A South Florida law professor, running to unseat Congresswoman Debbie Wasserman Schultz, is calling for a federal investigation into the destruction of all ballots cast in the August 2016 Democratic primary in Broward County. The challenger, Tim Canova, has made repeated public-records requests and filed a lawsuit seeking access to paper ballots cast in his unsuccessful race last year against the former Democratic National Committee chair in Florida’s 23rd congressional district. A statistical analysis of the primary conducted last year suggested the election results were “potentially implausible.” the Broward supervisor of elections, Brenda Snipes, has taken no action on requests ... to examine the ballots. Instead, Dr. Snipes has urged a judge to throw Canova’s lawsuit out. Despite the pending records requests and the ongoing litigation, Snipes ordered the ballots and other election documents destroyed. The lack of a paper trail verifying voter choices undercuts the ability to identify systemic election fraud and might make such fraud impossible to detect. The Aug. 30 Democratic primary in Broward was being closely watched across the country. A month earlier ... Wasserman Schultz was ousted as chairwoman of the DNC. She was removed over allegations that she and other party officials had rigged the Democratic presidential primary process to favor Hillary Clinton over Bernie Sanders. CDC gets list of forbidden words: Fetus, transgender, diversity

The Trump administration is prohibiting officials at the nation’s top public health agency from using a list of seven words or phrases - including “fetus” and “transgender” - in official documents being prepared for next year’s budget. Policy analysts at the Centers for Disease Control and Prevention in Atlanta were told of the list of forbidden words at a meeting Thursday. The forbidden words are “vulnerable,” “entitlement,” “diversity,” “transgender,” “fetus,” “evidence-based” and “science-based.” The Department of Health and Human Services, which oversees the CDC, “will continue to use the best scientific evidence available to improve the health of all Americans,” HHS spokesman Matt Lloyd [said]. It’s likely that other parts of HHS are operating under the same guidelines regarding the use of these words. At the CDC, several offices have responsibility for work that uses some of these words. The National Center for HIV/AIDS, Viral Hepatitis, STD, and TB Prevention is working on ways to prevent HIV among transgender people and reduce health disparities. The CDC’s work on birth defects caused by the Zika virus includes research on the developing fetus. The ban is related to the budget and supporting materials that are to be given to the CDC’s partners and to Congress. The budget blueprint is generally shaped to reflect an administration’s priorities. The reaction of people in the meeting was “incredulous,” [a CDC] analyst said. “It was very much, ‘Are you serious? Are you kidding?’”

E.P.A. Contractor Has Spent Past Year Scouring the Agency for Anti-Trump Officials

One of the top executives of a consulting firm that the Environmental Protection Agency has recently hired to help it with media affairs has spent the past year investigating agency employees who have been critical of the Trump administration, federal records show. The firm, Definers Public Affairs ... specializes in conducting opposition research, meaning that it seeks to find damaging information on political or corporate rivals. A vice president for the firm, Allan Blutstein, federal records show, has submitted at least 40 Freedom of Information Act requests to the E.P.A. since President Trump was sworn in. Many of those requests target employees known to be questioning management at the E.P.A. since Scott Pruitt, the agency’s administrator, was confirmed. Mr. Blutstein, in an interview, said he was taking aim at “resistance” figures in the federal government, adding that he hoped to discover whether they had done anything that might embarrass them or hurt their cause. Jahan Wilcox, a spokesman at the E.P.A., said [Definers] signed a $120,000 no-bid contract to monitor and collect news coverage about the agency. The contract, which was awarded this month, is part of an unconventional news media operation that Mr. Pruitt has set up at the agency as he tries to get a handle on the coverage of him by newspapers, including The New York Times, and criticism by Democrats in Congress and environmental groups.

'Changes must be made': Shocking Australian child abuse inquiry ends

Children are still being sexually assaulted in Australian institutions. That was the stark warning of an exhaustive five-year investigation by an Australia Royal Commission into institutional child sex abuse that concluded Thursday. Hon Justice Peter McClellan, who has headed the investigation, said the "nation thanks the survivors" who gave testimony about decades of systematic abuse and cover-ups in religious and state institutions such as churches, youth groups, care homes and schools. More than 8,000 people gave evidence in private sessions, and 2,559 referrals were made to authorities. "The sexual abuse of children is not just a problem from the past. Child sexual abuse in institutions continues today," said McClellan. "In some case studies into schools the alleged abuse was so recent that the children are still attending school." McClellan singled out the Roman Catholic Church in particular for often putting reputation above the safety of children in what they found to be decades of systematic sexual abuse. Earlier this year the commission released shocking statistics that 7% of Catholic priests, working between 1950 and 2009, have been accused of child sex crimes. In total, 4,444 alleged cases were recorded. Many cases are continuing to be heard through the courts as a result. Earlier this year 85 recommendations were made ahead of the final findings in a criminal justice report issued by the commission, including the fact priests should be charged for failing to report child sexual abuse spoken of in a confession box.

No jail for Indiana fertility doctor who lied about using own sperm to inseminate patients

Former patients of a retired Indianapolis fertility doctor expressed anger that he avoided jail time Thursday for lying about using his own sperm to impregnate as many as dozens of women after telling them the donors were anonymous. Dr. Donald Cline was given a one-year suspended sentence after pleading guilty to two counts of obstruction of justice. No other charges were filed ... because Indiana law doesn't specifically prohibit fertility doctors from using their own sperm. The charges stemmed from two confirmed cases of paternity. Matt White and his mother, Liz White, said Cline deserved far greater punishment. He said DNA tests showed that Cline was his biological father even though Cline told his mother decades ago that he used anonymous sperm donations. "There's dozens of us," said Matt White. Some of the now-adult children of Cline's former patients filed a complaint with the Indiana Attorney General's Office in 2014, after they became suspicious while scouring online records to find biological relatives. Paternity tests performed the Marion County prosecutor's office determined Cline was likely the biological father of at least two of his patients' children. Cline, who retired in 2009, initially denied the allegations when he wrote to investigators, saying the women who filed the complaints were trying to slander him. On Thursday, he acknowledged that he had lied. Matt White said private DNA tests have identified 23 people as Cline's biological children with mothers who were his patients.

What would you do if you had $86m? It’s a welcome dilemma for some of bitcoin’s early adopters thanks to the cryptocurrency’s meteoric rise. One generous bitcoiner has decided to follow the lead of Bill Gates and establish a philanthropic purse, the Pineapple Fund. The founder, known only as Pine, declared in mid December “I’m donating 5,057 BTC to charitable causes!” and since then has given away $7,550,000 in bitcoin to charities and causes around the world, with a view to dispersing the remaining bitcoin over the next several months. “I’m happy that I can help change the world for the better,” Pine says in a phone conversation on condition of anonymity. The nine recipients of the largest bitcoin charitable donations are a collection of nonprofits including medical researchers, those providing poverty-stricken communities with basic necessities, and technology-related causes. “The $1m donation will support the work we do standing up for user privacy and free expression, and defending civil rights in the digital world,” [says a spokesperson for the Electronic Frontier Foundation]. The collection of charities also includes Watsi, a platform committed to taking the US towards universal healthcare, the SENS Research Foundation that works to develop cures for degenerative diseases, and the Water Project which helps to establish safe water sources in Sub-Saharan Africa. Another $1m gift will help fund advanced clinical trials of MDMA-assisted psychotherapy for post-traumatic stress disorder.

Inequality is not inevitable – but the US 'experiment' is a recipe for divergence

Today’s inaugural World Inequality Report shows that income inequality has increased in nearly every country around the world since 1980 – but at very different speeds. Since [1980], the gap between the richest and the rest has surged in the US, while in western Europe it has increased only moderately. In both regions, the top 1% of adults earned about 10% of national income in 1980. Today that cohort’s share has risen modestly to 12% in western Europe, but dramatically to 20% of all income in the US. The good times have rolled especially fast for those at the very top in the US, with annual income booming by 205% since 1980 for the top 1%. But this boomtime at the very top has not benefited the rest of the American population in any measurable way. For the 117 million American adults in the bottom 50%, income growth has been nonexistent for a generation. In western Europe, by contrast, incomes of the bottom half have matched overall economic growth. What explains this dramatic divergence? The US has experienced a perfect storm of radical policy changes. The tax system, which used to be progressive, has become much less so over time. The federal minimum wage has collapsed, unions have been weakened and access to higher education has become increasingly unequal. At the same time, deregulation in the finance industry and overly protective patent laws have contributed to booms on Wall Street and in the healthcare sector, which now makes up 20% of national income.

Companies that enforce employee-centric and customer-centric cultures are likely to see better financial gains than their competitors, Just Capital's Dan Hesse told CNBC on Wednesday. "What we've seen from a financial performance point of view is that you have [a] higher return on equity of these companies that do good things," Hesse, the former CEO of Sprint, told "Mad Money" host Jim Cramer. Just Capital, a private, non-profit research firm, recently conducted a survey of 72,000 individuals across the United States. On Tuesday, Just Capital and Forbes released a ranking of the top 100 most "just" U.S. companies based on the results. Many leading technology companies landed high in the ranks, with Intel, Texas Instruments and Nvidia taking the top three spots. But one of the most sweeping commonalities was how consumers felt about tax reform, Hesse said. While investors might get excited about the potential for share buybacks and dividend increases if corporate tax reform is passed, consumers couldn't be less thrilled about it, Hesse said. "If there's one overall theme in the data, it's that they believe companies are focused too much on just shareholders versus all the other stakeholders," he told Cramer. "They'll say shareholders, yes, important, but your employees are No. 1 and your customers are No. 2," Hesse continued. "So are the communities, the environment, a lot of other stakeholders. So they will want to see companies take this money and invest in their employees and in some of these other areas."

‘You are done’: A secret letter to Martin Luther King Jr. sheds light on FBI’s malice

The secret letter was tucked inside the pages of an old book. It had been written by FBI Director J. Edgar Hoover to a top lieutenant, condemning civil rights leader Martin Luther King Jr. [in] 1964. Hoover the previous day had assailed King at a news conference as “the most notorious liar in the country.” Now he was writing a colleague privately to say he hoped King was getting his “just deserts.” Four years later, King would be assassinated. And the letter ... sheds yet more light on the historic malice the FBI director had toward King. Washington scholar James L. Swanson said he found the letter ... clipped to a page in [a book] he purchased. “This is a hitherto unknown and unpublished letter,” Swanson said. “What happened was this: It was announced [the previous month] that Dr. King had been awarded the Nobel Peace Prize, and that provoked Hoover,” he said. Hoover believed that King and his movement were threats to the social order. The FBI had begun wiretapping King’s home and office, and bugging his hotel rooms. No serious links to communism were uncovered, but hints about King’s sexual dalliances allegedly were. Days after Hoover’s news conference, a salacious anonymous letter was delivered to King’s wife. This letter was ... in a package that also [contained] a tape recording that allegedly captured evidence of King’s sexual misconduct. King suspected that the FBI was behind the letter. Sullivan ... later admitted his involvement in the plan during testimony before a Senate committee.

Ex-House Speaker Dennis Hastert can't be alone with children, judge rules

Former US House Speaker Dennis Hastert is banned from having contact with anyone under 18 unless an adult is present who's aware that he pleaded guilty in a hush money case related to the sexual abuse of teen boys, according to new restrictions imposed by a federal judge. "You shall not have contact with any person under the age of 18, except in the presence of a responsible adult who is aware of the nature of his/her background and current offense, and who has been approved by the probation officer and treatment provider," the restrictions state. Hastert never faced sexual abuse charges because the statute of limitation had expired, but he pleaded guilty in October 2015 to structuring bank transactions in a way that evaded requirements that he report where the money was going. The money was part of a deal to keep a former student quiet about Hastert's prior sexual abuse of teenage boys when he was a teacher and coach. The former Republican congressman from Illinois was released from federal prison in July after serving 13 months of a 15-month sentence. Once one of the most powerful men in America, Hastert is now banned from having any pornographic material or using any "sex-related telephone numbers." The restrictions also ... forbid him from using the internet without prior approval from a probation officer. US District Judge Thomas Durkin placed those new conditions on Hastert late Tuesday, but it was not clear what spurred the action. The restrictions come a day after a sealed order in the case was filed.

World Bank Group pledges to stop investing in oil and gas exploration

One of the world’s most important financial and development institutions, the World Bank Group (WBG), is to stop financing oil and gas exploration, in a bid to help combat climate change. After 2019, the WBG – which includes the World Bank and three other institutions – will stop investing in upstream oil and gas, it announced at the One Planet Summit in Paris on Wednesday. The summit was hosted by French president Emmanuel Macron, with 164 world leaders, government members, business leaders and prominent figures joining him. This move marks a major change in strategy for the the WBG, which has historically sought to support extraction of natural resources. The World Bank currently holds $961m (Ł722m) of guarantee operations, set up to support private sector investments in gas and oil explorations. Upstream oil and gas constitute 2pc of the WBG portfolio. Across the World Bank Group institutions, the total portfolio is worth around $280bn. This comes as the WBG signed a $1.15bn loan with the Government of Egypt aimed at reducing fossil fuel subsidies and encouraging low-carbon energy investment. “Everyday, climate change becomes a more urgent economic, social, and existential threat to all countries and all people,” WBG president, Jim Yong Kim, said. This change in approach was to ensure “alignment of our support to countries to meet their Paris goals,” he added.

Twenty companies join nations planning coal phase out

About 20 companies including Unilever, EDF and Iberdrola joined an international alliance of 26 nations on Tuesday pledging to phase out coal to combat global warming. At a climate summit hosted by French President Emmanuel Macron in Paris, new members of the "Powering Past Coal Alliance" agreed that traditional coal power should be phased out by 2030 in rich nations and by 2050 in other parts of the world. Nations including Sweden, Ethiopia and Latvia, as well as the U.S. state of California, also joined the alliance as part of commitments under the 195-nation Paris climate agreement reached on December 12 two years ago. The coal phase-out plan, launched last month by about 20 governments, widened on Tuesday to companies also including BT, Engie, Kering, Diageo, Marks & Spencer, Orsted, Storebrand and Virgin Group. The companies committed to setting targets to end the use of traditional coal from the power sector, both for consumption and in generating electricity. Founder members of the alliance, launched at U.N. climate negotiations in Germany, include Britain, France, Canada, Mexico, New Zealand, Costa Rica and the Marshall Islands. A declaration said that coal-fired power plants produce almost 40 percent of global electricity. Most of the countries in the alliance are already cutting their use of coal.

MSU Scholars Find $21 Trillion in Unauthorized Government Spending

Earlier this year, a Michigan State University economist, working with graduate students and a former government official, found $21 trillion in unauthorized spending in the departments of Defense and Housing and Urban Development for the years 1998-2015. The work of Mark Skidmore and his team, which included digging into government websites and repeated queries to U.S. agencies that went unanswered, coincided with the Office of Inspector General, at one point, disabling the links to all key documents showing the unsupported spending. Now, the Department of Defense has announced it will conduct the first department-wide, independent financial audit in its history. The Defense Department did not say specifically what led to the audit. But the announcement came four days after Skidmore discussed his team’s findings on USAWatchdog, a news outlet run by former CNN and ABC News correspondent Greg Hunter. Skidmore got involved last spring when he heard Catherine Austin Fitts, former assistant secretary of Housing and Urban Development, refer to a report which indicated the Army had $6.5 trillion in unsupported adjustments, or spending, in fiscal 2015. Given the Army’s $122 billion budget, that meant unsupported adjustments were 54 times spending authorized by Congress. Typically, such adjustments in public budgets are only a small fraction of authorized spending. Skidmore thought Fitts had made a mistake. “Maybe she meant $6.5 billion and not $6.5 trillion,” he said. “So I found the report myself and sure enough it was $6.5 trillion.”

The world's greenest cruise ship will have sails

Cruise ships have a bad rap with environmentalists. One cruise operator is hoping to change that. Peace Boat, a Japanese non-governmental organization ... is working on an ambitious project to build the most sustainable vessel in the booming industry. Now in the last stages of planning, the "Ecoship" will be built by Finland's Arctech. It will cost about $500 million, financed in part by impact investors - funds, rich families and individuals who want to use their cash to improve the world as well as make a profit. A conventional cruise ship can burn hundreds of tons of heavy fuel oil a day and emit as much particulate matter as a million cars. The "Ecoship" will be fueled by a much cleaner combination of solar panels, wind power and liquid natural gas, and should produce 40% less carbon dioxide than a traditional cruise ship. "We will have 10 sails, so it will use the wind like traditional sailing ships," [Peace Boat founder Yoshioka] Tatsuya explained. The "Ecoship" is designed to mimic the shape of a whale. While smaller than many cruise ships currently being built, it will accommodate 2,000 passengers, and host conferences and events while docked. Peace Boat hopes it will set sail on its maiden voyage in 2020, and that it will quickly become a showcase for the future of the industry. "There's potential with a very green cruise ship to get a lot of attention at each port of call and that can make an impact," Tatsuya said. And he doesn't plan to stop at one ship. Global arms sales increase for first time since 2010

Military kit worth $374.8bn (Ł280bn) was sold in 2016 by the industry’s top 100 companies, an annual review by the Stockholm International Peace Research Institute (Sipri) found. The booming books of some of the world’s largest defence companies can be explained both by an increasingly militarised world and spiraling costs of complex battlefield equipment, Professor Taylor [of the Royal United Services Institute] said. “Equipment costs are going up and the trend is not abating," he told The Independent. UK arms sales to Saudi Arabia have been among the most controversial transfers of military hardware anywhere in the world, with critics of the Government warning that the equipment is being used by a country that refuses to end its blockade of Yemen. Thousands of people have been killed in that conflict, which pitches a Saudi-led coalition against Iran-backed Houthi rebels. UK sales of arms and military kit to the Saudis reached Ł1.1bn in the first half of 2017. Meanwhile, the US Defense Security Cooperation Agency, which implements foreign arms sales, announced sales of $41.93bn for the year to the end of September, a 25 per cent rise on the previous 12 months.

One such reminder came in the form of a blazing green fireball streaking across the predawn New Jersey sky earlier this month. Police dashcam footage ... shows a meteor plunging into the Earth's atmosphere and exploding in a brilliant flash. On Nov. 9 ... an asteroid designated 2017 VL2 came within 75,000 miles of Earth. Despite news reports that the asteroid ... carried enough energy to obliterate New York City, the asteroid – the 48th known one to pass within the moon's orbit this year so far – would have actually burned up in the atmosphere, causing little, if any, damage. “The most important message to get across is that asteroid impacts are extremely unlikely,” Paul Chodas, manager for the Center for Near-Earth Object Studies at NASA’s Jet Propulsion Laboratory in Pasadena, Calif. In 1998, Congress mandated that NASA find 90 percent of asteroids more than 1 kilometer wide. NASA met this goal in 2011, but in the meantime, Congress expanded its mission to include include 90 percent of asteroids 450 feet or larger. Scientists say they have detected about a third of these so far. When Beatrice Fihn received a call on Oct. 6 informing the 35-year-old Swede that her group, the International Campaign to Abolish Nuclear Weapons (ICAN), had been awarded the Nobel Peace Prize, she suspected a possible prank. Not that you should blame her - ICAN is just 10 years old, and the group’s aims can seem positively fanciful: the complete elimination of the world’s roughly 15,000 nuclear warheads. But that call from the Norwegian Nobel Committee was real, and so is Fihn’s goal. ICAN, a global coalition of 440 partner organizations in 98 countries, was honored for its efforts to advance the Treaty on the Prohibition of Nuclear Weapons, which was successfully finalized by two-thirds of the United Nations’ 192 members this summer. The treaty—which would outlaw nuclear weapons’ use, production and possession—is now open for ratification, and will become international law after 50 countries sign on. Those countries almost certainly won’t include the members of the nuclear club: The U.S., Russia, China, Great Britain, France, Pakistan, India and North Korea. Fihn is realistic that nuclear weapons won’t be abolished overnight. But just as earlier treaties banning biological weapons and land mines eventually led to such munitions being phased out, she believes a nuclear arms ban could help turn the public against these truly horrific weapons of mass destruction.

Quebec to offer basic income for 84,000 people unable to work

Quebecers who have a severely limited capacity to work will gradually be able to access a guaranteed minimum income beginning next year, Premier Philippe Couillard's government announced. The measure is part of a $3-billion action plan to fight poverty and promote "economic inclusion," but falls short of offering a basic income for all Quebecers, a demand of many anti-poverty groups. An estimated 84,000 Quebecers would qualify for the minimum income measure, largely those with physical and intellectual disabilities. Of the 84,000, the vast majority are single people, long a neglected demographic when it comes to poverty reduction programs in Quebec. By next year, they will see their government assistance increased by at least $73 per month. That figure will reach $440 per month by 2023, bringing their annual guaranteed minimum to $18,029. Many of the measures announced Sunday either encourage low-income Quebecers to enter the job market or help them stay employed. This includes $1.8 million in funding to improve the digital skills of those living in poverty and nearly $34 million for Quebecers who receive social assistance and want to learn more skills. The measures also come one year after the Couillard government introduced controversial new rules that penalized social assistance recipients who failed to take steps to find a job. The $3 billion in spending will be spread out over several years, with the goal of helping 100,000 Quebecers out of poverty by 2023.

A woman has spoken out about the torture she endured for years as a child at the hands of her abusive father. Maude Julien, who is now 60 and a renowned psychotherapist, was forced to hold onto an electric fence for 10 minutes at a time without showing feeling. The ritual, which she endured twice a week, was considered to be a test of her willpower by her father, who wanted to make Ms Julien “superhuman”. Decades later, Ms Julien, who now lives in Paris, has recorded her cruel childhood in her memoir The Only Girl in the World. She says she was subjected to 18 years of controlling and manipulative behaviour by her father. Louis Didier ... was an alcoholic and belonged to an esoteric lodge of Freemasonry which believed in the occult. Didier reportedly believed his daughter had been chosen as his protector, so sought to indoctrinate her and make her withstand torment by making her participate in cruel experiments. Once a month, Ms Julien writes, she was locked overnight in a rat-infested cellar to “meditate about death”. Didier, who died aged 79 in 1981, adopted a six-year-old girl called Jeannine in 1936, who he groomed to become his wife. In 1957, Jeannine gave birth to his child, Ms Julien. The three lived in a remote mansion in northern France, which Ms Julien was forbidden to leave. Ms Julien says she was sexually abused between the ages of three and 13 by a labourer working in the estate. She eventually managed to escape her father when he allowed her to take music lessons.

Has Our Government Spent $21 Trillion Of Our Money Without Telling Us?

On July 26, 2016, the Office of the Inspector General (OIG) issued a report "Army General Fund Adjustments Not Adequately Documented or Supported". The report indicates that for fiscal year 2015 the Army failed to provide adequate support for $6.5 trillion. Given that the entire Army budget in fiscal year 2015 was $120 billion, unsupported adjustments were 54 times the level of spending authorized by Congress. An appendix to the July 2016 report shows $2 trillion in changes to the Army General Fund balance sheet due to unsupported adjustments. On the asset side, there is $794 billion increase in the Army's Fund Balance with the U.S. Treasury. There is also an increase of $929 billion in the Army's Accounts Payable. What is the source of the additional $794 billion in the Army's Fund Balance? The July 2016 report is not the only such report of unsubstantiated adjustments. Mark Skidmore and Catherine Austin Fitts, former Assistant Secretary of Housing and Urban Development, conducted a search of government websites and found similar reports dating back to 1998. While the documents are incomplete, original government sources indicate $21 trillion in unsupported adjustments have been reported for the Department of Defense and the Department of Housing and Urban Development for the years 1998-2015.
