The top 1% of Americans are finally recovering from the great recession. A new analysis of IRS data revealed that the average income of the top 1% of income earners grew by 7.7% in 2015, reaching $1.36m. Report author Emmanuel Saez, an economics professor at the University of California-Berkeley ... revealed that in 2015, the rich were also taking home larger chunk of the US income. “The share of income going to the top 10% of income earners – those making on average about $300,000 a year – increased to 50.5% in 2015 from 50.0% in 2014, the highest ever except for 2012,” Saez wrote. It should not come as a shock that to many Americans talk of economic recovery rings hollow. The top 1% of families saw their income grow by 37% between 2009 to 2015, from $990,000 to $1.36m. The incomes of the other 99%, however, grew by just 7.6% during that time – from $45,300 in 2009 to $48,800 in 2015. In 2015, the income of the 99% grew by just 3.9%. After factoring in inflation, Saez calls it: “the best real income growth in 17 years”. And the rich? At 7.7%, their growth was twice that. Economy remains a top concern for US voters, according to a recent Gallup survey of 1,530 adults. The gap between rich and poor is bigger now than it’s been just about any time since the 1920s.

Sexual abuse scandals at American institutions like the Boy Scouts and the military have made headlines, and forced reforms. Now, with the publication of a year-long investigation by reporters at The Atlanta Journal-Constitution, the medical community is facing similar scrutiny. But perhaps no such scandal has drawn as much attention as the one that rocked the Catholic Church, after the Boston Globe uncovered the true extent of the Church leadership's long cover-up of its problem. As AJC reporters looked into sexual abuse within the medical community, they saw parallels with the church scandal. More significantly, the two cultures have one chief issue in common: secrecy. Secrecy underlies almost all of the proceedings surrounding complaints of sexual misconduct by physicians. The justice system is geared to let the public know when a potentially dangerous problem arises in their community. If the accused is later cleared, then that gets reported, too. In contrast, the medical disciplinary system, like church procedure before it, is usually geared to protecting the identities of everyone concerned. In Colorado, for example, even a patient may not come back to the medical board after filing a complaint and request information about his or her own complaint. The nation’s largest medical society says it has zero tolerance for doctors who sexually abuse patients. But ... the association does not favor the automatic revocation of the medical license of every doctor who commits sexual abuse of a patient. It does not expel every offender from its membership rolls. It has never independently researched the prevalence of sexual abuse in clinical settings. Twenty-six years ago it declared sexual misconduct a breach of medical ethics, but since then it has remained all but mute on the issue. It has, however, fought to keep confidential a federal database of physicians disciplined for sexual misconduct and other transgressions. When a proposal to open the database emerged in Congress, a former House staff member said, the AMA “crushed it like a bug.” Patient advocates say the AMA and other medical organizations have shown reluctance to confront the scope and impact of sexual misconduct, further exacerbating the problem. “At some point the profession has to take responsibility to accept that there are things that need to be done in regard to protecting patients,” said Lisa McGiffert, manager of the Safe Patient Project for the advocacy group Consumers Union. “It’s always been puzzling to me that doctors don’t collectively say, ‘We don’t want these bad apples in our profession. They give us a bad name.’”

During a career spanning nearly 30 years in Georgia, Dr. William Almon has reinvented himself in numerous ways in numerous places. What hasn’t changed is his ability to practice medicine. In three different settings, Almon faced allegations that he sexually violated extremely vulnerable female patients — a suicidal soldier, jail inmates, a mentally ill woman and a child of 14 — and every time was effectively given a pass. Of the thousands of cases reviewed by The Atlanta Journal-Constitution in its investigation of physician sexual misconduct, few show the forces that protect offending doctors more dramatically. At Fort Gordon outside Augusta ... he admitted that he had sex with a hospitalized patient. The patient, a private, was found immediately afterward on the floor of her hospital room, curled up and crying. The Army ... allowed him to resign in lieu of facing a court-martial. At the Augusta jail ... he was charged with sexually abusing three inmates. prosecutors ultimately dropped the charges. And at WellStar’s East Paulding Primary Care Center, where Almon was hired even though corporate officials knew of his background, he was accused of molesting two patients. One was a woman who is schizophrenic. The other was a 14-year-old girl. The charges could have brought a prison sentence, but prosecutors allowed the doctor to plead no contest to misdemeanor counts of battery and sexual battery and receive probation. Then the Georgia Composite Medical Board negotiated an agreement that let him continue practicing.

Cats, dogs and pigs will no longer be guinea pigs. Late last month, the last medical school in the U.S. and Canada to use live animals to teach surgical skills to students - the University of Tennessee College of Medicine in Chattanooga - announced it would cease the practice. In an email sent to the Physicians Committee for Responsible Medicine, which has fought the practice for years, Robert C. Fore, the interim dean for the medical school at UT, wrote that “effective immediately” the college will no longer use live pigs to teach surgical skills to students. Instead they will use simulators of human bodies that can bleed, breathe, blink and have lifelike organs and skin. “It’s a watershed moment,” John Pippin, a retired cardiologist and director of academic affairs for PCRM, told Washington Post. “For anyone who went to medical school in years past it was a rite of passage, often a disturbing rite of passage to use a dog or cat or another animal in medical courses.” Students were instructed to use the animals to practice surgical procedures or inject them with various drugs to monitor responses. After being used for such training procedures, the animals were killed. UT’s ban of using live animals follows Johns Hopkins’ May 18 announcement that they would stop the practice because “almost all medical schools have stopped using live animals” and “that the experience is not essential.”

The Chilcot inquiry has delivered a damning verdict on the decision by former prime minister Tony Blair to commit British troops to the US-led invasion of Iraq in 2003. Chilcot finds that Blair deliberately exaggerated the threat posed by the Iraqi regime as he sought to make the case for military action to MPs and the public in the buildup to the invasion. The then prime minister disregarded warnings about the potential consequences of military action, and relied too heavily on his own beliefs, rather than the more nuanced judgments of the intelligence services. Tony Blair wrote to George W Bush eight months before the Iraq invasion to offer his unqualified backing for war well before UN weapons inspectors had complete their work, saying: “I will be with you, whatever.” The report says that between early 2002 and March 2003 Blair was told that, post-invasion, Iraq could degenerate into civil war. Chilcot rejects Blair’s claim that the subsequent chaos and sectarian conflict could not have been predicted. Before the war, Blair had said that the US-led invasion coalition would try to minimise civilian casualties. As the war and occupation unfolded, however, the MoD made only a “broad estimate” of how many Iraqis were being killed. No red flags were apparent when the Maine Board of Licensure in Medicine checked Dr. Jaroslav “Jerry” Stulc’s background in 2007. But within months of joining a hospital staff, the surgeon was accused of sexual misconduct. The hospital ... suspended him with pay. Then, while he was out, the hospital and medical board learned that Stulc previously had been suspended by a Kentucky hospital following allegations of sexual misconduct. Skirting federal rules, the Kentucky hospital hadn’t reported his suspension or subsequent resignation to the nationwide database established for hospitals and medical boards to share information on physician misconduct. Instead, just before Stulc applied for his Maine license, he and the hospital had agreed that he would voluntarily resign. The hospital wouldn’t mention the suspension ... to anyone who inquired. Such private agreements, along with legal loopholes and outright flouting of the law, are among the reasons the nationwide repository - the National Practitioner Data Bank - can leave patients and medical staff vulnerable, an Atlanta Journal-Constitution investigation found. Even when hospitals and medical boards file reports, they may classify violations in a way that conceals the scope of physician sexual misconduct. Because of such gaps, the AJC - in reviewing board orders, court records and news reports - found about 70 percent more physicians accused of sexual misconduct than the 466 classified as such in the public version of the data bank from 2010 to 2014.

On Wednesday, July 17, 1996, at 8:19 p.m., TWA Flight 800 took off from JFK airport and headed out over Long Island toward Paris. Twelve minutes later, TWA 800 exploded mid-air, killing all 230 people on board. Twenty years later, the crash of TWA 800 remains a subject of horror and fascination. Conspiracy theorists still insist that TWA 800 was brought down, deliberately or accidentally, potentially by the US military - despite a four-year-long investigation, the most expensive in aviation history, which found that a short circuit in the plane’s center wing fuel tank caused the crash. In his new book “TWA 800: The Crash, the Cover-Up, and the Conspiracy,” author Jack Cashill maintains that the plane was brought down by external forces and that the government has engaged in a decades-long cover-up. Cashill doesn’t offer a definitive alternate cause, but the strongest portion of his book are reprints of multiple witness statements, taken by the FBI and CIA in the immediate aftermath. Over 700 of these have since been made public; in them, 258 witnesses told investigators they’d seen a streak of white light approaching the aircraft before the explosion. A few witnesses used the word “rocket” or “missile” in describing what they saw. AeroFarms has built what it says is the world's largest indoor vertical farm, without the use of soil or sunlight. Its ambitious goal is to grow high-yielding crops via economical methods to provide locally sourced food to the community, protect the environment and ultimately even combat hunger worldwide. “We use about 95 percent less water to grow the plants, about 50 percent less fertiliser as nutrients and zero pesticides, herbicide, fungicides,” said David Rosenberg, co-founder and chief executive officer of AeroFarms. “We're helping create jobs as well as create a good story to inspire the community and inspire other businesses.” Inside the 2,800 square metre warehouse, farmers tend the short-stemmed plants, which are illuminated by rows of light emitting diode, or LED, lamps and planted in white fabric made from recycled water bottles. Co-founder ... Marc Oshima said that by producing indoors, AeroFarms can grow plants within 12 to 16 days, compared with 30 to 45 days outdoors. A year-round grow cycle protected from the changeable climate means that indoor farms can be 75 times more productive, he said. The company plans to move its operation this year to a new facility in Newark, [New Jersey] with 6,503 square metres of growing space. Most green, leafy plants thrive during the spring and fall in sunnier states such as California and Arizona. Thousands of dogs across Britain are dying or suffering severe allergic reactions after being treated with a vaccine meant to protect them against mild bacterial infections. Fears over the safety of the vaccine against leptospirosis - a bacterial infection spread to dogs through rats and wild animals – have now led veterinary organisations to issue warnings about its side effects. The World Small Animal Veterinary Association (WSAVA) is urging owners not to use Nobivac L4 vaccine on puppies under 12 weeks old. However, [it] is still being administered in veterinary practices across Britain to dogs from seven weeks old, with little warning of the potential side effects. According to reports made to the Government's Veterinary Medicines Directorate (VMD) by pet owners, more than 120 dogs are feared to have died after receiving a dosage in the three years the product has been on the market. In the last two years, regulators have received 2,000 reports of dogs having suspected adverse or fatal reactions. Owners that have opted for the L4 vaccine ... have reported adverse effects including epileptic fits, swollen glands and blindness. The vaccine, which is manufactured by MSD Animal Health, a subsidiary of American conglomerate Merck Sharp & Dohme, is currently being monitored by the VMD. The regulator has however refused to reveal the total number of animals that had been affected since the product came onto the market, prompting concern among dog owners that the scale of problem is being kept hidden from the public.

The Antarctic ozone layer, which shields the Earth from harmful ultraviolet rays, shows encouraging signs that it's beginning to heal, according to research published in the journal Science. Scientists credit the healing to an international policy set nearly three decades ago that cut the production of ozone-destroying chemicals. That agreement - the 1987 Montreal Protocol on Substances that Deplete the Ozone Layer - called for the phase-out of substances including chlorofluorocarbons and halons, once present in refrigerators, aerosol cans and dry cleaning chemicals. "The ozone layer is expected to recover in response, albeit very slowly," wrote the researchers in the study. The ozone layer, a fragile shield of gas, protects animal and plant life on Earth from powerful UV rays. When the ozone layer is weakened, more UV rays can get through and affect humans, making them prone to skin cancer, cataracts and other diseases. There also may be consequences for plant life, including lower crop yields and disruptions in the ocean's food chain. The ozone hole was discovered in 1985, which led to the Montreal Protocol two years later. Researchers ... found that the hole in the ozone layer had shrunk by 1.5 million square miles, based on their measurements every September since 2000 to 2015. This area is equivalent to 4 million square kilometers, which is bigger than India. Since the Montreal Protocol went into effect, the amount of harmful chemicals has also decreased.

The Obama administration just released numbers suggesting ... that drone strikes in countries excluding Iraq, Afghanistan and Syria have resulted in between at least 64 and 116 noncombatant deaths during his administration. The president also issued an executive order effectively directing his successor to ... publish this data going forward. The new executive order means it will be harder for the next president to kill in total secrecy. Obama’s use [of drones] over the last seven years set a disastrous global precedent: using a new weapons technology as an excuse to kill in secret and without regard for international law. Today’s developments are an incremental but important step away from the notion that new technology is a license for secrecy. The downside, though, is that the drone data could be completely misleading – and provide a veneer of legitimacy to unlawful killings. There are reports of hundreds of unidentified people killed in apparent “signature strikes,” where targeting decisions were made on the basis of patterns of behavior rather than identification of a specific individual. Amnesty International and other groups have also documented so-called rescuer strikes, where the US killed or injured individuals who were trying to help the victims of an initial strike. The CIA, an agency with an extremely poor record of accountability to the public, is still conducting strikes. Its continued role is likely one reason we aren’t getting fuller answers to our questions about drones.

After studying the classics at Princeton, I trained in psychiatry at Yale and in psychoanalysis at Columbia. Nearly all food labels in Vermont are now required to disclose when products include genetically engineered ingredients. The requirement, passed two years ago, became effective on Friday. The rule is the first of its kind in the United States, and although it applies only within the tiny state, it is having national impact. Most major food and beverage companies have already added language to their labels to meet the new rule, rather than deal with the logistical hassle of having separate labels for different states. But not all the same products will definitely be on shelves. Vermont’s law requires the labeling of most packaged grocery products as well as any whole fruits or vegetables produced with genetic engineering. That means virtually all products containing derivatives of crops like corn, soy, canola and sugar from sugar beets will need labels, as most of those crops in the United States are grown from genetically modified seeds. Vermont’s law is careful, however, to exclude cheese, a big business in the state. The law also exempts meat from animals that have eaten feed made from genetically engineered grains. The labeling issue has generated heavy and frantic lobbying by the Grocery Manufacturers Association and the trade groups representing major commodity producers of crops like soy and corn, who have wanted a federal law that would prevent mandatory labels.

Google has launched a new site that shows absolutely everything it knows about its users. And there’s an awful lot of it. The new My Activity page collects all of the data that Google has generated by watching its customers as they move around the web. And depending on your settings that could include a comprehensive list of the websites you’ve visited and the things you’ve done with your phone. Google has long allowed its users to see the kinds of information that is being generated as people use the company’s products, including letting people listen in on automated recordings that it has made of its users. But the new page collects them together in a more accessible – and potentially more terrifying – way. The page shows a full catalogue of pages visited, things searched and other activity, grouped by time. It also lets people look at the same timeline through filters – looking at specific dates, which go all the way into the past, and specific products like Google search, YouTube or Android. When users open up the page for the first time, pop-ups make the case for why it has been launched and why Google collects quite so much data. By tracking people around the internet it can tailor those ads – but people can use the same site to opt out from the tracking entirely, or just delete information that they would rather wasn’t used for advertising. Users aren’t automatically opted into the interest-based advertising tools, despite heavily rolling out the feature.

Secret FBI rules allow agents to obtain journalists’ phone records with approval from two internal officials - far less oversight than under normal judicial procedures. The classified rules ... govern the FBI’s use of national security letters, which allow the bureau to obtain information about journalists’ calls without going to a judge or informing the news organization being targeted. Obtaining a journalist’s records with a national security letter (or NSL) requires the signoff of the FBI’s general counsel and the executive assistant director of the bureau’s National Security Branch. The Obama administration has come under criticism for bringing a record number of leak prosecutions and aggressively targeting journalists in the process. In 2013, after it came out that the Justice Department had secretly seized records from phone lines at the Associated Press and surveilled ... reporter James Rosen, then-Attorney General Eric Holder tightened the rules. The FBI could not label reporters as co-conspirators in order to try to identify their sources - as had happened with Rosen - and it became more difficult to get journalists’ phone records without notifying the news organization first. Yet these changes did not apply to NSLs. Those are governed by a separate set of rules. The FBI issues thousands of NSLs each year, including nearly 13,000 in 2015. Over the years, a series of Inspector General reports found significant problems with their use, yet the FBI is currently pushing to expand the types of information it can demand with an NSL.

It starts [in] Squaw Valley and ends ... in Auburn, California, 100 miles distant with a cumulative altitude gain of 15,000 feet and a 22,000 foot descent. The lead runners take about 16 hours to finish. In comparison running a marathon is trivial. Thirty seven years ago my wife Ruth Anne and I created prizes for the oldest male and female finishers as a celebration of the human potential. 3500 masochists apply, 350 gain a lottery start, 280 finish, the ultimate goal is to finish under 24 hours which is rewarded by a silver buckle, the second prize is finishing under 30 hours and a bronze buckle. Last year, 2015, was Ruth Anne’s last hurrah. Her Alzheimer’s disease was brutal, she scarcely knew what was going. She died three weeks later, but she was there to join in the ecstasy as Gunhild Swanson became the first woman over 70 years of age to win a buckle. This year the joint was jumping as 72-year-old Wally Hesseltine hoped to be the oldest ever finisher. He made the finish in thirty hours and one minute. I presented our awards to the oldest female and male as usual. But I gave an extra shout out to Bruce Labelle, 60 years of age who finished nobly just as he had 35 years before. Any youngster can do the 100 mile race and keep it up once or twice, but for a 60-year-old to keep it up for 35 years should be celebrated and emulated.
