The Trump administration, after heavy lobbying by the chemical industry, is scaling back the way the federal government determines health and safety risks associated with the most dangerous chemicals on the market, documents from the Environmental Protection Agency show. Under a law passed by Congress during the final year of the Obama administration, the E.P.A. was required for the first time to evaluate hundreds of potentially toxic chemicals and determine if they should face new restrictions. In recent weeks, the Trump administration has stepped up its efforts at "regime change" in Venezuela. High-level sources from inside the administration have stated that Florida Sen. Marco Rubio is determining U.S. policy toward Venezuela. Rubio ... does not seem interested in an electoral or negotiated solution to Venezuela's political crisis. Last week, the existence of a draft Department of Homeland Security (DHS) report came to light, which calls for long-term surveillance of Sunni Muslim immigrants. President Trump reserved a few minutes of his State of the Union address to praise his tax reform law, which turned a year old last month. Mr. Trump ... promised Americans that drastically lowered corporate tax rates would bring home large sums of capital that had been stashed overseas and finance a surge of domestic investment. I was captured when I was in my 20s and brought to Guantanamo Bay in 2004, after more than two years in secret prisons. I have been imprisoned here without charges since then. I am now 43. Even if I were cleared, it would not matter. There are men here who have been cleared for years who are sitting in prison next to me. Detainees here, all Muslim, have never had rights equal to other human beings. Even when we first won the right to challenge our detention, in the end, it became meaningless. But this week, I am joining a group of detainees here, all of us who have been held without charges for years, to try again to ask the courts for protection.

Tasers have been misused or linked to accusations of torture or corporal punishment in U.S. prisons and jails. Reuters identified 104 deaths involving Tasers behind bars, nearly all since 2000 – 10 percent of a larger universe of more than 1,000 fatal law enforcement encounters in which the weapons were used. Of the 104 inmates who died, just two were armed. A third were in handcuffs or other restraints when stunned. In more than two-thirds of the 70 cases in which Reuters was able to gather full details, the inmate already was immobilized when shocked. Tasers have “high potential for abuse” behind bars, said U.S. Justice Department consultant Steve Martin, a former general counsel for the Texas Department of Corrections who has inspected more than 500 U.S. prisons and jails. “When you inflict pain, serious pain, for the singular purpose of inflicting pain ... it meets the definition of the legal standard of excessive force, but it’s also torturous.” San Bernardino County paid $2.8 million this year to nearly 40 current and former inmates to settle a series of lawsuits that included allegations Tasers were regularly used for torture at the county’s West Valley Detention Center. Mike Beck, a National Security Agency counterintelligence officer, could always bang out 60 words a minute. But in early 2006, Beck struggled to move his fingers at their usual typing speed. Soon after, a brain scan showed why: Beck had Parkinson's disease, the second-most-common neurodegenerative disorder in the United States. He was only 46 - unusually young for Parkinson's. No one in his family had ever had it. Then, in an unsettling coincidence, he learned that an NSA colleague — a man he'd spent a pivotal week in 1996 with in a hostile country — had also just been diagnosed with Parkinson's. Eventually, Beck read a classified intelligence report that convinced him that he and his co-worker on the trip were likely the victims of a covert attack that led to their illnesses - and that has prompted a highly unusual workers' compensation claim. Beck believes that while he and his colleague were sleeping in their hotel rooms, the hostile country, which he cannot name for security reasons, deployed a high-powered microwave weapon against them, damaging their nervous systems. For the last four years, Beck, 57, has been trying to persuade the Labor Department to award him 75 percent of his salary, or about $110,000 a year. But the Labor Department won't approve Beck's request without solid evidence that he was targeted. In Beck's case — short of obtaining proof from the hostile nation's spy service — he'd need the endorsement of the NSA, which has refused to provide it.

FBI agents are devoting substantial resources to a multistate hunt for two baby piglets that the bureau believes are named Lucy and Ethel. The two piglets were removed over the summer from the Circle Four Farm in Utah by animal rights activists who had entered the Smithfield Foods-owned factory farm to film the brutal, torturous conditions in which the pigs are bred. The rescue of these two particular piglets has literally become a federal case - by all appearances, a matter of great importance to the Department of Justice. On the last day of August, a six-car armada of FBI agents in bulletproof vests ... descended upon two small shelters for abandoned farm animals. Subsequent events confirmed that this show of FBI force was designed to intimidate the sanctuaries, which played no role in the rescue. Obviously, the FBI and Smithfield - the nations largest industrial farm corporation - dont really care about the missing piglets. What they care about is the efficacy of a political campaign intent on showing the public how animals are abused at factory farms, and they are determined to intimidate those responsible. Deterring such campaigns ... is, manifestly, the only goal here. What made this piglet rescue particularly intolerable was an article that appeared in the New York Times days after the rescue, which touted the use of virtual reality technology by animal rights activists to allow the public to immerse in the full experience of seeing what takes place in these companies farms.

An international rights group says Egyptian President Abdel-Fattah el-Sissi has given a “green light” to systematic torture inside detention facilities.” Human Rights Watch says el-Sissi, a U.S. ally who was warmly received at the White House earlier this year ... “has effectively given police and National Security officers a green light to use torture whenever they please,” said Joe Stork, deputy Middle East director at the New York-based group. Allowing Americans to purchase lower-priced medicines from other countries would save the federal government alone more than $6 billion, according to a new analysis from the Congressional Budget Office. Under existing law, drugmakers are permitted to produce pharmaceuticals abroad and then import them into the United States, where ... they charge Americans the highest prices for medicines in the world. However, while drugmakers themselves are allowed to import medicines, current law prohibits U.S. consumers and pharmaceutical wholesalers from doing so, even when the same medicines are sold at much lower prices abroad. In August 2012, [the US] unilaterally changed the terms of the bailout of Fannie Mae and Freddie Mac. The government originally insisted on a 10 percent annual dividend in exchange for what ultimately became a $187 billion rescue. In 2012, the government quietly changed that 10 percent deal to one in which the state simply seized all profits. The press paid almost no attention to this event, [even though] it was one of the most important decisions of the bailout era. Fannie Mae and Freddie Mac were two of the biggest companies on earth, and held about $5 trillion in mortgage debt. They had gone bust during the crash years. But by the summer of 2012 ... they were about to start making [enormous piles of] money again. The government has always insisted it didn't know this. Officials have insisted that they needed 100 percent of Fannie and Freddie's profits because ... Fannie and Freddie would otherwise be unable to pay back what they owed. But documents just released in a court case show that the government privately believed just the opposite before it made its historic decision. [One key document] concluded that the government would end up getting more through the "revenue sweep" than it would ... if "the 10% [dividend] was still in effect." Later this year - unless President Trump intervenes - the American people will get access to the last of thousands of secret government files about a turning point in the nation’s history: the 1963 assassination of President John F. Kennedy. The National Archives this week released several hundred of the documents, which come from CIA and FBI files. JFK researchers are scrambling to see whether they contain any new clues about the president’s murder. But many more documents remain under seal, awaiting release by this October, the 25-year deadline set by the 1992 Kennedy Assassination Records Collection Act. The law gives only one person - the president - the ability to stop the release from happening. He can act only if he certifies in writing that the documents would somehow endanger national security. About 3,150 ... documents remain totally under seal, along with tens of thousands of pages that have been only partially unsealed because intelligence and law-enforcement agencies opposed their release in the 1990s. Those are the documents that Trump could try to keep secret. And sadly, he appears to be under pressure to do so. Congressional and other government officials have warned us in confidence in recent weeks that at least two federal agencies will make formal appeals to the White House to block the release of some of the files. House Republicans have stripped from a Defense Department spending bill Rep. Barbara Lee's amendment to reconsider the authority the president has to wage war. The House Appropriations Committee unexpectedly opened the door last month to ending the authorization approved by Congress in 2001 when Lee's amendment was added to a Defense Department measure after 16 years of attempts. Congress would have had 240 days to debate a new authorization. At the end of that time, the 2001 authorization would have been repealed. The version of the Defense Department bill approved by the House Rules Committee overnight removes Lee's amendment and replaces it with an amendment ... that gives the White House 30 days to tell Congress its strategy for defeating Al Qaeda and Islamic State. The Rules Committee decides what debate on a bill will look like on the House floor. “Stripping my bipartisan amendment to repeal the 2001 AUMF – in the dead of night, without a vote – may be a new low," Lee said in a statement. Lee ... was the only member of Congress to object in September 2001 to the Authorization for the Use of Military Force, a resolution in response to the terrorist attacks that paved the way for the war in Afghanistan. The resolution has since been used by President George W. Secretary of State Rex Tillerson is closing a decades-old office in the State Department that has helped seek justice for victims of war crimes. The Office of Global Criminal Justice advises the secretary of state on issues surrounding war crimes and genocide, and helps form policy to address such atrocities. It was established ... in 1997. The office has supported the work of criminal courts in countries including Rwanda, the former Yugoslavia, Cambodia and the Central African Republic, and has pushed for greater U.S. support of the International Criminal Court (ICC) in The Hague. But a widely publicized new memoir about Americas covert drone war fails to mention the outflow increases, as one internal Air Force memo calls it. Drone Warrior: An Elite Soldiers Inside Account of the Hunt for Americas Most Dangerous Enemies chronicles the nearly 10 years that Brett Velicovich, a former special operations member, spent using drones to help special forces find and track terrorists. Conveniently, it also puts a hard sell on a program whose ranks the military is struggling to keep full. The book is, at best, a tale of hyper-masculine bravado and, at worst, a piece of military propaganda designed to ease doubts about the drone program and increase recruitment. Velicovich exaggerates the accuracy of the technology, neglecting to mention how often it fails or that such failures have killed an untold number of civilians. For instance, the CIA killed 76 children and 29 adults in its attempts to take out Ayman al Zawahiri, the leader of Al Qaeda, who reportedly is still alive. The film rights to Drone Warrior were bought over a year ago, with much fanfare, by Paramount Pictures. This development is predictable. Fifteen years after he helped devise the brutal interrogation techniques used on terrorism suspects in secret C.I.A. prisons, John Bruce Jessen, a former military psychologist, expressed ambivalence about the program. He described himself and a fellow military psychologist, James Mitchell, as reluctant participants in using the techniques, some of which are widely viewed as torture. The two psychologists ... are defendants in the only lawsuit that may hold participants accountable for causing harm. Revelations about the C.I.A. practices ... led to an eventual ban on the techniques and a prohibition by the American Psychological Association against members’ participation in national security interrogations. The two psychologists argue that the C.I.A., for which they were contractors, controlled the program. But it is difficult to successfully sue agency officials because of government immunity. Under the agency’s direction, the two men ... proposed [and applied] the “enhanced interrogation” techniques. Their business received $81 million. When [the psychologists] wanted to end the waterboarding sessions as no longer useful, C.I.A. supervisors ... ordered them to continue. Dr. Mitchell said that the C.I.A. officials told them: “‘You guys have lost your spine.’ I think the word that was actually used is that you guys are pussies. There was going to be another attack in America and the blood of dead civilians are going to be on your hands.”
