Hacking Online Polls and Other Ways British Spies Seek to Control the Internet

The secretive British spy agency GCHQ has developed covert tools to seed the internet with false information, including the ability to manipulate the results of online polls, artificially inflate pageview counts on web sites, “amplif[y]” sanctioned messages on YouTube, and censor video content judged to be “extremist.” The capabilities, detailed in documents provided by NSA whistleblower Edward Snowden, even include an old standby for pre-adolescent prank callers everywhere: A way to connect two unsuspecting phone users together in a call. The tools were created by GCHQ’s Joint Threat Research Intelligence Group (JTRIG), and constitute some of the most startling methods of propaganda and internet deception contained within the Snowden archive. Previously disclosed documents have detailed JTRIG’s use of “fake victim blog posts,” “false flag operations,” “honey traps” and psychological manipulation to target online activists, monitor visitors to WikiLeaks, and spy on YouTube and Facebook users. A newly released top-secret GCHQ document called “JTRIG Tools and Techniques” provides a comprehensive, birds-eye view of just how underhanded and invasive this unit’s operations are. The document—available in full here—is designed to notify other GCHQ units of JTRIG’s “weaponised capability” when it comes to the dark internet arts, and serves as a sort of hacker’s buffet for wreaking online havoc.

Citigroup to pay $7 billion for ‘egregious misconduct’ leading up to financial crisis

I wouldn’t be surprised if half of these loans went down” — that’s what a trader at Citigroup wrote in an e-mail in 2007, after reviewing thousands of mortgages bought and sold by the bank. Today, the Justice Department cited those very words as it announced a $7 billion settlement with the bank. The government said Citi committed egregious misconduct in the lead-up to the financial crisis. Of the $7 billion, Citigroup will pay $4 billion to the Justice Department. More than $2.5 billion is set aside for what’s described as consumer relief. Tony West is associate attorney general. And he was the government’s lead negotiator in this case. Lay out for us, what was this egregious conduct and how many people at Citigroup were engaged in it? TONY WEST: Citibank packaged securities, packaged loans, mortgage loans into these securities, which they sold to investors. What they didn’t tell investors was what the actual quality of those loans were. And so you had these mortgage bond deals that had quality that was far less than what Citi was representing to investors that they were. JUDY WOODRUFF: And how many people knew about this, and did the knowledge go all the way to the top? TONY WEST: We know from the evidence that bankers were warned that the quality of the loans that they were packaging into these securities wasn’t what they were telling investors they were, but they ignored those warning signs. They ignored that due diligence. Certainly enough ... bankers knew that we felt that we could demand a very high, in fact, an historically high, penalty from Citibank.

Organic foods are more nutritious, according to review of 343 studies

Most everyone who has ever selected their fruits and vegetables from the "organic" section while grocery shopping probably thought they were doing something good for their bodies and the environment. Yet the question of whether organic foods are in fact more nutritious than their conventionally grown counterparts remains a topic of heated scientific debate. On [July 14], the British Journal of Nutrition published research that disputed the notion that organic foods are essentially no more healthful than conventional foods. After reviewing 343 studies on the topic, researchers in Europe and the United States concluded that organic crops and organic-crop-based foods contained higher concentrations of antioxidants on average than conventionally grown foods. At the same time, the researchers found that conventional foods contained greater concentrations of residual pesticides and the toxic metal cadmium. "This shows clearly that organically grown fruits, vegetables and grains deliver tangible nutrition and food safety benefits," said study coauthor Charles Benbrook, a research professor at Washington State University's Center for Sustaining Agriculture and Natural Resources.

Why does everyone feel so sorry for men accused of being predators?

Why is it – in a culture purporting to take allegations of sexual assault and harassment seriously – that victims suffer more social punishment than their accused attackers? Young women are shamed, harassed and called whores while the men accused get rallied around. The misplaced empathy makes predators' lives easier and assaults more difficult to punish. Immediately after a guilty verdict came down in the much-watched Steubenville sexual assault case, for example, CNN reporter Poppy Harlow bemoaned the lost "promising futures" of the two convicted rapists. She failed to observe, in that moment, that the verdict didn't ruin their lives – their decision to rape did. But at least those rapists actually served time; the Rape, Abuse and Incest National Network (Rainn) reports that only three out of every 100 rapists go to jail. This is in large part because of how under-reported sexual assault is: according to the US Justice Department, over 60% of rapes and 74% of sexual assaults aren't reported to police. Given the abysmal way female sexual assault survivors are treated by the criminal justice system – and society more broadly – these numbers shouldn't be shocking. Given all this, it seems odd that we continue to worry about the reputations of men who are accused of sexual wrong-doings. Until we shame attackers with the same contempt that so many people reserve for women who come forward – until we shift the disdain from victim to perpetrator – rape, sexual assault and harassment will continue to run rampant and predators will continue to attack.

Workers and scientists have carved a sprawling laboratory deep below this sleep dairy town that, despite government reassurances, some of Horonobe's 2,500 residents fear could turn their neighborhood into a nuclear waste storage site. Japanese utilities have more than 17,000 tons of "spent" fuel rods that have finished their useful life but will remain dangerously radioactive for thousands of years. What to do with them is a vexing problem that nuclear-powered nations around the world face, and that has come to the fore as Japan debates whether to keep using nuclear energy after the 2011 disaster at Tokyo Electric Power Co.'s Fukushima plant. The answer to that problem may lie in the Horonobe Underground Research Center, which has been collecting geological data to determine if and how radioactive waste can be stored safely for as long as 100,000 years in a country that is susceptible to volcanic activity, earthquakes and shifting underground water flows. But as with America's doomed Yucca Mountain project, finding a community willing to host a radioactive dump site is proving difficult, even with a raft of financial enticements. One mayor expressed interest in 2007, and was booted from office in the next election.

Rikers: Where Mental Illness Meets Brutality in Jail

Brutal attacks by correction officers on inmates — particularly those with mental health issues — are common occurrences inside Rikers [Island], the country’s second-largest jail. Reports of such abuses have seldom reached the outside world, even as alarm has grown this year over conditions at the sprawling jail complex. A dearth of whistle-blowers, coupled with the reluctance of the city’s Department of Correction to acknowledge the problem and the fact that guards are rarely punished, has kept the full extent of the violence hidden from public view. But [in a four-month-long investigation, The New York Times has] uncovered details on scores of assaults through interviews with current and former inmates, correction officers and mental health clinicians at the jail, and by reviewing hundreds of pages of legal, investigative and jail records. Among the documents obtained ... was a secret internal study completed this year by the city’s Department of Health and Mental Hygiene, which handles medical care at Rikers, on violence by officers. The report helps lay bare the culture of brutality on the island and makes clear that it is inmates with mental illnesses who absorb the overwhelming brunt of the violence. The study ... found that over an 11-month period last year, 129 inmates suffered “serious injuries” — ones beyond the capacity of doctors at the jail’s clinics to treat — in altercations with correction department staff members. The report cataloged in exacting detail the severity of injuries suffered by inmates: fractures, wounds requiring stitches, head injuries and the like. But it also explored who the victims were. Most significantly, 77 percent of the seriously injured inmates had received a mental illness diagnosis.

Pope Francis: 'About 2%' of Catholic clergy paedophiles

Pope Francis has been quoted as saying that reliable data indicates that "about 2%" of clergy in the Catholic Church are paedophiles. The Pope said that abuse of children was like "leprosy" infecting the Church, according to the Italian La Repubblica newspaper. He vowed to "confront it with the severity it demands". Until now, the Vatican has declined to quantify the extent of clerical sexual abuse scandals in the worldwide Church. Statistics are usually available only for countries in the developed world. In the developing world, information is usually only sketchy. In the interview, Pope Francis was quoted as saying that the 2% estimate came from advisers. It would represent around 8,000 priests out of a global number of about 414,000. While the incidence of paedophilia as a psychiatric disorder in the general population is not accurately known, some estimates have put it at less than five percent. "Among the 2% who are paedophiles are priests, bishops and cardinals. Others, more numerous, know but keep quiet. They punish without giving the reason," Pope Francis was quoted as saying. "I find this state of affairs intolerable," he went on. Vatican spokesman Father Federico Lombardi denied that Pope Francis had said that there were cardinals who were paedophiles. Asked in the same La Repubblica interview about the celibacy rule for priests, Pope Francis recalled that it was adopted 900 years after the death of Jesus Christ and pointed out that the Eastern Catholic Church allows its priests to marry.

Mythical Numbers and Satanic Ritual Abuse

It's a mythical number that skeptics never question. And it's come up again and again in the national press for decades. It's purportedly the number of victims from the infamous child sexual abuse cases of the 1980s and 1990s. Not child victims, though. The victims are said to be adults who were falsely charged and often convicted of sexual abuse, victims of a witch-hunt. Christina Hoff Sommers used the number just a few weeks ago in a Time column, referring to those cases and writing that "hundreds of innocent adults faced charges of ritual child abuse." The number of accused or jailed is always impressive. The abuse is always dismissed as imaginary. The cases are always cast as witch-hunts, with a narrative typically full of lurid details. The alarming words ritual or satanic -- sometimes both -- are often added for good measure. The witch-hunt narrative has been bolstered by scores of articles and books. But the numbers don't add up. There's no evidence of hundreds of cases of false convictions of child sexual abuse in this era. In my new book, The Witch-Hunt Narrative, I examine dozens of specific cases from the 1980s and early 90s. In many of the cases proclaimed to be witch hunts, looking closely at the record revealed substantial evidence of abuse and compelling reasons that jurors voted to convict. It's true that I also found cases where people were charged who shouldn't have been. Yet even in some of those cases, there was strong evidence of abuse. A crime was committed and a child was assaulted by someone who was never apprehended, but only the false accusation story lives on.

William Binney is one of the highest-level whistleblowers [to] emerge from the NSA. He was a leading code-breaker against the Soviet Union during the Cold War but resigned soon after September 11, disgusted by Washington’s move towards mass surveillance. On 5 July he spoke at a conference in London organised by the Centre for Investigative Journalism and revealed the extent of the surveillance programs unleashed by the Bush and Obama administrations. “At least 80% of fibre-optic cables globally go via the US”, Binney said. “This is no accident and allows the US to view all communication coming in. At least 80% of all audio calls, not just metadata, are recorded and stored in the US. The NSA lies about what it stores.” Binney ... described a future where surveillance is ubiquitous and government intrusion unlimited. “The ultimate goal of the NSA is total population control”, Binney said. He praised the revelations and bravery of former NSA contractor Edward Snowden. Unlike Snowden, Binney didn’t take any documents with him when he left the NSA. He now says that hard evidence of illegal spying would have been invaluable. The latest Snowden leaks, featured in the Washington Post, detail private conversations of average Americans with no connection to extremism. It shows that the NSA is not just pursuing terrorism, as it claims, but ordinary citizens going about their daily communications. “The NSA is mass-collecting on everyone”, Binney said, “and it’s said to be about terrorism but inside the US it has stopped zero attacks.”

While the media publicizes sexual abuse stories about celebrities and cover-ups of abuse in the past, and repeats the mythical numbers from the witch-hunt narrative, they overlook a real number that concerns real victims - the number of children being sexually abused today.

Cost Of Military Jet Could House Every Homeless Person In U.S. With $600,000 Home

The $400 billion program to create a fleet of F-35 Joint Strike fighter jets, which ... is seven years behind schedule, ... could have housed every homeless person in the U.S. with a $600,000 home. The amount spent per year to build the F-35 jets could easily fulfill a $16.7 billion request by the United Nations Office of Coordination for Humanitarian Affairs to save countless lives from preventable causes [of death] — and then have enough left over to fund UNICEF's budget request, too. The full cost of the jets program could also fund the National School Lunch Program, which feeds about 31 million students annually, for the next 24 years. "Spending our taxes on the military doesn't yield much to make our lives or our communities better," [Steven] Conn, a professor [at] Ohio State University, wrote ... in April. "Big weapons systems and overseas military installations, to say nothing of feckless military adventures in Vietnam or Iraq, have done very little to fix our roads, improve our kids' education, or push the boundaries of medical research." According to data provided by the Office of Management and Budget, the federal government spent roughly 19 times more on defense and international security assistance than it did on education in 2013. The U.S. spends more on defense than China, Russia, Saudi Arabia, France, the U.K., Germany, Japan and India combined.

From politicians’ fraudulent expenses to phone hacking, Britain has become surprisingly scandal-strewn in recent years, but the latest reputational cyclone to sweep across its shores is casting an especially dark light: pedophilia in high places. Newspapers and TV bulletins have been dominated for the past week by allegations that politicians with links to Margaret Thatcher’s government sexually abused vulnerable children in the 1980s and hid the truth for decades through their “chumocracy.” Suspicions of an establishment cover-up involving government departments, Scotland Yard and other elements of the establishment intensified in recent days when the law-and-order ministry, the Home Office, confirmed [that] dozens of potentially-relevant files alleging sexual misconduct had gone missing from its archives. The allegations—which center around the suggestion that politicians of all parties and other VIPs preyed on children at a guest house in the London suburb of Barnes—have been given greater credence because in the past two years a string of national figures have been exposed as predatory pedophiles. Into this febrile atmosphere, Tom Watson, a Labour Party lawmaker, told the House of Commons in October 2012 that police should “investigate clear intelligence suggesting a powerful pedophile network linked to Parliament and Number 10.” As a result of Watson and online news agency Exaro’s investigations, Scotland Yard launched Operation Fernbridge, an inquiry into the now-notorious Elm Guest House.

I’d very much like you to see the behavior of the [US] congressmen [in my film]. They were summoned to the White House by WHIG, White House Iraq Group. This is a Karl Rove committee that included the advertising warriors who named our invasion “Shock and Awe,” and “Rolling Thunder,” like video games. And they gave them their talking points: “A smoking gun will become a mushroom cloud”; “The longer we wait, the more dangerous he becomes”; “Saddam has more weapons of mass destruction than Hitler ever had”; “I see Hitler in Saddam Hussein.” And they read this, they’re looking down at the piece of paper, in what was at most a shell debate, that led to the deaths of over 4,500 service people, men and women both, not to mention how many injuries, we’re not even sure, we’re not even sure how many Iraqis are dead, and the refugees are in the millions. This is unbelievable. You’ve got to see this debate. It’s truly a very instructive piece on what you can do if you scare the people. George Bush took this nation, the mainstream media included, and led it right into this war. It was an amazingly executed, brilliantly executed, plan. The politics of fear. We haven’t won a war, and we’re spending $2 billion a day on things that go “boom.” We have become a warrior nation. We have no respect for diplomacy. We have to be tough, and we don’t talk to people we don’t like.

Scott Volkers: Swimming coach accused of child abuse 'too good to sack'

When Australia's Susie O'Neill claimed the gold medal at the 1996 Atlanta Olympics, she dedicated her victory to Scott Volkers, the swimming coach who had taken over her training two years earlier. By this time, three women who had been Volkers' students were losing belief in themselves and the swimming community. Julie Gilbert, Kylie Rogers and Simone Boyce took the stand at the royal commission into child abuse in Sydney this week to describe their mental breakdowns, eating disorders, anxiety and isolation from a swimming hierarchy that refused to believe them or failed to explore the possibility that Volkers molested them – as girls aged 12 to 18 – in the 1980s. Volkers remained on the payroll of elite Australian swimming institutions until 2010, when he was finally forced to move to Brazil, where he still works as a leading coach. Was it Australia's win-at-all-costs swimming culture that kept him in the presence of young athletes? An exasperated Andrew Boe, the lawyer representing Gilbert, Rogers and Boyce, pointed out: "This is not an examination of whether he was a good swimming coach or not." Nor is it an examination of the guilt or innocence of Volkers – against whom charges concerning these three alleged victims were dropped in 2002 – or other swimming coaches. It is an inquiry into the institutional responses to abuse. Swimming Australia's association with Volkers [ended] in 2005, when the coach's fourth accuser came forward with claims that Volkers had groped her breasts and attempted to stimulate her vagina in the late 1990s, when she was 15. The allegations were very similar to the earlier cases.

'Conflict of interest' raised over Butler-Sloss role in child abuse inquiry

Lady Butler-Sloss, the retired high court judge appointed as chair of the inquiry panel examining child abuse, faced a backlash on [July 9] as Labour MPs and a victims' lawyer called on her to stand down over conflict of interest. Critics pointed out that her brother, the late Lord Havers, was attorney general from 1979 to 1987 when some of the controversy over the failure to prosecute child abuse cases could have arisen. Havers, who later served briefly as lord chancellor, backed the decision of the director of public prosecutions not to prosecute Sir Peter Hayman, a diplomat and subscriber to the Paedophile Information Exchange. Hayman was caught sending paedophile literature through the post but was not prosecuted. Alison Millar, a lawyer ... who is representing some of the victims of child abuse, [told] BBC Radio 4: "Baroness Butler-Sloss ... has very close connections to the very establishment this inquiry will be investigating – namely her brother. Picking someone who will be seen at the start potentially by survivors as someone who is very much of the establishment, linked to the establishment at the time, is not going to give people any confidence to come forward and be frank and fearless in front of this inquiry." Butler-Sloss, 80, was appointed on [July 7] by the home secretary, Theresa May, to chair the panel of enquiry that will examine handling of child abuse allegations by public institutions.

Why so many kids can’t sit still in school today

In recent years there has been a jump in the percentage of young people diagnosed with Attention Deficit and Hyperactivity Disorder, commonly known as ADHD: 7.8 percent in 2003 to 9.5 percent in 2007 and to 11 percent in 2011. Angela Hanscom, a pediatric occupational therapist ... suggests [that] more children are being diagnosed with ADHD, whether or not they really have it [because of] the amount of time kids are forced to sit while they are in school. "I recently observed a fifth grade classroom as a favor to a teacher," [Hanscom explains]. "The teacher was reading a book to the children and it was towards the end of the day. Kids were tilting back their chairs back at extreme angles, others were rocking their bodies back and forth, a few were chewing on the ends of their pencils, and one child was hitting a water bottle against her forehead. This was not a special-needs classroom, but a typical classroom. We quickly learned after further testing, that most of the children in the classroom had poor core strength and balance. In fact, we tested a few other classrooms and found that when compared to children from the early 1980s, only one out of twelve children had normal strength and balance. Only one!" Many children are walking around with an underdeveloped vestibular (balance) system today - due to restricted movement. With sensory systems not quite working right, they are asked to sit and pay attention. Children naturally start fidgeting in order to get the movement their body so desperately needs.

Most everyone remembers Cyril Smith. The member of Parliament had a personal touch. He sang. He went on pal Jimmy Savile’s BBC show. He also, according to hundreds of allegations since his 2010 death, was a pedophile of historic proportions. That fact was one of many in a dossier prepared 30 years ago by a crusading member of Parliament who warned of a powerful pedophile ring of “big, big names.” The man told his family the allegations were “explosive.” It would, he told his son, “blow the lid off” of the pedophile ring and perhaps take down powerful, famous sex abusers who had infiltrated the highest reaches of British life. The allegations ... weren’t aggressively pursued and no arrests or prosecutions followed. “My father [Geoffrey Dickens] thought that the dossier at the time was the most powerful thing that had ever been produced,” son Barry told the BBC ... after it emerged that the document has since gone missing. As its disappearance ballooned into a national scandal, the Guardian reported [that] an additional 114 documents relevant to allegations involving the ring are also missing — a revelation sparking suspicion that Margaret Thatcher’s government orchestrated a cover-up. Norman Tebbit, a former cabinet minister who served under Thatcher, [said] the inclination at the time may have been to protect “the system” rather than delving “too far” into the claims. Asked if there had been a “big political cover-up,” Tebbit conceded “there may well have been.”

Solar has won. Even if coal were free to burn, power stations couldn't compete

Last week ... the wholesale price of electricity in Queensland fell into negative territory – in the middle of the day. For several days the price, normally around $40-$50 a megawatt hour, hovered in and around zero. Prices were deflated throughout the week, largely because of the influence of one of the newest, biggest power stations in the state – rooftop solar. “Negative pricing” moves, as they are known, are not uncommon. But they are only supposed to happen at night, when most of the population is mostly asleep, [and] demand is down That's not supposed to happen at lunchtime. Daytime prices are supposed to reflect higher demand, when people are awake, office buildings are in use, factories are in production. That's when fossil fuel generators would normally be making most of their money. The influx of rooftop solar has turned this model on its head. The impact has been so profound, and wholesale prices pushed down so low, that few coal generators in Australia made a profit last year. Hardly any are making a profit this year. State-owned generators like Stanwell are specifically blaming rooftop solar. The problem for Australian consumers [comes] in the cost of delivery of [electricity] through the transmission and distribution networks, and from retail costs and taxes. This is the cost which is driving households to take up rooftop solar, in such proportions that the level of rooftop solar is forecast ... to rise sixfold over the next decade. Households are tipped to spend up to $30bn on rooftop modules. It is not clear how centralised, fossil-fuel generation can adapt. In an energy democracy, even free coal has no value.

Pope Francis begs forgiveness for Church sex abuses

Pope Francis has begged forgiveness from the victims of sexual abuse by priests, at his first meeting with the victims since his election. He condemned the Church's "complicity" in hiding the abuse and said it must "weep and make reparation" for the "grave crimes" committed by clerics. He met the six victims, two each from Ireland, Britain and Germany. At a press conference ... Vatican spokesman Federico Lombardi said Pope Francis had spent half an hour with each of the victims who visited him. The Pope said the abuses had been "camouflaged with a complicity that cannot be explained". He added: "I beg your forgiveness, too, for the sins of omission on the part of Church leaders who did not respond adequately." Pope Francis' heartfelt and humble apology on behalf of his church to six European victims of sexual abuse by Catholic clerics may go some way towards meeting criticism by victims' associations in many countries that he had failed to address adequately the scandal that predator priests have caused. Many survivors of abuse by priests are also angry at what they see as the Vatican's failure to punish senior officials who have been accused of covering up scandals.

Pope: Bishops Must Be Held Accountable for Abuse

Pope Francis begged forgiveness [on July 7] in his first meeting with Catholics sexually abused by members of the clergy and went further than any of his predecessors by vowing to hold bishops accountable for their handling of pedophile priests. Abuse victims and their advocates have long demanded that higher-ups be made to answer for the decades-long cover-ups of rape and molestation of youngsters in a scandal that has rocked the church and dismayed its worldwide flock of 1.2 billion. "Before God and his people, I express my sorrow for the sins and grave crimes of clerical sexual abuse committed against you. And I humbly ask forgiveness," Francis said. But in speaking of accountability, he made no mention of what countless victims and their families around the globe have waited years to hear: whether bishops and other prelates who shuffled child-molesting priests from parish to parish or didn't inform police and prosecutors would be fired or demoted. The U.S.-based victims group SNAP, or the Survivors Network of those Abused by Priests, reacted skeptically. SNAP Director David Clohessy said, "Saying and doing are different things. The first is easy, the second is hard." Anne Barrett Doyle, a director of another victims advocacy group, BishopAccountability.org, said the pope's meeting with the three men and three women was still a positive step.
