In 1945, as a first-year student at Kyushu Imperial University’s medical school in southern Japan, [Toshio] Tono became an unwilling witness to atrocities. Just weeks after he began his studies, a US B-29 Superfortress crashed in northern Kyushu island. The [surviving] airmen were rounded up by police and placed in military custody. In another experiment, doctors drilled through the skull of a live prisoner. “The experiments had absolutely no medical merit,” [Tono] said. “They were being used to inflict as cruel a death as possible on the prisoners. Of the 30 Kyushu University doctors and military staff who stood trial in 1948, 23 were convicted of vivisection and the wrongful removal of body parts. But they were never punished. President Truman issued an executive order that led to freedom for imprisoned war criminals. By the end of 1958, all Japanese war criminals had been released and began reinventing themselves, some as mainstream politicians, under their new, US-authored constitution.

Sarah Chayes ... was a correspondent for The Christian Science Monitor and National Public Radio and was assigned in 2001 to cover post-Taliban Afghanistan. But she soon decided to put aside her reporting career [to] become a key player in the attempt to bring about a sea change in US foreign policy by showing how what some see as an innocuous crime – corruption – is actually a serious threat to international security. She has seen it at work not only in Afghanistan but in other places with violent insurgencies, such as Syria, Nigeria, and Iraq. Since HPV vaccines were introduced seven years ago, it has been assumed that they would prevent cervical cancer. But the vaccines have never been shown to prevent any cancer. It has also been assumed for seven years that the vaccine is safe. Yet there have been thousands of adverse event reports. The CDC itself admits there are three times as many adverse events for the HPV vaccine Gardasil as there are for all other vaccines combined. One of the biggest corruption scandals to hit America's juvenile justice system began unfolding in 2007, when parents in a central Pennsylvania county began to complain that their children had been tossed into for-profit youth centers without a lawyer to represent them. The kickback scheme, known as "kids for cash," has resulted in prison terms for two Luzerne County judges and two businessmen. Convictions of thousands of juveniles have been tossed out. Now the case is entering its final chapter: a few remaining class action lawsuits. One of those claims drew to a close ... when a federal judge signed off on a settlement in which one of the businessmen, Robert Powell, would pay $4.75 million. There is growing evidence of a grave new and persistent global environmental public health threat that has gone unremarked in the scientific literature. Burning coal by electric utilities concentrates the impurities in "fly ash", fine particles that used to go up the smokestack, but now are trapped because of their toxic environmental and public health hazards. In a recent article in International Journal of Environment Research and Public Health, geoscientist, J. Marvin Herndon presents "strong experimental evidence that coal fly ash is the aerosolized particulate sprayed in the troposphere by tanker-jets for geoengineering, weather-modification and climate-modification purposes." While university scientists talk about geoengineering as if it is some possible future activity, the reality is that geoengineering has been practiced throughout the 21st century, with full scale, near-daily operational activity since about 2013. Further, while the academics talk about placing substances in the upper atmosphere (stratosphere), where little mixing occurs, with "no public disclosure, no informed consent, and no public health warnings" the on-going geoengineering activities spray toxic coal fly ash into the lower atmosphere (troposphere) where it mixes with and pollutes the air we all breathe. Herndon discloses "the consequences on public health are profound, including exposure to a variety of toxic heavy metals, radioactive elements, and neurologically-implicated chemically mobile aluminium."

In much of the developing world, the electrical grid is a rickety, unreliable tangle of wires — if it exists at all. So starting quietly last year, SolarCity created a charity that installs solar arrays, complete with battery packs, at rural schools in developing countries. The GivePower Foundation has lit nearly 1,000 schools so far in Africa and Central America, a number expected to top 1,500 by the end of this year. Each solar and battery system is designed to generate and store enough electricity to light the schools for ... extending class hours. Students and community members can also use the systems to recharge their cell phones, increasingly popular in areas that never had widespread landline phone service. Hayes Barnard, GivePower’s president, says, “In certain parts of the world, there are opportunities to use renewable energy from the get-go. You don’t have to fight the status quo that’s been established around dirty energy.” The foundation aims to light one school for every megawatt of solar power SolarCity installs in the United States (a megawatt is roughly equal to the amount of electricity used by 750 American homes in any given instant). Facial recognition software, which American military and intelligence agencies used for years in Iraq and Afghanistan to identify potential terrorists, is being eagerly adopted by dozens of police departments around the country. It is being used with few guidelines and with little oversight or public disclosure. Facial recognition ... is among an array of technologies, including StingRay tracking devices and surveillance aircraft with specialized cameras, that were used in overseas wars but have found their way into local law enforcement. The F.B.I. is pushing ahead with its $1 billion Next Generation Identification program, in which the agency will gather data like fingerprints, iris scans and photographs, as well as information collected through facial recognition software. The F.B.I. system will eventually be made accessible to more than 18,000 local, state, federal and international law enforcement agencies. But people who are not criminal suspects are included in the database, and the error rate for the software is as high as 20 percent — meaning the authorities could misidentify millions of people. DuPont: “one of the most successful and sustained industrial enterprises in the world,” as its corporate website puts it. Perhaps no product is as responsible for its dominance as Teflon. For more than 60 years C8 was an essential ingredient of Teflon. As part of a 2005 settlement over contamination around a West Virginia plant, a team of three scientists ... were charged with determining if and how the chemical affects people. The science panel found that C8 was “more likely than not” linked to ulcerative colitis - as well as to high cholesterol; pregnancy-induced hypertension; thyroid disease; testicular cancer; and kidney cancer. The scientists’ findings, published in more than three dozen peer-reviewed articles, were striking, because the chemical’s effects were so widespread throughout the body and because even very low exposure levels were associated with health effects. DuPont scientists had closely studied the chemical for decades and through their own research knew about some of the dangers it posed. Yet rather than inform workers, people living near the plant, the general public, or government agencies responsible for regulating chemicals, DuPont repeatedly kept its knowledge secret. The Defense Department earlier this summer released a comprehensive manual outlining its interpretation of the law of war. The 1,176-page document, the first of its kind, includes guidelines on the treatment of journalists covering armed conflicts that would make their work more dangerous, cumbersome and subject to censorship. Journalists, the manual says, are generally regarded as civilians, but may in some instances be deemed unprivileged belligerents, a legal term that applies to fighters that are afforded fewer protections than the declared combatants in a war. The manual warns that Reporting on military operations can be very similar to collecting intelligence or even spying. It says that governments may need to censor journalists work or take other security measures so that journalists do not reveal sensitive information to the enemy. Allowing this document to stand as guidance for commanders, government lawyers and officials of other nations would do severe damage to press freedoms. Authoritarian leaders around the world could point to it to show that their despotic treatment of journalists including Americans is broadly in line with the standards set by the United States government. The Securities and Exchange Commission just ruled that large publicly held corporations must disclose the ratios of the pay of their top CEOs to the pay of their median workers. About time. In 1965, CEOs of America's largest corporations were paid, on average, 20 times the pay of average workers. Now, the ratio is over 300 to 1. It turns out the higher the CEO pay, the worse the firm does. Professor Michael J. Cooper of the University of Utah [and colleagues] recently found that companies with the highest-paid CEOs returned about 10 percent less to their shareholders than do their industry peers. So why aren't shareholders hollering about CEO pay? Because corporate law in the United States gives shareholders at most an advisory role. They can holler all they want, but CEOs don't have to listen. Larry Ellison, the CEO of Oracle, received a pay package in 2013 valued at $78.4 million, a sum so stunning that Oracle shareholders rejected it. That made no difference because Ellison controlled the board. In Australia, by contrast, shareholders have the right to force an entire corporate board to stand for re-election if 25 percent or more of a company's shareholders vote against a CEO pay plan two years in a row. Which is why Australian CEOs are paid an average of only 70 times the pay of the typical Australian worker. The new SEC rule requiring disclosure of pay ratios ... isn't perfect. Some corporations could try to game it. But the rule marks an important start.

An assistant professor in the law department of the US military academy at West Point has argued that legal scholars critical of the war on terrorism represent a “treasonous” fifth column that should be attacked as enemy combatants. In a lengthy academic paper, the professor, William C Bradford, proposes to threaten “Islamic holy sites” as part of a war against undifferentiated Islamic radicalism. That war ought to be prosecuted vigorously, he wrote, “even if it means great destruction, innumerable enemy casualties, and civilian collateral damage”. Other “lawful targets” for the US military in its war on terrorism, Bradford argues, include “law school facilities, scholars’ home offices and media outlets where they give interviews” – all civilian areas, but places where a “causal connection between the content disseminated and Islamist crimes incited” exist. He suggests in a footnote that “threatening Islamic holy sites might create deterrence, discredit Islamism, and falsify the assumption that decadence renders Western restraint inevitable”. The US military’s educational institutions have come under fire before for promoting “total war” against Islam. In 2012, General Martin Dempsey, chairman of the joint chiefs of staff, ordered a comprehensive scouring of anti-Islam training material after a course proposed “Hiroshima” tactics against Islamic holy sites, targeting the “civilian population wherever necessary”.

Coca-Cola, the world’s largest producer of sugary beverages, is backing a new “science-based” solution to the obesity crisis: To maintain a healthy weight, get more exercise and worry less about cutting calories. Health experts say this message is misleading and part of an effort by Coke to deflect criticism about the role sugary drinks have played in the spread of obesity and Type 2 diabetes, [and] convince the public that physical activity can offset a bad diet despite evidence that exercise has only minimal impact on weight compared with what people consume. “Coca-Cola’s sales are slipping, and there’s this huge political and public backlash against soda, with every major city trying to do something to curb consumption,” said Michele Simon, a public health lawyer. “This is a direct response.” Coke’s [campaign] is not the only example of corporate-funded research and advocacy to come under fire lately. The American Society for Nutrition and the Academy of Nutrition and Dietetics have been criticized by public health advocates for forming partnerships with companies such as Kraft Foods, McDonald’s, PepsiCo and Hershey’s. Dietitians have also faced criticism for taking payments from Coke to present the company’s soda as a healthy snack. A recent analysis of beverage studies ... found that those funded by Coca-Cola, PepsiCo, the American Beverage Association and the sugar industry were five times more likely to find no link between sugary drinks and weight gain than studies whose authors reported no financial conflicts.

At first glance, it looks as if Americans’ incomes grew robustly in the years 2003 through 2012. Total income reported on tax returns, adjusted for inflation, rose almost 18 percent. So why do so many Americans report economic distress? Here are some eye-popping facts ... distilled from a new government report on tax returns filed in 2003 and 2012: Just 1,361 households enjoyed 8.5 percent of the total increase. During the years 2003-2012, the income of those 1,361 households rose from an average of $86 million to $161 million, per income tax filer, per year. As their income increased, their income tax burden fell by 3 cents on the dollar to 17.6 percent of their income. The top 1 percent, or 1.36 million taxpayers, enjoyed more than half of all the increased income in America. Average income declined for 95 percent of households. Think about how vast America is, from Key West, Fla., to Nome, Alaska, from Maine to Hawaii. Most people would never have heard of a town with just 1,361 households, a speck too small for most maps. And yet an economic community that size enjoyed a much thicker slice of the national income pie, while the vast majority of people had to get by on a smaller slice of income pie. While politicians and pundits talk in vagaries about ideology and politics, our Congress slowly but steadily builds an economic, legal and tax structure that takes from the many to benefit the few.

One of the stories that inspired bestselling author Susan Casey’s new book on the intricate world of dolphins, Voices in the Ocean, is almost too beautiful to be believed. A biologist named Maddalena Bearzi was studying a group of dolphins off the coast of Los Angeles when she noticed something strange. The “pod” (group of dolphins) had just landed upon a herd of sardines. They were about to start feeding when one, unexpectedly, darted off. The rest followed, swimming full speed out to sea. When she reached them, three miles offshore, the pod had a formed a circle - in the middle of it, a girl’s floating body. Very near death, the girl had a plastic bag with her identification and a suicide note wrapped around her neck. With the dolphins' help, she was saved. The first dolphins lived on land. It took them 25 million years to adapt to being in the water. Their bodies shrank and their teeth shrank and their brains got big. They did all kinds of shape-shifting evolutionarily. Their brains grew significantly. It’s fascinating because scientists don’t know why. Most scientists’ main guess is that it was due to their changing social behavior. How did the dolphin know the girl was there? That’s the big question. They don’t rely on vision. I suspect it had something to do with frequency and vibration but of course that’s a guess. We don’t know. They tend to treat us the way they would treat other dolphins. By themselves, they’re vulnerable - to sharks, getting lost, all these things. So when you see dolphins together there is constant touching. They know how to help each other.

It is every kid's worst nightmare and six-year-old Jaden Hayes has lived it - twice. First he lost his dad when he was four and then last month his mom died unexpectedly in her sleep. Jaden is understandably heartbroken. "Anybody can die, just anybody," he said. But there's another side to his grief. A side he first made public a few weeks ago when he told his aunt, and now guardian, Barbara DiCola, that he was sick and tired of seeing everyone sad all the time. And he had a plan to fix it. Jaden asked his aunt Barbara to buy a bunch of little toys and bring him to downtown Savannah, Georgia near where he lives, so he could give them away. "I'm trying to make people smile," said Jaden. [He] targets people who aren't already smiling and then turns their day around. He's gone out on four different occasions now and he is always successful. Even if sometimes he doesn't get exactly the reaction he was hoping for. It is just so overwhelming to some people that a six-year-old orphan would give away a toy - expecting nothing in return - except a smile. Of course he is paid handsomely in hugs -- and his aunt says the reactions have done wonders for Jaden. "It's like sheer joy came out of this child," said Barbara. "And the more people that he made smile, the more this light shone." Jaden says that's mostly true. "But I'm still sad my mom died," he said. This is by no means a fix, but in the smiles he's made so far -- nearly 500 at last count -- Jaden has clearly found a purpose. "I'm counting on it to be 33,000," said Jaden.

The cost of living increased an average of 9.9 percent across the top 50 major cities in the U.S. between July 1, 2014, and June 30, 2015, according to the Chapwood Index. The Index ... is a more precise measure of the cost of living than the government's Consumer Price Index (CPI), which showed a cost-of-living increase of less than 1 percent over the same time span. The 9.9 percent increase exposes why middle-class Americans - salaried workers who are given routine pay raises and retirees who depend on annual increases in their corporate pensions and Social Security payments - cannot maintain their standard of living. The Chapwood Index shows what the CPI tries to conceal: that the government keeps the CPI low to avoid spiraling debt increases, which are due primarily to corporate, income, sales and other tax increases at the local, state and federal levels, as well as rising insurance costs. For more than a century, the CPI has purported to reflect the fluctuation in prices for a typical "basket of goods" in American cities. But it hasn't really done that for more than 30 years, and since salary and benefit increases are pegged to the CPI, the middle class has seen its purchasing power decline dramatically over the last three decades. And this trend will continue as long as pay raises and benefit increases are tied to a false CPI, [Chapwood Index founder Ed] Butowsky says. "The CPI ... has been manipulated to show a lower cost of living increase in order to reduce government outlays," he says.

People are developing dementia a decade before they were 20 years ago, perhaps because of environmental factors such as pollution and the stepped-up use of insecticides, a wide-ranging international study has found. The study, which compared 21 Western countries between the years 1989 and 2010, found that the disease is now being regularly diagnosed in people in their late 40s and that death rates are soaring. The study was published in the Surgical Neurology International journal. The problem was particularly acute in the United States, where neurological deaths in men aged over 75 have nearly tripled and in women risen more than fivefold, the leader of the study, Colin Pritchard from Bournemouth University, [said]. Scientists quoted in the study said a combination of environmental factors such as pollution from aircraft and cars as well as widespread use of pesticides could be the culprit. Early-onset dementia used to cover people developing the disease in their late 60s. Now, it’s meant to mean people much younger than that, the research showed. The study found that deaths caused by neurological disease had risen significantly in adults aged 55 to74, virtually doubling in the over-75s. The sharp increase in death rates from dementia-related diseases cannot simply be blamed on an aging population or stepped-up diagnosis, Pritchard said. “The rate of increase in such a short time suggested a silent or even a hidden epidemic, in which environmental factors must play a major part.”

Americans are required to register if they want to vote; as of this week, Oregonians will have to register not to. Gov. Kate Brown signed a first-in-the-nation bill to automatically register all eligible Oregonians to vote when they obtain or renew a driver’s license or state identification card. Those who are registered through the new process will be notified by mail and will be given three weeks to take themselves off the voting rolls. If they do not opt out, the secretary of state’s office will mail them a ballot automatically 20 days before any election. Oregon was the first state in the country to switch to all-mail voting when Ballot Measure 60 was passed in 1998 by a wide margin. Washington state and Colorado later followed suit. Currently, there are about 2.2 million registered voters in Oregon, said Tony Green, spokesman for Secretary of State Jeanne Atkins, and an additional 800,000 are not registered but eligible. The new law is expected to bring nearly half of those onto the voter rolls. For those who are already registered to vote, he said, “there will be no change. But if you move, your information will be automatically transferred. You don’t have to manually re-register. You only have to do one thing — change your driver's license address.” The change was not universally embraced. HB 2177 passed both chambers of the state Legislature without a single Republican vote in its favor.

On Wednesday, the Guardian revealed the initial results of a transparency lawsuit it filed to uncover the extent of Homan Square’s emergence as what ex-detainees, lawyers and activists describe as the domestic equivalent of a CIA black site. The lawsuit compelled the Chicago police to disclose that over 3,500 people – 82% of whom a Guardian independent investigation found to be black – have been subject to detention at Homan Square, with only three documented visits from lawyers to the building since September 2004. Long-time Chicago civil rights lawyers [responded to the lawsuit] as the “extremely troubled” results of a city with a “fundamentally racist” history of law enforcement. “Police assassination of Black Panther leaders, the torture of scores of African American suspects, the police ‘red squad’ spying indiscriminately on black citizens, and now Homan Square,” said attorney Flint Taylor, who played a major role in pushing the city to creating a reparations fund earlier this year.
