The Washington, D.C.-based Grocery Manufacturers Association (GMA) has been slapped with a $6 million civil penalty, which will be trebled due to its "intentional violations of state law" for laundering money in a 2013 Washington state initiative campaign. The GMA, its members and other sources had spent $43 million in 2012 to defeat California's Proposition 37, which would have required all packaged food products to identify genetically modified organisms. "While successfully defeating Prop. 37, certain individual member companies of GMA and some GMA staff received negative responses from the public because of their opposition to Prop. 37," Judge Hirsch wrote in her ruling. Hence, an elaborate scheme was hatched - and approved by the GMA's board - to conceal individual donors.

Testing for residues of an herbicide developed by Monsanto Co. that has been linked to cancer has turned up high levels in honey from the key farm state of Iowa, adding to concerns about contamination. The Food and Drug Administration began glyphosate residue testing in a small number of foods earlier this year after the International Agency for Research on Cancer classified glyphosate as a probable human carcinogen. Research by FDA chemist Narong Chamkasem and John Vargo, a chemist at the University of Iowa, shows that residues of glyphosate - the chief ingredient in Monsanto’s branded Roundup herbicide - have been detected [in honey] at ... more than 10 times the limit of 50 ppb allowed in the European Union. “According to recent reports, there has been a dramatic increase in the usage of these herbicides, which are of risk to both human health and the environment,” Chamkasem and Vargo stated in their laboratory bulletin. Because there is no legal tolerance level for glyphosate in honey in the United States, any amount could technically be considered a violation, according to statements made in FDA internal emails, obtained through Freedom of Information Act (FOIA) requests. The Environmental Protection Agency may soon move to set a tolerance, however. A former top Drug Enforcement Administration (DEA) official has accused Congress of putting pharmaceutical company profits ahead of public health in the battle to combat the US’s prescription opioid epidemic. Genetic modification in the United States and Canada has not accelerated increases in crop yields or led to an overall reduction in the use of chemical pesticides. The promise of genetic modification was twofold: By making crops immune to the effects of weedkillers and inherently resistant to many pests, they would grow so robustly that they would become indispensable to feeding the worlds growing population, while also requiring fewer applications of sprayed pesticides. One of Hillary Clinton’s closest aides is at the centre of the new FBI investigation into the Democrat candidate's emails after it emerged the evidence was discovered during an investigation into her husband. Anthony Weiner is being investigated over allegations that he sent sexually explicit text messages to a 15-year-old girl. New York prosecutor [Preet Bharara] issued a subpoena for Mr Weiner's mobile phone and other electronic records after the “sexting” came to light in September. It is believed this sparked the reopening of the closed [Clinton] investigation. Mr Weiner [is] the estranged husband of Huma Abedin, 40, Mrs Clinton’s closest aide. Mrs Clinton thought that the issue of her email server – which has been a millstone round her neck since 2012 – was finally settled, with the FBI deciding in July not to charge her with any criminal offence. Mrs Clinton was supposed to have handed over all evidence relating to her use of a private email server – something she instigated in 2009, when she was appointed secretary of state. The Weiner investigation shows she did not. Critics claim there was a security risk if restricted government business was sent over personal email servers. They also say Clinton could skirt around freedom of information requests and have sole control of what information was handed over to interested parties – such as the congressional committee investigating 2012’s attack on the US consulate in Benghazi.

Sugar pills worked as well at preventing kids' migraines as two commonly used headache medicines, but had fewer side effects, in a study that may lead doctors to rethink how they treat a common ailment in children and teens. It's the first rigorous head-to-head test in kids of two generic prescription drugs also used for adults' migraines: topiramate, an anti-seizure medicine, and amitriptyline, an anti-depressant. The idea was to see if either drug could reduce by half the number of days kids had migraines over a month's time. Both drugs worked that well - but so did placebo sugar pills. The results "really challenge what is typical practice today by headache specialists," said study author Scott Powers, a psychologist at Cincinnati Children's Hospital. "The fact that it shows that two of the most commonly used medications are no more effective than a placebo and have adverse effects makes a very clear statement," said Dr. Leon Epstein, neurology chief at Ann & Robert Lurie H. Children's Hospital of Chicago. The only government-approved migraine medication for kids is topiramate. Side effects from the drugs [included] fatigue, dry mouth and forgetfulness. Kids on topiramate also had tingling sensations in their hands, arms, legs or feet. There was one suicide attempt in the topiramate group, another known side-effect of that drug. The side effects were not unexpected, but given the risks, the results suggest the drugs shouldn't be "first-line prevention treatments" for kids' migraines, Powers said.

In this small barbershop in Ypsilanti, Michigan, kids pick out a book and head to the chair. It's like clockwork. That's because children 12 and under who visit The Fuller Cut can get a $2 discount on their $11 haircut for doing a simple task: reading to the barber. It's a program owner Alexander Fuller and barber Ryan Griffin started more than a year ago. And parents can't get enough of it. The pair can't take credit for the idea. They just happened to hear about other shops around the country taking part in a "read to your barber program," and they decided to get on board. Fuller and his wife started ordering some books and Griffin brought in a shelf. Customers even joined the cause by donating old and used books. Before the pair knew it, kids were grabbing books off the shelf and hopping into the chair to start reading. Roughly 90 percent of kids grab a book that's already on the shelf, Fuller says, but occasionally kids bring in books from home or school as well. "It gives them confidence in reading and helps us understand their comprehension of reading," Fuller said. "The kids love it. It's one of the best things that has come along for them." Another bonus, Fuller added, is that it helps kids socialize. Not only does it improve their reading skills, but their manners as well. Whether you can read well or can't read well, the barbers will help you along the way, Fuller reminds his customers. "It's been a great experience so far, Fuller said."

Do the committees that oversee the vast U.S. spying apparatus take intelligence community whistleblowers seriously? For the last 20 years, the answer has been a resounding “no.” My own experience in 1995-96 is illustrative. Over a two-year period working with my wife, Robin (who was a CIA detailee to a Senate committee at the time), we discovered that, contrary to the public statements by then-Chairman of the Joint Chiefs Colin Powell and other senior George H. W. Bush administration officials ... American troops had in fact been exposed to chemical agents during and after the 1991 war with Saddam Hussein. Officials at the Pentagon and CIA were working to bury it. The agency didn’t care about helping to find out why hundreds of thousands of American Desert Storm veterans were ill. Seeing the writing on the wall, I began working on what would become a book about our experience: “Gassed in the Gulf.” The agency tried to block publication of the book and attempted to reclassify hundreds of previously declassified Department of Defense and CIA intelligence reports that helped us make our case. Our story [became] a front-page sensation just days before the 1996 presidential election. Within six months, the CIA was forced to admit that it had indeed been withholding data on such chemical exposures, which were a possible cause of the post-war illnesses that would ultimately affect about one-third of the nearly 700,000 U.S. troops who served in Kuwait and Iraq. None of the CIA or Pentagon officials who perpetrated the cover-up were fired or prosecuted.

The world’s biggest marine reserve, almost as large as Alaska, will be established in the Ross Sea in Antarctica under an agreement reached by representatives of 24 nations and the European Union. The policy makers and scientists agreed unanimously to create a zone that will encompass 600,000 square miles of ocean. Commercial fishing will be banned from the entire area, but 28 percent of it will be designated as research zones, where scientists can catch limited amounts of fish and krill, tiny invertebrates that provide food for whales, penguins, seals and other animals. The area, which is mostly contiguous and hugs the coast off the Ross Sea ice shelf, will come under protection on Dec. 1, 2017, and remain a reserve for 35 years. The agreement was reached in Hobart, Tasmania, at the Commission for the Conservation of Antarctic Marine Living Resources. Protecting the Ross Sea, in the Southern Ocean, had been on the commission’s agenda for around six years, and conservationists had been arguing for a no-fishing zone there for a decade, said Andrea Kavanagh, a director of the Southern Oceans Sanctuaries Campaign at the Pew Charitable Trusts in Washington. “This is a great result for quiet diplomacy and honest toil,” New Zealand’s foreign minister, Murray McCully, said from Auckland. “The fact that an agreement like this can be reached ... when there are so many difficulties, so many other political differences happening elsewhere ... is pleasing.”

HIV likely landed in the United States a full decade before the first AIDS reports made headlines, according to a report released Wednesday that also strongly dismisses the long-held myth that a single man, a flight attendant notoriously known as “Patient Zero,” was responsible for the domestic epidemic. The report, published Wednesday in the journal Nature, traces the lineage of HIV from Africa to Haiti to New York and, finally, San Francisco. The virus seems to have arrived in New York around 1971, and in San Francisco five years later. By the time doctors were reporting the first AIDS cases in 1981, the virus would have been deeply embedded in cities all over the country. The fact that HIV predated those first AIDS reports - and that the so-called Patient Zero could not have been responsible for the epidemic - has long been known by AIDS researchers. But the new paper ... provides perhaps the most detailed genetic history of the virus’ geographic movement. The new study, when coupled with previous work, gives a fairly clear picture of HIV’s global travel, said co-author Michael Worobey, an evolutionary biologist at the University of Arizona at Tucson. He said studies suggest the virus moved from chimpanzees to humans in the early 20th century, but languished in rural villages for decades before passing into Kinshasa, the capital of Congo. From Kinshasa it may have spread throughout sub-Saharan Africa, and finally moved to the Caribbean, including Haiti, in the mid-1960s.

Life's been full of uncertainties for Reuben Nsemoh lately. Ever since he suffered a concussion in a soccer game, the suburban Atlanta teen's worried about why it's so hard for him to concentrate. AT&T runs a secret program called Project Hemisphere that that searches millions and millions of call records and analyzes cellular data to help law enforcement spy on Americans, according to documents obtained by The Daily Beast. Police use the data to solve crimes by monitoring if specific cellular towers in the vicinity of wrongdoings picked up a known suspect’s cell phone. The surveillance project comes to light as the company is on the verge of acquiring Time Warner in one of the biggest media mergers in memory. Law enforcement agencies pay from $100,000 to over $1 million a year for Hemisphere access. Back in 2013, The New York Times called Hemisphere a partnership between AT&T and the government, but Daily Beast says it’s actually “a product AT&T developed, marketed, and sold at a cost of millions of dollars per year to taxpayers.” No warrant is required to access Hemisphere, but it does require a promise not to publicly disclose Hemisphere. AT&T owns significant shares in both the landline and cell phone space, which allows the company to possess information that is used by at least 28 intelligence centers. Documents show that AT&T wants to keep Hemisphere a secret, but suspects and anyone charged with a crime have the right to know the evidence against them. “The Government agency agrees not to use the data as evidence in any judicial or administrative proceedings unless there is no other available and admissible probative evidence,” documents obtained by the Beast said.

As a former member of the House of Representatives, I remember 16 years of congressional hearings where pedigreed experts came to advocate wars in testimony based on circular, rococo thinking devoid of depth, reality, and truth. How else to explain that in the past 15 years this city’s so called bipartisan foreign policy elite has promoted wars in Iraq and Libya, and interventions in Syria and Yemen, which have opened Pandora’s box to a trusting world, to the tune of trillions of dollars, a windfall for military contractors. The American people are fed up with war, but a concerted effort is being made through fearmongering, propaganda, and lies to prepare our country for a dangerous confrontation, with Russia in Syria. The demonization of Russia is a calculated plan to resurrect a raison d’ętre for stone-cold warriors trying to escape from the dustbin of history by evoking the specter of Russian world domination. As this year’s presidential election comes to a conclusion, the Washington ideologues are regurgitating the same bipartisan consensus that has kept America at war since 9/11 and made the world a decidedly more dangerous place.

A new analysis of strange modulations in a tiny set of stars appears to indicate that it could be coming from extraterrestrial intelligence that is looking to alert us to their existence. The new study reports the finding of specific modulations in just 234 out of the 2.5 million stars that have been observed during a survey of the sky. The work found that a tiny fraction of them seemed to be behaving strangely. “We find that the detected signals have exactly the shape of an [extraterrestrial intelligence] signal predicted in the previous publication and are therefore in agreement with this hypothesis,” write EF Borra and E Trottier in a new paper. “The fact that they are only found in a very small fraction of stars within a narrow spectral range centered near the spectral type of the sun is also in agreement with the ETI hypothesis,” the two scientists from Laval University in Quebec write. The research has appeared in the journal Publications of the Astronomical Society of the Pacific, [and] appears to have been originally suggested for publication with the name 'Signals probably from Extraterrestrial Intelligence', according to a pre-print version of the paper. But they make clear that further work will need to be done to confirm or deny that hypothesis. Breakthrough Listen – an initiative set up this year to look for alien life and supported by people including Stephen Hawking and Mark Zuckerberg – said that the message was promising.
