Child trafficking referrals in the UK have hit a record high after rising by 30 per cent in a year, statistics have revealed. The number of children referred to the UK Government’s National Referral Mechanism (NRM), which identifies victims of human trafficking, increased to 1,278 in 2016, the highest figure on record, according to the latest figures from the National Crime Agency. Europe is becoming the global hub for the hosting of child sexual abuse images and videos, suggests a report. The Internet Watch Foundation (IWF) found that 60% of worldwide abuse material was now in Europe - an increase of 19%. The Netherlands topped the list of European nations hosting the illegal content, said the IWF. Improved reporting and policing by net firms in North America are believed to have driven the shift. The IWF is the UK body that acts to find and remove abuse content from UK networks. In 2015, about 57% of the web pages containing abuse content could be found in North America. In 2016, this had dropped to 37% with the majority now in Europe. About 34,212 web pages were found to be displaying abuse content in Europe - which also includes Russia and Turkey. Arda Gerkens, a Dutch MP who helps to oversee the nation's anti-abuse hotline, said it too had seen an "overall" rise in the number of reports to ISPs about material both in 2016 and 2015. To combat an escalating opioid epidemic, the Drug Enforcement Administration trained its sights in 2011 on Mallinckrodt Pharmaceuticals, one of the nation’s largest manufacturers of the highly addictive generic painkiller oxycodone. It was the first time the DEA had targeted a manufacturer of opioids for alleged violations of laws designed to prevent diversion of legal narcotics to the black market. Ultimately, the DEA and federal prosecutors would contend that the company ignored its responsibility to report suspicious orders as 500 million of its pills ended up in Florida between 2008 and 2012. Investigators alleged in internal documents that the company’s lack of due diligence could have resulted in nearly 44,000 federal violations and exposed it to $2.3 billion in fines. But six years later ... the government has taken no legal action against Mallinckrodt. Instead, the company has reached a tentative settlement. Under the proposal, which remains confidential, Mallinckrodt would agree to pay a $35 million fine and admit no wrongdoing. “Mallinckrodt’s response was that ‘everyone knew what was going on in Florida but they had no duty to report it,’” according to an internal summary of the case prepared by federal prosecutors. High doses of vitamin C injected into the blood stream could prove effective in treating cancer, according to new research. Scientists said vitamin C infusions, which were up to 1,000 times higher than recommended intake levels, selectively targeted tumour cells in cancer patients. This increased the rates of cell deaths and sensitised them to radiation and chemotherapy. The treatment also appeared to be safe, producing mild side effects such as frequent bathroom trips and a dry mouth. Eleven brain cancer patients were given three infusions of vitamin C a week for two months followed by a further two per week for seven months while receiving standard radiotherapy and chemotherapy. Tests showed that iron in their tumours reacted with the vitamin to form highly reactive and destructive “free radical” hydrogen peroxide molecules. The free radicals were thought to cause selective DNA damage in cancerous, but not healthy, cells. This in turn was expected to lead to enhanced cancer cell death as well as sensitisation to radiation and chemotherapy drugs. US researcher Dr Garry Buettner, from the University of Iowa, said: “This paper reveals a metabolic frailty in cancer cells that is based on their own production of oxidizing agents that allows us to utilise existing redox active compounds, like vitamin C, to sensitise cancer cells to radiation and chemotherapy.” The safety study sets the stage for larger Phase II trials investigating whether high-dose vitamin C injections can extend the lifespan of cancer patients.

The difference between 2015 and 2016 "is spectacular," he says. Health officials were predicting more than 1,000 cases of microcephaly in the northeast of Brazil last year. But there were fewer than 100, Dye and his colleagues report Wednesday in the New England Journal of Medicine. "This is a huge, huge discrepancy," Dye says. "So what could possibly be the explanation for that?" Scientists aren't sure, Dye says. But he and his colleagues suggest a few possibilities in their study. First off, Dye says, health officials could have vastly overestimated the number of Zika cases in Brazil. Another possible explanation: Zika might not be working alone. Maybe another infection combines with Zika to make the disease worse and increase the risk of birth defects.

There's no question that activist David Daleiden surreptitiously recorded healthcare and biomedical services employees across the state of California with the intent of discrediting the healthcare provider, Planned Parenthood. It's against state law to record confidential conversations without the consent of all the parties involved. But that doesn't mean that California Atty. Gen. Xavier Becerra should have charged Daleiden and his co-conspirator, Susan Merritt, with 15 felony counts – one for each of the 14 people recorded, and a 15th for conspiracy. It's disturbingly aggressive for Becerra to apply this criminal statute to people who were trying to influence a contested issue of public policy. In similar cases, we have denounced moves to criminalize such behavior, especially in the case of animal welfare investigators who have gone undercover at slaughterhouses and other agricultural businesses to secretly record horrific and illegal abuses of animals. Authorities say they’ve uncovered a massive international sex trafficking ring in Southern California. Prosecutors announced the arrest of four people connected to the Orange County-based enterprise that allegedly placed thousands of ads for sexual services in 29 states over the past two years. The ring was based locally in Irvine. Women and girls from China were forced to sell themselves for sex and sometimes forced to work 14 hours a day in homes purchased specifically for the purposes of prostitution. Investigators tracked the ring through thousands of ads selling sex on Backpage.com. “There’s a townhouse in Cottage Grove [Minnesota], that was bought and paid for with cash. And when police entered, they saw two beds. That’s it. But they also saw a line of guys waiting on a couch, waiting for their turn,” said Pete Orput, an attorney with Washington County. The actual bust took place in Minneapolis but ... two of the ring leaders live in Irvine. Advocate Jim Carson helps rehabilitate victims of human trafficking in Orange County, and says Irvine might be consistently named as one of the safest cities in the U.S., but not for the young women he helps. “I think the tip of the iceberg, we hear about [trafficking data], we go, ‘my God these numbers are so huge’, but I honestly think it’s much, much bigger than people realize,” said ... She was also deeply troubled by an incident she had witnessed on a safari in India – a deer choking on a plastic packet that it had swallowed. “I realized how big this plastic problem is and how every creature on this earth is affected by it,” she says of the incident. So Dr. Tadpatrikar resolved to find a way to make plastic waste useful. She and Shirish Phadtare started experimenting in Tadpatrikar’s kitchen. “Plastic is made of crude oil, and we wanted to reverse the process to get usable oil,” Tadpatrikar explains. This experimenting duo has come up with an operation in the Pune, India, area that benefits the environment in several ways. They are indeed producing fuel, using a process that doesn’t emit toxic gases. And by pressing plastic waste into service, they’re reducing the amount of plastic headed toward landfills. Moreover, the oil itself is eco-friendly – a better choice than some of the other fuels that villagers living near Pune use. “Much cheaper than any other fuel in the market, this one is used in cooking stoves, in generators, and even to run tractors,” explains Tadpatrikar. We live in a time of massive, unprecedented trade: Goods, information and money all flow across borders almost seamlessly (people, of course, are another matter). The Fair Trade movement started as a response to this global trade paradigm that focused too much on profits and not people. The Fair Trade model proved successful, but it still only operates at the margins. In the annals of wrongful convictions, there is nothing that comes close in size to the epic drug-lab scandal that is entering its dramatic final act in Massachusetts. About 23,000 people convicted of low-level drug crimes are expected to have their cases wiped away next month en masse, the result of a five-year court fight over the work of a rogue chemist. The prosecutors didn't want the scandal to end like this. They fought for a way to preserve the convictions. The chemist, Annie Dookhan ... worked at the William A. Muhammad Yunus, the Bangladeshi economist, microfinancing pioneer and founder of the grassroots Grameen Bank, has not been resting on his laurels since wining the Nobel peace prize in 2006. The idea behind his multi award-winning idea of microcredit is that everyone is a natural entrepreneur. “Human beings are not born to work for anybody else,” he says. “For millions of years that we were on the planet, we never worked for anybody. We are go-getters. So this is our tradition. There are roughly 160 million people all over the world in microcredit, mostly women. And they have proven one very important thing: that we are all entrepreneurs. As an Arctic researcher, I’m used to gaps in data. Just over 1% of US Arctic waters have been surveyed to modern standards. Over the past two months though, I’ve been navigating a different type of uncharted territory: the deleting of what little data we have by the Trump administration. At first, the distress flare of lost data came as a surge of defunct links on 21 January. The US National Strategy for the Arctic, the Implementation Plan for the Strategy, and the report on our progress all gone within a matter of minutes. As I watched more and more links turned red, I frantically combed the internet for archived versions of our country’s most important polar policies. This disappearing act had just begun. Since January, the surge has transformed into a slow, incessant march of deleting datasets, webpages and policies about the Arctic. I now come to expect a weekly email request to replace invalid citations, hoping that someone had the foresight to download statistics about Arctic permafrost thaw or renewable energy in advance of the purge. Each defunct page is an effort ... to deliberately undermine our ability to make good policy decisions by limiting access to scientific evidence. In a remote region where data is already scarce, we need publicly available government guidance and records now more than ever before. It is hard enough for modern Arctic researchers to perform experiments and collect data to fill the gaps left by historic scientific expeditions. A sharp rise in the number of civilians reported killed in U.S.-led airstrikes in Iraq and Syria is spreading panic, deepening mistrust and triggering accusations that the United States and its partners may be acting without sufficient regard for lives of noncombatants. Last weekend’s sunny weather was not only good for beers, barbecues and bees, but also drove solar power to break a new UK record. For the first time ever, the amount of electricity demanded by homes and businesses in the afternoon on Saturday was lower than it was in the night, because solar panels on rooftops and in fields cut demand so much. National Grid, which runs the transmission network, described the moment as a “huge milestone”. The company sees the solar power generated on the distribution networks – or local roads of the system – as reduced electricity demand. The sunshine meant that solar power produced six times more electricity than the country’s coal-fired power stations on Saturday. Duncan Burt, who manages daily operations at National Grid, said: “Demand being lower in the afternoon than overnight really is turning the hard and fast rules of the past upside down.” Electricity demand usually peaks around 4pm to 6pm at this time of year. The solar industry hailed the landmark. A spokeswoman for the Solar Trade Association said: “This milestone shows the balance of power is shifting, quite literally, away from the old centralised ‘coal-by-wire’ model into the hands of householders, businesses and communities all over the UK who want their own clean solar power.” Solar power installations grew dramatically in 2014 and 2015. Approximately half of adult Americans’ photographs are stored in facial recognition databases that can be accessed by the FBI, without their knowledge or consent, in the hunt for suspected criminals. About 80% of photos in the FBI’s network are non-criminal entries, including pictures from driver’s licenses and passports. The algorithms used to identify matches are inaccurate about 15% of the time, and are more likely to misidentify black people than white people. These are just some of the damning facts presented at last week’s House oversight committee hearing, where politicians and privacy campaigners criticized the FBI and called for stricter regulation of facial recognition technology at a time when it is creeping into law enforcement and business. The former president of Penn State University was convicted Friday of keeping a lid on the scandal surrounding notorious child-abusing coach Jerry Sandusky. A jury [found] Graham Spanier guilty of one count of child endangerment. The charge stemmed from Spanier's handling of a complaint against Sandusky, a once-popular assistant football coach whose career at Penn State spanned three decades. The trial centered on how Spanier and two other university leaders handled a complaint by a graduate assistant who said he reported seeing Sandusky sexually molesting a boy in a team shower in 2001. The administrators told Sandusky he could not bring children on to the campus any longer, but they did not report the matter to police or child welfare authorities. Sandusky was not arrested until 2011 after an anonymous tip led prosecutors to investigate the shower incident. He was convicted the next year of sexually abusing 10 boys and is serving a decades-long prison sentence. Four of the eight young men testifying at Sandusky’s trial said the abuse occurred after 2001. “Evil in the form of Jerry Sandusky was allowed to run wild,” Deputy Attorney General Patrick Schulte told the jury. A non-profit organization that tracks civilian casualties caused by airstrikes in the Middle East said it has shifted nearly all of its resources to track a surge of claims regarding U.S.-led strikes in Syria and Iraq. Black members of Congress are calling for the Justice Department to help police investigate a large number of missing children in Washington, D.C.. The District of Columbia logged 501 cases of missing juveniles, many of them black or Latino, in the first three months of this year, according to the Metropolitan Police Department, the city's police force. Twenty-two were unsolved as of March 22, police said. [A letter] sent by Congressional Black Caucus chairman Cedric Richmond, D-La., and Del.
