On Jan. 28, 2024, Noland Arbaugh became the first person to receive a brain chip implant from Neuralink, the neurotechnology company owned by Elon Musk. The implant seemed to work: Arbaugh, who is paralyzed, learned to control a computer mouse with his mind and even to play online chess. The device is part of a class of therapeutics, brain-computer interfaces (BCIs), that show promise for helping people with disabilities. A new discussion paper from the Carr Center for Human Rights welcomes the potential benefits but offers a note of caution. "In the past, there have been actors who were interested in controlling people's minds," [said] Lukas Meier, the paper's author. "It's not implausible that in the future there will be such actors, at whichever level, state or private sector, who might attempt the same but with improved technology." Meier speculates that in addition to decoding our thoughts, BCIs could be used to change our behavior. He describes research showing that some patients receiving deep brain stimulation for Parkinson's disease experience manic symptoms, including a 2006 case in which a patient with no previous criminal record broke into a parked car when the stimulator was activated, then returned to normal when the stimulation stopped. "Making somebody without any criminal record break into a car seems to be a pretty strong interference," he said. "Technological innovations which are becoming available ... are at high risk of being misused in order to gain an advantage."

A new tech company claims it has developed a hat that can literally read your mind – then translate it onto a computer. Much has been discussed about brain implants which require ... putting microchips directly onto your grey matter, but new company Sabi says that's not necessary for its beanies and caps. They have 70,000 to 100,000 sensors built in them which can "pinpoint exactly what and where neural activity is happening ... to decode what a person is thinking," then translate it to a computer command, according to CEO Rahul Chhabra. Tom Oxley, the CEO and founder of Synchron ... is working in the same field as Neuralink, trying to give severely disabled patients the ability to communicate through their brainwaves. The company are partnered with Apple and their chips are implanted through an injection into the jugular vein in the neck, then the chip moves up a blood vessel near the brain's motor cortex in order to read brainwaves. "Non-invasive wearables sit outside the skull, so the signals they pick up are much weaker and less precise. That makes it very difficult to achieve the kind of speed and accuracy needed for real-time control, especially for clinical applications like restoring function in paralysis," said Oxley. Until Sabi's tech arrives and revolutionizes our brainwaves, we'll be stuck behind the keyboard in the near future, at least in America. China has recently approved their first implanted brain computer interface for commercial use.

Advances in neurological medicine might seem like a boon to humanity. However, UK scientists are warning that the tech could also be used to develop "brain weapons" that can alter human consciousness, perception, or behavior. This apocalyptic "wake-up call" was floated in the book, "Preventing Weaponization of CNS-acting Chemicals: A Holistic Arms Control Analysis," by researchers Michael Crowley and Malcolm Dando. Dando, a biological and weapons control expert, said that the "same knowledge that helps us treat neurological disorders could be used to disrupt cognition" and "induce compliance." It could even be used in the "future [to] turn people into unwitting agents," like something out of a dystopian thriller, he argued. According to Crowley ... humanity has entered a new age of warfare where the "brain itself could become a battlefield" due to the increased ubiquity and sophistication of pharmaceutically-induced mind control. "The tools to manipulate the central nervous system – to sedate, confuse or even coerce – are becoming more precise, more accessible and more attractive to states," Crowley said. Dando and Crowley are traveling to the Hague ... for a key meeting of the Conference of the States Parties (CSP), an international body that oversees the implementation of the Chemical Weapons Convention. While the convention prohibits the use of chemical weapons in war, there is a loophole that might permit their use in other sectors, like law enforcement. To safeguard against this possibility, Dando and Crowley propose a multi-pronged "Holistic Arms Control" approach.

The CIA's House of Horrors: Frank Olson's Fatal Trip

On November 18, 1953, a group of seven men gathered for a meeting. Three were from the US Army's biological weapons center at Fort Detrick; the other four were CIA officers from the Agency's Technical Services Division. [On] November 19, the scientists shared an after-dinner glass of Cointreau. The CIA's Dr. Sidney Gottlieb had decided to spike the Cointreau with a heavy dose of LSD. Gottlieb didn't tell the officers they had been drugged. One member of the group, Dr. Frank Olson from Fort Detrick ... became "psychotic." Olson was the army's foremost expert on biological warfare. Sidney Gottlieb's deputy, Richard Lashbrook ... took Olson back to New York. Late that night, Lashbrook claimed, he awoke to see Olson run across the room and jump through a curtained and closed window. Olson crashed down to the street from the tenth-floor room. Lashbrook immediately began to cover the CIA's tracks. His first phone call was not to a hospital or the police, but to Gottlieb. When the police arrived, Lashbrook told them ... that Olson might have killed himself because of job-related stress. Eric Olson was present when his father's body was exhumed. The forensic pathologist, Dr. James Starrs ... found a deep bruise on Olson's forehead. The bruise was severe enough to have rendered Olson unconscious, but probably didn't result from the fall. Starrs also discovered no evidence of cuts from broken glass that should have been present had Olson leaped out a closed window.

Korean prisoners of war in the 1950s were subjected to early MK-ULTRA experiments while in American custody, according to recently declassified CIA documents which confirm these experiments for the first time. The only reporting that previously referenced Koreans being used as guinea pigs for these experiments was journalist John Marks's landmark 1979 book, The Search for the "Manchurian Candidate." Using CIA documents, Marks traced the now-infamous MK-ULTRA project to its start, when it was known as Project Bluebird. In the book, Marks describes how, in October 1950, 25 unnamed North Korean POWs were chosen as the first test subjects to receive "advanced" interrogation techniques, with the overt goal of "controlling an individual to the point where he will do our bidding against his will and even against such fundamental laws of nature as self-preservation." The declassified documents, which the National Security Archive released between December 2024 and April 2025, are available through a special collection titled "CIA and the Behavioral Sciences: Mind Control, Drug Experiments and MK-ULTRA." [A] memo includes detailed plans for interrogation teams trained to utilize the polygraph, various drugs, and hypnotism "for personality control purposes." In a later memo from February 2, 1951, there are inquiries into acquiring six "hypospray" devices: experimental instruments designed to covertly inject sedatives through the skin via "jet injection."

The public is now well aware of the Central Intelligent Agency's misadventures in mind control throughout the 1950s and 1960s. MKUltra–the agency's top-secret and wide-ranging human experimentation program–involved 149 subprojects that made test subjects out of thousands of unsuspecting Americans, jolting them with high-voltage shocks, zapping them with radio waves, and dosing them with psychedelic drugs in a bid to develop brainwashing techniques. But humans weren't MKUltra's only non-consenting participants. Animal subjects also played a starring role. Surgeons implanted microphones into cats' ears. An elephant was allegedly injected with a massive amount of LSD. And ... scientists implanted electrodes into the brains of six dogs in an attempt to control their movement and turn them into remote-controlled assassins. The goal of that last initiative, Subproject 94 ... "was to examine the feasibility of controlling the behavior of a dog, in an open field, by means of remotely triggered electrical stimulation of the brain," according to heavily redacted documents declassified in 2002. During Operation Fantasia, in an effort to scare the Japanese into surrender, OSS scientists painted foxes with radioactive paint that glowed in the dark, hoping to recreate a Shinto portent of doom: the kitsune, a shapeshifting, supernatural fox spirit. The plan was eventually scrapped, but not before a trial run in which the OSS released 30 glowing foxes into Washington D.C.

The first thing Lana Ponting remembers about the Allan Memorial Institute, a former psychiatric hospital in Montreal, Canada, is the smell. That hospital ... would be her home for a month in April 1958, after a judge ordered the then-16-year-old to undergo treatment for "disobedient" behaviour. Ms Ponting became one of thousands of people experimented on as part of the CIA's top-secret research into mind control. Now, she is one of two named plaintiffs in a class-action lawsuit for Canadian victims of the experiments. She became an unwitting participant in covert CIA experiments known as MK-Ultra. The Cold War project tested the effects of psychedelic drugs like LSD, electroshock treatments and brainwashing techniques on human beings without their consent. Over 100 institutions – hospitals, prisons and schools – in the US and Canada were involved. At the Allan, McGill University researcher Dr Ewen Cameron drugged patients and made them listen to recordings, sometimes thousands of times. The technique was a form of "psychic driving," says doctoral student Jordan Torbay. "Essentially the minds of patients were manipulated using verbal cues," she says, adding he also looked at the effects of sleep drugs, forced sensory deprivation, and induced coma. Medical records show Ms Ponting was given LSD, as well as drugs like sodium amytal, a barbiturate, desoxyn, a stimulant, as well as nitrous oxide gas, a sedative known as laughing gas.

LSD has had a colourful history. But there's a lesser-known part of this history: A quest by Nazi Germany to use psychedelics as a truth serum, with the CIA picking up where the Third Reich left off. "LSD, in a way, had a really bad start, because first it was the SS and then the CIA," German author Norman Ohler [said]. In 1938, chemist Albert Hofmann was working at the Swiss pharmaceutical company Sandoz, where he first synthesised lysergic acid diethylamide or LSD. Ohler dug around the Sandoz company archives. He says that the then-CEO Arthur Stoll, a "chemist maverick", had notable correspondences with a German man named Richard Kuhn. "[Kuhn was] a Nobel Prize winner for chemistry, but unfortunately, he was also Hitler's leading biochemist," Ohler says. At the time, the Nazis were increasingly paranoid about opponents within the regime. And they were finding that old-fashioned techniques like physical torture were not all that effective for extracting truth, so were looking at other means, including psychedelics. "These [LSD] samples were used by the Nazis for their experiments ... with [other] psychedelics in order to find new interrogation techniques," Ohler says. The Nazis "were looking for what they called the 'truth drug'". The Americans "basically continued the Nazi experiments in America on unwitting American citizens", Ohler says. The CIA examined the effects of psychoactive drugs like LSD on human subjects – often without their consent.

During the Cold War, the first implants showing that we could control animal minds sparked panic. The C.I.A. had its own clandestine experimental mind-control program. People warned of brain warfare. Those fears [are] back, along with a conversation about what it means to have freedom of thought at a time when technology is literally being implanted in our brains. Brain computer interface, or B.C.I. ... are very small devices that go right on the surface of your brain, where they can pick up neural activity. The data is transmitted via Bluetooth to a computer program, which decodes the information. In a sense, they're hooked up to an artificial intelligence. So the neural network inside your mind communicates with a neural network outside. And through that, we are able to reconstruct people's intentions. For people with degenerative diseases, or who are paralyzed, or who otherwise have lost important abilities, these implants have been totally revolutionary. These patients can move their hands, type and in some cases, speak again. Optogenetics, a technique for turning isolated neurons on and off, has been used to implant false memories in mice, raising the possibility that, in the distant future, something similar could be done in humans. Neuroprivacy is the idea that we should have to give consent to anyone who wants access to our innermost selves. But there's a question: Does neuroprivacy apply only to my unspoken thoughts? Or does it apply to the electrical activity in my brain?

Sex Workers, LSD, and Mind Control: Inside the CIA's Lab of Nightmares at 225 Chestnut Street

In the late 1950s and early 1960s, numerous men followed sex workers into the apartment at 225 Chestnut Street in San Francisco's Telegraph Hill neighborhood. The johns were the unwitting subjects in a CIA experiment focused on how drugs and sex might be used to obtain secrets from foreign adversaries. Part of MKUltra, the agency's broader and highly controversial mind control research program, Operation Midnight Climax began in 1953. The experiments involved luring men into a heavily surveilled bordello, dosing them with LSD, and filming their reactions to probing questions and subliminal messaging. The goal of Midnight Climax was to understand what roles, if any, sex and drugs could play in getting a target to reveal sensitive or classified information. To run the operation, Gottlieb hired George Hunter White, a federal narcotics agent, who got to work renovating the apartment. Microphones disguised as electrical wall outlets were hooked up to tape recorders, and a large two-way mirror allowed CIA agents to monitor, film, and photograph the encounters. Behind the mirror, a makeshift control room featured a portable toilet and a refrigerator full of adult beverages. Sex workers were given $100 for each man they lured to the bordello, and they would then dose their client with LSD-laced cocktails. Eventually these efforts revealed that a man became increasingly talkative if the sex worker asked him to stay awhile–even after the sexual transaction was complete.

The CIA experienced "as many failures as successes" in exploring the intelligence applications of LSD and other drugs, according to the October 1975 U.S. Senate testimony of the Agency's former top chemist, Sidney Gottlieb, the man most closely associated with the notorious MKULTRA behavior control research projects. The long-secret transcripts of Gottlieb's testimony to the staff of the United States Select Committee to Study Governmental Operations with Respect to Intelligence Activities ("Church Committee") were published today by the National Security Archive, 50 years after the historic intelligence oversight hearings, along with a selection of declassified CIA memos and other records concerning MKULTRA. The Church Committee transcripts are among the highlights of the Digital National Security Archive collection, CIA and the Behavioral Sciences: Mind Control, Drug Experiments and MKULTRA. Gottlieb was a key bureaucratic player who signed off on hundreds of MKULTRA subprojects and who developed clandestine relationships with universities, prisons, hospitals, private laboratories, and private foundations that made it difficult to trace the programs back to the Agency. The Church Committee faced considerable obstacles in reconstructing the story, especially since Gottlieb and CIA director Richard Helms destroyed most of the original project records in 1973.

Recording memories, reading thoughts, and manipulating what another person sees through a device in their brain may seem like science fiction plots about a distant and troubled future. But a team of multi-disciplinary researchers say the first steps to inventing these technologies have already arrived. Through a concept called "neuro rights," they want to put in place safeguards for our most precious biological possessions: our mind. Headlining this growing effort today is the NeuroRights Initiative, formed by Columbia University neuroscientist Rafael Yuste. Their proposition is to stay ahead of the tech by convincing governments across the world to create "neuro rights" legal protections, in line with the Universal Declaration of Human Rights, a document announced by the United Nations in 1948 as the standard for rights that should be universally protected for all people. Neuro rights advocates propose five additions to this standard: the rights to personal identity, free will, mental privacy, equal access to mental augmentation, and protection from algorithmic bias. "This is a new frontier of privacy rights, in that the things that are inside of our heads are ours. They're intimate; we share them when we want to share them. And we don't want that to be made into a data field for experience," said Sara Goering, professor of philosophy and co-lead for the Neuroethics Group for the Center of Neurotechnology at University of Washington.

Uncle Sam conducted several pointless and destructive experiments on his own people during the Cold War. The most infamous was MKUltra, the CIA's project to develop procedures for mind control using psychedelic drugs and psychological torture. During Operation Sea-Spray, the U.S. Navy secretly sprayed San Francisco with bacteria to simulate a biological attack. San Francisco was also the site of a series of radiation experiments by the U.S. Navy. A 2024 investigation by the San Francisco Public Press and The Guardian revealed that the city's U.S. Naval Radiological Defense Laboratory had exposed at least 1,073 people to radiation over 24 experiments between 1946 and 1963. The tests came during a time when the effects of nuclear radiation were a pressing concern, and were conducted without ethical safeguards. Conscripted soldiers and civilian volunteers were sent into radioactive conditions or purposely dosed with radiation without their informed consent. The lab didn't bother following up. The Radiological Defense Laboratory ... closed in 1969. In 2013, whistleblowers brought a lawsuit against a decontamination contractor for cutting corners and faking results; in January 2025, the contractor agreed to pay a $97 million settlement. Scientists [there had] developed "synthetic fallout"–dirt laced with radioactive isotopes to simulate the waste created by a nuclear war. They had test subjects practice cleaning it up, rub it on their skin, or crawl around in it.

Recently declassified CIA documents revealed a strange and disturbing history of covert operations that veered into the surreal. One of the most unusual plans, dating back to the 1950s, involved airdropping extra-large condoms labelled "small" or "medium" over Soviet territories to intimidate enemy soldiers and lower morale. In another covert attempt at psychological warfare, the CIA in 2005 commissioned GI Joe creator Donald Levine to design an Osama Bin Laden action figure with a face that would peel off in sunlight to reveal a demonic visage. Only three prototypes were ever made. Among the most notorious CIA initiatives was Project MKUltra, launched in 1953, which aimed to explore mind control through 149 secret experiments. Some of these were conducted without subjects' consent. In one extreme case, a Kentucky patient was allegedly given LSD for 179 consecutive days. Another experiment involved hypnotising women to commit acts of violence, with no memory of the events afterwards. Most MKUltra files were destroyed in 1973, but the surviving records paint a grim picture of unethical and at times criminal behaviour. One of the CIA's most controversial programmes was Operation Paperclip, launched after World War II. It brought over 1,600 former Nazi scientists – including SS officers – into the United States. Losing Finders: How the US Government Worked to Keep the CIA Connection Secret

The connection between the CIA and the Finders cult ... would constitute not simply an outlandish and perhaps criminal group purported to be abusing and trafficking children, but one sanctioned by the most powerful government on earth. U.S. Customs documents penned by Special Agent Ramon Martinez [reports that] the CIA stepped in to cover up the criminal activity of the Finders in the initial 1987 investigation. This would link the CIA with evidence of organized child trafficking, child abuse and allegations of ritual abuse and mind control. Martinez reportedly learned of this development from Sgt. Stitcher, the MPD detective who wrote reports indicative of CIA involvement with the Finders. Stitcher passed away from septic shock prior to the 1993 DOJ inquiry into allegations of a CIA coverup of the original investigation. Martinez wrote of his attempts to review evidence collected at Finders properties in Washington, D.C. during the initial 1987 investigation: "[I] attempted to access the evidence collected for a period of approximately two months. I was unsuccessful ... and was informed by Sergeant Stitcher (now deceased) that the Finders was a CIA (Central Intelligence Agency) front gone bad, and that the evidence was unavailable." The leader of the Finders cult was Marion G. Pettie, a former Air Force master sergeant who admitted that his son worked for CIA-front Air America. Former Nebraska State Senator John Decamp, author of "The Franklin Coverup," claimed that the Finders were associated with the CIA and that they were abusing children by means of indoctrination. "I was getting information anonymously," [he said]. "I found out later that it came from CIA people who were concerned. There is enough documentation to show that children, at a fairly tender age, were being used for sexual purposes, to compromise people, and for the "mind control" nonsense."

In 1954, a prison doctor in Kentucky isolated seven black inmates and fed them "double, triple and quadruple" doses of LSD for 77 straight days. No one knows what became of the victims. They may have died without knowing that they were part of the CIA's highly secretive program to develop ways to control minds – a program based out of a little-known Army base with a dark past, Fort Detrick. Detrick, still thriving today as the army's principal base for biological research ... was for years the literal nerve center of the CIA's hidden chemical and mind-control empire. [CIA chemist Sidney] Gottlieb searched relentlessly for a way to blast away human minds so new ones could be implanted. He tested an astonishing variety of drug combinations, often in conjunction with other torments like electro-shock or sensory deprivation. In the United States, his victims were unwitting subjects at jails and hospitals, including a federal prison in Atlanta and an addiction research center in Lexington, Kentucky. In Europe and East Asia, Gottlieb's victims were prisoners in secret detention centers. MK-ULTRA ended in failure in the early 1960s. "The conclusion from all these activities," [Gottlieb] admitted, "was that it was very difficult to manipulate human behavior in this way." Gottlieb was the most powerful unknown American of the 20th century – unless there was someone else who conducted brutal experiments across three continents and had a license to kill issued by the U.S. government.

Philip Zimbardo, psychologist who led Stanford prison experiment, dies at 91

Philip G. Zimbardo, a Stanford University social psychologist whose aborted 1971 experiment, employing college students to play prison guards and inmates, became one of the most controversial episodes in modern psychology and yielded disturbing insights into the effect of stress on human behavior, died Oct. 14. He was 91. For his prison experiment, conducted over a school break, Dr. Zimbardo recruited 24 male students, screening them to ensure that they had no history of crime or violence and that they were emotionally stable. He randomly assigned half to be guards and half to be prisoners. The guards were instructed not to physically harm the prisoners but to otherwise maintain control as they saw fit. Wearing uniforms and sunglasses, they forced the prisoners to follow strict rules, and punishments for violators included solitary confinement in a converted closet. The prisoners ... were referred to by numbers. After an attempted revolt on the second day, the guards began asserting their authority by turning fire extinguishers on the prisoners and demanding that they ... strip naked. Dr. Zimbardo [wrote] that the experiment was "a cautionary tale" about what can happen when "we underestimate the extent to which the power of social roles and external pressures can influence our actions." He saw parallels between the guards' behavior during his exercise and the conduct of U.S. soldiers who had abused prisoners at the Abu Ghraib prison.

The CIA Conducted Mind-Control Experiments in Canada for Decades

For two decades, the CIA ran mind-control experiments in Montreal that later influenced modern "enhanced interrogation" techniques such as those used at Abu Ghraib. The experiments have not only crossed ethical boundaries but also raised profound questions of accountability and justice. This is particularly true in light of the ongoing class-action lawsuits initiated by those who suffered through the Montreal experiments. Established in 1940, the Allan Memorial Institute (known as "the Allan") used to be a psychiatric institute and research facility. The majority of the Montreal experiments were orchestrated and implemented by a man named Donald Ewen Cameron ... the first director of the Allan. Cameron received funds brokered by then CIA director Allen Dulles to subject his unwitting "patients" to high-voltage electroshock treatments, insulin-induced comas, sensory deprivation, and large doses of hallucinogenic drugs like LSD. To justify these treatments, Cameron touted his psychiatric techniques as innovative and experimental. The CIA obtained their desired test results from Cameron, whose patients unknowingly paid for the operation with the loss of their memories and cognitive abilities. Even though countless individuals who left the Allan were reduced to childlike states and unable to recognize their own family members, the US government has yet to be held accountable.

The Vile Sextortion and Torture Ring Where Kids Target Kids

764 has been responsible for horrific abuse and blackmail across the globe. It's a network of online communities using several social media platforms (primarily Telegram, where the recruitment and spread of content occur, and Discord, where the actual abuse and grooming take place). The engine behind this nightmare factory is sextortion, a form of blackmail that's becoming increasingly prevalent. It refers to a predator convincing a victim to send sexually explicit images of themselves, and then using that to bend the victim to their will–this most commonly involves money but can, for instance, involve threatening to send pictures to the victim's parents if they don't cut themselves. In many cases, these demands involve the creation of child sexual abuse material, or CSAM, and "hurtcore" content, which focuses on the non-simulated infliction of pain and humiliation on children, typically toddlers. The members of 764 boast that they have left thousands of children traumatized. [Discord] removed 37,000 accounts for child safety in the last quarter of 2022; that number exploded to 116,000 in the final quarter of 2023. The FBI said that from October 2021 to March 2023 it received over 13,000 reports of sextortion of minors, which led to "at least 20 suicides." There are also tools like Take It Down, which youths can anonymously use to aid them in removing content that is being used to abuse them. The tool works by issuing a unique digital fingerprint to content, which platforms can use to track the image and take it down. This can be done without informing a parent or law enforcement or giving any sort of personal information.
