The Strange Tale of the FBI’s Fictional “Black Identity Extremism” Movement

https://theintercept.com/2019/03/23/black-identity-extremist-fbi-domestic-ter...

Hours after police Officer Darren Wilson shot and killed 18-year-old Michael Brown on a quiet suburban street in Ferguson, Missouri, Olajuwon Ali Davis stood with a few dozen people on that same street. Davis, who was 22 at the time, kept showing up as the protests grew larger. Three months later, Davis and another young man named Brandon Orlando Baldwin were arrested in an FBI sting and accused of planning to ... blow up St. Louis’s iconic Gateway Arch. Three years later, the FBI listed Davis’s case in a secret memo warning of the rise of a “black identity extremist” movement whose members’ “perceptions of police brutality against African Americans” spurred what the FBI claimed was “an increase in premeditated, retaliatory lethal violence against law enforcement.” The “black identity extremism” report was prepared by the FBI’s Domestic Terrorism Analysis Unit ... and was distributed to scores of local and federal law enforcement partners. Davis and Baldwin ... appear to be the first individuals retroactively labeled by the FBI as “black identity extremists.” According to The Intercept’s analysis, Davis and Olajuwon’s case was the only federal prosecution of individuals the FBI considers to be “black identity extremists” that resulted in a conviction. By comparison, the analysis found that 268 right-wing extremists were prosecuted in federal courts since 9/11 for crimes that appear to meet the legal definition of domestic terrorism.

We Have Set Up a System to Sex Traffic American Children

https://www.newsweek.com/we-have-set-system-sex-traffic-american-children-779541

The frequency of child sex abuse is a true epidemic. Since at least 2000, the U.S. Department of Justice has reported that some 67 percent of all sexual assaults are committed against victims under 18 years old. The U.S. Department of Health and Human Services reports confirmed child sexual abuse cases number approximately 58,000 per year in recent years. Unreported child sexual assaults are estimated at 80 percent. Most Americans who are victims of sex trafficking come from our nation’s own foster care system. It’s a deeply broken system that leaves thousands vulnerable to pimps as children and grooms them for the illegal sex trade as young adults. Most people don’t know about our nation’s foster care to sex trafficking pipeline, but the facts are sobering. The National Center for Missing and Exploited Children (NCMEC) found that “of the more than 18,500 endangered runaways reported to NCMEC in 2016, one in six were likely victims of child sex trafficking. Of those, 86 percent were in the care of social services when they went missing.” As NCMEC’s CEO told Congress in 2013, “Children in foster care are easy targets for pimps ... [they] are the most susceptible to the manipulation and false promises that traffickers use to secure their trust and dependency.” Child welfare systems can, but often do not, prevent that reality for children. Pimps rely on that. I have seen all of this up close as an attorney who represents children abused in foster and group home care.

The Daily Mail Snopes Story And Fact Checking The Fact Checkers

Yesterday afternoon a colleague forwarded me an article from the Daily Mail, asking me if it could possibly be true. The article in question is an expose on Snopes.com, the fact checking site used by journalists ... that Facebook recently partnered with to fact check news stories on its platform. The Daily Mail’s article makes a number of claims about the site’s principles and organization, [and questions] whether the site could possibly act as a trusted and neutral arbitrator of the “truth.” The Daily Mail appeared to be sourcing its claims from a series of emails and other documents from a court case. Neither Snopes nor its principles had issued any kind of statement ... disclaiming the story. When I reached out to David Mikkelson, the founder of Snopes, for comment, I fully expected him to respond with a lengthy email in Snopes’ trademark point-by-point format. It was with incredible surprise therefore that I received David’s one-sentence response which read in its entirety “I'd be happy to speak with you, but I can only address some aspects in general because I'm precluded by the terms of a binding settlement agreement from discussing details of my divorce.” This absolutely astounded me. Here was the one of the world’s most respected fact checking organizations, soon to be an ultimate arbitrator of “truth” on Facebook, saying that it cannot respond to a fact checking request because of a secrecy agreement. In short, when someone attempted to fact check the fact checker, the response was the equivalent of “it's secret.”

Since 1990s, heart attacks have become less deadly, frequent for Americans

https://news.yale.edu/2019/03/15/1990s-heart-attacks-have-become-less-deadly-...

Heart attack prevention and outcomes have dramatically improved for American adults in the past two decades, according to a Yale study in JAMA Network Open. Compared to the mid-1990s, Americans today are less likely to have heart attacks and also less likely to die from them, said the researchers. Tracking more than four million Medicare patients between 1995 and 2014, this is the largest and most comprehensive study of heart attacks in the United States to date. Its two key findings are that hospitalizations for heart attacks have declined by 38%, and the 30-day mortality rate for heart attacks is at an all-time low of 12%, down by more than a third since 1995. In the words of Dr. Harlan Krumholz, lead author and Yale cardiologist, these gains are “remarkable.” The Yale cardiologist also believes these gains are no accident. Krumholz explained that the last 20 years have been marked by national efforts to prevent heart attacks and improve care for those who suffer them. The Centers for Medicare and Medicaid Services, the American College of Cardiology, and the American Heart Association — along with other organizations and “legions of researchers and clinicians and public health experts” — have focused on reducing risk by promoting healthy lifestyles, addressing risk factors, and improving the quality of care, the researchers noted.

Kenyan science teacher Peter Tabichi wins $1m global award

https://www.theguardian.com/education/2019/mar/24/kenyan-science-teacher-pete...

A science teacher from rural Kenya who donates most of his salary to help poorer students has been crowned the world’s best teacher and awarded a $1m prize, beating 10,000 nominations from 179 countries. Peter Tabichi, 36, a maths and physics teacher at Keriko secondary school in Pwani Village, in a remote part of Kenya’s Rift Valley, has won the Varkey Foundation Global Teacher Prize 2019. Tabichi, a member of the Franciscan religious order, received his prize at a ceremony in Dubai. Tabichi gives away 80% of his income to help the poorest students at the poorly-equipped and overcrowded school who could not otherwise not afford uniforms and books. More than 90% of his pupils are from poor families and almost a third are orphans or have only one parent. Despite only having one computer, a poor internet connection and a student-teacher ratio of 58:1, Tabichi started a “talent nurturing club” and expanded the school’s science club, helping pupils design research projects of such quality that many now qualify for national competitions. His students have taken part in international science competitions and won an award from the Royal Society of Chemistry after harnessing local plant life to generate electricity. Tabichi and four colleagues also give struggling pupils one-to-one tuition in maths and science, visiting students’ homes and meeting their families to identify the challenges they face. Enrollment at the school has doubled to 400 over three years. Girls’ achievement in particular has been boosted.

How Inuit Parents Teach Kids To Control Their Anger
2019-03-13, NPR
Posted: 2019-04-01 19:19:09
https://www.npr.org/sections/goatsandsoda/2019/03/13/685533353/a-playful-way-...

Traditional Inuit parenting is incredibly nurturing and tender. The culture views scolding - or even speaking to children in an angry voice - as inappropriate, says Lisa Ipeelie, a radio producer and mom who grew up with 12 siblings. "When they're little, it doesn't help to raise your voice," she says. Even if the child hits you or bites you, there's no raising your voice? "No," Ipeelie says with a giggle that seems to emphasize how silly my question is. "With little kids, you often think they're pushing your buttons, but that's not what's going on. They're upset about something, and you have to figure out what it is." Traditionally, the Inuit saw yelling at a small child as demeaning. It's as if the adult is having a tantrum; it's basically stooping to the level of the child. But if you don't scold or talk in an angry tone, how do you discipline? For thousands of years, the Inuit have relied on an ancient tool with an ingenious twist: "We use storytelling to discipline," [parenting teacher Goota] Jaw says. For example, how do you teach kids to stay away from the ocean, where they could easily drown? Instead of yelling, "Don't go near the water!" Jaw says Inuit parents take a pre-emptive approach and tell kids a special story about what's inside the water. "It's the sea monster," Jaw says, with a giant pouch on its back just for little kids. "If a child walks too close to the water, the monster will ... drag you down to the ocean and adopt you out to another family," Jaw says. "Then we don't need to yell at a child," Jaw says, "because she is already getting the message."

Leaked Documents Show the Government Tracking Journalists

The U.S. government created a secret database of activists, journalists, and social media influencers tied to the migrant caravan and in some cases, placed alerts on their passports. At the end of 2018, roughly 5,000 immigrants from Central America made their way north through Mexico to the United States southern border. As the migrant caravan reached the San Ysidro Port of Entry in south San Diego County, so did journalists, attorneys, and advocates who were there to work and witness the events unfolding. But in the months that followed, journalists who covered the caravan, as well as those who offered assistance to caravan members, said they felt they had become targets of intense inspections and scrutiny by border officials. Documents leaked to NBC 7 Investigates show [that the] government had listed their names in a secret database of targets, where agents collected information on them. Some had alerts placed on their passports, keeping at least two photojournalists and an attorney from entering Mexico to work. The documents were provided to NBC 7 by a Homeland Security source on the condition of anonymity. The individuals listed include ten journalists, seven of whom are U.S. citizens, a U.S. attorney, and 48 people from the U.S. and other countries, labeled as organizers, instigators or their roles “unknown.” In addition to flagging the individuals for secondary screenings, the Homeland Security source told NBC 7 that the agents also created dossiers on each person listed.

Over 1,000 Hate Groups Are Now Active in United States, Civil Rights Group Says
2019-02-20, New York Times
Posted: 2019-03-25 04:03:39
https://www.nytimes.com/2019/02/20/us/hate-groups-rise.html

The number of hate groups in the United States rose for the fourth year in a row in 2018, pushed to a record high by a toxic combination of political polarization, anti-immigrant sentiment and technologies that help spread propaganda online, the Southern Poverty Law Center said Wednesday. The number of hate groups rose by 7 percent last year to 1,020, a 30 percent jump from 2014. That broadly echoes other worrying developments, including a 30 percent increase in the number of hate crimes reported to the F.B.I. from 2015 through 2017 and a surge of right-wing violence that the Anti-Defamation League said had killed at least 50 people in 2018. The center’s findings run parallel to a report on extremist-related killings in the United States that was issued last month by the Anti-Defamation League’s Center on Extremism. That report said that right-wing extremism was linked to every extremist-related killing the group tracked in 2018, at least 50, and that jihadist groups were linked to none. It said that made 2018 the deadliest year for right-wing extremism since the 1995 Oklahoma City bombing. The law center and the Anti-Defamation League both pointed to the killing of 11 people at the Tree of Life Synagogue in Pittsburgh in October as a symptom of the increasingly combustible mix of anti-immigrant sentiment, violence and online conspiracy-mongering.

The cashless society is a con – and big finance is behind it

https://www.theguardian.com/commentisfree/2018/jul/19/cashless-society-con-bi...

All over the western world banks are shutting down cash machines and branches. They are trying to push you into using their digital payments and digital banking infrastructure. Financial institutions ... are trying to nudge us towards a cashless society and digital banking. The true motive is corporate profit. Payments companies such as Visa and Mastercard want to increase the volume of digital payments services they sell, while banks want to cut costs. The nudge requires two parts. First, they must increase the inconvenience of cash. Second, they must vigorously promote the alternative. But a cashless society is not in your interest. It is in the interest of banks and payments companies. Their job is to make you believe that it is in your interest too, and they are succeeding in doing that. The recent Visa chaos, during which millions of people who have become dependent on digital payment suddenly found themselves stranded when the monopolistic payment network crashed, was a temporary setback. Digital systems may be “convenient”, but they often come with central points of failure. Cash, on the other hand, does not crash. It does not rely on external data centres, and is not subject to remote control or remote monitoring. The cash system allows for an unmonitored “off the grid” space. This is also the reason why financial institutions and financial technology companies want to get rid of it. Cash transactions are outside the net that such institutions cast to harvest fees and data.

Man who exposed ‘Area 51 UFO tests’ claims US government still monitors him 30 years later

Bob Lazar claims to have seen test flights of nine captured UFOs, and says he even worked as an engineer on the alien spacecrafts, in a TV interview in 1989. Now a new documentary, Bob Lazar: Area 51 and Flying Saucers, takes a deep dive into his theories. Thirty years ago he claimed to have worked near Area 51 at hangar S-4 where he claims UFOs with tiny alien seats were made out of a material called Element 115. Going by the fake name Dennis, he told reporters: "The propulsion system is a gravity propulsion system. The power source is an antimatter reactor." The U.S. Government always denied the existence of Area 51 until five years ago when CIA documents listed it as an aviation test site. [Lazar] later claimed the Government had threatened his life, his wife and family in an effort to silence him. In the documentary he says he regrets blowing the whistle on the alien test site, adding: "At this point in my life, I’d probably lean towards not saying anything." The journalist who introduced Lazar to the public, George Knapp backs-up his story adding: "His vehicle also had break-ins. Mind games being played. Threats were issued. Lazar and others were bugged and followed, and it certainly seemed like someone wanted to frighten him into remaining silent, or maybe they wanted to drive him a little crazy. I was present for many of these events. I saw them with my own eyes, and I witnessed the aftermath as well."

The Pentagons Bottomless Money Pit

Despite being the taxpayers greatest investment - more than $700 billion a year - the Department of Defense has remained an organizational black box throughout its history. Its repelled generations of official inquiries, the latest being an audit three decades in the making, mainly by scrambling its accounting into such a mess that it may never be untangled. Ahead of misappropriation, fraud, theft, overruns, contracting corruption and other abuses that are almost certainly still going on, the Pentagons first problem is its books. Its the worlds largest producer of wrong numbers. At the tail end of last year, the Department of Defense finally completed an audit. At a cost of $400 million, some 1,200 auditors charged into the jungle of military finance, but returned in defeat. They were unable to pass the Pentagon or flunk it. They could only offer no opinion, explaining the militarys empire of hundreds of acronymic accounting silos was too illogical to penetrate. Twenty-nine years ago, in 1990, Congress ordered all government agencies to begin producing audited financial statements. In 2011, [the Pentagon] finally agreed to be ready by 2017, which turned into 2018. If and when the defense review is ever completed, were likely to find ... the militarys losses and liabilities hidden in Enron-like special-purpose vehicles, assets systematically overvalued, monies Congress approved for X feloniously diverted to Program Y, contractors paid twice, parts bought twice, repairs done unnecessarily and at great expense, and so on.

Facebook, Axios And NBC Paid This Guy To Whitewash Wikipedia Pages

The vast majority of the people who propose and make changes to Wikipedia are volunteers. A few people, however, have figured out how to manipulate Wikipedia’s supposedly neutral system to turn a profit. That’s [paid Wikipedia editor Ed] Sussman’s business. And in just the past few years, companies including Axios, NBC, Nextdoor and Facebook’s PR firm have all paid him to manipulate public perception using a tool most people would never think to check. One of Wikipedia’s more well-known rules is its prohibition on editing pages that you have any sort of direct connection to. But ... anyone, even someone financially tied to the subject in question, is allowed to merely suggest edits in the hopes that a less conflicted editor might come by, agree, and implement the changes for them. This is where a paid editor like Sussman comes in. On his website, Sussman identifies himself as “a journalist, lawyer, academic and technology entrepreneur” who “is often called upon in ‘crisis management’ situations where inaccurate or misleading information has been placed in a Wikipedia article.” Sussman’s main strategy for convincing editors to make the changes his clients want is to cite as many tangentially related rules as possible (he is, after all, a lawyer). He often replies to nearly every single bit of pushback with walls of text arguing his case. Trying to get through even a fraction of it is exhausting, and because Wikipedia editors are unpaid, there’s little motivation to continue dealing with Sussman’s arguments. So he usually gets his way.

Probing the Enigma of Multiple Personality

When Timmy drinks orange juice he has no problem. But Timmy is just one of close to a dozen personalities who alternate control over [his body]. If those other personalities drink orange juice, the result is a case of hives. If Timmy comes back while the allergic reaction is present, the itching of the hives will cease immediately, and the water-filled blisters will begin to subside. For more than a century clinicians have ... reported isolated cases of dramatic biological changes in people with multiple personalities. These include the abrupt appearance and disappearance of rashes, welts, scars and other tissue wounds; switches in handwriting and handedness; epilepsy, allergies and color blindness that strike only when a given personality is in control of the body. One patient ... had a blood pressure of 150/110 when one personality was in control, and a pressure of only 90/60 when another personality took over. The effects found in these patients ... are graphic examples of the power of states of mind to regulate the body's biology. [They] are leading scientists to study the physiology of patients with multiple personalities to assess how much psychological states can affect the body's biology. If the mechanisms through which these differences occur can be discovered, it may be possible to teach people some similar degree of control over these problems. Multiple personalities typically develop in people who were severely and repeatedly abused as children. Often only one or two of the sub-personalities will be conscious of the abuse, while others will have no memory or experience of the pain.

Note: How is it possible that one body can exhibit such extreme, seemingly impossible changes when differing personalities take over? New Focus on Multiple Personality
1985-05-21, New York Times
Posted: 2019-03-25 03:50:13
https://www.nytimes.com/1985/05/21/science/new-focus-on-multiple-personality....

''Multiple personality offers a special window into psychosomatics,'' said Frank Putnam, a psychiatrist at the National Institute of Mental Health and a leading researcher in the field. ''Multiples exhibit some remarkable medical phenomena.'' Dr. Putnam said. He gives the example of one patient who reacted normally to a sedative drug in one personality, but was totally unaffected by it in another. ''Some multiples carry several different eyeglasses, because their vision changes with each personality,'' said Bennett Braun, who directs a unit devoted to treating multiple personalities at the Rush-Presbyterian-St. Luke's Medical Center in Chicago. Another woman, admitted to a hospital for diabetes, baffled her physicians by showing no symptoms of the disorder at times when one personality, who was not diabetic, was dominant. A young man was allergic to citrus fruit in some personalities, but not in others. The key sign of the disorder is a person seeming to have developed at least two distinctive personalities that alternate in control of the body. Another important symptom is partial amnesia: some but not necessarily all of the multiple personalities are unaware of the others. Circumstances that lead to the condition are usually brutal, typically extreme neglect or abuse. The disorder seems to represent a psychological adaptation to an otherwise unbearable situation. On average there are from 8 to 13 personalities in a typical patient, although there can be more than 60, according to Richard Kluft, a psychiatrist at the University of Pennsylvania who has studied more than a hundred cases.

Norway's $1tn wealth fund to divest from oil and gas exploration

The world’s largest sovereign wealth fund, which manages $1tn (Ł770bn) of Norway’s assets, is to dump investments in firms that explore for oil and gas, but will still hold stakes in firms such as BP and Shell that have renewable energy divisions. The Government Pension Fund Global (GPFG), whose assets exceed those of rival sovereign wealth funds ... said it would phase out oil exploration from its “investment universe”. “The objective is to reduce the vulnerability of our common wealth to a permanent oil price decline,” said Norway’s finance minister, Siv Jensen. “Hence, it is more accurate to sell companies which explore and produce oil and gas, rather than selling a broadly diversified energy sector.” Greenpeace UK’s oil campaigner, Charlie Kronick, said: “This partial divestment from oil and gas [sends] a clear signal that companies betting on the expansion of their oil and gas businesses present an unacceptable risk, not only to the climate but also to investors. “While BP and Shell are excluded from the current divestment proposal, they must now recognise that if they continue to spend billions chasing new fossil fuels, they are doomed.” Tom Sanzillo, director of finance for the Institute for Energy Economics and Financial Analysis, said: “These are very important statements from a big fund. They’re doing it because fossil fuel stocks are not producing the value that they have historically. He said GPFG’s investment strategy also “underscores that the fracking business model is unsustainable”.

Searching for qi

Dick Burgess [was on] a trip in search of qi, or as it's sometimes spelled in the West, chi - the invisible life force that, according to traditional Chinese medicine, flows through our bodies and through the universe. According to this belief, a person can learn to control his own qi energy to promote his health and the health of others. Burgess [drove] to visit a man named Arn, a kung fu master. Burgess is a neurophysiologist at the University of Utah. He is also president of the Society for Integrated Health, a group ... interested in what is usually loosely referred to as "holistic medicine." A dozen or so members of the group journeyed to Vernal that day. We watched Arn bring some of us to our knees by pressing lightly on our hands. When we were ready to leave, he "poured his qi" from his hands to ours and some of the people in our group said it felt like a waterfall. Later, on the way back from Vernal, Burgess was happy to see we were as perplexed as he was. He talked about the experiment he had conducted a few years before. He had Arn come to his laboratory at the U., where Arn directed his qi at bacteria growing in test tubes. Those bacteria that received qi grew at a greater rate than those bacteria not in the path's of Arn's qi. More than 100 [studies] published in China in the past decade that seem to prove that external qi can produce measurable results, says Burgess. Others, for example, show that qi transmitted from 1,000 kilometers away can change a substance's rate of radioactive decay. But for qi to be believed by Western scientists, he says, it would help if Western scientists conducted their own experiments.

Waste reduction law could force manufacturers to repair broken goods
2019-01-09, The Independent (One of the UK's leading newspapers)

https://www.independent.co.uk/environment/right-to-repair-laws-eu-directive-u...

Manufacturers could be legally required to repair certain goods when they break down under new laws under consideration in Europe and in some US states. The measures are intended to reduce volumes of waste and push manufacturers to make dependable products that are easier to maintain. They would also have to offer replacement parts, and in some cases repair the goods when they go wrong. Proposals under consideration by the European Union will examine electronics including televisions. In America, California has become the 18th state to propose what has become known as the “right to repair” law, which would require electronics companies like Apple to make their devices easier for users to repair ... when they break or go wrong. The move comes amid a growing backlash against impervious products, some of which are glued together and which cannot be accessed. As a result, innumerable products end up on the scrapheap for want of a simple repair. The plans for European law, under the ecodesign and energy labelling directive, note the “world-wide demand for more efficient products to reduce energy and resource consumption”. The British government is supporting the plans. Environment Minister Therese Coffey told The Independent: “We want manufacturers and producers to make products easier to reuse and repair, to make them last longer. We will consider mandatory extended warranties and clearer product labelling if necessary to achieve this.”

Former Democratic Senate Majority Leader and Nevada Senator Harry Reid argued for continued study into UFO phenomena in an interview with CBS affiliate KLAS 8 in Las Vegas, citing competition from Russia and China. “I’ll bet you anything that China is spending some money checking this out. I’ll bet you anything KGB Putin is spending some money checking this out,” Reid told George Knapp. “Former Senate Majority Leader Harry Reid dropped major hints that he knows potential adversaries, Russia and China, have carried out their own military studies to figure out how UFOs work and how to build their own,” Knapp said during the broadcast, citing anonymous Pentagon sources to claim dozens of UFOs have been encountered off the coast of Florida and Virginia in the last three years. Reid said he understands why officials ... might be skeptical about dedicating resources to studying Unexplained Aerial Phenomena (UAP), but he also [alluded] to a rash of recent UFO sightings prompted by scheduled SpaceX launches. “This has been going on for a long time. These sightings are said to have been set off by a rocket in California. People in responsibility, whether it’s the Pentagon or whatever it might be - they don’t want to have to try to explain something that’s, many times, not explainable,” Reid said. The interview with Reid also delved into classified UFO studies conducted by the Pentagon and revealed by The New York Times.

Secret Pentagon projects reveal gov't looked into UFOs, wormholes and other bizarre anomalies

Newly declassified documents from the Pentagon reveal the Department of Defense funded projects that investigated UFOs, wormholes, alternate dimensions and a host of other subjects that are often the topics of conspiracy theorists. The Defense Intelligence Agency (DIA) released 38 research titles on Jan. 18, following a Freedom of Information Act request. The research was funded by the Department of Defense under its Advanced Aerospace Threat Identification Program (AATIP). Some of the more interesting projects include Invisibility Cloaking; Traversable Wormholes, Stargates, and Negative Energy; Warp Drive, Dark Energy, and the Manipulation of Extra Dimensions; and An Introduction to the Statistical Drake Equation. "The DOD and the DIA have previously sought to spin AATIP as being a program looking at 'foreign advanced aerospace weapon threats', but the attachment to the DIA's letter to Congress is difficult to reconcile with this, given that the 'products produced' under the AATIP contract are listed as including reference papers on topics which seem more concerned with space travel," Nick Pope, a former employee at the British Government's Ministry of Defence, said. Pope continued: "The smoking gun is the paper about the Drake Equation, which is used to estimate the number of civilizations in the universe. This supports the suggestion that AATIP was indeed a UFO program, as has been claimed, and not an aviation program looking at aircraft, drones and missiles."

How can social services lose 18,000 children - and not look for them?

This year, an estimated 18,000 American children will disappear, but their families will not be looking for them. Neighbors will not canvas the streets. Our Facebook feeds will not show their pictures. And after six months, the records of their existence may close entirely. This is the fate awaiting children who vanish while in the care and custody of Americas child-protection system. No matter the reason for falling off the grid, many of these boys and girls will resurface on the black market as child sex slaves. According to the FBI, more than half of trafficked children in America were in the care of social services when they disappeared. That is a damning statistic for a system whose sole purpose is to keep children safe. Withelma T Pettigrew, one of TIME magazines 100 most influential people, was one of those children in foster care who became a trafficking victim. T testified to Congress: I spent, for the most part, the first 18 years of my life in the foster-care system. Seven of those years, I was a child being sexually trafficked on the streets, Internet, strip clubs, massage parlors ... Traffickers, pimps, exploiters have no fear of punishment because they rely on the lack of attention that occurs when these young people go missing. The National Center for Missing and Exploited Children found that historically, many of these children were not being reported missing. To correct that, federal law enacted in 2014 required that state agencies must report a missing child to law enforcement within 24 hours.
