Rollettes – a dance troupe of women in wheelchairs? The Los Angeles-based group was founded by Chelsie Hill, who always wanted to be a dancer, and wasn't going to let her paralysis stop her. "In high school, I got into a car with a friend who was drinking and we ended up hitting a tree head-on," Hill [said]. She decided that despite the tragedy, she was going to continue doing what she loved. She danced with her high school team in her wheelchair, and when she graduated, she was inspired to show other girls with disabilities they could dance, too. "I found this group of girls on social media who all had spinal cord injuries and I invited them to my hometown to dance with me. It was such an amazing experience," she said. The group put on a show in Monterey, California, where Hill grew up, and the Rollettes were born. Right now, there are six dancers on the team who perform competitively together. Not only does Hill coordinate this small group of dancers, but every year she holds a dance camp for women around the world. Girls of all ages attend the camp and learn how to dance in their chairs. For Hill, it's not just about teaching others the art of dance, it's about giving them a space where they feel like they belong. "I had a girl say it was the most empowering thing that she rolled into a room and everyone was at eye-level. I want people to come into that room feeling so normal, so empowered so that they can go out in the world and conquer anything," Hill said.

The only thing that did not make the news was an announcement by a little-known government body called the Federal Accounting Standards Advisory Board - FASAB - that essentially legalized secret national security spending. The new guidance, “SFFAS 56 – CLASSIFIED ACTIVITIES” permits government agencies to “modify” public financial statements. It also expressly allows federal agencies to refrain from telling taxpayers if and when public financial statements have been altered. To Michigan State professor Mark Skidmore, who’s been studying discrepancies in defense expenditures for years, the new ruling - and the lack of public response to it - was a shock. “From this point forward,” he says, “the federal government will keep two sets of books, one modified book for the public and one true book that is hidden.” Catherine Austin Fitts was Assistant Secretary for Housing and Urban Development during the George H.W. Bush administration. She’s been working with Skidmore on defense accounting issues for two years. She was so alarmed about the new FASAB ruling she commissioned an in-depth study of “Standard 56” for her site, the Solari Report. The report writes bluntly that SFFAS 56 is: “... taking government accounting practices from laxly enforced reporting standards to a new benchmark entirely–expressly approved obfuscation of reporting and, in some cases, outright concealing financials.”

Trump is the most polarizing president on record — and almost nobody’s opinion of him is changing

Gallup’s Jeffrey Jones put things succinctly. “Extreme partisan views of presidents are the new norm in politics,” he wrote in presenting new data on the partisan gulf in approval of President Trump. “The past 15 presidential years account for 14 of the top 15 most polarized years since Gallup began regularly measuring both job approval and party identification in the 1950s.” Since 2010, the average presidential approval rating from an opposing party in a year hasn’t topped 13 percent — and that was in 2010, when President Barack Obama’s approval rating was still slipping from his post-inauguration high. Unlike Obama, Trump didn’t enjoy a period of broader support at the time of his inauguration. Views of Trump have been remarkably consistent by party since he took office. There’s some movement, but not a lot. Data released Tuesday by Quinnipiac University make that clear. In Quinnipiac’s first poll of Trump’s favorability ... about a fifth of Americans had no opinion of his job performance. In the next poll, taken in early February 2017, 42 percent approved of his performance (including 88 percent of Republicans), and 51 percent disapproved (including 90 percent of Democrats). In Tuesday’s poll? Forty-one percent approve (including 86 percent of Republicans), and 55 percent disapprove (including 93 percent of Democrats). This is another interesting aspect of Trump’s approval ratings: More poll respondents have strong views of his presidency, positive or negative, relative to any recent president.

Project Blue Book Is Based on a True U.F.O. Story

Project Blue Book was the code name for an Air Force program set up in 1952 ... to explain away or debunk as many [UFO] reports as possible in order to mitigate possible panic and shield the public from a genuine national security problem. The prominent astronomer J. Allen Hynek ... was recruited as Blue Books scientific consultant and was indeed initially committed to explaining away flying saucers as natural phenomena or mistaken identifications. Hynek, the former U.F.O. skeptic, eventually concluded that they were a real phenomenon in dire need of scientific attention, with hundreds of cases in the Blue Book files still unexplained. Even many of the closed cases were resolved with ridiculous, often infuriating explanations, sometimes by Hynek himself. Blue Book compiled reports of 12,618 sightings of unidentified flying objects, of which 701 remain unexplained to this day. The mystery of the elusive flying objects is still far from solved. In 1947. Lt. General Nathan Twining ... sent a secret memo on Flying Discs to the commanding general of the Army Air Forces at the Pentagon. Twining stated that the phenomenon reported is something real and not visionary or fictitious. Documents show the C.I.A. then devised a plan for a national policy, as to what should be told the public regarding the phenomenon, in order to minimize risk of panic. The C.I.A. issued a secret report recommending a broad educational program for all intelligence agencies, with the aim of training and debunking. When Blue Book closed in late 1969, the Air Force flatly lied to the American people.

Martine Postma, a journalist in the Netherlands, noticed something had changed since her childhood in the 1970s. When a household item – a clock, a vacuum cleaner, a chair – broke, people used to try to fix it. Now, their first impulse was to throw it away. As a writer focused on sustainability issues, she was disturbed by that. She came up with a solution that led to a career change and inspired an international grass-roots movement: a regular gathering at which people with broken items can bring them to a place where other people can try to fix them. In 2009, she did a trial run in Amsterdam – and it drew many more people than she expected. Word spread, and soon a network of what became known as Repair CafĂ©s began to spread across the Netherlands and beyond. Turning her attention to it full time, Postma started the Repair CafĂ© International Foundation. She wrote a manual on how to organize the cafes and put together a starter kit. There are now nearly 1,700 cafes in 35 countries, including 75 in the United States, 30 in Canada and 450 in the Netherlands. The repairs do more than extend the life of the items: They also create community. "You get to know your neighbors, to see that the person you pass on the street that you never talk to has some valuable knowledge and is not just a strange old guy," Postma said. Repairers tend to skew older ... but Postma, 48, is trying to contact younger generations and has started holding demonstrations at schools.

As the team thought about how sound works, via the transmission and interpretation of vibrations, the role of the flowers became even more intriguing. Though blossoms vary widely in shape and size, a good many are concave or bowl-shaped. This makes them perfect for receiving and amplifying sound waves, much like a satellite dish. This single study has cracked open an entirely new field of scientific research, which Hadany calls phytoacoustics.

A leading cancer expert, who was described as a "pioneer" in his field by Prince William, has died suddenly after receiving a routine yellow fever vaccination. Martin Gore, 67, died Thursday morning after receiving the vaccine. Professor Mel Greaves from the Institute of Cancer Research, described Gore as "a force of nature, very energetic, clear-thinking and compassionate." Gore's death casts light on the heightened risk associated with the yellow fever vaccine and the over-60 demographic. Typical side effects of the vaccine include headaches, muscle pain, mild fever and soreness at the injection site, according to the NHS. The Centers for Disease Control and Prevention -- the US government's health protection agency -- warns that viscerotropic disease can lead to multiple organ dysfunction syndrome or multi-organ failure and death in close to 60% of cases.

Lindsey Graham, one of the country’s most reliable war supporters, and Hillary Clinton, who repeatedly criticized former President Barack Obama for insufficient hawkishness, condemned Trump’s decision. A large plurality of Americans support Trump’s Syria withdrawal announcement: 49 percent support to 33 percent opposition. Democrats are far more supportive of keeping troops there than Republicans. This case is even more stark since Obama ran in 2008 on a pledge to end the war in Afghanistan and bring all troops home. Throughout the Obama years, polling data consistently showed that huge majorities of Democrats favored a withdrawal of all troops from Afghanistan. While Democrats were more or less evenly divided early last year on whether the U.S. should continue to intervene in Syria, all that changed once Trump announced his intention to withdraw. At the same time, Democratic policy elites in Washington are once again formally aligning with neoconservatives, even to the point of creating joint foreign policy advocacy groups. MSNBC is stuffed full of former Bush-Cheney officials, security state operatives, and agents, while even the liberal stars are notably hawkish. All of this has resulted in a new generation of Democrats ... a party that is increasingly pro-war and militaristic.

Drug makers and other healthcare companies spent almost $30 billion in a single year to influence the medical choices made by Americans and steer them toward treatments that were newer, vastly more expensive and sometimes riskier than their tried-and-true alternatives, new research shows. The 2016 expenditures paid for TV commercials, sponsorships of patients' groups, promotional meetings for doctors, free drug samples and perks for prescribers. The amount represents a 70% increase since 1997, when drug companies began making direct appeals to American consumers. The study ... offers the most comprehensive accounting of healthcare marketing efforts to date. It traces broad shifts in the media and regulatory environment in which health companies operate, as well as the drugs and services – including erectile dysfunction pills, DNA testing kits and robotic surgery services – they are keen to sell. While lawmakers and regulators have tried to counter the impact of healthcare marketing in recent years, the reforms have had little effect on an industry that accounts for nearly 18% of the country's gross domestic product. The drug industry has increasingly turned to a more indirect approach in its marketing: sponsoring disease-awareness campaigns. Such campaigns, in which a company sponsors ads that do not name a particular medication, rose from 44 in 1997 to 401 in 2016, with an attendant spending increase from $177 million to $430 million.
