In a case that has horrified Americans way beyond the Bible Belt, Louis Lamonica ... and eight members the Hosanna Church are accused of being members of a Satanic paedophile ring who ritually raped up to 25 children, as well as performing animal sacrifices. Police say some of those charged - who include Lamonica's wife and a deputy sheriff - have already admitted devil worship inside the now defunct church. The discovery of badly rubbed-out pentagrams on the floor and eight boxes of hooded black costumes - allegedly used both in the abuse and in "morality tales" performed to prepare the young victims - bear out some of the claims. Lamonica himself astonished police by walking into a neighbouring sheriff's office a few weeks ago and confessing out of the blue that over five years he and other church members had sexually abused boys and girls aged between one and 16 and taught them to have sex with each other, as well as with a dog. Local police say his claims have been confirmed by some of the victims, of whom half a dozen have so far been interviewed, and by some of the fellow abusers, whose names Lamonica freely gave to police. Confidential letter reveals Ratzinger ordered bishops to keep allegations secret. Pope Benedict XVI faced claims last night he had 'obstructed justice' after it emerged he issued an order ensuring the church's investigations into child sex abuse claims be carried out in secret. The order was made in a confidential letter, obtained by The Observer, which was sent to every Catholic bishop in May 2001. It asserted the church's right to hold its inquiries behind closed doors and keep the evidence confidential for up to 10 years after the victims reached adulthood. The letter was signed by Cardinal Joseph Ratzinger, who was elected as John Paul II's successor last week. Lawyers acting for abuse victims claim it was designed to prevent the allegations from becoming public knowledge or being investigated by the police. They accuse Ratzinger of committing a 'clear obstruction of justice'. 'Cases of this kind are subject to the pontifical secret,' Ratzinger's letter concludes. A highly-organised paedophile ring involving Victorian police and former politicians had been operating in the state since the 1970s, anti-child abuse groups claimed today. Dr Reina Michaelson of The Child Sexual Abuse Prevention Program (CSAPP) and Bravehearts founder Hetty Johnston today said they had been told by child sex abuse victims that former Victorian elected politicians and police members were involved in child pornography and prostitution. Dr Michaelson said she was working with child sex abuse victims who said they had witnessed significant police corruption and protection of paedophilia rings. The allegations come in response to a damning report released by Victoria's Ombudsman George Brouwer yesterday into Victoria Police's botched handling of four cases of child sex abuse. Ms Michaelson and Ms Johnston today called for the confidential Ombudsman's report to be made public and for a royal commission into child sexual abuse and corruption. "When problems within Victoria Police are shown to have extended into the investigation of serious sex crimes against children, as has been revealed by the Ombudsman's investigation, it is time for the Victorian government to act," Dr Michaelson said.

The former chief internal watchdog at the FBI has pleaded guilty to sexually assaulting a 6-year-old girl and has admitted he had a history of molesting other children before he joined the bureau for what became a two-decade career. John H. Conditt Jr., 53, who retired in 2001, was sentenced last week ... to 12 years in prison after he admitted he molested the daughter of two FBI agents after he retired. He acknowledged molesting at least two other girls before he began his law enforcement career, his lawyer said. Conditt headed the internal affairs unit, which investigates agent wrongdoing, for the Office of Professional Responsibility at FBI headquarters in Washington from 1999 until June 2001, the FBI said. FBI officials said yesterday they had no information suggesting Conditt had any problems during his career and he was never the subject of an investigation. Assistant District Attorney Mitch Poe of Tarrant County, who prosecuted the case, said he wanted a longer prison sentence and was skeptical of Conditt's claim that his molestation of children subsided during his FBI career.

The trafficking rings reach back into the girls' hometowns, and local law enforcement is often complicit in the sex trade. Girls were shuttled in open cars between the Plainfield, N.J., stash house and other locations in northern New Jersey. Andrea named trading hubs at highway rest stops in Deming, N.M.; Kingman, Ariz.; Boulder City, Nev.; and Glendale, Calif. For decades, priests in this country abused children in parish after parish while their superiors covered it all up. Now it turns out the orders for this cover up were written in Rome at the highest levels of the Vatican. [A] confidential Vatican document, obtained by CBS News, lays out a church policy that calls for absolute secrecy when it comes to sexual abuse by priests – anyone who speaks out could be thrown out of the church. The policy was written in 1962 by Cardinal Alfredo Ottaviani. The document, once "stored in the secret archives" of the Vatican, focuses on crimes initiated as part of the confessional relationship. Bishops are instructed to pursue these cases "in the most secretive way ... restrained by a perpetual silence ... and everyone (including the alleged victim) ... is to observe the strictest secret, which is commonly regarded as a secret of the Holy Office ... under the penalty of excommunication." Larry Drivon, a lawyer who represents alleged victims, said, “This document is significant because it's a blueprint for deception. It's an instruction manual on how to deceive and how to protect pedophiles ... and exactly how to avoid the truth coming out." Richard Sipe, a former priest who has written about sex abuse and secrecy in the church, said the document sends a chilling message. “You keep it secret at all costs,” Sipe said. “It's happened in every diocese in this country.” According to church records, the document was a bedrock of Catholic sex abuse policy until America's bishops met last summer and drafted new policies to address the crisis in the church.

Fifty police officers across Britain have been arrested as part of a crackdown on suspected paedophiles who pay to access child pornography websites, detectives revealed today. The officers were among 1,300 people arrested on suspicion of accessing or downloading indecent images of children - some as young as five - from US-based Internet sites. Thirty-four men were arrested in London this morning as part of the investigation - codenamed Operation Ore - following raids on 45 addresses across the capital. In addition, 40 children nationwide - 28 of them in London - had been identified as being at risk of being abused and appropriate steps had been taken with other agencies to ensure that all the youngsters were safe. Before today's arrests, the Metropolitan Police had executed 75 warrants across the capital with 65 arrests and more than 130 computers seized. The Met's Deputy Assistant Commissioner, Carole Howlett, said today's raids represented the single largest operation of its kind mounted so far by the force. Operation Ore is the UK wing of a huge FBI operation which traced 250,000 paedophiles worldwide last year through credit card details used to pay for downloading child porn. The names of British suspects were passed on by US investigators.

A British tribunal has ruled that a former member of the UN police force in Bosnia was unfairly fired after she reported to her superiors that colleagues in the police force used women and children as sex slaves in connivance with Balkan traffickers. It was at least the third scandal this year involving international aid workers and vulnerable local populations. The UN officially has not commented on the latest case, in which the whistleblower, Kathryn Bolkovac, an American citizen living in the Netherlands, charged she was fired in 2000 for sending e-mails to her employer, the U.S. recruitment agency DynCorp, stating that other UN police officers from several countries were linked with prostitution rings. Bolkovac was posted to Sarajevo in 1999 to investigate sex trafficking but soon began filing reports that UN officials and international aid workers themselves were involved in it. She said UN workers frequented bars where girls as young as 15 were forced to dance naked on tables and engage in sexual acts with clients. UN peacekeepers stood by while girls who refused to take part in sex acts were beaten and raped by pimps. One police officer paid $1,000 for a girl he kept captive in his apartment. Earlier this year, a joint report by Save the Children and the Office of the UN High Commissioner for Refugees said that about 70 workers from aid organizations and UN agencies were suspected of extorting sexual favors from children and young women among refugees in Guinea, Sierra Leone and Liberia in exchange for food.

Anguish over the abduction and death of girls as young as eight at the hands of a convicted sex offender, Marc Dutroux, together with persistent allegations of official cover-ups, has been revived by an announcement that [Jacques Langlois], the chief investigating magistrate in the case, wants to reopen medical evidence of sexual assault on the children. And, in further disclosures ... a book by [Marc Verwilghen], the highly respected chairman of a parliamentary inquiry into the case, claims that his commission's findings were muzzled by political and judicial leaders to prevent details emerging of complicity in the crimes. In August 1996, [the children's] bodies were found buried in Mr Dutroux's back garden in Charleroi. They had disappeared 14 months before, and had apparently starved to death, locked in a cell in Mr Dutroux's basement. The bodies of two teenage girls were also found buried in the garden, with that of Bernard Weinstein, an associate with whom he had fallen out. Two other teenage girls were found alive in the basement cell after the police, who had previously searched the property three times without noticing it, finally broke into the house. Although there is plenty of evidence that Mr Dutroux kidnapped the children ... Mr Langlois now apparently wants to establish whether he [or anyone else] also sexually assaulted them. One of the rescued girls, Sabine Dardenne, 12, who was locked up in the cell for three months, told police of being taken to a 'beautiful white house' by Mr Dutroux and being sexually assaulted.

Tens of thousands of Belgians gathered in the heart of Brussels today, waving white balloons and white flowers in a popular outpouring of anger and frustration over a widening child sex scandal. The "White March," as it was called by organizers, was one of the largest in the country's recent history, drawing some 275,000 Belgians. It capped a week of spontaneous protests that erupted after Belgium's highest court removed a magistrate widely seen as a hero in the scandal, Jean-Marc Connerotte, from investigations into a pedophile and child pornography ring. So far, 13 people have been charged in the case, which involves the kidnapping, sexual abuse and killing of several children, with at least seven young girls still missing. The court ruled that Mr. Connerotte had compromised his impartiality by accepting a free dinner at a fund-raiser for the parents of missing children. The dismissal also followed press reports that Mr. Connerotte was on the verge of disclosing the names of senior government officials who had been recognized on confiscated videotapes, and during allegations of a high-level cover-up. The march was intended not only as a protest ... but also as an expression of sympathy with the victims of a gang reportedly led by a convicted child rapist, Marc Dutroux, one of the 13 charged. In early February 1987, an anonymous tipster in Tallahassee, Fla., made a phone call to police. Two "well-dressed men" seemed to be "supervising" six disheveled and hungry children in a local park, the caller said. The cops went after the case like bloodhounds - at least at first. The two men were identified as members of the Finders. They were charged with child abuse in Florida. In Washington, D.C., police and U.S. Customs Service agents raided a duplex apartment building and a warehouse connected to the group. One of the reports in the file ... is an account by [a] victim who described parties at various places, including Omaha and cities to which she was flown on the East Coast ... including one in which the ... teen-ager was made to stand nude at a party while she was offered at auction to the highest bidder. "I don't know if they can prove it," the source said, "but if one-tenth of what that girl is saying is true, I'd sure hate to have her talking about me." The foster care agency's submission of the file is among the latest developments in a case that began surfacing Nov. 4, when the Government's National Credit Union Administration shut down the Franklin Community Federal Credit Union in Omaha. The agency ... subsequently filed suit against Lawrence E. King Jr., Franklin Community's manager and treasurer, charging him with diverting millions of dollars of the institution's money to his own purposes. In all, the agency says, Franklin Community is missing $38 million. Mr. King has not been accused of personally engaging in child sexual abuse. But a number of widening Federal and state investigations into the credit union's collapse are aimed in part at determining whether any of the money he is accused of embezzling was ever used to transport children or to pay them for sex.

The Army announced it is closing and demolishing a child-care center at its base at the Presidio after allegations that as many as 60 youngsters were sexually abused there. Gary Willard Hambright, 34 years old, a former worker at the center and a former Southern Baptist minister, has been charged with abusing 10 boys and girls there. He worked at the center as a civilian employee for 18 months. A Federal grand jury in San Francisco spent 10 months investigating abuse allegations surrounding the Presidio center, and almost 100 children were examined for physical or psychological signs of sexual abuse. At least four children were discovered to have chlamydia, a sexually transmitted disease. An assistant United States attorney, Peter Robinson, said Mr. Hambright was charged with molesting only 10 children because other victims were so young they would not be allowed to testify in court. More than 70 children had been interviewed by Army therapists as potential abuse victims. Parents have said as many as 60 children were molested at the center. A 16-member Army review team recently inspected the Presidio center as part of an investigation of the almost 300 child-care centers run by the Army, which care for an estimated 94,000 youngsters daily. Allegations of sexual abuse have surfaced at more than 10 percent of those centers since 1984. Among them are the centers at Fort Dix in New Jersey and the United States Military Academy at West Point.
