The most powerful antidote to the fear of death is coming close to death ... and remembering one of these experiences. After having a near-death experience, people believe the end of life isn't [the end]; they believe in some sort of life after death. [Those] who have a near-death experience almost totally lose their fear of death.

By one count, only 61 of the 2,500 senior policy staff members working for the Senate are black. There are, however, no exact records -- because Congress has exempted itself from equal-opportunity and affirmative-action laws. -- House Speaker Jim Wright's office catches fire, but there are no sprinklers. The laws requiring them do not apply to the Capitol or other federal buildings. -- A controversy erupts over dangerous working conditions in the Capitol's mail-folding room, where newsletters are processed. So when people tell me they've seen UFOs, I don't say they haven't. In fifteen thousand hours of flying, I've never seen one, but I've talked to pilots who have. I talked to an airline crew that swore up and down that an object came alongside of them one night, and before they could do anything it vanished. We lost a military pilot who went up to intercept strange lights and never came back. His airplane disappeared, too. I won't argue for or against."

Glenn Cunningham, a former world-record holder in the mile run who in 1979 was named the greatest track performer in the history of Madison Square Garden, died yesterday. He was 78 years old. That Mr. Cunningham could win 21 of 31 mile races on the indoor track at the Garden during his prime in the 1930's was impressive. More significantly, he did it after suffering life-threatening burns on both legs as a 7-year-old when a stove in a school classroom in Everetts, Kan., exploded, killing his older brother Floyd. After being told there was a strong possibility he would never walk again, he spent seven months in bed, and then received daily massages from his mother, who kneaded his damaged muscles and sped his way to walking, and then running. In high school, he played baseball and football and boxed and wrestled. At 13, he entered his first high school mile race and won easily. Using running as therapy for the burn injuries, he found that middle distances suited him. At a sophomore at the University of Kansas, Mr. Cunningham set an American record for the mile with a time of 4 minutes 11.1 seconds. He was selected as a member of the United States team for the 1932 Olympic Games in Los Angeles, and finished fourth in the 1,500-meter run. In 1933 he won the Sullivan Award as the nation's top amateur athlete. In his competitions at Madison Square Garden, Mr. Cunningham set six world records in the mile and the 1,500 meters and another at 1,000 yards.

The Army announced it is closing and demolishing a child-care center at its base at the Presidio after allegations that as many as 60 youngsters were sexually abused there. Gary Willard Hambright, 34 years old, a former worker at the center and a former Southern Baptist minister, has been charged with abusing 10 boys and girls there. He worked at the center as a civilian employee for 18 months. A Federal grand jury in San Francisco spent 10 months investigating abuse allegations surrounding the Presidio center, and almost 100 children were examined for physical or psychological signs of sexual abuse. At least four children were discovered to have chlamydia, a sexually transmitted disease. An assistant United States attorney, Peter Robinson, said Mr. Hambright was charged with molesting only 10 children because other victims were so young they would not be allowed to testify in court. More than 70 children had been interviewed by Army therapists as potential abuse victims. Parents have said as many as 60 children were molested at the center. A 16-member Army review team recently inspected the Presidio center as part of an investigation of the almost 300 child-care centers run by the Army, which care for an estimated 94,000 youngsters daily. Allegations of sexual abuse have surfaced at more than 10 percent of those centers since 1984. Among them are the centers at Fort Dix in New Jersey and the United States Military Academy at West Point.

Congress took its first public look at the Secret Government. Senator Frank Church chaired the Select Committee to study government operations. The hearings opened the books on a string of lethal activities. From the use of electric pistols and poison pellets, to Mafia connections and drug experiments. I was particularly concerned, Mr. Chairman, because I read in Miami papers, and several others, that there had been a plan developed, by that same agency, a contingency plan in the event of emergency, that would suspend the American Constitution. And I was deeply concerned about it and wondered if that was the area in which he had worked. I believe that it was, and I wanted to get his confirmation. MR. INOUYE. May I most respectfully request that that matter not be touched upon, at this stage. If we wish to get into this, I'm certain arrangements can be made for an executive session.

Some of President Reagan’s top advisers have operated a virtual parallel government outside the traditional Cabinet departments and agencies almost from the day Reagan took office, congressional investigators and administration officials have concluded. Investigators believe that the advisers’ activities extended well beyond the secret arms sales to Iran and aid to the contras now under investigation. Lt. Col. Oliver North, for example, helped draw up a controversial plan to suspend the Constitution in the event of a national crisis, such as nuclear war, violent and widespread internal dissent or national opposition to a U.S. military invasion abroad. The advisers conducted their activities through secret contacts throughout the government with persons who acted at their direction but did not officially report to them. The activities of those contacts were coordinated by the National Security Council, the officials and investigators said. There appears to have been no formal directive for the advisers’ activities, which knowledgeable sources described as a parallel government. In a secret assessment of the activities, the lead counsel for the Senate Iran-contra committee called it a “secret government-within-a-government.” The arrangement permitted Reagan administration officials to claim that they were not involved in controversial or illegal activities, the officials said. “It was the ultimate plausible deniability,” said a well-briefed official who has served the Reagan administration since 1982 and who often collaborated on covert assistance to the Nicaraguan contras.

The aliens are here again, at least in terms of popular culture, if not fact. The hottest topic among U.F.O. enthusiasts is what they describe as the Federal Government's experience with aliens, especially the ''Roswell Incident.'' U.F.O. researchers cite a newly discovered document, dated Nov. 18, 1952. It discusses a secret Federal team known as Majestic-12, or MJ-12, established by President Truman on Sept. 24, 1947 to investgate the of the spacecraft and its crew. The document purportedly recounts a secret briefing to President-elect Eisenhower by Rear Adm. Roscoe H. Hillenkoetter, the first director of the Central Intelligence Agency. According to the document, Admiral Hillenkoetter was a member of Majestic-12. ''It appears to be genuine,'' said William L. Moore, who wrote a book about the incident and who investigated the document for more than two years after a colleague received it anonymously in the mail. ''On 07 July, 1947,'' it says, ''a secret operation was begun to assure recovery of the wreckage of this object for scientific study. Aerial reconnaissance discovered that four small human-like beings had apparently ejected from the craft at some point before it exploded. These had fallen to earth about two miles east of the wreckage site. All four were dead and badly decomposed due to action by predators and exposure to the elements.'' Stanton T. Friedman, an nuclear physicist in Frederickton, New Brunswick, Canada, said ''We're dealing with something of extraordinary importance.'' Dr. Maccabee, the Navy physicist, conceeded that skeptics often made valid points. ''[Yet] over the past 40 years there have been 100,000 sightings, with 10 to 20 percent that are hard to explain.'' In the case of the purposed Eisenhower documents, he said, ''maybe somebody's been clever, but I think there's a good chance they are authentic.''

The Aids epidemic may have been triggered by the mass vaccination campaign which eradicated smallpox. The World Health Organization, which masterminded the 13-year campaign, is studying new scientific evidence suggesting that immunization with the smallpox vaccine Vaccinia awakened the unsuspected, dormant human immuno defence virus infection (HIV). Doctors who accept the connection between the anti-smallpox campaign and the Aids epidemic now see answers to questions which had baffled them. How, for instance, the Aids organism, previously regarded by scientists as 'weak, slow and vulnerable,' began to behave like a type capable of creating a plague. The smallpox vaccine theory would account for the position of each of the seven Central African states which top the league table of most-affected countries; why Brazil became the most afflicted Latin American country; and how Haiti became the route for the spread of Aids to the US. The greatest spread of HIV infection coincides with the most intense immunization programmes. Although detailed figures of Aids cases in Africa are difficult to collect, the more than two million carriers, and 50,000 deaths...are concentrated in the Countries where the smallpox immunization programme was most intensive. Brazil, the only South American country covered in the eradication campaign, has the highest incidence of Aids in that region.
Of Susan, a parent who suspects that her child has been sexually abused, "Unspeakable Acts" tells us: "Susan said she couldn't rest until she knew the truth. She wouldn't rest afterward, either." Readers of Jan Hollingsworth's account of a widely publicized Florida child-abuse case may feel the same. In its lurid details, its frustrating complexity and in the agony of the children and families who were victimized, this case would seem to be the paradigm of incidents in Minnesota, California and elsewhere that have surfaced in recent years. A startling difference, though, is the outcome: the molester was convicted and sentenced to life in prison. In October 1985, the owner of the Country Walk Babysitting Service, one Frank Fuster, was found guilty of 14 counts of abuse. Mr. Fuster's unspeakable acts were more than just the repeated sexual abuse of children; the victims also testified that he led them in satanic rituals in which both crucifixes and excrement played a part. The author cites the specifics of these revolting rituals to illustrate disturbing similarities in some of the multiple-victim sexual-abuse cases that have recently been discovered in other states. She suggests that such acts are fostered by a nationwide network of pedophiles who swap information and videotapes in a mega-dollar child-pornography business the F.B.I. would do well to target. Certainly, the Florida parents and children are fortunate to have this volume to document and bear witness to their collective nightmare.

Weren't we taught that radio was invented by an Italian named Guglielmo Marconi? And that the legendary Thomas Alva Edison devised today's electrical power system? "We were taught wrong," said Toby Grotz, president of the International Tesla Society. Two years before Marconi demonstrated his wireless radio transmission, [Nikola Tesla] performed an identical feat at the 1893 World's Fair in Chicago. On June 21, 1943, in the case of Marconi Wireless Telegraph Co. vs. the United States, the Supreme Court ruled that that Tesla's radio patents had predated those of the Italian genius. To be sure, Edison invented the incandesent light bulb. But he powered it and all of his other projects with inefficient direct current (DC) electricity. It was Tesla who discovered how to use the far more powerful phased form of alternating current (AC) electricity that is virtually the universal type of electricity employed by modern civilization. There are indications that Tesla also discovered many of the devices ... for the Pentagon's controversial Star Wars antimissile defense system. "Tesla dreamed of supplying limitless amounts of power freely and equally available to all persons on Earth," said Grotz. And he was convinced he could do so by broadcasting electrical power across large distances just as radio transmits far smaller amounts of energy. [Tesla's] tests ... caused lights to burn as much as 26 miles away, according to news reports of the time.
Note: Tesla was written out of history texts likely because he advocated providing methods for extremely cheap electricity available to everyone. He successfully transmitted electricity through the air to lights 26 miles away. Yet the rich energy power brokers of his time could not stand for this. Some drug traders first saw him as a heroin smuggler in Thailand. Others met him as a cocaine buyer in Buenos Aires. And others as a gunrunner in Buffalo. He can recall how they all looked into his eyes, trusted him and, as a result, went to jail. Michael Levine, a special agent of the Federal Drug Enforcement Administration ... is described by his agency as an expert in "deep cover" - an agent who assumes invented characters to penetrate underworld organizations. Deep cover means living among criminals for weeks or months at a time, unable to return home or admit to anyone one's real name. After playing the part of underworld figures for the Federal Government for 21 years, Mr. Levine now works as a supervisor in the D.E.A.'s New York office. Deep cover specialists play a crucial role in the D.E.A.'s long-term narcotics investigations, as well as in major investigations of the Federal Bureau of Investigation, the Bureau of Alcohol, Tobacco and Firearms ... and some local police departments. "You have to divide your brain in half," Mr. Levine said. "This half is the character you are playing. This half is always a Federal agent recording the details. If the half that is a Government official becomes inefficient, it can cost you your life." Over the years, [Mr. Levine] has been stationed in New York, Washington, Miami, Buenos Aires and Germany, and has followed investigations to Asia, South America and the Middle East.

Electronic mind-control research is not new. In the 1960s ... Dr. Jose Delgado demonstrated remote control over a charging bull. In recent years Delgado has shown that the behavior of monkeys can be altered using low-power pulsing magnetic fields. "Any function in the brain - emotions, intellect, personality - could we perhaps modify by this non-invasive technology," [he said]. Delgado’s research has so far been limited to animals. "Certain kinds of weak electromagnetic signals work exactly like drugs, and so the promise is that anything you can do with drugs you could do with the right electromagnetic signal, [this scientist said]. "As far as I’m concerned, the potential that this has for producing a direct psychoactive effect upon the total American population is there, has never been disproven," [commented] Dr. Robert Becker ... a pioneer in the field of bioeffects of electromagnetism.

A dispute between the Brazilian Navy and an American marine archeologist has led Brazil to bar the diver from entering the country and to place a ban on all underwater exploration. The dispute involves Robert Marx, a Florida author and treasure hunter, who asserts that the Brazilian Navy dumped a thick layer of silt on the remains of a Roman vessel that he discovered inside Rio de Janeiro's bay. The reason he gave for the Navy's action was that proof of a Roman presence would require Brazil to rewrite its recorded history, which has the Portuguese navigator Pedro Alvares Cabral discovering the country in 1500. All ... permits for underwater exploration and digging, a prolific field in Brazil, have been canceled as a result of the Marx controversy ... Navy officials said. The story goes back to 1976 when lobster divers first found potsherds studded with barnacles. Then a Brazilian diver brought up two complete jars with twin handles, tapering at the bottom, the kind that ancient Mediterranean peoples widely used for storage and are known as amphoras. According to Elizabeth Will, a professor of classics and specialist in ancient Roman amphoras at the University of Massachusetts at Amherst, the jars are very similar to the ones produced at Kouass, a Roman Empire colony that was a center for amphora-making on the Atlantic coast of Morocco. Reached by telephone, Professor Will said of the fragments she had studied: ''They look to be ancient and because of the profile, the thin-walled fabric and the shape of the rims I suggested they belong to the third century A.D..''

''Multiple personality offers a special window into psychosomatics,'' said Frank Putnam, a psychiatrist at the National Institute of Mental Health and a leading researcher in the field. ''Multiples exhibit some remarkable medical phenomena.'' Dr. Putnam said. He gives the example of one patient who reacted normally to a sedative drug in one personality, but was totally unaffected by it in another. ''Some multiples carry several different eyeglasses, because their vision changes with each personality,'' said Bennett Braun, who directs a unit devoted to treating multiple personalities at the Rush-Presbyterian-St. Luke's Medical Center in Chicago. Another woman, admitted to a hospital for diabetes, baffled her physicians by showing no symptoms of the disorder at times when one personality, who was not diabetic, was dominant. A young man was allergic to citrus fruit in some personalities, but not in others. The key sign of the disorder is a person seeming to have developed at least two distinctive personalities that alternate in control of the body. Another important symptom is partial amnesia: some but not necessarily all of the multiple personalities are unaware of the others. Circumstances that lead to the condition are usually brutal, typically extreme neglect or abuse. The disorder seems to represent a psychological adaptation to an otherwise unbearable situation. On average there are from 8 to 13 personalities in a typical patient, although there can be more than 60, according to Richard Kluft, a psychiatrist at the University of Pennsylvania who has studied more than a hundred cases.

The Supreme Court today gave the Central Intelligence Agency broad discretion to withhold the identities of its sources of intelligence information from public disclosure. The exemption applies regardless of whether the information is shown to have a bearing on national security and regardless of whether the source of the information is a newspaper or magazine in general circulation. The decision, written by Chief Justice Warren E. Burger, overturned a ruling by the United States Court of Appeals for the District of Columbia. That court, in ordering the release of the names of researchers who participated in a long-running C.I.A. study of the control of human behavior, had adopted a considerably narrower definition of the ''intelligence sources'' entitled to exemption. The C.I.A. project, code-named MKULTRA, was in existence from 1953 to 1966 and was designed to develop techniques for controlling human behavior. At least 185 private researchers and 80 institutions participated in the research. Officials of two organizations ... filed requests under the Freedom of Information Act in 1977 for the names of the researchers. Last fall Congress partly excluded from the Freedom of Information Act the C.I.A.'s ''operational files,'' which involve intelligence methods and sources.

Delphi Associates ... is a struggling three-man partnership formed to cash in on the fruits of its founders' psychic research. "This is not just an amusing exercise," says Anthony R. White, a Stanford University M.B.A., art investor and manager of a family fortune. The research heavyweight is Russell Targ, a physicist who built sophisticated lasers for GTE Sylvania Inc. until 1972, then spent the next 10 years doing hush-hush, still "classified," psychic research for the federal government at SRI [Stanford Research Institute], the sober California think tank. At SRI, [Targ] concentrated on remote-viewing, the ability of one viewer to "see" what another person -- the "beacon" -- is looking at even though the beacon may be thousands of miles away. By 1982, Mr. Targ says, "We'd shown unequivocally that people could describe distant locations as well as events that lie in the future." One of Delphi's first commercial ventures was its foray into the silver-futures market. Delphi tried to forecast roughly how much silver prices would change between Thursday's closing and Monday's closing prices. In all of the first nine tries, Keith Harary, the most psychic partner, made correct predictions. The investors ... made "in the middle six figures," and Delphi got a commission. Alas, the power proved fickle. "Our major client suffered an attack of hubris and started pressing us for more predictions," says Mr. White. Delphi failed on the next two tries. "It was a difficult blow for all of us," Mr. White says. "The existence of psychic functioning shows that there is something fundamentally incorrect about the prevailing view of how space and time are understood," Mr. Targ says.

Ronald McRae, a former investigative reporter [tells of] the military's forays into parapsychology, the quasi-science that studies the interaction of mind and matter. According to McRae, who is skeptical of psychic claims, the Department of Defense has spent $6 million annually in recent years to research such phenomena as extrasensory perception (E.S.P.) and mental telepathy. The Pentagon denies any interest in parapsychology. But in an interview with the New York Times, retired Lieut. General Daniel O. Graham, former head of the Defense Intelligence Agency, indicated that the military had unquestionably been involved in psychic research. While he considered McRae's $6 million budget figure an exaggeration, he said, "I wouldn't be surprised if the intelligence community were following this. They would be remiss if they didn't." Back in December 1980, Military Review, a journal of the U.S. Army, carried a cover story titled "The New Mental Battlefield" [in which] Lieut. Colonel John B. Alexander wrote that "there are weapons systems that operate on the power of the mind and whose lethal capacity has already been demonstrated." He ... urged the U.S. to step up its research in the field. "I know the Government's involved," says Physicist Russell Targ. "I did the work," he contends. He maintains that there was a "multimillion-dollar" project, part of which focused on "remote viewing" experiments. On a visit to the U.S.S.R. in October, Targ found that the Soviets had replicated some of the experiments he and his colleagues had reported in scientific journals. Says Targ: "In the Soviet Union, psychic research is taken seriously at the highest levels."
