WikiLeaks published the DNC’s hacked emails. There has been a flurry of accusations – including from the Hillary Clinton campaign – that Russian president Vladimir Putin orchestrated both the hack and the leak, in an attempt to help Donald Trump win the presidency. It’s amazing how quickly the media are willing to forgo any skepticism and jump to conspiracy-tinged conclusions where Putin is involved. There is some circumstantial evidence that the hack may have originated in Russia, but there are also many questions that haven’t been resolved. As Adam Johnson detailed, when you look closely, the evidence is shoddy and often contradictory. The bulk of the “evidence” has come from the statements of cybersecurity firms FireEye and Crowdstrike, both of which have lucrative contracts with the US government. As FireEye’s CEO once made clear, his company has a financial stake in nation-state hacking tensions. As Edward Snowden pointed out ... with an accompanying NSA document, “Our government specifically authorized the hacking of political parties.” The US has also considered hacking and then releasing sensitive and embarrassing information in China in retaliation for cybersecurity attacks, as the New York Times reported last year. If the US wants to place blame at the feet of the Russians, they should do so transparently and in public, without leaving it to anonymous officials and cybersecurity firms to make claims without providing hard evidence.

A safeguard for Medicare beneficiaries has become a way for drugmakers to get paid billions of dollars for pricey medications at taxpayer expense. The cost of Medicare’s “catastrophic” prescription coverage jumped by 85 percent in three years, from $27.7 billion in 2013 to $51.3 billion in 2015. Out of some 2,750 drugs covered by Medicare’s Part D benefit, two pills for hepatitis C infection - Harvoni and Sovaldi - accounted for nearly $7.5 billion in catastrophic drug costs in 2015. Medicare’s catastrophic coverage was originally designed to protect seniors with multiple chronic conditions from the cumulatively high costs of taking many different pills. Beneficiaries pay 5 percent after they have spent $4,850 of their own money. With some drugs now costing more than $1,000 per pill, that threshold can be crossed quickly. Lawmakers who created Part D in 2003 also hoped added protection would entice insurers to participate in the program. Medicare pays 80 percent of the cost of drugs above a catastrophic threshold that combines spending by the beneficiary and the insurer. That means taxpayers, not insurers, bear the exposure for the most expensive patients. Catastrophic spending accounts for a fast-growing share of Medicare’s drug costs, which totaled nearly $137 billion in 2015. The catastrophic share was 37 percent, yet only about 9 percent of beneficiaries reached the threshold for such costs. Catastrophic coverage will soon cost as much as the entire prescription program did when it launched. Experts say the rapid rise in spending for pricey drugs threatens to make the popular prescription benefit financially unsustainable.

A Wall Street Journal reporter was detained by federal agents at the Los Angeles airport who demanded to confiscate her two cell phones. Maria Abi-Habib, a reporter who covers the Middle East for the paper, detailed in a long Facebook post Thursday how Department of Homeland Security agents detained her in "a special section of LAX airport" to ask her questions. Abi-Habib has both U.S. and Lebanese citizenship and was traveling on an American passport. "They grilled me for an hour," she wrote. The agents then asked for her cellphones. "That is where I drew the line," Abi-Habib wrote. "I told her I had First Amendment rights as a journalist she couldn't violate and I was protected under." The agent then presented a DHS document that read that the government has the right to confiscate phones within 100 miles from U.S. borders. "If they forgot to ask you at JFK airport for your phones, but you're having a drink in Manhattan the next day, you technically fall under this authority," she wrote. "And because they are acting under the pretense to protect the U.S. from terrorism, you have to give it up." Abi-Habib told the agents that they would have to call the Wall Street Journal's lawyers because the phones are the property of the newspaper. This led to the agent accusing her of "hindering the investigation." The agent left to speak with her supervisor, returning 30 minutes later to tell Abi-Habib that she was free to go. DHS acknowledged the incident occurred, [and] asserted it has legal authority to confiscate anyone's electronics.

One of the most tortured men in the history of Guantánamo Bay has received clearance from the wartime prison’s quasi-parole board to leave after nearly 14 years of detention without charge. Mohamedou Ould Slahi, a Mauritanian citizen whose harrowing account of his torture at Guantánamo Bay became an international bestseller in 2015, will soon leave behind the Cuban detention center where US military personnel contorted his body; bombarded him with noise; deprived him of sleep; stuffed his clothing with ice during a nighttime boat ride meant to to convince him he was headed to an even worse place; threatened his life; and threatened his mother with rape. A nonlegal panel representing various US security agencies tasked with assessing threats posed by Guantánamo’s 76 residual detainees, found Slahi to represent no “continuing significant threat to the security of the United States”. The consensus decision, reached on 14 July, was made public on Wednesday. A federal judge in 2010 [had previously] ordered him freed for lack of evidence untainted by torture to justify his detention, yet the US justice department appealed. In the summer of 2003, senior Guantánamo officials, believing Slahi was an important link to al-Qaida, sought and received permission from the Pentagon to torture him. US defense secretary Donald Rumsfeld personally approved Slahi’s torture. In his book, Slahi recalled ... that he would tell his tormentors whatever they wished to hear. “I don’t care, as long as you are pleased,” Slahi informed his interrogators.

Dozens of people who were child patients at a psychiatric hospital in the 1960s and 70s claim they were experimented on with a so-called truth serum. "I was your typical 60s teenager," says Marianne. At the age of 14, she [was] sent to Aston Hall, a "mental deficiency hospital". Many claim they were experimented on by the hospital's medical superintendent Dr Kenneth Milner using a drug called sodium amytal. It is known as a "truth serum" for its supposed ability to retrieve ... memories. Former patients ... remember being locked in a small treatment room with a mattress on the floor. Some say their hands were tied with bandages before they were injected. Marianne says she had an internal examination in the room, which was embarrassing and unnecessary, and other patients have alleged sexual abuse by Dr Milner. [She] recalls a session with the doctor where she was stripped, made to wear a stiff white gown and told she would be asked some questions. Then he injected her with a drug that heavily sedated her. "I can remember equating it to being drunk." Her account is similar to those of other former patients at the time, who remember being locked in a small treatment room with a mattress on the floor. Some say their hands were tied with bandages before they were injected. Nearly all the patients we spoke to agreed Dr Milner asked very personal sexual questions during treatment. Naloxone works by blocking the effect that painkillers and heroin have in the brain and reversing the slowed breathing and unconsciousness that come with an overdose. But as the demand for naloxone has risen - overdose deaths now total 130 every day, or roughly the capacity of a Boeing 737 - the drug’s price has soared. Not long ago, a dose of the decades-old generic drug cost little more than a dollar. Now the lowest available price is nearly 20 times that. In 2014, more than 47,000 Americans died from drug overdoses. That was 50% more deaths than from highway accidents ... and more overdose deaths than any year on record. The overdose crisis has its roots in the 1990s, when doctors began prescribing more and higher doses of painkillers [in response] to campaigns, often funded behind the scenes by drug makers, that urged doctors to prescribe the strongest painkillers not just to cancer patients and others in severe pain, but also to those with milder pain. The narcotic manufacturers’ funding of those campaigns ... came to light through evidence unearthed in lawsuits and investigative journalism reports. Since 1999, the amount of prescription opioids such as oxycodone, morphine and hydrocodone sold in the U.S. nearly quadrupled. During that same time, deaths from those drugs quadrupled. The lethal side effects of that booming prescription painkiller market has now sparked a moneymaking opportunity with naloxone.

Federal election observers can only be sent to five states in this year’s U.S. presidential election, among the smallest deployments since the Voting Rights Act was passed in 1965 to end racial discrimination at the ballot box. The plan ... reflects changes brought about by the Supreme Court’s 2013 decision to strike down parts of the Act, a signature legislative achievement of the 1960s civil rights movement. Voting rights advocates told Reuters they were concerned that the scaling-back of observers would make it harder to detect and counter efforts to intimidate or hinder voters, especially in southern states with a history of racial discrimination at the ballot box. The Supreme Court ruling undercut ... the Justice Department’s ability to select voting areas it deemed at risk of racial discrimination and deploy observers there. Eleven mostly Southern states had been certified as needing federal observers by the department. Federal observers can still be sent to monitor elections but only when authorized by federal court rulings. Currently, courts have done so in five states: Alabama, Alaska, California, Louisiana, and New York, according to the Justice Department. In recent presidential elections, the Justice Department has sent more than 780 people to watch elections around the country. Attorney General Loretta Lynch said on Friday the Justice Department's ability to deploy election observers had been "severely curtailed" by the Supreme Court’s decision.

The 29 pages have been kept secret and suppressed from the American public for fifteen years - not for matters of genuine national security - but for matters of convenience, embarrassment, and cover-up. Instead of calling for an emergency session of Congress to immediately name the Kingdom of Saudi Arabia as a State Sponsor of Terrorism, President Obama continues to downplay, belittle, and ignore the truth leaving us vulnerable to terrorist attacks that are still to this very day being funded by our “ally”. A federal appeals court ruled Friday that the U.S. Navy was wrongly allowed to use sonar that could harm whales and other marine life. The Ninth U.S. Circuit Court of Appeals reversed a lower court decision upholding approval granted in 2012 for the Navy to use low-frequency sonar for training, testing and routine operations. The five-year approval covered peacetime operations in the Pacific, Atlantic, and Indian Oceans and the Mediterranean Sea. Sonar, used to detect submarines, can injure whales, seals, dolphins and walruses and disrupt their feeding and mating. The 2012 rules adopted by the National Marine Fisheries Service permitted Navy sonar use to affect about 30 whales and two dozen pinnipeds, marine mammals with front and rear flippers such as seals and sea lions, each year. The Navy was required to shut down or delay sonar use if a marine mammal was detected near the ship. Loud sonar pulses also were banned near coastlines and in certain protected waters. Environmental groups, led by the Natural Resources Defense Council, filed a lawsuit in San Francisco in 2012, arguing that the approval violated the Marine Mammal Protection Act. The appellate court ruled 3-0 that the approval rules failed to meet a section of the protection act requiring peacetime oceanic programs to have "the least practicable adverse impact on marine mammals." The panel concluded that the fisheries service "did not give adequate protection to ... the world's oceans."

"Welcome to the Blockchain! Your voice is worth something," states a webpage of Steemit, the social network built on a blockchain that's now exploding with popularity. Steemit ... supports community building and social interaction through cryptocurrency rewards and a reputation or influence-based system, known as Steem Dollars and Steem Power. Ned Scott, CEO and co-founder of Steemit, told IBTimes: "If you think about the existing models - Facebook, Twitter, Instagram - these are platforms that invite people to come and do all this work so that their shareholders, who are not necessarily contributors make all this money. "Our platform is a cooperative version of a social network which is more intuitive, and a more shared, community-driven approach, and that's why our early user base is growing. We are completely open source." Steemit grew out of a long process set in motion by gifted developer and co-founder, Daniel Larimer. Robert Mazur was a federal agent. He infiltrated Pablo Escobar's Colombian drug cartel for two years in the mid-1980s by pretending to be Robert Musella, a money-laundering, mob-connected businessman. "My role was to come across to the cartel as a credible money launderer," Mazur said. As an undercover operative, he was working with the Bank of Credit and Commerce International, a Luxembourg-based bank with branches in more than 70 countries, in order to launder the cartel's money. BCCI was known to have accounts of drug operatives, terrorists, dirty bankers and others who want to hide money. At one point, he was out at a social event in Miami with a senior bank officer at BCCI who asked him point blank, "You know who the biggest money launderer in the world is? It's the Federal Reserve, of course." That sounds like a crazy allegation, but Mazur said the banker connected the dots for him: In Colombia, it's illegal for anyone to have a U.S. dollar account. But at the state-run Bank of the Republic there is a window they call the "sinister window" or the "anonymous window." There, you can trade in as much U.S. currency as you want. The central bank exchanges it for Colombian pesos at a high rate immediately. Mazur recalls the banker asking: "What do you think happens with that cash? It gets put on pallets, they shrink-wrap it and they're sending hundreds of millions of dollars back to the Federal Reserve. Why didn't anyone ... ask where this money was coming from?"

There's increasing evidence to show that trees are able to communicate with each other. More than that, trees can learn. When you discover how trees talk to each other, feel pain, nurture each other, even care for their close relatives and organise themselves into communities, it's hard to be sceptical. The support they give each other is not random. Research by Professor Massimo Maffei at the University of Turin shows trees can distinguish the roots of their own species from other plants, and even pick out their own relations from other trees. Some are so tightly connected at the roots that they even die together, like a devoted married couple. Diseased or hungry individuals can be identified, supported and nourished until they recover. They can also send warnings using chemical signals and electrical impulses through the fungal networks that stretch under the soil between sets of roots. These fungi operate like fibre-optic internet cables. Their thin filaments penetrate the earth, weaving through it in almost unbelievable density. One teaspoon of forest soil contains many miles of these tendrils. Over centuries, if left undisturbed, a single fungus can cover many square miles and create a network throughout an entire forest. Through these links, trees can send signals about insects, drought and other dangers. News bulletins are transmitted by chemical compounds and also by electricity. Most of us see trees as practically inanimate. But the truth is very different. They are just as intensely alive as we are ... and for much, much longer.

The 2,190-mile long Appalachian Trail is daunting even to those who have no trouble walking. That hasn't stopped Stacey Kozel. Her paralyzed body hasn't stopped her, either. The 41-year-old ... was always active until lupus stole her muscles and strength. Since her diagnosis at 19, she ... had always managed to get back on her feet - until a flare-up in March 2014. "I walked into a hospital, came out in a wheelchair," recalled Stacey Kozel. Although Kozel was able to walk stiffly with an old pair of braces, they wouldn't help her walk comfortably enough to embrace the outdoors. The chance finally came when she came across the Ottobock C-Brace. The brace functions essentially as the muscles and bones of a leg. The price tag for the technology was steep: $75,000 each. Kozel's doctors and therapists knew that getting these braces covered by insurance would be an uphill climb. When her claim was finally approved after 12 months, she was "in shock." Three days after Kozel got her braces, Joey Pollak, Kozel's orthopedist, got a call saying Kozel was in a 5K race. "To say Stacey is an overachiever is an understatement," said Pollak. What Pollak did not know was an idea forming in Kozel's head. She wanted to show insurance companies how useful the braces can be for those who have lost their mobility. She set her mind on the Appalachian Trail, just two months after she received her braces. Now, with support from her orthopedist, her mother and strangers along the way, she is slowly approaching her destination.

Harriet Nabukwasi is saving up. So far, shes saved up enough to pay surveyors 100,000 Uganda shillings (21) to continue the process of registering my land, she says. Now, I even pay school fees for my children. I am happy now. Nabukwasi is able to save for her goal because of her work with Solar Sister, a not-for-profit social enterprise that has created a network of female entrepreneurs. The organisation recruits women (and some men) in the most impoverished and remote areas of Uganda to sell affordable solar lamps, mobile phone chargers and fuel-efficient stoves. As well as earning money, Nabukwasi now lights her house with a solar lamp, cooks on energy saving stoves, charges her mobile phone from home, and her children no longer have to rush to finish their homework before dusk. Solar Sister has been a game changer, she says. At least 877 Solar Sister entrepreneurs now work in Uganda, more than three-quarters of whom are female. The organisation has attracted more than 2,000 entrepreneurs in Uganda, Tanzania and Nigeria since 2010. In Uganda, only 20% of the population has access to electricity while more than 50% of rural households rely on open kerosene lamps. But such lanterns are fire hazards, emit toxic fumes and strain family budgets. An entrepreneur needs initial capital of at least 200,000 shillings (42) to become a Solar Sister. We want [the entrepreneurs] to take this as their business, says [Solar Sister Uganda country manager Clare] Achola.

Aidan Dwyer, 13, went to the woods and had a eureka moment that could be a major breakthrough in solar panel design. The 7th-grader ... noticed a pattern among tree branches, and determined (as naturalist Charles Bonnet did in 1754) that the pattern represented the Fibonacci sequence of numbers. Aidan wondered why, and figured it had something to do with photosynthesis. In a pretty innovative experiment, this intrepid young scientist set about duplicating an oak tree, comparing its sunlight-capturing abilities to a traditional rooftop solar panel array. He copied the pattern using a computer program, and built an oak tree-shaped solar array out of PVC pipe. He next built a flat-panel array mounted at 45 degrees, like a typical home rooftop array, and attached data loggers to each model to monitor voltage. Aidan's award-winning essay ... walks you through his experiment design and his results. But the short story is that his tree design generated much more electricity - especially ... when the sun is at its lowest point in the sky. At that point, the tree design generated 50 percent more power, without any adjustments to its declination angle. He determined the tree's Fibonacci pattern allowed some solar panels to collect sunlight even if others were in shade, and prevented branches on a tree from shading other branches. Now Aidan is studying other tree species and improving his PVC model to determine how it could be used to make more efficient solar arrays.

What Elizabeth valued above all was loyalty of service – the kind of quality you demonstrate not with your mind, but with your knees. California’s booming solar industry had a record day this week when the state’s largest utilities generated more power than ever from the sun. The state’s largest power grid, the California Independent System Operator, or ISO, on Tuesday managed enough solar energy to power 2 million homes. It also was 2,000 megawatts more than its solar peak from last year. “It’s a great milestone for California and the solar industry,” said Sean Gallagher, vice president for state policy at the Solar Energy Industries Association. He said California represents about half of the nation’s solar industry in megawatts produced. The utilities have been racing to meet the state’s increasingly stringent renewable fuels mandates, which require them to produce a third of their power from renewable sources by 2020 and half by 2030. With those goals in mind, PG&E has added over the last two years two of the largest photovoltaic solar installations in the world. The company’s Topaz Solar Farm in San Luis Obispo County, connected to the grid last year, can generate up to 300 megawatts from the sun. When it’s finished, its capacity is expected to hit 550 megawatts. Meanwhile, PG&E’s Agua Caliente solar project in Yuma County, Ariz., brings in another 300 megawatts. It was completed in 2014.
