President Donald Trump has vetoed legislation that limited a president’s ability to wage war against Iran without the approval of Congress. Mr Trump said that he vetoed the Iran war powers resolution because it was “insulting” to the presidency. Congress passed the Iran war powers resolution in the aftermath of the US killing of Iranian general Qassem Soleimani, amid widespread concerns about tensions between the US and Iran. At the time, the resolution – which was introduced to Congress by Democratic Senator Tim Kaine – showed bipartisan support for reigning-in president Trump’s war-making powers. “The resolution implies that the President’s constitutional authority to use military force is limited to defense of the United States and its forces against imminent attack. That is incorrect,” Trump said. “We live in a hostile world of evolving threats, and the Constitution recognizes that the President must be able to anticipate our adversaries’ next moves and take swift and decisive action in response. That’s what I did!” Congress is not expected to override the president’s veto during a vote on Thursday, as Republicans hold a 53-to 47-seat majority in the US senate. Mr Kaine on Wednesday called on senators to vote with him to override the veto, saying on Twitter: “I urge my colleagues to join me in voting to override his veto—Congress must vote before sending our troops into harm’s way.” The resolution was passed by the House of Representatives in March and the Senate in April.

If actions speak louder than words, then President Donald Trump's granting of pardons Tuesday was deafening. The list of 11 lucky Americans granted clemency read like a who's who of the rich and the famous — former Illinois Gov. Rod Blagojevich, former San Francisco 49ers owner Eddie DeBartolo Jr., Wall Street financier Michael Milken and former New York City police Commissioner Bernard Kerik among them. Many of the offenders who received pardons or commutations of their sentences were convicted of crimes relating to fraud and corruption. The message Trump is sending seems loud and clear: Fraud and corruption are not serious crimes. And as such, these types of white-collar crimes can be ignored. Predators of all types — from criminals who engage in fraud to those who commit sexual exploitation — often groom their victims for action they want to take in the future. Trump may be using his pardon power in the same way. By inuring the public to the harm of fraud and corruption, the president can convince his base of supporters that these are not serious crimes. Clearly, Trump is using pardons to undermine public faith in the government and the criminal justice system. If, at some point, he does decide to pardon [Roger] Stone and other allies, such as former campaign chairman Paul Manafort or former national security adviser Michael Flynn, the outrage will have been defused.

‘The Report’ and the Untold Story of a Senate-C.I.A. Conflict

Clapper Jr., the director of national intelligence, told members of the Senate Intelligence Committee during a conference call in December 2014, citing a classified assessment. This episode is omitted from a new film treatment of the labyrinthine saga involving the Senate report — making a rare case of real life sometimes being more dramatic than the Hollywood portrayal. But the film, “The Report” ... is the first effort at a popular recounting of the tumultuous events surrounding the congressional investigation into the C.I.A. program and the inquiry’s conclusions, which found that the agency’s brutal interrogation methods — sometimes including torture — produced little or no intelligence of value. The senators believed that the intelligence assessment Clapper was quoting flagrantly distorted what the Senate report had said, predicting dire consequences from the release of information that wasn’t even in the report. The progressive Brennan Center for Justice is out with an alarming new report documenting the widespread use of voting roll purges. The center found: “Using data released by the federal Election Assistance Commission (EAC) in June, a new Brennan Center analysis has found that between 2016 and 2018, counties with a history of voter discrimination have continued purging people from the rolls at much higher rates than other counties.” The numbers are startling. “At least 17 million voters were purged nationwide between 2016 and 2018, similar to the number we saw between 2014 and 2016, but considerably higher than we saw between 2006 and 2008.” Moreover, the purged voters come disproportionately from jurisdictions that, because of their history of voter discrimination, were previously required to preclear electoral law changes with the Justice Department. That requirement has been on hold since the Supreme Court struck down part of the Voting Rights Act in 2013. This isn’t merely about partisan advantage. The artificial reduction in the electorate with an eye toward boosting the percentage of white, Republican voters strikes at the heart of our democracy. The Voting Rights Act, before it was hobbled by the court, allowed millions of African Americans to vote for the first time, changing the composition of federal and state offices and changing legislative outcomes. Unless and until we expand the electorate (e.g., with voting by mail, automatic or same-day registration), we are undercutting our democracy.

Generative AI is learning to spy for the US military

2,500 US service members from the 15th Marine Expeditionary Unit [tested] a leading AI tool the Pentagon has been funding. The generative AI tools they used were built by the defense-tech company Vannevar Labs, which in November was granted a production contract worth up to $99 million by the Pentagon's startup-oriented Defense Innovation Unit. The company, founded in 2019 by veterans of the CIA and US intelligence community, joins the likes of Palantir, Anduril, and Scale AI as a major beneficiary of the US military's embrace of artificial intelligence. In December, the Pentagon said it will spend $100 million in the next two years on pilots specifically for generative AI applications. In addition to Vannevar, it's also turning to Microsoft and Palantir, which are working together on AI models that would make use of classified data. People outside the Pentagon are warning about the potential risks of this plan, including Heidy Khlaaf ... at the AI Now Institute. She says this rush to incorporate generative AI into military decision-making ignores more foundational flaws of the technology: "We're already aware of how LLMs are highly inaccurate, especially in the context of safety-critical applications that require precision." Khlaaf adds that even if humans are "double-checking" the work of AI, there's little reason to think they're capable of catching every mistake. ICE Wastes $16M on Guantanamo Bay Operation as All Migrants Returned to US

In January, President Donald Trump announced plans to detain up to 30,000 immigrants suspected of being in the U.S. illegally at Guantanamo Bay ahead of deportation as part of his hard-line crackdown. Trump said he was signing an executive order "to instruct the departments of Defense and Homeland Security to begin preparing the 30,000-person migrant facility at Guantanamo Bay." 41 migrants were at the Guantánamo Bay base awaiting deportation, nearly evenly divided between low and high threat levels. All have since been flown to Alexandria, Louisiana, on non-military aircraft on Tuesday and Wednesday, where they are being held at a U.S. Immigration and Customs Enforcement (ICE) processing facility, according to a U.S. official who spoke to ABC News. California Democrat Rep. Sara Jacobs toured the facilities on Friday as part of a bipartisan delegation from the House Armed Services Committee. Jacobs told ABC News that officials at Guantanamo Bay said it cost $16 million to stand up the migrant camp, noting that each tent allegedly cost $3.1 million to construct, despite not being up to DHS standards. U.S. officials told ABC News the tents did not comply with ICE's requirements for migrant detention, including provisions for air-conditioning and other amenities. Some of the hundreds of U.S. troops sent to Guantánamo Bay to prepare the base for housing migrants may be reassigned to assist with the southern border mission in another capacity.

The U.S. defense budget is approaching $1 trillion. About half is going to defense contractors, who have a history of overcharging the Pentagon and fleecing American taxpayers. Raytheon recently agreed to pay $950 million to resolve investigations concerning defective pricing, foreign bribery and export control schemes. I look forward to working with the Department of Government Efficiency (DOGE) to reduce waste and fraud at the Pentagon. Consolidation in the defense industry has allowed companies to drive up prices. The price of stinger missiles has increased from $25,000 in 1991 to $480,000 today. One reason is that Raytheon became the sole supplier and can drive up costs. We should make defense contracting more competitive, helping small and medium-sized businesses to compete for Defense Department projects. We can do this by reducing massive sole-source contracts that only specific large companies can fulfill, breaking up major acquisitions into smaller programs, and improving funding and administrative support to help companies cross the "valley of death" between research and product commercialization. The Defense Department also needs better acquisition oversight. Defense contractors have gotten away with overcharging the Pentagon and ripping off taxpayers for too long. DOGE should provide recommendations for systems to better manage government spending and acquisition.

Democratic strategists have spent millions of dollars to aid extremists. In the current election cycle ... Democrats across the country spent millions of dollars to boost the candidacies of right-wing Maga candidates in the Republican primaries, on the theory that those extremists would be easier to defeat in the general election. The Washington Post found that Democrats had spent close to $20m in eight states on ads meant to elevate the profile of far-right candidates and election deniers running for governorships and for Congress. A number of those candidates, like the maniacal Christian zealots Doug Mastriano in Pennsylvania and Darren Bailey in Illinois, did in fact win their primaries, setting up, in theory, easier races for the Democrats in those states to win, because, in theory, swing voters prefer not to vote for lunatics. It is not hard to see why it is dumb to dedicate resources to making Maga Republicans more visible and viable within their own party. You are promoting an awful ideology in hopes of winning votes – but in the long run, politics is a battle of ideology. The votes follow the ideology. The consultants are fighting on the wrong battleground, and no matter how many polls they have, they are not clever enough to predict the chaotic long-run effects of fueling a movement that is the opposite of the movement we should be trying to build. Spending money to try to dupe hapless Republican voters into backing the goofiest fascist is not just stupid; it goes against justice.

Top of the schedule is the blandly terrifying item "Global Realignments", followed by "Nato Challenges", the biggest of which is obviously Ukraine. To be sure, the Washington conference is a high-level council of war, headlined by the secretary general of Nato, Bilderberg veteran Jens Stoltenberg. He's joined at the luxurious Mandarin Oriental hotel by the Ukrainian ambassador to the US, Oksana Markarova, and the CEO of Naftogaz, the state-owned Ukrainian oil and gas company. Many consider it an older, less flashy Davos, staged annually by the World Economic Fund. The two events have a good bit in common. Klaus Schwab, the grisly head of Davos, is a former member of Bilderberg's steering committee. Formed in the mid-1950s as a joint project of British and US intelligence, the conference has kept its cards so close to its chest that the world's press has given up trying to get a glimpse of them.

The working group was created with the purpose of helping to develop strategies to combat disinformation while, DHS said, remaining committed to protecting Americans' freedom of speech and other rights. Republicans were quick to claim [that] the board would result in censorship, criticizing what they considered an unclear mission as well as Jankowicz as its leader. DHS says it is conducting a review and assessment on how to continue their work on combating disinformation which will last 75 days. During this time, they said the board will not operate. DHS initially decided they would shut down the board on Monday, but by Tuesday they decided the board's work would be paused. "It is deeply disappointing that mischaracterizations of the Board became a distraction from the Department's vital work, and indeed, along with recent events globally and nationally, embodies why it is necessary," Jankowicz said in a statement announcing her resignation.

"It's an awful idea, and you ought to disband it," Sen. Mitt Romney, Republican of Utah, told Homeland Security Secretary Alejandro Mayorkas at a Senate hearing. The new board is intended to standardize the department's efforts to respond to disinformation that could be connected with violent threats to the U.S. So, if an agency under DHS – like Federal Emergency Management Agency (FEMA), U.S. Customs and Border Protection (CBP) or Cybersecurity and Information Security Agency (CISA) – identifies disinformation under its purview, it's the new disinformation board that would come up with the best practices for any DHS agency handling the disinformation. "There has been a lot of misinformation about your department's work to combat misinformation," said Senator Chris Murphy, chairman of the Senate Appropriations Committee's Homeland Security panel, told Mayorkas. "This is not the truth police," Mayorkas declared to the Senate panel ... responding to accusations of censorship. DHS selected author and disinformation expert Nina Jankowicz to lead the board. The former Fulbright-Clinton Public Policy Fellow previously oversaw programs for Russia and Belarus for the National Democratic Institute.

We're pro-vaccine but can't support California lawmaker's school COVID vaccine mandate

Two weeks ago, state Sen. Richard Pan introduced a new bill which would require all children K-12 to be vaccinated against COVID-19 in order to attend school in person after Jan. 1, 2023. Unvaccinated children would be forced into remote learning. Pan said, "We need to make sure schools are safe so that all parents are comfortable sending their children to school." Every parent wants safe schools. But our children deserve medical care driven by facts, not politics. As physician epidemiologists, we have analyzed the data and found that this mandate is not supported by the scientific evidence – which is why no European countries or other U.S. states have implemented their own. California already has a mandate for children over 12, which will be triggered once the vaccines receive full approval. Pan's bill would go much further, requiring every child in K-12 to be vaccinated while the shots are still under emergency use authorization. Excluding unvaccinated children from in-person learning would come at an enormous cost, at a time when they should be catching up on critical academic and social experiences. In December, when the Los Angeles Unified School District tried to implement a K-12 COVID-19 vaccine mandate, they found that 30,000 students ages 12 and older hadn't met the mandate requirements. If we extrapolate those numbers to the entire state, and take into account lower vaccination rates among children ages 5-11, over a million California children could be forced into remote learning.

Over the past two years, as the Federal Reserve fought to rescue the economy from the clutches of the coronavirus, the central bank's emergency remedies increased the nation's money supply by an astonishing 40 percent That was almost four times as much new money as had been created during the two years that preceded the pandemic. To some Fed critics, [that] explains why the United States is experiencing its highest inflation since 1982. All that money chasing after limited supplies of goods such as cars, computers and furniture is inevitably bidding up prices, they say. The Fed agreed with that view the last time the United States had a serious inflation problem. In 1979, then-Fed Chair Paul Volcker clapped a lid on the money supply and drove inflation from a peak of 14.8 percent to 2.5 percent three years later, at the cost of two punishing recessions. But the current Fed chair, Jerome H. Powell, has dismissed claims that the Fed's money-printing is fueling today's price spiral. Like his most recent predecessors, dating to Alan Greenspan, Powell says that financial innovations mean there no longer is a link between the amount of money circulating in the economy and rising prices. The Fed's broadest measure of the money supply, called M2, is more than $21.6 trillion today, up from $15.5 trillion in February 2020.

Here in California, our children continue to navigate the most restrictive policies in the country, in many cases not even allowing them to remove their masks while outdoors at school. There are now calls ... to exchange their cloth masks for thicker, larger and tighter N95/KN95 masks. The World Health Organization does not recommend the routine masking of young children at all, let alone the proposition that tight-fitting respirators should be donned by children for multiple hours a day. Yet we have come to view this as appropriate and necessary in California, despite our high levels of protection from serious COVID-19 illness given widespread vaccine uptake. Our government leaders made an implicit promise that the vaccination of adults and children would be the conduit by which our society would return to pre-pandemic freedoms. Despite a highly successful vaccination campaign in the Bay Area, most COVID-19 restrictions have remained in place for two years and counting. And despite widespread access to vaccines, we continue to prioritize the prevention of COVID-19 transmission, even in the absence of severe illness, above most other health considerations. Last week, we began an online petition asking California officials to immediately shift our public dialogue toward defining a path for removing all remaining COVID-19 restrictions in public schools. Despite the pushback we have received, normalizing our school environment is not a radical concept.

Stephen Semler, co-founder of the Security Policy Reform Institute, found that "from fiscal year (FY) 2002 to FY2021, 55% of all Pentagon spending went to private sector military contractors." "Military spending involves a massive redistribution of wealth from the public to private sector," wrote Semler. "There are over 700 lobbyists representing for-profit military contractors in D.C., and this redistribution of wealth is why they're there." In a Jacobin essay ... Semler argued that Biden is doubling down on the "New Cold War" framework embraced by former President Donald Trump, whose administration claimed that the best way for the U.S. to prevent an armed confrontation with China and Russia "is to be prepared to win one." "Biden's budget allocates nearly $40 billion more than the Trump administration, $170 billion more than Obama's last budget, and 5% more than he campaigned on. Less than 8% of the funding Biden sought for his domestic agenda has come through," [Semler said]. "Adjusted on a per-year average," Semler added, "Biden has only delivered $55 billion of the $700 billion he promised for human and physical infrastructure."

EPA Officials Exposed Whistleblowers Three Minutes After Receiving Confidential Complaint

Within minutes of receiving a complaint from four Environmental Protection Agency whistleblowers in late June, an agency official shared the document with six EPA staffers, including at least one who was named in it, according to records obtained through the Freedom of Information Act. The records – more than 1,000 pages of internal emails – also show that within 24 hours EPA officials sent the whistleblowers' complaint to other staff members who had been named in it. Two days later, the named employees met to discuss it. The scientists' disclosure laid out allegations of corruption within the EPA's New Chemicals Division and provided detailed evidence that managers and high-level agency officials had deliberately tampered with numerous chemical assessments, sometimes deleting hazards from them and altering their conclusions. The four scientists who worked in the division decided to speak up about the behavior they had witnessed because they feared it could have public health consequences. And they hoped that by carefully documenting and making public their allegations they would spark a thorough investigation and bring an end to the problems. While the sharing of the disclosure widely within the agency was not a violation of law, several experts in the handling of whistleblower complaints said it was troubling. "Sending it around to everybody who's mentioned in it, that's insane," said Adam Arnold ... at the Government Accountability Project.

Arizona becomes first state to sue Biden administration over COVID-19 vaccine mandates

Arizona's attorney general filed a lawsuit Tuesday that seeks to invalidate President Biden's latest COVID-19 vaccine requirements for federal workers and large companies, becoming the first state to mount a legal challenge to the administration's newest rules. In a 14-page complaint filed with a federal district court in Arizona, Attorney General Mark Brnovich argued Mr. Biden's new vaccine requirements unconstitutionally discriminate against U.S. citizens because undocumented immigrants apprehended by federal law enforcement are not subject to a federal vaccination requirement. The attorney general said [the policies] are an "egregious" violation of the Constitution's Equal Protection Clause. "Unauthorized aliens will not be subject to any vaccination requirements ... while roughly a hundred million U.S. citizens will be subject to unprecedented vaccination requirements," the state told the court. Brnovich ... is asking the court to declare the new vaccination policies unconstitutional and block the Biden administration from imposing COVD-19 vaccine mandates on U.S. citizens or legal residents that differ from those applied to undocumented migrants. Mr. Biden announced last week his new vaccination requirements. In addition to signing executive orders requiring all executive branch federal workers and contractors to be vaccinated, the president also said the Department of Labor would be developing an emergency rule to require all employers with at least 100 employees to mandate their workforce be fully vaccinated.

How Myanmar's military terrorized its people with weapons of war

When Myanmar's military seized power in a Feb. 1 coup, millions across the country took to the streets in protest. The Myanmar military responded with weapons of war and brutal, premeditated counterinsurgency tactics against demonstrators. U.N. officials and human rights groups say these acts must be investigated as crimes against humanity. Noise from the nearby pagoda roused Aung and his family before dawn on April 9. He saw dozens of soldiers shouting and cursing as they streamed onto trucks, rifles slung across their chests. By the end of that day, the Myanmar military, known as the Tatmadaw, and police officers had killed at least 82 people, according to groups tracking protest deaths – making it the deadliest single crackdown since the military seized power. A Washington Post investigation of that day's events reveals the use of counterinsurgency tactics, specialized military units and military-grade weaponry against civilian protesters – resulting in a high number of casualties. "It is very systematic [and] the pattern of violence is very, very clear," said Tom Andrews, the United Nations' special rapporteur for Myanmar. "These are crimes against humanity," he said, noting especially the premeditation before the attacks in Bago. Zaya, a front-line protester ... said he and others there heard the sounds of heavy weaponry. [A] wall, which withstood gunfire for hours, began to shake and collapse. Soldiers then rushed forward ... shooting indiscriminately. "They were killed like goats in a slaughterhouse," he said.
