Tens of thousands of Belgians gathered in the heart of Brussels today, waving white balloons and white flowers in a popular outpouring of anger and frustration over a widening child sex scandal. The "White March," as it was called by organizers, was one of the largest in the country's recent history, drawing some 275,000 Belgians. It capped a week of spontaneous protests that erupted after Belgium's highest court removed a magistrate widely seen as a hero in the scandal, Jean-Marc Connerotte, from investigations into a pedophile and child pornography ring. So far, 13 people have been charged in the case, which involves the kidnapping, sexual abuse and killing of several children, with at least seven young girls still missing. The court ruled that Mr. Connerotte had compromised his impartiality by accepting a free dinner at a fund-raiser for the parents of missing children. The ruling prompted the public ... to take to the streets. The dismissal also followed press reports that Mr. Connerotte was on the verge of disclosing the names of senior government officials who had been recognized on confiscated videotapes, and during allegations of a high-level cover-up. The march was intended not only as a protest ... but also as an expression of sympathy with the victims of a gang reportedly led by a convicted child rapist, Marc Dutroux, one of the 13 charged. He was released 10 years early in 1992 from a 13-year sentence for multiple child rape. Scores of videos with child pornography were seized along with him.

Alternatives to Violence Project is a conflict-resolution workshop for inmates with a history of violent behavior at Sing Sing Correctional Facility. It is a program started by the Quakers in 1975 and still has strong Quaker involvement from meetings around the county. Each month the program conducts workshops at the prison for some of the most violent offenders in the New York State prison system. "Quakers have been involved in prison ministry for a long time because the founders like George Fox were incarcerated for civil disobedience," said Fred Feucht, 65, a Quaker from the Purchase Meeting and an outside coordinator for the project at the prison. Although the program is steeped in the nonviolent beliefs of the Quakers, most of the volunteers are not Quakers and believe that people need to learn conflict-resolution skills to avoid violence. "We grew out of the Quakers but we reached outside for most of our leaders," Mr. Feucht said. "A lot of our inside leaders are Muslims." Inside, leaders are inmates who have completed the ... workshops and now work as volunteers to conduct and administer the program. Volunteers in the project advocate that violence is the basic cause for people being incarcerated. Many remain involved with the program outside prison, and a group of former project facilitators formed a support group called the Landing Strip. With tougher sentencing laws today, repeat violent offenders may never be freed. For many graduates of the program, it is seen as a last chance.

Inventors who are mixing water with fuel to power engines say they're onto something big. German-born inventor Rudolf Gunnerman [believes] that one of the world's most common compounds - good old tap water - can be blended with fuel to power your car, truck or lawn mower. Gunnerman claims to have devised a means to blend water with naphtha in order to power engines in a cleaner, cheaper, more efficient way. "New ideas and better ideas are not necessarily found by universities or by large companies. New ideas and better ideas are found by people who look for them," says Gunnerman, 68. "Caterpillar" is the single word that brings a degree of credibility to Gunnerman's claims. The Peoria, Ill.-based heavy- equipment manufacturer entered a joint venture with Gunnerman in July 1994. Together, under the name Advanced Fuels, they've conducted experimental uses of the A-21 fuel - made up of 70 percent naphtha, a crude-oil byproduct, and 30 percent water. And now, Paccar Inc. is throwing its trucking weight in Gunnerman's corner. The Bellevue-based manufacturer of Kenworth and Peterbilt trucks recently sent a truck to Peoria for testing with the A-21 fuel. Paccar changed out the engine to add a Caterpillar engine and modified the cylinders and fuel injectors to handle more fluid volume. They also did a series of baseline tests of noise, cooling, drivability and fuel economy, said Jim Reichman, Paccar's technology-development manager. Back at Paccar's Mount Vernon technical center, Reichman is enthused. "We're pretty pleased with it," he said.

It seems too good to be true, but rigorous tests under way in Nevada, California and Illinois show a breakthrough fuel that is more than half tap water could power the nation's vehicles, trains and gas-powered aircraft by century's end. The milky fuel was developed by Reno inventor Rudolf Gunnerman and is being pushed through the federal fuels-testing labyrinth by Gunnerman and diesel giant Caterpillar Inc. It has passed every test thrown at it. In virtually all categories, it tops conventional gasoline and diesel as a clean, cheap and safe fuel that can be used in almost any combustion engine. If it works -- and disinterested outsiders who have tested it say it may -- drivers could see the price of gasoline cut more than half. "Everybody said it cannot work, that I'm a fraud,'' the German-born inventor said. No one's laughing now: Nevada last November certified the water-based fuel as a "clean alternative fuel,'' meaning it can be used to meet federal mandates requiring clean fuels in fleets and other vehicles. The Energy Department is awaiting test data from trials run by Caterpillar before passing judgment. If DOE reaches the same conclusion as Nevada, Gunnerman's concoction could be used as a clean fuel in all states.

First Star Wars. Now Star Gate. That is the real code name ... of a secret program that spent $20 million in the past 10 years to employ psychics in pursuit of the unknown. What the Pentagon's ultra-secret Defense Intelligence Agency [DIA] hoped it might get from the paranormal was a real advantage in the world of military intelligence. Last week ... the CIA (which spent $750,000 on psychic research from 1972 to 1977) determined that the program was a waste of money and moved to shut it down. Congress had ordered the agency to take over Star Gate last year and conduct a study of its effectiveness. "There's no documented evidence it had any value to the intelligence community," says David Goslin, of the American Institute for Research, which the CIA hired to do the study. So the three full-time psychics still operating on a $500,000-a-year budget out of Fort Meade, Maryland, will soon close up shop. At least a few powerful Senators on the Appropriations Committee will miss them. Senators Daniel Inouye and Robert Byrd, intrigued by stories of psychic successes, pushed hard during many years to keep Star Gate going. Tales of the effectiveness of psychics as spies have long been circulated. DIA credited psychics with creating accurate pictures of Soviet submarine construction hidden from U.S. spy satellites, and a 1993 Pentagon report said psychics had correctly drawn 20 tunnels being built in North Korea near the demilitarized zone.

Remote viewers have been in the headlines recently because it's come to light that several of them worked on the "Stargate" program, a top-secret, multimillion-dollar project at Fort Meade, Md. [They helped] locate American hostages, enemy submarines, strategic buildings in foreign countries and who knows what else. [Joseph] McMoneagle, 49, defended remote viewing, which he explained as the act of describing or drawing details about a place, person or thing without having any prior knowledge. He said that true remote viewing, unlike crystal-ball gazing and tea-leaf reading, is always conducted under "strict scientific protocols." He put his skills on the line last week on national television when ABC became, for an hour, the other psychic network and the demonstration was impressive. "My career was destroyed in the Army," said McMoneagle, who joined in 1964. He said he knew when he first joined the Stargate project which was then called Grillflame in 1978 that he would never again be taken seriously for any other job in the military. But he felt the assignment was too important to national security to decline. The government was ... using remote viewers, about 15 of them, who operated under strict guidelines developed in the laboratories at SRI International, a California contractor, to provide additional information to be used in conjunction with intelligence gathered by satellites or spies or any other traditional means. Research has shown that remote viewing works 14 percent of the time or more. He said, "There is a huge percentage of intelligence collection systems that don't do as well." He helped the Army locate hostages in Iran. He said he predicted almost precisely where Skylab was going to fall, 11 months before the spacecraft returned to Earth in 1979.

For 20 years, US intelligence agencies have been experimenting with ESP. It may have helped locate American hostages in Iran [and] mapped a secret Soviet nuclear facility. At the height of the Cold War, everyone was worried about keeping up with the Soviets. Reports that the Soviets were using psychics to spy on us prompted us to do the same to them. Now that the Cold War is over ... Congress has asked the CIA to review the 20-year $20 million program to see what we got out of it. ABC News has obtained a copy of that report which is critical of psychic spying, saying that, "continued use in intelligence gathering operations is not warranted". That negative conclusion has the caused psychic spies ... to speak publicly for the first time. Joe McMoneagle was an Army officer and for the past 17 years one of the intelligence community's most successful psychic spies. McMoneagle claims to be able to describe ... people, places, and things he's never seen before, hundreds, even thousands of miles away. ABC news was told that psychic spying was used in about 500 cases. One case where psychic spies say they played a critical role was in 1989. Charles Jordan was a US Customs agent gone bad, a dangerous fugitive who had eluded police for 2 years. The collective wisdom at the time was that he was probably in the Caribbean. [One psychic spy] started describing him in North Wyoming ... at a campground. Using this and other information, Jordan was finally caught.

The U.S. government conducted experiments with Bay Area researchers to determine whether extrasensory perception, telepathy, clairvoyance and precognition could be used as "psychic spy tools" against the Soviet Union and other countries, according to a newly released study of the project. Psychic spies were used to try to pinpoint the location of Moammar Gadhafi before the U.S. bombing of Libya in 1986 ... University of Oregon psychology Professor Ray Hyman, one of the authors of the study, said. Dale Graff, a former director of the Defense Intelligence Agency's ESP program, told ABC's "Nightline" that psychics had provided the name of the city and the building where the Red Brigades terrorist group was holding kidnapped Brig. Gen. James Dozier in Italy in 1981. Dozier was freed by Italian police after 42 days. News reports at the time said the police were assisted by an undisclosed number of U.S. State and Defense Department specialists. Hyman and UC-Davis statistician Jessica Utts were commissioned by the CIA to evaluate the psychic spying project, code-named "Stargate." The government spent $20 million over two decades on the project. Several of the psychics' powers were tested in the Bay Area before the spies were put to work ... Hyman said. Experiments here focused largely on "remote viewing," which involved psychic communication between a "sender" and a "viewer". The government psychics were accurate about 15 percent of the time in their remote viewing experiments.

For decades in art circles it was either a rumour or a joke, but now it is confirmed as a fact. The Central Intelligence Agency used American modern art - including the works of such artists as Jackson Pollock, Robert Motherwell, Willem de Kooning and Mark Rothko - as a weapon in the Cold War. The CIA fostered and promoted American Abstract Expressionist painting around the world for more than 20 years. This was a period, in the 1950s and 1960s, when the great majority of Americans disliked or even despised modern art. Why did the CIA support them? Because in the propaganda war with the Soviet Union, this new artistic movement could be held up as proof of the creativity, the intellectual freedom, and the cultural power of the US. Russian art, strapped into the communist ideological straitjacket, could not compete. The existence of this policy, rumoured and disputed for many years, has now been confirmed for the first time by former CIA officials. The decision to include culture and art in the US Cold War arsenal was taken as soon as the CIA was founded in 1947. Dismayed at the appeal communism still had for many intellectuals and artists in the West, the new agency set up a division, the Propaganda Assets Inventory, which at its peak could influence more than 800 newspapers, magazines and public information organisations. They joked that it was like a Wurlitzer jukebox: when the CIA pushed a button it could hear whatever tune it wanted playing across the world. Unknown to the artists, the new American art was secretly promoted under a policy known as the "long leash." [This] centrepiece of the CIA campaign ... a vast jamboree of intellectuals, writers, historians, poets, and artists ... was set up with CIA funds in 1950 and run by a CIA agent. At its height, it had offices in 35 countries and published more than two dozen magazines.

Louis Pasteur, one of the legendary figures in the history of science, lied about his research, stole ideas from a competitor and was deceitful in ways that would now be regarded as scientific misconduct if not fraud, according to a revisionist history published this month. "The Private Science of Louis Pasteur," by Dr. Gerald L. Geison of Princeton University, is based on an examination of Pasteur's 102 laboratory notebooks. Pasteur ... tried to reduce the virulence of microbes by exposing them to oxygen in order to make them suitable for vaccination. But in developing a vaccine against anthrax ... Pasteur adapted a method he had used a year earlier to produce a vaccine against chicken cholera. To head off competitors, Pasteur had purposely withheld reporting the simple method he used to prepare the chicken cholera vaccine. Pasteur impulsively accepted a public challenge to carry out the world's first public trial of any experimental vaccine. Pasteur's assistants injected his formula into 25 sheep, left another 25 unprotected and then injected all 50 with virulent anthrax bacteria. Only the vaccinated sheep survived. But, the notebooks show, Pasteur lied when he suggested publicly that his dramatically successful vaccine had been developed by exposing anthrax bacteria to oxygen. In fact he ... made his vaccine by secretly relying on a technique used by a rival, Jean-Joseph Toussaint. Eventually, Pasteur's oxygen method did produce an anthrax vaccine, but only after he had won a monopoly to produce the vaccine.

The U.S. press, like the U.S. government, is a corrupt and troubled institution. Corrupt not so much in the sense that it accepts bribes but in a systemic sense. It fails to do what it claims to do, what it should do, and what society expects it to do. The news media and the government are entwined in a vicious circle of mutual manipulation, mythmaking, and self-interest. Journalists need crises to dramatize news, and government officials need to appear to be responding to crises. Too often, the crises are not really crises but joint fabrications. The two institutions have become so ensnared in a symbiotic web of lies that the news media are unable to tell the public what is true and the government is unable to govern effectively. That is the thesis advanced by Paul H. Weaver, a former political scientist (at Harvard University), journalist (at Fortune magazine), and corporate communications executive (at Ford Motor Company), in his provocative analysis entitled News and the Culture of Lying: How Journalism Really Works. What has emerged, Weaver argues, is a culture of lying. “The culture of lying,” he writes, “is the discourse and behavior of officials seeking to enlist the powers of journalism in support of their goals, and of journalists seeking to co-opt public and private officials into their efforts to find and cover stories of crisis and emergency response. In such an environment, the actors who most skillfully create and manipulate crises determine the direction of change.

He is a cheerful old farmer who jokes as he serves rice cakes made by his wife, and then he switches easily to explaining what it is like to cut open a 30-year-old man who is tied naked to a bed and dissect him alive, without anesthetic. The old man, who insisted on anonymity, explained the reason for the vivisection. The Chinese prisoner had been deliberately infected with the plague as part of a research project ... to develop plague bombs for use in World War II. After infecting him, the researchers decided to cut him open to see what the disease does to a man's inside. No anesthetic was used, he said, out of concern that it might have an effect on the results. That research program was one of the great secrets of Japan during and after World War II: a vast project to develop weapons of biological warfare, including plague, anthrax, cholera and a dozen other pathogens. Unit 731 of the Japanese Imperial Army conducted research by experimenting on humans and by "field testing" plague bombs ... to see whether they could start plague outbreaks. They could. At least 3,000 people ... were killed in the medical experiments; none survived. The research was kept secret after the end of the war in part because the United States Army granted immunity from war crimes prosecution to the doctors in exchange for their data. Japanese and American documents show that the United States helped cover up the human experimentation. Instead of putting the ringleaders on trial, it gave them stipends.

Wilma Rudolph outran poverty, polio, scarlet fever and the limits placed on black women by societal convention to win three gold medals in sprint events at the 1960 Olympics in Rome. By the time brain cancer caught Rudolph, leading to her death Saturday at age 54, she had achieved a stature that made her legend and her sport greater in the long run. The 20th of 22 children of a porter and a cleaning lady, Rudolph lost the use of her left leg after contracting polio and scarlet fever at age 4. Doctors told her parents she never would walk again without braces, but she refused to accept that prognosis and began to walk unassisted at age 9. It wasn't long before she was outrunning all the girls and boys in her neighborhood. At 16, already under the tutelage of Tennessee State University coach Ed Temple, Rudolph won a bronze medal on the 4 x 100-meter relay at the 1956 Olympics in Melbourne, Australia. Four years later, when she was the mother of a 2-year-old, Rudolph won the three golds despite running all three events with a sprained ankle. After being voted Associated Press female athlete of the year in 1960 and 1961 and the Sullivan Award as the nation's top amateur athlete in 1961, Rudolph retired at 21, a decision that reflects an era in which lack of financial incentives kept most Olympic careers short. She turned to a variety of humanitarian projects, including goodwill ambassador to West Africa, coaching at DePauw University and working for underprivileged children through the Wilma Rudolph Foundation.

The late Lord [Victor] Rothschild, scientist, think-tank head, first-class cricketer, bomb-disposal expert and MI5 agent, was a super-spy for the Russians, according to a ... book. The Fifth Man: The Soviet Super Spy, by the Australian author Roland Perry, claims to prove [that] Rothschild stole 'all major UK/US weapons developments in the Second World War', including biological warfare, the atomic bomb and radar. Specifically, he alleges that Rothschild, not Klaus Fuchs, or, as is generally believed, the civil servant John Cairncross, first alerted Stalin to Allied plans to build an atom bomb using plutonium 235. Perry also claims that Rothschild, who died in 1990, was involved 'in so many aspects of spying that he seemed like a super-agent, sabotaging every Western intelligence initiative for 20 years after the war'. The evidence offered is largely derived from three days of interviews in Moscow with seven retired KGB officers, some identified only by initials. The most important was Yuri Ivanovitch Modin, controller of the Cambridge spies, and orchestrator of the Burgess/Maclean defection. But speaking from Moscow late last week, an 'astonished' Modin denied Perry's version comprehensively. No, he had never hinted, nor did he believe, that Rothschild was the fifth man, or any kind of Soviet agent. One explanation may be confusion. Perry attributes to the brilliant Rothschild a number of espionage coups which Modin knows from archives and personal contact were the work of the unassuming Cairncross.
Rudolf W. Gunnerman has a tiger by the tail--the Exxon tiger. If the technology that the 66-year-old inventor has spent $6 million and the past seven years developing lives up to his claims, cars and trucks could one day be running on a fraction of the gasoline and diesel fuel they now use. Ditto for buses, planes, trains, and anything else powered by an internal-combustion engine--from lawn mowers to huge electrical generators. Gunnerman claims to have a technology that enables engines to burn a mixture of half fuel, half water. Yes, water. What's more, he says, the mixture gets 40% better mileage from the gasoline it contains and emits significantly less pollution because engines run cooler. In particular, tailpipes emit virtually no nitrogen oxides--the principal source of smog. Caterpillar Inc. is so intrigued that in early July it formed a joint venture with A-55 LP, Gunnerman's tiny, nine-person company in Reno, Nev. A-55 is short for aqueous 55%, the amount of water by weight in the patented fuels. But the key ingredient is 0.5% of a secret emulsifier that enables fuel and water to mix--and stay mixed. Gunnerman financed his work with royalties from other patents, especially those covering the making of pellets for woodstoves.

During the trip, Dr. Mitchell tried to make contact with others on earth through telepathy. "What it did for me is really force me to get out of the trees and look at the forest," he said, "to get a picture of the universe from a totally different perspective and then start to question our conventional ways of looking at ourselves, our place in the universe, our place in life, what it's all about." On June 1, 1951, top military and intelligence officials of the United States, Canada and Great Britain, alarmed by frightening reports of communist success at "intervention in the individual mind," summoned a small group of eminent psychologists to a secret meeting at the Ritz-Carlton Hotel in Montreal. By the following September, U.S. government scientists, spurred on by reports that American prisoners of war were being brainwashed in North Korea, were proposing an urgent, top-secret research program on behavior modification. Drugs, hypnosis, electroshock, lobotomy - all were to be studied as part of a vast U.S. effort to close the mind-control gap. From the end of World War II well into the 1970s, the Atomic Energy Commission, the Defense Department, the military services, the CIA and other agencies used prisoners, drug addicts, mental patients, college students, soldiers, even bar patrons, in a vast range of government-run experiments to test the effects of everything from radiation, LSD and nerve gas to intense electric shocks and prolonged "sensory deprivation." Some of the human guinea pigs knew what they were getting into; many others did not. With the cold war safely over, Energy Secretary Hazel O'Leary has ordered the declassification of millions of pages of documents on the radiation experiments. But the government has long ignored thousands of other cold war victims, rebuffing their requests for compensation and refusing to admit its responsibility for injuries they suffered.

In early February 1987, an anonymous tipster in Tallahassee, Fla., made a phone call to police. Two "well-dressed men" seemed to be "supervising" six disheveled and hungry children in a local park, the caller said. The cops went after the case like bloodhounds - at least at first. The two men were identified as members of the Finders. They were charged with child abuse in Florida. In Washington, D.C., police and U.S. Customs Service agents raided a duplex apartment building and a warehouse connected to the group. Among the evidence seized: detailed instructions on obtaining children for unknown purposes and several photographs of nude children. The more the police learned about the Finders, the more bizarre they seemed: There were suggestions of child abuse, Satanism, dealing in pornography and ritualistic animal slaughter. None of the allegations was ever proved, however. Today ... the Justice Department has begun a new investigation into the Finders. One of the unresolved questions involves allegations that the Finders are somehow linked to the Central Intelligence Agency. In 1987, when Customs agents sought to examine the evidence gathered by Washington, D.C., police, they were told that the Finders investigation "had become a CIA internal matter." The police report on the case had been classified secret. Even now, Tallahassee police complain about the handling of the Finders investigation by D.C. police. "They dropped this case," one Tallahassee investigator says, "like a hot rock."

The Justice Department is investigating allegations that officers of a special Venezuelan anti-drug unit funded by the CIA smuggled more than 2,000 pounds of cocaine into the United States with the knowledge of CIA officials - despite protests by the Drug Enforcement Administration. That is a huge amount of cocaine. But it was hardly a first. The agency has never been above using individuals or organizations with known links to drug trafficking. Until recently, no DEA country attach overseas was allowed to initiate an investigation into a suspected drug trafficker ... without clearance from the local CIA station chief. CIA ties to international drug trafficking date to the Korean War. Nowhere, however, was the CIA more closely tied to drug traffic than it was in Pakistan during the Afghan War. As its principal conduit for arms and money to the Afghan guerrillas, the agency chose the Pakistan military's Inter-Services Intelligence Bureau. The ISI in turn steered the CIA's support toward [an Islamic fundamentalist who] received almost half of the agency's financial support during the war. But many of his commanders were also major heroin traffickers. Soon the trucks that delivered arms to the guerrillas in Afghanistan were coming back ... full of heroin. The heroin traffic blossomed in the shadows of a CIA-sustained guerrilla war. The conflict and its aftermath have given the world another Golden Triangle: the Golden Crescent, sweeping through Afghanistan, Pakistan and parts of the former Soviet Union. Many of those involved in the drug traffic are men who were once armed, trained and financed by the CIA.
