At least 11 countries provided advance warning to the US of the 9/11 attacks. Two senior Mossad experts were sent to Washington in August 2001 to alert the CIA and FBI to a cell of 200 terrorists said to be preparing a big operation. The list they provided included the names of four of the 9/11 hijackers, none of whom was arrested. In November 2001 the US airforce complained it had had al-Qaida and Taliban leaders in its sights as many as 10 times over the previous six weeks, but had been unable to attack because they did not receive permission quickly enough. The BBC reported [that] a former Pakistan foreign secretary was told by senior American officials at a meeting in Berlin in mid-July 2001 that "military action against Afghanistan would go ahead by the middle of October". Zacarias Moussaoui ... was arrested in August 2001. One agent wrote, a month before 9/11, that Moussaoui might be planning to crash into the Twin Towers. US agents ... sought a warrant to search his computer. They were turned down by the FBI. [A] PNAC blueprint supports an earlier document ... which said the US must "discourage advanced industrial nations from challenging our leadership". The document also calls for the creation of "US space forces" to dominate space, and the total control of cyberspace to prevent "enemies" using the internet. It also hints that the US may consider developing biological weapons "that can target specific genotypes [and] may transform biological warfare from the realm of terror to a politically useful tool". The conclusion of all this analysis must surely be that the "global war on terrorism" has the hallmarks of a political myth propagated to pave the way for a wholly different agenda - the US goal of world hegemony, built around securing by force command over the oil supplies required to drive the whole project.

Former minister Michael Meacher has blamed the Iraq war on the US desire for world domination. Mr Meacher also suggested the Americans might have failed to prevent 11 September as it gave a pretext for military action. Mr Meacher was environment minister until three months ago and has already spoken out in opposition to the war. Writing in the Guardian newspaper, Mr Meacher said the 11 September attacks gave an invaluable excuse for attacking Afghanistan. And he said the US Government intended to take military control of the Gulf region whether or not Saddam Hussein was in power because of its need for further secure oil supplies. In his piece Mr Meacher wrote: "It seems that the so-called war on terrorism is being used largely as a bogus cover for achieving wider US strategic geopolitical objectives. The evidence again is quite clear that plans for military action against Afghanistan and Iraq were in hand well before 11 September. The global war on terrorism has all the hallmarks of a political myth propagated to pave the way for a wholly different agenda - the US goal of world hegemony, built around securing by force command over the oil supplies required to drive the whole project." Speaking on BBC Radio 4's Today programme, he said this agenda had been outlined by the Project for the New American Century (PNAC) - a thinktank associated with leading neoconservative hawks within the US administration. Known as LifeLog, the project has been put out for contractor bids by the Defense Advanced Research Projects Agency, or DARPA, the agency that helped build the Internet and that is now developing the next generation of [surveillance] tools. The agency ... [considers] LifeLog ... a tool to capture "one person's experience in and interactions with the world" through a camera, microphone and sensors worn by the user. Everything from heartbeats to travel to Internet chatting would be recorded. The goal is to create breakthrough software that helps analyze behavior, habits and routines, according to Pentagon documents reviewed by The Associated Press. The products of the unclassified project would be available to both the private sector and other government agencies — a concern to privacy advocates. John Pike of Global Security.org, a defense analysis group, is dubious the project has military application. "I have a much easier time understanding how Big Brother would want this than how (Defense Secretary Donald) Rumsfeld would use it," Pike said. "They have not identified a military application."

The Department of Defense, already infamous for spending $640 for a toilet seat...couldn't account for more than a trillion dollars in financial transactions, not to mention dozens of tanks, missiles and planes. The nonpartisan General Accounting Office has raised the volume of its perennial complaints about the financial woes at Defense, which recently failed its seventh audit in as many years. "Overhauling DOD's financial management operations represent a challenge that goes far beyond financial accounting," GAO chief David Walker told lawmakers. Recent government reports suggest the Pentagon's money management woes have reached astronomical proportions. A GAO report found Defense inventory systems so lax that the U.S. Army lost track of 56 airplanes, 32 tanks, and 36 Javelin missile command launch-units. When military leaders were scrambling to find enough chemical and biological warfare suits to protect U.S. troops, the department was caught selling these suits as surplus on the Internet "for pennies on the dollar," a GAO official said. "We are overhauling our financial management system," said Dov Zakheim, the Pentagon's chief financial officer. "The Pentagon has failed to address financial problems that dwarf those of Enron," said Rep. Henry Waxman, D-Los Angeles. Gregory Kutz, director of GAO's financial management division [said] "I've been to Wal-Mart. They were able to tell me how many tubes of toothpaste were in Fairfax, Va. And DOD can't find its chem-bio suits." Opposition to defense spending is portrayed as unpatriotic. Legislators are often more concerned about winning Pentagon pork than controlling defense waste.

If used from a battleship, it can ward off stray crafts at 500 yards with a pinpointed verbal warning. Should the offending vessel continue ... the stern warnings are replaced by 120-decibel sounds that are as physically disabling as shrapnel. Certain noises, projected at the right pitch, can incapacitate even a stone-deaf terrorist; the bones in your head are brutalized by a tone's full effect whether you're clutching the sides of your skull in agony or not. "HIDA can instantaneously cause loss of equilibrium, vomiting, migraines - really, we can pretty much pick our ailment," he says brightly. Last month, [Norris' company] A.T.C. cut a five-year, multimillion-dollar licensing agreement with General Dynamics, one of the giants of the military-industrial complex.

Defence Secretary Geoff Hoon says Saddam Hussein "can be absolutely confident" the UK is willing to use nuclear weapons "in the right conditions". Mr Hoon said the UK reserved the right to use the weapons "in extreme self defence". It is widely reported that before the first Gulf War the US and its allies made it known to the Iraqi leader that nuclear weapons would be the response to any use of chemical or biological weapons. Mr Hoon's Cabinet colleague, International Development Secretary Clare Short, said she could foresee no scenario in which a retaliatory nuclear strike would serve any useful purpose. Mr Hoon contradicted her view, saying nuclear weapons could not be a deterrent if there was no willingness to use them. The recent use of armed, unmanned drones in Afghanistan and Yemen has shown that America's armed forces have become good at applying new weapons technology in the field. [Electromagnetic] weapons are able to destroy electronic systems and temporarily incapacitate people, all without the mess of explosions and gunfire. Using different types of electromagnetic energy (the same stuff as radio waves, X-rays and light) ... they could disrupt a variety of enemy systems, from missile targeting and launch electronics, to command-and-control systems. So-called "active denial" technology (which earns its moniker by actively herding people out of its path) works by using a beam of millimetre-length microwaves to heat up a person's skin. The marines are planning to put a version of the weapon on to a jeep. Range and properties are classified, but military newspapers say it can heat a person's skin to 55°C (130°F) at distances of up to 750 metres. David Fidler, a law professor at Indiana University, says that, because these weapons are most likely to be used on civilians, it is not clear that using them is legal under the international rules governing armed conflict. Steve Goose of Human Rights Watch ... says that too much secrecy still surrounds them. Weapons such as the active denial system could cause severe trauma, or even death, if fired at close range or held on a target for too long. The US, Europe and their Nato alliance are floundering in their nuclear policy, apparently willing to use nuclear weapons against a non-nuclear assault and relying on a magic umbrella of missile defence to defend themselves. The strategy is doomed to failure, [said] Sir Timothy Garden, visiting professor at the Centre for Defence Studies, King's college, London, and a former air marshal. "Now we seem to be moving to a mixture of pre-emption, apparent willingness to use nuclear weapons against non-nuclear assaults, and developing magic umbrellas to defend ourselves. It does not appear to be a strategy which can succeed in the long term." As troops and equipment pour into the Gulf for a looming war with Iraq, United States military thinkers admit that "defence" means protecting ... cheap oil. As far back as 1975, Henry Kissinger, then secretary of state, said America was prepared to wage war over oil. Separate plans advocating US conquest of Saudi oilfields were published in the '70s. So it should come as little surprise that ... four months before the terrorist attacks on Washington and New York - a battle plan for Afghanistan was already being reviewed by the US Command that would carry it out after September 11. Military strategists were highlighting the energy wealth of the Caspian Sea and Central Asia and its importance to America's "security". The Indian media and Jane's Intelligence Review reported that the US was fighting covert battles against the Taliban, months before the "war on terrorism" was declared. Over several months beginning in April last year a series of military and governmental policy documents was released that sought to legitimise the use of US military force in the pursuit of oil and gas. A spring 2001 article by Jeffrey Record in the War College's journal, Parameters, argued the legitimacy of "shooting in the Persian Gulf on behalf of lower gas prices". Mr Record [is] a former staff member of the Senate armed services committee (and an apparent favourite of the Council on Foreign Relations). [He] advocated the acceptability of presidential subterfuge in the promotion of a conflict. Mr Record explicitly urged painting over the US's actual reasons for warfare with a nobly high-minded veneer, seeing such as a necessity for mobilising public support for a conflict.

The Defense Department is dramatically expanding its 'black world' of covert operations. The Bush administration has turned to what the Pentagon calls the "black world" to press the war on terrorism and weapons of mass destruction. The increasingly dominant role of the military ... reflects the desire of Secretary of Defense Donald Rumsfeld to gain greater overall control of the war on terror. "Our task is to find and destroy the enemy before they strike us." Though covert action can bring quick results, because it is isolated from the normal review processes it can just as quickly bring mistakes and larger problems. The epicenter of the Pentagon's covert operations remains the North Carolina-based Joint Special Operations Command, often referred to as Delta Force. The super-secret command is still not officially acknowledged to exist. Rumsfeld's influential Defense Science Board ... recommends creation of a super-Intelligence Support Activity, an organization it dubs the Proactive, Preemptive Operations Group, (P2OG), to bring together CIA and military covert action, information warfare, intelligence, and cover and deception. This body would launch secret operations aimed at "stimulating reactions" among terrorists and states possessing weapons of mass destruction -- that is, for instance, prodding terrorist cells into action and exposing themselves to "quick-response" attacks by U.S. forces. The Air Force is designing its own Global Response Task Force ... capable of delivering a "worldwide attack within an hour."

British officials have approved the export of key components needed to make nuclear weapons to Iran and other countries known to be developing such weapons. An investigation by BBC Radio 4 programme File on Four will disclose that the Department of Trade and Industry allowed a quantity of the metal, Beryllium, to be sold to Iran last year. That metal is needed to make nuclear bombs. Britain has had an arms embargo to Iran since 1993 and has signed up to an international protocol which bans the sale of Beryllium to named countries, including Iran. Beryllium is a metal with a limited number of high-tech uses in civilian industry, but is mostly used in defence applications and is a vital component in a nuclear bomb. The programme has also interviewed a leading nuclear weapons expert in the UK who says that the Beryllium and other items which the DTI has licensed to Iran add up to a shopping list for a nuclear weapons programme. The UK has an arms embargo against Iran, but not a trade embargo. The programme highlights the weaknesses in the UK's new export control system, which was set up to stop the proliferation of nuclear weapons. Iranian procurement agents have been working in the UK to get sensitive material back to Iran, and that Pakistan has also been successful in procuring material for its nuclear programme from here.

Abandoned pets are a growing part of the military culture. Dogs and cats are dropped off in remote corners of the post at a rate of more than 20 a week. But the US Armed Forces are fighting back. Adopting a Big Brother approach, the military is implanting microchips in cats and dogs that live on government land – as much for animal control as for owner control. Says Fort Polk, La., Garrison Command Sgt. Maj. Ricky L. Jones of the soldier who abandons a pet, "with the chip you can't hide." Fort Polk has used the chip to track down soldiers who have abandoned their pets and forced them to pay an adoption fee. "It's a way to control our stray animal population and protect our working force, too," says Capt. Steven Baty, a veterinarian at Fort Carson, Colo., where microchipping has been mandatory since 1998. The tiny chips, the size of a grain of rice, are injected under the skin on an animal's neck and contain a bar code that can be scanned and read by humane societies and veterinary clinics nationwide. The procedure costs about $15, takes two to three seconds, and is no more painful than a typical vaccination. Microchip enforcement varies by base. At Fort Polk, La., animal controllers are part of a weekly housing patrol, joining inspectors who check to make sure lawns are cut and that soldiers aren't violating housing regulations. The animal controller carries a portable scanner and runs the wand over dogs and cats, looking for numbers to light up the small screen. If the pets don't have a microchip, soldiers are warned, and if they don't comply, their animals are taken away.

A British tribunal has ruled that a former member of the UN police force in Bosnia was unfairly fired after she reported to her superiors that colleagues in the police force used women and children as sex slaves in connivance with Balkan traffickers. It was at least the third scandal this year involving international aid workers and vulnerable local populations. The UN officially has not commented on the latest case, in which the whistleblower, Kathryn Bolkovac, an American citizen living in the Netherlands, charged she was fired in 2000 for sending e-mails to her employer, the U.S. recruitment agency DynCorp, stating that other UN police officers from several countries were linked with prostitution rings. Bolkovac was posted to Sarajevo in 1999 to investigate sex trafficking but soon began filing reports that UN officials and international aid workers themselves were involved in it. She said UN workers frequented bars where girls as young as 15 were forced to dance naked on tables and engage in sexual acts with clients. UN peacekeepers stood by while girls who refused to take part in sex acts were beaten and raped by pimps. One police officer paid $1,000 for a girl he kept captive in his apartment. Earlier this year, a joint report by Save the Children and the Office of the UN High Commissioner for Refugees said that about 70 workers from aid organizations and UN agencies were suspected of extorting sexual favors from children and young women among refugees in Guinea, Sierra Leone and Liberia in exchange for food.

A draft government report says we will alter human evolution within 20 years by combining what we know of nanotechnology, biotechnology, IT and cognitive sciences. The 405-page report sponsored by the US National Science Foundation and Commerce Department, Converging Technologies for Improving Human Performance, calls for a broad-based research program to improve human performance leading to telepathy, machine-to-human communication, amplified personal sensory devices and enhanced intellectual capacity. People may download their consciousnesses into computers or other bodies even on the other side of the solar system, or participate in a giant "hive mind", a network of intelligences connected through ultra-fast communications networks. "With knowledge no longer encapsulated in individuals, the distinction between individuals and the entirety of humanity would blur," the report says. "Think Vulcan mind-meld. We would perhaps become more of a hive mind - an enormous, single, intelligent entity." Armies may one day be fielded by machines that think for themselves while devices will respond to soldiers' commands before their thoughts are fully formed, it says. The report says the abilities are within our grasp but will require an intense public-relations effort to "prepare key organisations and societal activities for the changes made possible by converging technologies", and to counter concern over "ethical, legal and moral" issues.

The Pentagon is spending more and more research-and-development dollars on weapons that stun, scare, entangle or nauseate – anything but kill. The U.S.'s nonlethal-weapons programs are drawing their own fire, mostly from human-rights activists who contend that the technologies being developed will be deployed to suppress dissent and that they defy international weapons treaties. Imagine a cross between a microwave oven and a Star Trek phaser: a tight, focused beam of energy that flash-heats its target from a distance. Directed energy beams do not burn flesh, but they do create an unbearably painful burning sensation. The Air Force Research Laboratory has already spent $40 million on a humvee-mounted directed-energy weapon. Further out on the horizon, the line between weapons development and science fiction becomes perilously thin. Even their supporters agree that "nonlethal weapons" is a dangerous misnomer. Any of these devices has the potential to injure and kill. A chemical-weapons watchdog organization called the Sunshine Project has obtained evidence that the U.S. is considering some projects that appear to take us beyond the bounds of good sense: bioengineered bacteria designed to eat asphalt, fuel and body armor, or faster-acting, weaponized forms of antidepressants, opiates and so-called "club drugs" that could be rapidly administered to unruly crowds. Such research is illegal under international law and could open up terrifying scenarios for abuse.

Startling new evidence revealed in a BBC documentary shows that President Lyndon Johnson had no doubts that the Israeli attack on American spy ship USS Liberty, which left 34 American servicemen dead and 171 wounded, had been a deliberate attack. The incident happened ... during the Arab-Israeli Six Day War. Unmarked Israeli planes attacked and nearly sank the USS Liberty. Israel has always claimed that the affair was a tragic accident. The Liberty survivors have continued to argue that the attack was intentional and that the US government colluded in a cover-up. Today, the veterans are still calling for a full investigation by Congress. It remains the only case of an attack on a US ship without a full Congressional enquiry. President Bush was expected to sign detailed plans for a worldwide war against al-Qaida two days before Sept. 11 but did not have the chance before the terrorist attacks in New York and Washington, U.S. and foreign sources told NBC News. The document, a formal National Security Presidential Directive, amounted to a “game plan to remove al-Qaida from the face of the earth,” one of the sources told NBC News’ Jim Miklaszewski. In many respects, the directive ... outlined essentially the same war plan that the White House, the CIA and the Pentagon put into action after the Sept. 11 attacks. Officials did not believe that Bush had had the opportunity to closely review the document in the two days between its submission and the Sept. 11 attacks. But it had been submitted to national security adviser Condoleezza Rice, and the officials said Bush knew about it and had been expected to sign it. The couching of the plans as a formal security directive is significant, Miklaszewski reported, because it indicates that the United States intended a full-scale assault on al-Qaida even if the Sept. 11 attacks had not occurred.

The Ministry of Defence turned large parts of the country into a giant laboratory to conduct a series of secret germ warfare tests on the public. A government report just released provides for the first time a comprehensive official history of Britain's biological weapons trials between 1940 and 1979. Many of these tests involved releasing potentially dangerous chemicals and micro-organisms over vast swaths of the population without the public being told. While details of some secret trials have emerged in recent years, the 60-page report reveals new information about more than 100 covert experiments. The report reveals that military personnel were briefed to tell any 'inquisitive inquirer' the trials were part of research projects into weather and air pollution. The tests [were] carried out by government scientists at Porton Down. In most cases, the trials did not use biological weapons but alternatives which scientists believed would mimic germ warfare and which the MoD claimed were harmless. But families in certain areas of the country who have children with birth defects are demanding a public inquiry.
