Scientists have turned living rats into remote-controlled, pleasure-driven robots which can be guided up ladders, through ruins and into minefields at the click of a laptop key. The project ... is funded by the US military's research arm. Animals have often been used by humans in combat and in search and rescue, but not under direct computer-to-brain electronic control. The advent of surgically altered roborats marks the crossing of a new boundary in the mechanisation, and potential militarisation, of nature. In 10 sessions the rats learned that if they ran forward and turned left or right on cue, they would be "rewarded" with a buzz of electrically delivered pleasure. Once trained they would move instantaneously and accurately as directed, for up to an hour at a time. The rats could be steered up ladders, along narrow ledges and down ramps, up trees, and into collapsed piles of concrete rubble. Roborats fitted with cameras or other sensors could be used as search and rescue aids. In theory, be put to some unpleasant uses, such as assassination. [For] surveillance ... you could apply this to birds ... if you could fit birds with sensors and cameras. Michael Reiss, professor of science education at London's Institute of Education and a leading bioethics thinker ... said he was uneasy about humankind "subverting the autonomy" of animals. "There is a part of me that is not entirely happy with the idea of our subverting a sentient animal's own aspirations and wish to lead a life of its own."

Mysterious Ailments Are Said to Be More Widespread Among U.S. Personnel

Mysterious episodes that caused brain injuries in spies, diplomats, soldiers and other U.S. personnel overseas starting five years ago now number more than 130 people, far more than previously known, according to current and former officials. The number of cases within the C.I.A., the State Department, the Defense Department and elsewhere spurred broad concern in the Biden administration. The initial publicly confirmed cases were concentrated in China and Cuba and numbered about 60, not including a group of injured C.I.A. officers whose total is not public. Since December, at least three C.I.A. officers have reported serious health effects from episodes overseas. One occurred within the past two weeks, and all have required the officers to undergo outpatient treatment at Walter Reed National Military Medical Center or other facilities. And in one case in 2019 that has not previously been reported, a military officer serving overseas pulled his vehicle into an intersection, then was overcome by nausea and headaches. His 2-year-old son, sitting in the back seat, began crying. After the officer pulled away from the intersection, his nausea stopped, and the child stopped crying. In a report released in December, the National Academy of Sciences said a microwave weapon probably caused the injuries. Some officials believe a microwave or directed-energy device is the most likely cause. The severity of the brain injuries has ranged widely. Some victims have chronic, potentially irreversible symptoms.

Experimental electromagnetic weaponry may soon see combat use

The recent use of armed, unmanned drones in Afghanistan and Yemen has shown that America's armed forces have become good at applying new weapons technology in the field. [Electromagnetic] weapons are able to destroy electronic systems and temporarily incapacitate people, all without the mess of explosions and gunfire. Using different types of electromagnetic energy (the same stuff as radio waves, X-rays and light) ... they could disrupt a variety of enemy systems, from missile targeting and launch electronics, to command-and-control systems. So-called "active denial" technology (which earns its moniker by actively herding people out of its path) works by using a beam of millimetre-length microwaves to heat up a person's skin. The marines are planning to put a version of the weapon on to a jeep. Range and properties are classified, but military newspapers say it can heat a person's skin to 55°C (130°F) at distances of up to 750 metres. David Fidler, a law professor at Indiana University, says that, because these weapons are most likely to be used on civilians, it is not clear that using them is legal under the international rules governing armed conflict. Steve Goose of Human Rights Watch ... says that too much secrecy still surrounds them. Weapons such as the active denial system could cause severe trauma, or even death, if fired at close range or held on a target for too long. For hundreds of years, sci-fi writers have imagined weapons that might use energy waves or pulses to knock out, knock down, or otherwise disable enemies--without necessarily killing them. And for a good 40 years the U.S. military has quietly been pursuing weapons of this sort. Police, too, are keenly interested. Much of this work is still secret. Scientists, aided by government research on the "bioeffects" of beamed energy, are searching the electromagnetic and sonic spectrums for wavelengths that can affect human behavior. Recent advancements in miniaturized electronics, power generation, and beam aiming may finally have put such pulse and beam weapons on the cusp of practicality. Weapons already exist that use lasers, which can temporarily or permanently blind enemy soldiers. So-called acoustic or sonic weapons ... can vibrate the insides of humans to stun them, nauseate them, or even "liquefy their bowels and reduce them to quivering diarrheic messes," according to a Pentagon briefing. Other, stranger effects also have been explored, such as using electromagnetic waves to put human targets to sleep or to heat them up, on the microwave-oven principle. Scientists are also trying to make a sonic cannon that throws a shock wave with enough force to knock down a man. The Pentagon is spending more and more research-and-development dollars on weapons that stun, scare, entangle or nauseate – anything but kill. The U.S.'s nonlethal-weapons programs are drawing their own fire, mostly from human-rights activists who contend that the technologies being developed will be deployed to suppress dissent and that they defy international weapons treaties. Imagine a cross between a microwave oven and a Star Trek phaser: a tight, focused beam of energy that flash-heats its target from a distance. Directed energy beams do not burn flesh, but they do create an unbearably painful burning sensation. The Air Force Research Laboratory has already spent $40 million on a humvee-mounted directed-energy weapon. Further out on the horizon, the line between weapons development and science fiction becomes perilously thin. Even their supporters agree that "nonlethal weapons" is a dangerous misnomer. Any of these devices has the potential to injure and kill. A chemical-weapons watchdog organization called the Sunshine Project has obtained evidence that the U.S. is considering some projects that appear to take us beyond the bounds of good sense: bioengineered bacteria designed to eat asphalt, fuel and body armor, or faster-acting, weaponized forms of antidepressants, opiates and so-called "club drugs" that could be rapidly administered to unruly crowds. Such research is illegal under international law and could open up terrifying scenarios for abuse.

Kamala Harris' Vietnam trip delayed over possible case of mysterious 'Havana syndrome'

"Anomalous health incident" is how the United States government refers to the mysterious "Havana syndrome." First reported in 2016 by United States officials in Cuba, Havana syndrome has afflicted more than 130 U.S. officials over the past five years stationed in several countries overseas. Victims of the syndrome typically report strange experiences, like feelings of pressure or vibration and a screeching sound, and debilitating symptoms, including headaches, nausea, cognitive deficits, and trouble with seeing, hearing, or balancing. The vice president's office said that after "careful consideration," her team opted to continue with her Vietnam trip. A couple hours after the announcement, NBC News reported that a medical evacuation was called for two U.S. officials in Hanoi. The NBC report noted that "strange sounds" were involved in the incidents, and that Vietnam has seen past reports of possible Havana syndrome cases. NBC News reported in June that some U.S. officials believe that unknown adversaries used "devices intended to extract information from cellphones and other personal devices" that emitted electromagnetic waves powerful enough to cause debilitating symptoms. Microwave Weapon Concerns Spread to Department of Homeland Security

U.S. government suspicions about microwave weapon attacks have apparently spread to the Department of Homeland Security. DHS Deputy Under Secretary for Management Randolph D. Alles sent a memo to department personnel encouraging them to report "unexplained health incidents" to medical officials within DHS or to the State Department. The memo suggests that concerns about "multiple symptoms following an unusual auditory or sensory event," in the past limited to the State Department and CIA, have spread to DHS, an agency unlike the other two in that its operations are primarily domestic. Claims of mysterious health problems, mostly neurological, first originated among several State Department diplomats in Cuba in 2016 – earning the broad range of symptoms the moniker "Havana Syndrome." The reported injuries ... are said to have affected over 130 people. The DHS memo itself notes, "The precise nature of the injuries suffered by affected personnel has varied and whether a common cause exists for all individuals, regardless of location, has not yet been established." Brain trauma suffered by U.S. diplomats abroad could be work of hostile foreign government

In 2016 and 2017, 25 Americans, including CIA agents, who worked in the U.S. Embassy in Cuba suffered serious brain injuries causing impaired vision and memory loss among other persistent problems. At least 15 American officials in China suffered unexplained brain trauma soon after. As we first reported in March, the FBI is now investigating whether these Americans were attacked by a mysterious weapon that leaves no trace. Mark Lenzi is a State Department security officer who worked in the U.S. Consulate in Guangzhou, China. He says that he and his wife began to suffer after hearing strange sounds in their apartment. Mark Lenzi believes he was targeted because of his work. He uses top secret equipment to analyze electronic threats to diplomatic missions. "It was a weapon," [said Lenzi]. "I believe it's RF, radio frequency energy, in the microwave range." A clue that supports that theory was revealed by the National Security Agency in 2014. This NSA statement describes such a weapon as a "high-powered microwave system weapon that may have the ability to weaken, intimidate, or kill an enemy over time without leaving evidence." The statement goes on to say "... this weapon is designed to bathe a target's living quarters in microwaves." The NSA disclosed this in a worker's compensation case filed by former NSA employee Mike Beck. In the 1990's Beck and an NSA co-worker were on assignment overseas. Years later, he says they developed Parkinson's Disease at the same time.

Is an invisible weapon targeting U.S. diplomats?

Commerce Department trade officer Catherine Werner used to promote American business from the U.S. consulate in Guangzhou, China. Today she says she suffers from bouts of nausea, dizziness, and headaches. Robyn Garfield, also a trade officer with the Commerce Department, was posted in Shanghai. Along with nausea, dizziness, and headaches, he says he has trouble remembering words. State Department security officer Mark Lenzi used to work in the consulate in Guangzhou. When he did, he said the splitting pain in his head was debilitating. The three are among at least 15 American officials in China who say they suffered unexplained brain trauma after being attacked by a mysterious weapon. Previously, 25 Americans who worked in the U.S. embassy in Cuba said they also experienced an attack and have similar symptoms. The government employees weren't the only ones targeted. Their spouses, children, and family pets also exhibited neurological symptoms after hearing strange sounds in their homes. In July, a University of Pennsylvania medical team published a study on the brains of U.S. government personnel who developed neurological symptoms in Cuba. The study used advanced brain imaging and found "significant differences in brain tissue and connectivity" in the diplomats' brains. It is the first scientific evidence showing the diplomats had physical damage to the structure of their brains.

Several U.S victims of alleged "health attacks" in Cuba have hired a lawyer out of concern over how the U.S. government will handle their long-term medical treatment. "That's not at all clear," said lawyer Mark Zaid, who represents eight of the at least 24 U.S. diplomats, intelligence officers and relatives affected by the incidents in Havana. "Some already had to spend their own money" on treatment. "Are they being treated or are they being studied? It's not entirely clear what is happening," the lawyer said, adding that some of the victims had problems accessing their medical records at the UPenn treatment center because the records are government property. Zaid added that ... the cases have placed the government in a predicament because of the mystery not just on the so-called attacks but the injuries experienced. For example, federal employees who have been injured by incidents such as explosions, "the wounds have been specific and concrete, not strange brain and neurological damages. It's much more complicated." In a separate case, another Zaid client - Mike Beck, a retired National Security Agency counterintelligence officer - suffered a "potentially similar attack" in the 1990s when he traveled to an unidentified country. Years later, Beck and a companion on the trip were found to be suffering from Parkinson's disease. A confidential report convinced him that his illness was linked to a covert attack with a weapon that used microwaves, Beck told The Washington Post last year.

Diplomats in Cuba Suffered Brain Injuries. Experts Still Don’t Know Why.

A group of American diplomats stationed in Havana appear to have symptoms of concussion without ever having received blows to their heads, medical experts have found. The diplomats originally were said to have been victims of a “sonic attack,” a possibility that the Federal Bureau of Investigation reportedly ruled out. The experts’ report, published late Wednesday in the journal JAMA, does not solve the mystery, instead raising even more questions about what could have caused the brain injuries. The incidents occurred in 2016, when 18 of the 21 affected diplomats reported they heard strange sounds in their homes or hotel rooms. All but one reported immediate symptoms: headache, pain in one ear, loss of hearing. Days or weeks later, other symptoms emerged. The State Department asked researchers at the University of Pennsylvania to investigate. Their report confirmed neurological problems in the diplomats, including signs of what appear to be concussions. The study’s lead author, Dr. Douglas H. Smith [said], “This is ... concussion without blunt head trauma.” Like concussion patients, some of the diplomats improved on their own, while others recovered only after therapy. Dr. Smith and his colleagues do not think audible sound caused the injuries. Perhaps, they speculated, a device that produced another sort of harmful energy also produced an audible sound. Low-frequency infrasound, high-frequency ultrasound and microwaves have all been shown to damage the brain, the researchers noted.

A 911 plea for help, a Taser shot, a death - and the mounting toll of stun guns

In the most detailed study ever of fatalities and litigation involving police use of stun guns, Reuters finds more than 150 autopsy reports citing Tasers as a cause or contributor to deaths. Many who die are among society’s vulnerable – unarmed, in psychological distress and seeking help. As her husband stalked around the back yard, upending chairs and screaming about demons, Nancy Schrock ... dialed the police. “He needs to be in the hospital,” she told a 911 dispatcher. Tom Schrock had struggled with depression ... throughout their 35-year marriage. Police had visited the family’s [house] more than a dozen times. Typically, Tom was taken to the hospital, medicated and sent home after 72 hours. Not this time. Three officers answered the call, categorized by the dispatcher as a disturbance involving an unarmed man with mental health issues. Nancy took them through the house to the back; Santiago Mota, a veteran cop, drew his Taser. As officers came out the back door, Tom strode toward them. Mota fired the Taser. Tom buckled, then retreated. Mota followed, pressed the electric stun gun to Tom’s chest and fired again. The 57-year-old collapsed [and] never regained consciousness. “I called for help,” Nancy said. “I didn’t call for them to come and kill him.” Reuters documented 1,005 incidents in the United States in which people died after police stunned them with Tasers. In nine of every 10 incidents, the deceased was unarmed. More than 100 of the fatal encounters began with a 911 call for help during a medical emergency.

First State Legalizes Taser Drones for Cops

It is now legal for law enforcement in North Dakota to fly drones armed with everything from Tasers to tear gas thanks to a last-minute push by a pro-police lobbyist. House Bill 1328 wasn’t drafted that way. The bill’s stated intent was to require police to obtain a search warrant from a judge in order to use a drone to search for criminal evidence. In fact, the original draft of Representative Rick Becker’s bill would have banned all weapons on police drones. Then Bruce Burkett of the North Dakota Peace Officer’s Association was allowed ... to amend HB 1328 and limit the prohibition only to lethal weapons. “Less than lethal” weapons like rubber bullets, pepper spray, tear gas, sound cannons, and Tasers are therefore permitted on police drones. Even “less than lethal” weapons can kill though. At least 39 people have been killed by police Tasers in 2015 so far. The Grand Forks County Sheriff’s Department ... is hiding a full accounting of how many drone missions they’ve flown since 2012. The FAA notes 401 drone “operations” performed by the Grand Forks County Sheriff’s Department from 2012 to September 2014, while [County Sheriff Bob] Rost and [drone pilot Al] Frazier maintain just 21 missions have taken place. “We don’t make a practice of snooping on people,” Rost said recently. However, Rost’s statement was followed by an admission that the sheriff expects drones to be used in criminal investigations in the near future. Few noticed when HB 1328 passed with a clause allowing them to be armed.

Air Force prepares to dismantle HAARP ahead of summer shutdown

The U.S. Air Force gave official notice to Congress [on May 14] that it intends to dismantle the $300 million High Frequency Active Auroral Research Program in Gakona this summer. The shutdown of HAARP ... will start after a final research experiment takes place in mid-June, the Air Force said in a letter to Congress. David Walker, deputy assistant secretary of the Air Force for science, technology and engineering, said this is "not an area that we have any need for in the future" and it would not be a good use of Air Force research funds to keep HAARP going. "We're moving on to other ways of managing the ionosphere, which the HAARP was really designed to do," he said. "To inject energy into the ionosphere to be able to actually control it. But that work has been completed." Comments of that sort have given rise to endless conspiracy theories, portraying HAARP as a superweapon capable of mind control or weather control, with enough juice to trigger hurricanes, tornadoes and earthquakes. Scientists say all of that is nonsense, and that the degree of ionosphere control possible through HAARP is akin to controlling the Pacific Ocean by tossing a rock into it. Built at a cost of more than $290 million, the site has 180 antennas on 30 acres that are used to direct energy into the ionosphere, which is 55 miles to 370 miles above the Earth, and monitor changes in the flow of charged particles. Stevens was the godfather of HAARP, which he helped start two decades ago with annual earmarks slipped into the defense budget.

Scientists Warn of Ethical Battle Concerning Military Mind Control

Advances in neuroscience are closer than ever to becoming a reality, but scientists are warning the military - along with their peers - that with great power comes great responsibility. A future of brain-controlled tanks, automated attack drones and mind-reading interrogation techniques may arrive sooner than later, but advances in neuroscience that will usher in a new era of combat come with tough ethical implications for both the military and scientists responsible for the technology, according to one of the country's leading bioethicists. "Nobody knows where that technology is going" ... says Jonathan Moreno, author of Mind Wars: Brain Science and the Military in the 21st Century. "The goals of national security and the goals of science may conflict." Moreno says there is a fine line between using neuroscience devices to allow an injured person to regain baseline functions and enhancing someone's body to perform better than their natural body ever could. The Brookings Institution's Peter Singer writes in his book, Wired for War ... that "the Pentagon's real-world record with things like the aboveground testing of atomic bombs, Agent Orange, and Gulf War syndrome certainly doesn't inspire the greatest confidence." The staggering possibilities are further along than many think. There is already development on automated drones that are programmed to make their own decisions about who to kill. Other ideas that are closer-than-you-think to becoming a military reality: Tanks controlled from half a world away, memory erasures that could prevent PTSD, and "brain fingerprinting" that could be used to extract secrets from enemies. If terrorists ever target Fargo, N.D., the local police will be ready. In recent years, they have bought bomb-detection robots, digital communications equipment and Kevlar helmets, like those used by soldiers in foreign wars. For local siege situations requiring real firepower, police there can use a new $256,643 armored truck, complete with a rotating turret. Until that day, however, the menacing truck is mostly used for training runs and appearances at the annual Fargo picnic, where it’s been displayed near a children’s bounce house. Fargo, like thousands of other communities in every state, has been on a gear-buying spree with the aid of more than $34 billion in federal government grants since the Sept. 11, 2001, terrorist attacks on New York and the Pentagon. Protests Boost Sales and Fears of Sonic Blaster

Rather than batons or rubber bullets, some police departments have started using an intense beam of sound to manage protesters, but the annoying tone has drawn criticism from some who say it can cause permanent damage. More U.S. police and emergency-response agencies are using the so-called Long-Range Acoustic Devices ... for crowd control. The leading manufacturer, LRAD Corp. of San Diego, said the product was developed as a nonlethal option for military use. Some people who have been on the receiving end call the devices "sound cannons." A woman is suing the city of Pittsburgh claiming the piercing tone from a police blaster during the 2009 G-20 summit permanently damaged her hearing. There were reports that New York City police used the punishing tone on protesters. The devices were developed for the U.S. Navy. They have also been used to deter pirates from attacking cruise ships. The products range from a 15-pound, battery-operated, hand-held unit to a 320-pound device with a range of nearly 2 miles. Even the smallest unit, the LRAD 100X, emits as much as 137 decibels at 1 meter, which is louder than a jet takeoff at 100 meters.

The frequency of the 'attacks' - and the fact that recorded examples of the mental meltdowns have been popular on websites - has led to conspiracy theorists pointing the finger at shadowy government experiments. A popular theory being circulated online blames the U.S. Military’s supposed research into using microwaves as a mind control weapon. America has never admitted conducting such research but proponents say the effects - produced by microwave signals stimulating the brain with fake images and voices - exactly mimic those displayed in the recent on-air breakdowns. Serene Branson's garbled Grammys report became an internet sensation, while WISCTV's Sarah Carlson suffered a similar meltdown in January. Judith Sheindlin, the fast-talking judge on Judge Judy, was taken to hospital ... after she began speaking a nonsensical string of words during a live recording of her courtroom TV show.

Dimona tested the effectiveness of the Stuxnet computer worm, a destructive program that appears to have wiped out roughly a fifth of Iran’s nuclear centrifuges and helped delay, though not destroy, Tehran’s ability to make its first nuclear arms. The operations [at Dimona], as well as related efforts in the United States, are among the newest and strongest clues suggesting that the virus was designed as an American-Israeli project to sabotage the Iranian program. More birds fall from sky — this time in Louisiana

Some 500 dead and dying birds fell onto a Louisiana highway on Monday, just three days after a similar incident in Arkansas. The Louisiana Department of Wildlife and Fisheries [said] that necropsies on some birds indicated many "exhibited traumatic injuries." Two dozen of them had head, neck, beak or back injuries. In Arkansas, preliminary tests showed the blackbirds there, as many as 5,000, died after massive trauma. "The birds suffered from acute physical trauma leading to internal hemorrhage and death," the Arkansas Game and Fish Commission said in a statement. "There was no sign of chronic or infectious disease." The injuries were primarily in the breast tissue, with blood clotting and bleeding in the body cavities. Dr. George Badley, the state's top veterinarian, told NBC News that the birds died in midair, not on impact with the ground. That evidence, and the fact that the blackbirds fly in close flocks, suggests they suffered some massive midair collision, he added. That lends weight to conclusion that they were startled by something. The commission noted that "loud noises were reported shortly before the birds began to fall from the sky," adding that blackbirds seldom fly at night. The commission also is trying to determine what caused the deaths of up to 100,000 fish over a 20-mile stretch of the Arkansas River near a dam in Ozark , 125 miles west of Beebe. The fish were discovered on Dec. 30.

Note: Startling does not cause internal hemorrhage and massive trauma. The birds "suffered from acute physical trauma" and "died in midair."
