A U.S. watchdog agency is preparing to investigate whether the Federal Reserve and other regulators are too soft on the banks they are meant to police. Ranking representatives Maxine Waters of the House Financial Services Committee and Al Green of the Subcommittee on Oversight and Investigations asked the Government Accountability Office on Oct. 8 to launch the "evaluation of regulatory capture" and to focus on the New York Fed. The GAO said it has begun planning its approach. The probe, which had not been previously reported or made public, is the first by an outside agency into the perception that government regulators are "captured" by and too deferential toward the bankers they supervise, so that Wall Street benefits at the public's expense. In their letter, Waters and Green said they are particularly concerned about the New York Fed and reports of a "revolving door" between it and banks and "a reluctance to challenge" the firms.

Morgan Stanley will pay $3.2 billion in a settlement over bank practices that contributed to the 2008 financial crisis, including misrepresentations about the value of mortgage-backed securities, authorities announced Thursday. The nationwide settlement, negotiated by the working group appointed by President Barack Obama in 2012, says the bank acknowledges that it increased the acceptable risk levels for mortgage loans pooled and sold to investors without telling them. Loans with material defects were included, packaged into the securities and sold. The Justice Department said the $2.6 billion federal penalty to resolve claims about the bank's marketing, sale and issuance of those securities is the largest piece of settlements with the working group that have totaled approximately $5 billion. "Our work is far from over," said New York Attorney General Eric Schneiderman, who co-chairs the group. "Communities across the country have not gotten back to where they were before the crash." Total settlements so far are about $64 billion, Schneiderman said. The working group previously reached major settlements with Citigroup for $7 billion, JPMorgan for $13 billion and Bank of America for $16.65 billion. The New York-based investment bank reported a fourth-quarter profit of $908 million.

Tests that showed elevated levels of lead and copper in water flowing from an Ohio town’s taps has led officials to close schools Monday and order another round of inspections. The city manager of Sebring, a small town of some 4,000 people ... issued an advisory Thursday night warning children and pregnant women to avoid drinking the village system’s tap water after seven of 20 homes showed levels of copper and lead beyond US Environmental Protection Agency (EPA) standards. Authorities need to quickly determine whether a string of New Year's Eve sexual assaults and robberies in Cologne blamed largely on foreigners may be linked to similar offenses in other cities, Germany's justice minister said in comments published Sunday. Authorities and witnesses say the attackers were among about 1,000 men gathered at Cologne's central train station, some of whom broke off into small groups that groped and robbed women. "If such a horde gathers in order to commit crimes, that appears in some form to be planned," Justice Minister Heiko Maas told the newspaper Bild. Police in Hamburg are also investigating similar sexual assaults and thefts in the St. Pauli district, which occurred on a smaller scale in the northern city on New Year's Eve. Authorities in Sweden and Finland are also investigating similar incidents in their countries. Cologne police are investigating 379 criminal complaints filed with them, about 40 percent of which involve allegations of sexual offenses. So far, of 31 suspects detained by police for questioning, 18 were asylum seekers but there were also two Germans, an American and others, and none of them were accused specifically of committing sexual assaults.

People rely on unbiased research to find out important statistics about all facets of nutrition. However, recent research from the Charles Perkins Centre at the University of Sydney suggests there is bias in industry-funded research studies ... the full extent of which is still unknown. [Professor Lisa] Bero and her team reviewed 775 reports in the medical literature ... to determine whether nutrition studies funded by the food industry were "associated with outcomes favourable to the sponsor". "Most of the studies only looked at the [author's interpretation] of the research. If it were industry sponsored, they were more likely to have a conclusion that favoured the industry sponsor," Bero said. This latest paper [follows] Bero's previous study which found nutrition studies funded by artificial sweetener companies are more likely to lead to favourable results. So, what happens if more industry sponsored nutrition studies are proven to be biased? "If you look at other areas where the effects of industry sponsorship have been shown, like in the pharmaceutical research area and the tobacco research area, people have actually applied more consistent quality criteria," Bero said. "You'd also want to try to make sure that all the data is being published. In the nutrition area they don't have things like clinical trial registries like they do for drug studies, for example. So if you have a study that's unfavourable or parts of it are unfavourable, it's hard to tell if ... all of it has gotten published. That's a huge bias in the pharmaceutical and tobacco studies."

The father of the billionaires Charles G. and David H. Koch helped construct a major oil refinery in Nazi Germany that was personally approved by Adolf Hitler, according to a new history of the Kochs and other wealthy families. The book, “Dark Money,” by Jane Mayer, traces the rise of the modern conservative movement through the activism and money of a handful of rich donors. Cologne’s police chief has been removed from his post amid criticism of his force’s handling of a string of sexual assaults and robberies carried out by groups of men in the German city on New Year’s Eve. A report commissioned by the College of Family Physicians of Canada to examine the relationship between doctors and the pharmaceutical industry is being criticized. The document ... was completed in 2013 and only released this month after a number of doctors challenged the college board to make it public. In one of its key findings, the report notes, "There have been instances in which marketing messages have been portrayed as education and health care and pharmaceutical industries have attempted in this way to influence physicians' behaviour or practices," it says. "Evidence suggests that there could also be significant influence on the behaviour of individuals who may be offered gifts or other forms of support, even when the recipients perceive neither obligation nor influence." The report makes 20 recommendations dealing with issues such as conflict of interest, financial relationships, marketing and other relationships with the pharmaceutical and health care industries. But they don't prevent a doctor with ties to the pharmaceutical industry from serving in leadership positions, sponsoring certain events, or even from contributing to an "unrestricted" education fund. Alan Cassels, a drug policy researcher at the University of Victoria, is critical of the college for sitting on the report as long as it did. He suspects the college held it back because it's "pretty embarrassing."

United Nations (U.N.) peacekeeping personnel must lose their status as “a privileged class,” according to a former senior U.N. official, after fresh allegations of sexual abuse of minors by peacekeepers in Central African Republic (CAR) emerged. The U.N. peacekeeping mission in CAR - known as MINUSCA - said on Tuesday that it was investigating allegations concerning sexual exploitation and abuse of minors, as well as other misconduct, by peacekeepers and international forces. The peacekeepers came from Gabon, Egypt and Morocco, and AFP reported that the allegations brings the total number of sexual abuse cases against U.N. peacekeepers in CAR to 26. According to Paula Donovan, who served as a senior advisor to the U.N. Special Envoy for HIV/AIDS in Africa from 2003 to 2006, the latest allegations mean that the U.N.’s “sex abuse crisis is now more exposed than ever before, but there’s no evidence that the U.N. has changed the way it’s dealing with the problem. The U.N. treats reports of sexual abuse by its personnel as administrative matters to be handled internally and in secret, rather than as serious violent crimes,” says Donovan.

Alex Hummell says few dentists seem worried enough about invisible, odorless mercury to take the kinds of precautions needed to prevent everyday exposures. As the head of a ... firm that sells sophisticated equipment to gauge airborne levels of highly toxic mercury at industrial sites worldwide, Hummell has watched manufacturers of all sorts put their employees through strict training programs in which they don special equipment to avoid even tiny exposures. Then he walks into dental clinics and is dumbfounded. On numerous occasions, he said, he has detected mercury levels in dental offices that were two to three times the average workday exposure limit of 100 micrograms per cubic meter set by the Occupational Safety and Health Administration, but patients and the staff were wearing little or no protective equipment. “I’ve seen in dental offices what would make these other offices have to shut down,” said Hummell. “They would be closing their doors and getting respirators on.” Instead, he said, “there are kids running around everywhere. It’s nuts. It’s the exact same toxin, and it’s being treated totally differently.” Several years ago, Hummell said, he set up a booth at a regional dental conference in Denver to demonstrate how his equipment could pick up rising mercury levels with a mere gentle brushing of a filling in an old tooth.

The Transportation Security Administration’s new rules for screening passengers with its controversial full-body scanners - which were quietly changed just before the busy holiday travel season - represent a significant policy reversal that could affect your next flight. Getting checked by the TSA’s advanced-imaging technology used to be entirely optional, allowing those who refused a scan to be subjected to a pat-down. In fact, many observers thought the agency installed the 740 body scanners in 160 airports with an understanding that no one would be forced to use them, ever. But on a Friday in late December, the TSA revised its rules, saying an “opt out” is no longer an option for certain passengers. “The TSA is going back on its word,” says Fred Cate, a law professor at Indiana University and prominent TSA-watcher. “The scanners were sold to Congress and the public on the promise that they were optional, but for at least some people, that is no longer the case.” In previous court filings, the agency offered written assurance that the scanners were optional. Based on the agency’s statements, a federal appeals court affirmed the legality of using the full-body scanners as long as fliers were given a choice.

With cellphone batteries typically lasting about a day because battery technology hasn’t kept pace with the ever-increasing power of many feature-rich phones, reaching for a cumbersome charger is a necessary chore. A new standard for wireless charging that’s becoming increasingly prevalent in furniture, cars, and some airport lounges and hotels wants to change that. The concept behind the chargers is straightforward - a base plugged into an electrical outlet emits a constantly-varying magnetic field, which causes a receiver in the device to vibrate, powering the battery and allowing it to charge. So far, more than 200 companies - including Microsoft, Samsung, LG Electronics, Verizon, Sanyo, and Phillips - have agreed to use a standard for the chargers called Qi. The market for wireless chargers has been growing steadily, with companies shipping 55 million devices that charged wirelessly in 2014, which grew to an expected 160 million this year, or $1.7 billion in sales. Since the technology is relatively new, there are some catches - Apple’s iPhone doesn’t natively support wireless charging, for example. Carmakers are taking notice of the technology, with Toyota offering wireless charging in its popular Camry and Toyota models and in Lexus cars, while BMW and Audi have begun offering it in some vehicles. Wireless charging continues to be adopted for use with more devices at home, at work, and in the car.

A high-ranking member of Thailand’s police force charged with investigating human trafficking has fled to Australia and requested asylum. Major General Paween Pongsirin said he ... believed his life was in danger after the investigation uncovered evidence that members of Thailand’s military and police force were participating in human trafficking operations. “I worked in the trafficking area to help human beings who were in trouble,” he said. “But now it is me who is in trouble. Paween began leading the investigation in May, after more than 30 bodies were found buried in graves near Thailand’s southern border with Malaysia. Paween’s investigation has led to allegations of trafficking against 153 people, including at least one senior military official, though he said other government officials would be implicated. The suspected traffickers are accused of starving refugees and denying health treatment, among other offenses. Thailand’s military has held leadership in the country since a coup d'état last year. Paween told the Guardian he resigned in November after the five-month investigations was halted. Despite his protests, Paween was transferred to southern Thailand, where he said "senior police" officials were linked to the human trafficking trade. “Human trafficking is a big network that involves lots of the military, politicians and police,” he told the Guardian. “Unfortunately, those bad police and bad military are the ones that have power.”

A damning submission to the royal commission on child sexual abuse has recommended 77 adverse findings against the Jehovah’s Witnesses in Australia. The church fostered distrust of secular authorities and its response to child sexual abuse fell short of best practice, counsel to the commission Angus Stewart QC found in his submission. Since 1950 the church has received 1,066 allegations against its members and did not report any of them to police. Stewart ... was critical of the church for requiring abuse victim BCB, who gave evidence at the July hearing, to confront her abuser and for not allowing the involvement of women when her complaint was being investigated. The evidence in July was that although elders in the Western Australia congregation – where BCB was abused by elder Bill Neill – believed her, Neill was allowed to keep his job. BCB – who was in her mid-teens and had been groomed by Neill for a number of years – was made to continue to attend Bible classes with him and discouraged from discussing the abuse with anyone, Stewart found. Among the other findings open to the commission was that there was no justification for the Jehovah’s Witnesses not to report to police when the victim was a minor and others were still at risk, Stewart said.

President Barack Obama announced new measures to smooth the integration of former criminals into society. "We've got to make sure Americans who have paid their debt to society can earn their second chance," Obama said in a speech at Rutgers University in Newark, a city of about 280,000 that has grappled for decades with poverty and high rates of violent crime. Obama said he was banning "the box" that applicants had to check about their criminal histories when applying for certain federal jobs. He praised companies such as Wal-Mart, Target, Koch Industries, and Home Depot for taking similar measures in the private sector. The president noted that Congress was considering similar measures. The new steps unveiled by the White House included up to $8 million in federal education grants over three years for former inmates as well as new guidance on the use of arrest records in determining eligibility for public and federally assisted housing. Obama in July became the first sitting president to visit a federal prison. He has called on Congress to pass legislation to change sentencing laws to help reduce the number of people serving long sentences for non-violent drug crimes. Survivors of CIA torture have sued the contractor psychologists who designed one of the most infamous programs of the post-9/11 era. In an extraordinary step, psychologists James Mitchell and Bruce Jessen now face a federal lawsuit for their role in convincing the CIA to subject terror suspects to mock drowning, painful bodily contortions, sleep and dietary deprivation and other methods long rejected by much of the world as torture. In practice, CIA torture meant disappearances, mock executions, anal penetration ... and at least one man who froze to death, according to a landmark Senate report last year. On behalf of torture survivors ... as well as a representative of the estate of Gul Rahman – who froze to death in a CIA black site in Afghanistan – the American Civil Liberties Union (ACLU) filed the suit against Mitchell and Jessen on Tuesday in a federal court in Washington state. The suit calls the torture program a “joint criminal enterprise” and a “war crime” in which the CIA, Mitchell and Jessen colluded and from which Mitchell and Jessen financially profited. Although numerous US government investigations have pierced the veneer of secrecy around the torture program, the program’s government architects have faced no legal reprisal. A Justice Department inquiry ended in 2012 without prosecutions. The new lawsuit, aimed not at government officials but the contractors Mitchell and Jessen, aims to break the trend.
