Rich western countries and the world’s leading developing nations are spending up to $200bn (Ł130bn) a year subsidising fossil fuels, according to a report from the Organisation for Economic Cooperation and Development. Washington’s post-9/11 policies in the Middle East helped lead to the establishment of the Islamic State’s “caliphate” in parts of fractured Iraq and Syria. We are witnessing the end of an era. Coal is fast becoming the telegraph to renewable energy’s Internet. The fossil-fuel divestment movement, which began just three years ago, is having an impact. Institutional investors representing nearly $1 trillion of portfolio value, including Stanford University, the Rockefeller Foundation and the Norwegian Sovereign Wealth Fund, have committed to divest from coal. In California, legislation passed Wednesday that would require several of the state’s largest pension funds to divest from coal as well. Coal’s contribution to global warming has led Pope Francis, Prince Charles and the Dalai Lama to call for a transition to clean energy. While coal remains America’s largest source of electricity generation, over the past six years coal-fired generation has declined from 52 to 34 percent of our electricity portfolio. Renewable energy, which made up just 12 percent of California’s generation in 2008, now provides more than 25 percent of the state’s power. California is on track to reach Gov. Jerry Brown’s goal of 50 percent renewable energy by 2030. As a result of this progress, there are now more Californians working in the solar industry than working for the state’s utilities. The United States now has twice as many solar industry employees as coal miners. Exporting our know-how to the world, which needs to get off coal too, will be our next big business. A US government-appointed agricultural body tried to crush a Silicon Valley food startup after concluding the company represented a “major threat” and “crisis” for the $5.5bn-a-year egg industry, according to documents obtained by the Guardian. In potential conflict with rules that govern how it can spend its funds, the American Egg Board (AEB) lobbied for a concerted attack on Hampton Creek, a food company that has created a low-cost plant-based egg replacement and the maker of Just Mayo, a mayonnaise alternative. Local police around the country are increasingly using high-tech mass surveillance gear that can vacuum up private information on entire neighborhoods. Many cops are ... purposefully hiding their spying from courts to avoid any scrutiny from judges. Two important news reports from the last week have shed light on the disturbing practices. The first investigation, done by USA Today’s Brad Heath, found: “In one case after another ... police in Baltimore and other cities used the phone tracker, commonly known as a stingray, to locate the perpetrators of routine street crimes and frequently concealed that fact from the suspects, their lawyers and even judges.” Stingrays are so controversial that some state legislatures have already passed laws restricting their use – which is exactly why police want to keep [their use] secret. The Wall Street Journal also reported last week about newer devices costing as little as a few hundred dollars [that] the police supposedly don’t think ... require a court order at all to use against potential suspects. These devices are handheld or can be attached to clothing. Not only are these cops violating the constitutional rights of defendants by spying on them without court orders, but, in some cases, they’re also allegedly dismissing felony cases involving potentially dangerous criminals, so they can prevent judges from ruling on whether their surveillance tactics are legal ... all to continue their blanket surveillance practices with minimal scrutiny.

Green rooftops will soon be sprouting up across France, thanks to a new law passed in March. New buildings in the country’s commercial zones - think shops, offices, and restaurants - must now have either solar panels or green roofs, meaning a growing medium such as soil and a covering of vegetation. The new rooftop vegetation will provide habitat for birds, absorb airborne pollutants, [retain] rainwater, and reduce the urban heat island effect whereby high concentrations of concrete buildings and asphalt increase air temperature. Green roofs could even improve worker productivity, with a recent study by the University of Melbourne finding that participants who took a 40-second break to look at a green roof were more focused and accurate when they got back to work compared to those who viewed a concrete roof. Similar green-roof bylaws exist in various cities around the world, including Tokyo, Toronto, Copenhagen, and Zurich. In Toronto ... all commercial and large residential buildings built since 2009 have been required to have at least 20 percent green-roof coverage. In Copenhagen and Zurich all new flat roofs, both private and public, must be vegetated. And since 2001, all new buildings in Tokyo larger than about 11,000 square feet are required to have at least 20 percent usable green-roof space. Leonard Campanello ... posts frequent “Gloucester Police Chief Updates” to the police department’s Facebook page. “Since January of this year, we have responded to dozens of opiate-related overdoses and, unfortunately, the City has seen 4 deaths in this time that are heroin related,” he wrote [on March 6], adding: “4 deaths is 4 too many.” He continued: “If you are a user of opiates or heroin, let us help you. We know you do not want this addiction. We have resources here in the City that can and will make a difference in your life. Do not become a statistic.” The post collected 1,226 “likes” and more page views than there were people in the city. The community, he said, was hungry for different ideas. “The war on drugs is over,” Campanello said in an interview. “And we lost. There is no way we can arrest our way out of this. We’ve been trying that for 50 years. The only thing that has happened is heroin has become cheaper and more people are dying.” He now wanted to turn Gloucester’s police station into an oasis of amnesty in the drug addict’s perilous world. No heroin addict who entered the police seeking help — unless they had outstanding warrants — would face charges or arrest. Even if they toted their drugs and paraphernalia. Instead, they would get help. In another Facebook post in early May, he laid it out. Things then happened fast. The force opened a non-profit called the Police Assisted Addiction and Recovery Initiative. So far, Campanello said, 109 addicts have sought help at the police station.

A police officer in Alabama proposed murdering a black resident and creating bogus evidence to suggest the killing was in self-defence, the Guardian has learned. Officer Troy Middlebrooks kept his job and continues to patrol Alexander City after authorities there paid [Vincent Bias] $35,000 to avoid being publicly sued over the incident. Middlebrooks, a veteran of the US marines, said the man “needs a god damn bullet” and allegedly referred to him as “that nigger”, after becoming frustrated that the man was not punished more harshly over a prior run-in. The payment was made ... after a secret recording of Middlebrooks’s remarks was played to the city’s police chiefs and the mayor. Elected city councillors said they were not consulted. A copy of the recording was obtained by the Guardian. Middlebrooks, 33, made the threatening comments to Bias’s brother-in-law during a May 2013 encounter at his home, which Bias was visiting. Police came to the home after they discovered an unleashed dog. A lawsuit from Bias that the city paid to settle before it reached court stated that ... the officer remarked to Bias’s brother-in-law, who is white, that he was tired of “that nigger” being released from jail. Middlebrooks allegedly said “the police were going to pull [Bias] aside on a routine traffic stop and [Bias] would get killed”.

In some juvenile court systems around the country, young people regularly appear at hearings in handcuffs, leg irons, or both. But 21 states – five this year alone – have reformed such shackling practices. Skye Gosselin was 12 the first time court officers shackled her. She had been charged with disorderly conduct. At 14, she spent several hours handcuffed to another girl as she awaited her hearing, this time for skipping school. Then she was taken into court with metal bands wrapped around both her wrists and ankles, said the now-16-year-old. "The dehumanizing experience shaped not only how others saw me, but how I saw myself for many years. (It) made me think of myself as a criminal,” [she said]. Children as young as 9 have been shackled, as have children who have been abused by their parents. Up to 100,000 youths are shackled each year. [Reformers] say the automatic use of restraints is not in line with the rehabilitative purpose of juvenile court, limits youths’ ability to participate in their defense, tends to hurt and humiliate them, and, in some cases, traumatizes them. It makes little sense that adult courts typically have to follow guidelines to determine if shackling is really needed, but juvenile courts in many states don’t, says Shakyra Diaz, policy manager for the American Civil Liberties Union of Ohio. The US Supreme Court has ruled that routine shackling of adults in court is unconstitutional because it can undermine the presumption of innocence.

The frustrated politicians who called for a federal investigation into Chicago’s off-the-books police warehouse have renewed calls for the first official inquiry into the facility. Danny Davis, the US congressman who represents the home district of Homan Square, said he would personally seek ... to learn the “rationale” for a practice of holding Americans without a public record of their whereabouts or access to a lawyer while interrogating them at the police site, known as Homan Square. On Wednesday, the Guardian revealed the initial results of a transparency lawsuit it filed to uncover the extent of Homan Square’s emergence as what ex-detainees, lawyers and activists describe as the domestic equivalent of a CIA black site. The lawsuit compelled the Chicago police to disclose that over 3,500 people – 82% of whom a Guardian independent investigation found to be black – have been subject to detention at Homan Square, with only three documented visits from lawyers to the building since September 2004. Long-time Chicago civil rights lawyers [responded to the lawsuit] as the “extremely troubled” results of a city with a “fundamentally racist” history of law enforcement. “Police assassination of Black Panther leaders, the torture of scores of African American suspects, the police ‘red squad’ spying indiscriminately on black citizens, and now Homan Square,” said attorney Flint Taylor, who played a major role in pushing the city to creating a reparations fund earlier this year.

GiveDirectly has a straightforward approach to helping the world's poorest people: just give them cash, no strings attached. The New York-based nonprofit has distributed about $1,000 — roughly a year's income — to thousands of ultra-poor households in Kenya and Uganda. Recipients don't need to pay back the money, and they can spend it however they wish. This might seem like a radical idea, but it's not. Cash transfers have quietly become one of the most widely researched and consistently effective anti-poverty strategies in the developing world. Now GiveDirectly's work is receiving a major boost from Facebook co-founder Dustin Moskovitz and his wife Cari Tuna, who on Monday announced a $25 million donation through their foundation Good Ventures. The gift is greater than GiveDirectly's entire 2014 budget. "Governments and donors spend tens of billions of dollars a year on reducing poverty," Tuna said in a statement, "but the people who are meant to benefit from that money rarely get a say in how it’s spent. GiveDirectly is changing that." Moskovitz and Tuna, both in their early 30s, are among the youngest billionaires to pledge the bulk of their fortune to charity. Their goal isn't just to do good, but to do the most good possible. That goal led them to support exhaustive research to determine which organizations working in poor countries are most effective and cost-efficient. That research, in turn, led them to GiveDirectly - the only nonprofit focused exclusively on cash transfers.

Marijuana and the Veterans Affairs Hospital system’s relationship is complicated. On the one hand, 23 states plus the District of Columbia say marijuana is legal for sanctioned medical use, and veterans are clamoring for it for their post-combat symptoms. On the other, marijuana is classified a Schedule I drug. Veterans [have] been stuck in the middle. As many as 20 percent of veterans from Iraq and Afghanistan suffer from post-traumatic stress disorder. Antidepressants like Zoloft and Paxil, along with other heavy-duty pills, have been the traditional mainstays in VA doctors’ arsenals. Non-FDA approved options, marijuana among them, haven’t been options at all. But that has started to change. The Veterans Equal Access Act ... aims to open the entire VA system to judicious prescription of medical cannabis. Prior to its introduction, VA doctors couldn’t even discuss cannabis with their patients, much less prescribe it. Arizona psychiatrist Sue Sisley [has] spent two decades treating patients with PTSD. “All we have now is Zoloft and Paxil. And if you know much about those meds, you know there are many side effects, and they often don’t work. If they are effective, then patients are dealing with these side effects,” Sisley adds. “Vets come home from service, and they just want to reintegrate into their family. And we make them fat and impotent and mired in a bunch of disabling side effects.” When asked why marijuana might be better than other options, Sisley’s quick to answer: “A single plant can provide monotherapy for this whole constellation of symptoms.”

[There is a] perverse form that public investment takes in many poor, minority neighborhoods: "million dollar blocks." Our penchant for incarcerating people has grown so strong that, in many cities, taxpayers frequently spend more than a million dollars locking away residents of a single city block. There are 851 blocks in Chicago where the public has committed more than a million dollars to sentencing residents to state prison. The total tops a million dollars for nonviolent drug offenses alone in 121 of those blocks. Most of Chicago's incarcerated residents come from and return to a small number of places. And in those places, the consequences of incarceration on everyone else — children who are missing their parents, households that are missing their breadwinners, families who must support returning offenders who are now much harder to employ — are concentrated, too. Million-dollar blocks exist too in New York and New Orleans and many big cities. When the spatial concentration of all this money is mapped ... the picture poses a critical question: What would happen if we poured the same resources into these same struggling parts of any city in very different ways? What if we spent $2.2 million dollars not removing residents from the corner of West Madison and Cicero but investing in the people who live there? Evidence suggests that such investments could do more to deter crime than locking people away.

Former president Jimmy Carter said Tuesday on the nationally syndicated radio show the Thom Hartmann Program that the United States is now an “oligarchy” in which “unlimited political bribery” has created “a complete subversion of our political system as a payoff to major contributors.” Carter was responding to a question from Hartmann about recent Supreme Court decisions on campaign financing like Citizens United. HARTMANN: "Our Supreme Court has now said, 'unlimited money in politics.' It seems like a violation of principles of democracy. ... Your thoughts on that?" CARTER: "It violates the essence of what made America a great country in its political system. Now it’s just an oligarchy, with unlimited political bribery being the essence of getting the nominations for president or to elect the president. And the same thing applies to governors and U.S. senators and congress members. According to newly released police video, a Texas trooper threatened Sandra Bland with a Taser when he ordered her out of her vehicle during a traffic stop on July 10, three days before she was found dead in a county jail. Bland — a 28-year old African American woman — was stopped for failing to signal while changing lanes, but the routine traffic stop turned confrontational after the officer, Brian Encinia, ordered Bland to put out her cigarette. Bland refused. Encinia opened the driver’s door and attempted to physically remove Bland from the vehicle. “I’m going to yank you out of here,” Encinia said as the two struggled in the car. “Don’t touch me, I’m not under arrest,” Bland said. “I will light you up!” Encinia said, while pointing the Taser at Bland. State Sen. Royce West (D) said that after viewing the video, he could confirm that Bland was threatened with a Taser by the officer. Details of the confrontation were not included in the arrest warrant written by Encinia, which officials released ... eight days after Bland’s death in the Waller County Jail. During the incident, Bland repeatedly asks why she is being arrested. The remainder of the confrontation occurs outside the view of the camera, but the audio captured what appeared to be a struggle. On Wednesday, authorities responded to allegations that the dashcam video had been edited from its original form. The video uploaded by state officials to YouTube contains visual sequences that appeared to repeat themselves.

Government papers about the former home secretary Leon Brittan are among a fresh batch of documents which have come to light months after the conclusion of an official review into whether allegations of child abuse were covered up by the Home Office in the 1980s. Moxie Marlinspike has ... created an encryption program that scrambles messages until they reach the intended reader. The software is effective enough to alarm governments. British Prime Minister David Cameron called protected-messaging apps a “safe space” for terrorists. The following week, President Barack Obama called them “a problem.” In a research paper released Tuesday, 15 prominent technologists cited three programs relying on Mr. Marlinspike’s code as options for shielding communications. His encrypted texting and calling app, Signal, has come up in White House meetings. Former National Security Agency contractor Edward Snowden, who leaked troves of U.S. spying secrets, urged listeners to use “anything” that Mr. Marlinspike releases. That endorsement was “a little bit terrifying,” Mr. Marlinspike says. But he says he sees an opening, following Mr. Snowden’s revelations, to demystify, and simplify, encryption, so more people use it. Consumer encryption tools ... have been around since the early 1990s, but most are so cumbersome that few people use them, [limiting] the use of encryption to a level law enforcement has mostly learned to live with. Jade Helm 15, the controversial Special Operations exercise that spawned a wave of conspiracy theories about a government takeover, will open next week without any media allowed to observe it, a military spokesman said. Embedded reporters won’t be permitted at any point during the exercise, in which military officials say that secretive Special Operations troops will maneuver through private and publicly owned land in several southern states. The exercise is scheduled for July 15 through September 15 and is expected to include more than 1,200 troops. Army Special Operations Command announced the exercise in March, saying its size and scope would set it apart from most training exercises. For months, some protesters have said Jade Helm is setting the stage for future martial law. Texas Gov. Greg Abbott, a Republican, called in April for the Texas State Guard to monitor the exercise [to] improve communication between Special Operations forces and civilians in Texas. The Washington Post has several times requested access to observe the exercise, making the case to the military that first-hand media coverage would help explain the mission. [Army spokesman Lt. Col. Mark] Lastoria said it is not possible to allow a journalist to travel with Special Operations forces in the field. The military has granted access to Special Operations in the past, however. In one recent example, a journalist observed the exercise Robin Sage in North Carolina.
