The Catholic church is telling newly appointed bishops that it is “not necessarily” their duty to report accusations of clerical child abuse and that only victims or their families should make the decision to report abuse to police. A document that spells out how senior clergy members ought to deal with allegations of abuse, which was recently released by the Vatican, emphasised that, though they must be aware of local laws, bishops’ only duty was to address such allegations internally. “According to the state of civil laws of each country where reporting is obligatory, it is not necessarily the duty of the bishop to report suspects to authorities, the police or state prosecutors in the moment when they are made aware of crimes or sinful deeds,” the training document states. Details of the Catholic church’s policy were first reported in a column by a veteran Vatican journalist, John Allen. Allen noted that a special commission created by Pope Francis, the Pontifical Commission for the Protection of Minors, had appeared to play no role in the training programme, even though it is supposed to be developing “best practices” to prevent and deal with clerical abuse. The news comes just days after the abuse commission forced one of two abuse survivors who had personally been appointed by Pope Francis to leave the committee following a vote of no confidence. Pediatric cardiologist Dr. Sandra Mattos had been collecting data on 100,000 newborns in the Brazilian state of Paraiba as part of her work. The microcephaly fears linked to the Zika virus drove her team to check back into hospital records for ... more than 1,600 babies born in the state in the last four years. "We were very, very surprised," Mattos said. Babies with mild microcephaly were present in the population dating back to at least 2012. Scientists think the original reports of 4,700 suspected cases were inflated by over-reporting that didn't stand up when specialists examined the babies. Lingering questions remain, including why more than 80 per cent of suspected microcephaly cases are confined to Brazil's northeast region. And why has microcephaly not appeared in other Latin American countries with similar climates, such as among the 2,100 pregnant women infected with Zika in Colombia? In the Republican presidential debate last Saturday, Ted Cruz laid out a dark scenario to demonstrate the need for a beefed-up missile defence system – the same one Rick Santorum and Ben Carson had raised before him in earlier debates. He said that North Korea was working on a satellite, which could spell doom for America: “As it would orbit around the Earth, and as it got over the United States, they would detonate that nuclear weapon and set off what’s called an EMP, an electromagnetic pulse which could take down the entire electrical grid on the eastern seaboard, potentially killing millions.” The very day before Cruz spoke, in the tatty, cavernous but crowded Expo Idaho Center in Boise, speaker and entrepreneur Ben Gilmore laid out a much more elaborate version of the same catastrophe. Speaking to a rapt audience at prepper expo SurvivalCon, Gilmore pointed to a projected map showing much of the North American continent swathed in a deep red. “An EMP bomb 300 miles up gets all of the United States ... this is the worst-case scenario, and it is the most probable.” But also – in a stroke of luck – Gilmore’s own company, Techprotect, makes “Faraday bags” in which electronic items can be shielded from electromagnetic pulses. This mixture of End Times thinking, geopolitical speculation and rightwing ideology was repeated not only in the other formal presentations, but in conversations on the floor of the Expo Center. Komal Ahmad ... is the founder and CEO of Copia, an online platform that connects businesses with leftover food to local organizations that can distribute that food to people in need. While an undergraduate ... Ahmad was walking down the street when she was approached by a homeless man who asked her for money to buy food. Instead of giving him a few bucks, Ahmad decided to take him out to lunch and discovered that he was an Iraq war veteran. “That hit me like a ton of bricks,” she said, noting that she’d just gotten back from summer training for the U.S. Navy. “It was almost like a glimpse of my future. This was a perfectly educated guy, came from a good family. He was just a person who was down on his luck.” Across the street from where Ahmad and the man had eaten lunch, the university’s cafeteria was throwing out thousands of pounds of leftover food. Sweden is so good at recycling that, for several years, it has imported rubbish from other countries to keep its recycling plants going. Less than 1 per cent of Swedish household waste was sent to landfill last year or any year since 2011. Sweden was one of the first countries to implement a heavy tax on fossil fuels in 1991 and now sources almost half its electricity from renewables. Over time, Sweden has implemented a cohesive national recycling policy so that even though private companies undertake most of the business of importing and burning waste, the energy goes into a national heating network to heat homes through the freezing Swedish winter. “That’s a key reason that we have this district network, so we can make use of the heating from the waste plants. Contracts between police and city authorities, leaked after hackers breached the website of the country’s biggest law enforcement union, contain guarantees that disciplinary records and complaints made against officers are kept secret or even destroyed. A Guardian analysis of dozens of contracts obtained from the servers of the Fraternal Order of Police (FOP) found that more than a third featured clauses allowing – and often mandating – the destruction of records of civilian complaints, departmental investigations, or disciplinary actions. 30% of the 67 leaked police contracts, which were struck between cities and police unions, included provisions barring public access to records of past civilian complaints, departmental investigations, and disciplinary actions. California may have closed a chapter in its bitter fight over mandatory vaccines for children, but a new billboard campaign by opponents of the state's pro-vaccination law shows the controversy is far from over. Billboards questioning the safety of vaccines have popped up over the past couple of months from Berkeley and San Francisco to North Fair Oaks. More went up in January in the San Jose area to coincide with Super Bowl 50. The billboards, [which] proclaim that vaccines pose serious health risks ... are the brainchild of Brandy Vaughan, founder of the Council for Vaccine Safety [and former] sales representative for Merck. Vaughan was an outspoken opponent of SB 277. The legislation, signed in June by Gov. Jerry Brown ... eliminated personal belief or religious exemptions to mandatory vaccines for school-age children. Though an effort to repeal the law fell apart, [mandatory] vaccinations continue to be a highly charged and divisive issue across the nation. Vaughan has raised $10,000 online for a dozen billboards in the Bay Area. "We're no longer the land of the free if we give up the choice of what we put in our body," said Vaughan. "My goal is to educate the public and encourage people to do their own research and connect the dots." She calls for tighter government regulation of vaccine-makers and suspects that America's growing vaccination regime is responsible for various health conditions.

A four-year survey of more than 100,000 newborn babies in north-eastern Brazil has uncovered hitherto unrecognised patterns of microcephaly. The discovery suggests microcephaly is not necessarily a new phenomenon, and questions whether Zika virus is even the cause. Paediatric cardiologist Dr Sandra Mattos ... and her colleagues surveyed more than 100,000 newborns for congenital heart disease in the Brazilian state of Paraiba. "We tried to establish the pattern of microcephaly over the last four years," Dr Mattos said. "What we expected was that we would have something like ... what has been documented in the official sites. "But we then noticed that we had much, much higher numbers. "Independent of what criteria we used, we had between 2–8 per cent of babies that would fall into the criteria of microcephaly," she said. This represents between 2,000 and 4,000 babies per year in the state of Paraíba - about 1,000 times more than the team expected. The survey goes back to 2012 and 2013 and shows a spike each spring and summer, and while the headlines are all recent, the biggest peak in north-eastern Brazil was actually in 2014. The survey calls into question whether these microcephaly cases are caused by Zika virus or something else. If it is Zika virus, it has been in Brazil for a lot longer than people have thought, but that does not explain why after 50 years Zika has only now been linked to microcephaly.

Edgar Mitchell, one of just 12 human beings who walked on the moon, has died. Mitchell was 85. NASA Administrator Charles Bolden said in a statement, "He is one of the pioneers in space exploration on whose shoulders we now stand." On February 5, 1971 ... Mitchell became the sixth man to walk on the lunar surface. [He] found the trip to be a profound experience. "Looking at Earth from space and seeing it was a planet in isolation ... that was an experience of ecstasy, realizing that every molecule in our bodies is a system of matter created from a star hanging in space," Mitchell told the UK Telegraph in 2014. "The experience I had was called Samadhi in the ancient Sanskrit, a feeling of overwhelming joy at seeing the Earth from that perspective." Fascinated and frustrated by the relationship between religion and science, he was very public about seeking links between the known and unknown. He said he had conducted ESP experiments on the mission. He was also a believer in extraterrestrial activity, and was convinced UFOs had visited Earth. He told Bloomberg Business that the 1947 Roswell incident ... was covered up. "It's not just military. It's a cabal of organizations primarily for a profit motive," he told the publication. What started as a small gesture, of feeding underprivileged children, by 31-year-old Darshan and his friends has turned into a full-blown movement. An email he shot off to a restaurant, after being deeply disappointed with the service he got there, just changed the course of Darshan’s life. When the restaurant management apologised for the poor service and offered to give him free food, Darshan refused the offer and asked them to feed underprivileged children instead. The restaurant went ahead with his suggestion, and after feeding the children, sent pictures to Darshan. “This is the moment that changed me forever. The smile on the faces of those children left me touched. And that is when I decided to do something about it,” he says. Thus, the BhookMitao campaign was born. On June 7, 2015, Darshan and his friends went and fed a couple of children in a slum in Vadodara, Gujarat. Today, the BhookMitao movement provides nutritious lunch to as many as 1,200 children in Vadodara. As the volunteer network grows, Darshan has divided it into groups. Each group takes up a particular spot in the city. They coordinate with those who want to donate, procure the raw materials, and cook the meals in their own kitchens. The programme usually begins ... with some fun activities for the kids. They screen movies on education or make them do some craft work etc., and then ... volunteers and children eat the same food together. France has become the first country in the world to ban supermarkets from throwing away or destroying unsold food, forcing them instead to donate it to charities and food banks. Under a law passed unanimously by the French senate, as of Wednesday large shops will no longer bin good quality food approaching its best-before date. Charities will be able to give out millions more free meals each year to people struggling to afford to eat. The law follows a grassroots campaign in France by shoppers, anti-poverty campaigners and those opposed to food waste. Campaigners now hope to persuade the EU to adopt similar legislation across member states. Supermarkets will also be barred from deliberately spoiling food in order to stop it being eaten by people foraging in stores’ bins. In recent years, growing numbers of families, students, unemployed and homeless people in France have been foraging in supermarket bins at night to feed themselves. People have been finding edible products thrown out just as their best-before dates approached. Some supermarkets doused binned food in bleach, [or] deliberately binned food in locked warehouses for collection by refuse trucks. Now bosses of supermarkets with a footprint of 400 sq metres (4,305 sq ft) or more will have to sign donation contracts with charities or face a penalty of €3,750 (Ł2,900).

If you want an example of how bizarre U.S. tax laws can be - and how companies can game the system - look no further than the recently announced deal for Johnson Controls Inc. of Milwaukee to desert our country by combining with a previous corporate deserter, Tyco International PLC. Tyco is run out of Princeton, N.J., but for tax purposes it is based in Ireland, where the combined Johnson Controls PLC will be based. This [is] an especially aggressive transaction that, among other things, will let Johnson game the tax system by handing its shareholders about $3.9 billion in cash in order to get tax-free access to $8.1 billion in cash currently held overseas. Under our tax laws, if a U.S. company combines with a foreign company (or a nominally foreign company such as Tyco), it can play a variety of tax games, provided that the shareholders of the U.S. company own more than 60 percent but less than 80 percent of the stock in the new, combined company. However, the company can play far more games ... if the shareholders of the U.S. company own more than 50 percent of the combined company but less than 60 percent. By being in [this] sweet spot, Johnson PLC can get its hands on its offshore cash directly, instead of having to leap through various hoops. [Who knows] why it’s legal for Johnson to buy in a chunk of its shares to make the numbers work - but apparently, it is. So there you have it. Johnson, a vendor to the taxpayer-rescued U.S. auto industry, repays us by doing ... a mega-desertion.

The lobby of TerraCycle’s global headquarters is far from what might be expected for a company that reported $18.7 million in revenue in 2014. the company’s core mission: reducing waste. “Everything around us will become waste,” says Tom Szaky, TerraCycle’s chief executive officer. “Our focus is on anything that you cannot recycle today, and that is 75 percent of all objects in the world.” Mr. Szaky founded TerraCycle in 2001 while a freshman at Princeton University. He and another student fed dining hall leftovers to worms and liquefied the worm compost, creating an organic and highly effective fertilizer. Lacking the money to package their product, the duo used soda bottles they retrieved from recycling bins as containers to peddle the worm poop. “That was the inspirational moment,” says Szaky, who decided to drop out of Princeton to pursue TerraCycle as a full-time endeavor. “What got me very excited was ... waste as a business idea.” Today, TerraCycle is an international leader in “recycling the unrecyclable,” building off the worm compost idea and using other waste materials to craft new products. TerraCycle runs recycling programs in more than 350,000 locations in 22 countries. A UN panel will conclude Wikileaks founder Julian Assange is being "arbitrarily detained" in the UK, the Swedish foreign ministry has said. Mr Assange, 44, claimed asylum in London's Ecuadorean embassy in 2012. The Met Police says Mr Assange will be arrested if he leaves the embassy. The Australian was originally arrested in London in 2010 under a European Arrest Warrant issued by Sweden over rape and sexual assault claims. In 2012, while on bail, he claimed asylum inside the Ecuadorean embassy in Knightsbridge after the UK Supreme Court had ruled the extradition against him could go ahead. Mr Assange's Wikileaks organisation posted secret American government documents on the internet, and he says Washington could seek his extradition to the US to face espionage charges if he is sent to Sweden. In the statement, published earlier by Wikileaks on Twitter, Mr Assange said: "Should the UN announce tomorrow that I have lost my case against the United Kingdom and Sweden I shall exit the embassy at noon on Friday to accept arrest by British police ... However, should I prevail and the state parties be found to have acted unlawfully, I expect the immediate return of my passport and the termination of further attempts to arrest me." Last October, Scotland Yard said it would no longer station officers outside the Ecuador embassy following an operation which it said had cost Ł12.6m. But it said "a number of overt and covert tactics to arrest him" would still be deployed.

There were 149 people exonerated in the United States last year after being wrongly convicted of crimes. More than a third of the people exonerated were convicted of murder, says a report released Wednesday by the National Registry of Exonerations, a project of the University of Michigan Law School and the Northwestern University School of Law. All of the people exonerated last year ... had served an average of more than 14 years in prison. Five of the people who were exonerated had been sentenced to death. All told, the National Registry says it has logged 1,733 exonerations in the country since 1989. “Not long ago, any exoneration we heard about was major news,” the report stated. “Now it’s a familiar story. We average nearly three exonerations a week, and most get little attention.” There are also more exonerations in cases involving false confessions or guilty pleas than there used to be. In four of 10 exonerations last year, the people had pleaded guilty, largely in cases involving charges of drug possession. About a third of all exonerations last year involved these drug possession cases. A remarkable number of these cases occurred in just one place: Harris County, Tex., home to Houston. The registry’s report described how the Harris County District Attorney’s office had investigated cases after noticing a number of people who pleaded guilty to possessing illegal drugs, only for a crime lab - sometimes months or years later - to reveal that the materials these people had were not drugs after all.

Only a fraction of the Earth's water is drinkable - an estimate from the U.S. Geological Survey puts all of the world's freshwater at just 2.5 percent of the total global water. What if we could diversify and pull water from the air, instead? Now, a new invention does just that. Fontus is a water bottle that pulls moisture from the air, and in ideal conditions, can fills itself up in under an hour. The water bottle comes from Austrian industrial designer Kristof Retezár, who wanted to make a simple, portable tool to help people where drinkable water isn't easy to get. The UN Department of Economic and Social Affairs reports that 1.2 billion people, around a fifth of the world's population, live in areas where water is physically scarce. Another 1.6 live in countries where water infrastructure and storage is lacking. The Fontus uses solar energy to power a small cooler or condenser that works by the so-called Peltier effect. Air passing through the cold chamber rapidly condenses like droplets on the outside of a cold glass. In "really good" conditions, or temperatures between 86 and 104 degrees with humidity between 80 and 90 percent, the Fontus can generate half a liter of water in an hour. In the future, Retezár says the company hopes to improve that so the bottle can work in more conditions. The project was shortlisted for the 2014 James Dyson Award. Brazil’s government is considering tightening the guidelines it currently gives doctors, hospitals, and health care providers for when to report infants born with abnormally small heads, a move intended to reduce the number of false alarms that it has received in wake of the Zika epidemic gripping Brazil. In the last few months, the nation has been grappling with a growing surge in medical reports of microcephaly, a rare condition in which babies are born with unusually small heads. According to data released this week by the Ministry of Health, there have been 4,783 reported cases since October last year. Before that, the nation had about 150 annually. But how many of the babies actually have microcephaly - and whether the condition was caused by the Zika virus - is still far from clear. Of the cases examined so far, 404 have been confirmed as having microcephaly. Only 17 of them tested positive for the Zika virus. Another 709 babies have been ruled out as having microcephaly, according to the government, underscoring the risks of false positives making the epidemic appear larger than it actually is. The remaining 3,670 cases are still being investigated. As is often the case with global health epidemics, the numbers have caused confusion. Some have wondered if Brazil was overstating the extent of its health crisis.

After Martin Shkreli raised the price of anti-parasitic drug Daraprim more than 50-fold to $750 a pill last year, he said he wasn’t alone in taking big price hikes. The former drug executive was right. A survey of about 3,000 brand-name prescription drugs found that prices more than doubled for 60 and at least quadrupled for 20 since December 2014. Skyrocketing prices are getting increased scrutiny ahead of a U.S. congressional hearing this week: Democratic Representative Elijah Cummings, ranking member on a committee that is probing drug pricing, said Tuesday that pricing “tactics are not limited to a few ‘bad apples,’ but are prominent throughout the industry.” The cost of many drugs [rises] at annual rates of more than 10 percent. Drugmakers raised the prices of products as wide-ranging as erectile dysfunction drug Viagra, heart treatments, dermatology medicine and even brands that long have lost their patents. While specialty companies have had the steepest hikes, giants such as Pfizer Inc. and GlaxoSmithKline Plc kept pushing through smaller rises. About 400 formulations of brand-name drugs went up at least 9.9 percent since early December. Valeant Pharmaceuticals International Inc., which in recent months has been under fire for its pricing was among the most aggressive, with 13 drugs that doubled or more since December 2014.
