Navy seeks autonomous drones despite warnings from critics

The Navy is looking to increase its use of drones that are more and more independent of direct human control. In recent days, Pentagon officials and Navy leaders have spoken about the program and the push to develop more autonomous and intelligent unmanned systems. Secretary of Defense Ash Carter in a speech earlier this month confirmed that the United States was developing "self-driving boats which can network together to do all kinds of missions, from fleet defense to close-in surveillance." And Rear Adm. Robert P. Girrier, the Navy's director of Unmanned Warfare Systems, discussed the effort at a January event at the Center for Strategic and International Studies. The drive is being dubbed "human machine teaming," which uses unmanned vehicles that are more independent than those piloted or supervised by human operators. Girrier told the audience that the "technology is there" and that more autonomous drones would allow the United States "to achieve supremacy at a lower cost." The Navy's push comes despite critics expressing increasing alarm at further automating drones, advances that have sparked fears of militaries developing robots that can kill without accountability. In July a group of concerned scientists, researchers and academics ... argued against the development of autonomous weapons systems. They warned of an artificial intelligence arms race and called for a "ban on offensive autonomous weapons beyond meaningful human control."

US military burn pits built on chemical weapons facilities tied to soldiers' illness

In 2007, shortly after vice-president Joe Biden learned that his eldest son would be deployed to Iraq, the then-presidential hopeful turned to a modest crowd at the Iowa state fair and admitted that he didn’t want Beau to go. Beau arrived in Iraq the following year. Though he returned home safely ... his health deteriorated, and he was diagnosed with brain cancer. Less than two years later, he died at the age of 46. A new book ... suggests a possible link between his illness and service. Based on clusters of similar cases, scientific studies and expert opinions, author Joseph Hickman proposes in The Burn Pits: The Poisoning of America’s Soldiers that [some] US service members in Iraq and Afghanistan confronted ... respiratory issues relating to their burn pit exposure. Others likely developed more life-threatening conditions such as cancers, Hickman contends, because of what the burn pits were built on top of: the remnants of Saddam Hussein’s chemical weapons program. The Pentagon ordered the use of open-air burn pits to dispose of the wars’ massive volume of waste. Among the other hazardous items service members recall being burned are: petroleum, oil, rubber, tires, plastic, styrofoam, batteries, appliances, electrical equipment, pesticides, aerosol cans, oil, explosives, casings, medical waste and animal and human carcasses. The VA does does not acknowledge a link between burn pits and long-term health problems. Of the 500 people included in Hickman’s burn pit study, the VA denied disability benefits to over 90% of them.

Inside the Investigation into Child Sexual Abuse at Sovereign Grace

Child sex abuse in the Catholic Church is now widely known. Similar abuses in evangelical communities have not received the same public scrutiny. The February issue of Washingtonian Magazine featured an exposé of long-buried sexual abuse of children in a prominent evangelical church network, Sovereign Grace Ministries. Freelance journalist Tiffany Stanley, a 2015 National Magazine Award finalist, spent 10 months uncovering reports of child rape and molestation in Sovereign Grace churches over the last three decades, particularly in the community of the then-flagship Covenant Life Church in Gaithersburg, Maryland. Her investigation, “The Sex Scandal that Devastated a Suburban Megachurch,” chronicles the inside story of crimes against children in D.C.-area Sovereign Grace churches, explores how church leaders including founder C.J. Mahaney did and did not respond, and recounts how victims’ mothers joined forces to seek justice. The churches, for the most part, declined to cooperate. Some church leaders expressed that they wanted the story to go away, so the community could move on. Susan Burke, the lawyer for the victims, has said she wants to file another lawsuit in Virginia. That suit wouldn’t involve all the original plaintiffs because some are too old to file suits. It may be too late to get justice for all of the Sovereign Grace plaintiffs, but they want the laws to change for future victims.

The United States spent more than $7 billion in the past 14 years to fight the runaway poppy production that has made Afghan opium the world’s biggest brand. Tens of billions more went to governance programs to stem corruption and train a credible police force. But ... more than ever, Afghan government officials have become directly involved in the opium trade. Some of the most important regional police and security commanders, including allies of American military and intelligence officials, are closely identified with the opium trade. Farmers said they paid [government officials] about $40 for each acre of poppies under cultivation. In 2015, that meant nearly $3 million in payments from the district of Garmsir alone. Garmsir is just one of several districts in ... the heart of poppy country. By the most basic metric, the international effort to curb poppy production in Afghanistan has failed. More opium was cultivated in 2014, the last year of the NATO combat mission, than in any other year since the United Nations began keeping records in 2002. Government complicity in the opium trade is not new. Taxation on a districtwide level in the main opium-growing centers, however, has been less common. Most who spoke about it did so on the condition of anonymity, fearing reprisals. Farmers in Nad Ali said tax collection depended on ... one’s relationship with the local police commander. Pope’s efforts to stop church child abuse appear to unravel

A member of a commission set up by Pope Francis to advise him on child abuse says the group is a “token body” exercising in “smoke and mirrors” that won’t help children stay safe from abusive priests. The Pontifical Commission for the Protection of Minors, which Francis set up with much fanfare in 2014, was supposed to issue guidelines for the Vatican on how to deal with child abuse. But the body was never consulted about the training for new bishops on exactly that topic. The problems come as Pope Francis pays a visit to Latin America, [where] the church is accused of reassigning and protecting many alleged predator priests. GlobalPost recently spent a year investigating the international movement of predator priests. We tracked down several priests who were accused of abuse in the United States or Europe, and later transferred to South America, where they continued to celebrate Mass in poor, remote parishes. Earlier this month, the Vatican released its training guidelines for new priests. Veteran Vatican reporter John L. Allen Jr., an associate editor of the Catholic website Crux, wrote about the guidelines in a column last week. The church official who outlined the rules argued that bishops have “no duty to report allegations [of sexual abuse] to the police,” Allen wrote in his column. Furthermore, the commission - which was set up to advise the church on these matters - wasn’t involved in the creation of the guidelines.

Israel boycott ban: Shunning Israeli goods to become criminal offence for public bodies and student unions

Local councils, public bodies and even some university student unions are to be banned by law from boycotting “unethical” companies. All publicly funded institutions will lose the freedom to refuse to buy goods and services from companies involved in the arms trade, fossil fuels, tobacco products or Israeli settlements in the occupied West Bank. Any public bodies that continue to pursue boycotts will face “severe penalties”, ministers said. Underlining the main target of the ban, the formal announcement will be made by the Cabinet Office minister Matt Hancock when he visits Israel this week. Israeli companies, along with other firms which have investments in the occupied West Bank, have been among those targeted by unofficial boycotts in the past. In 2014 Leicester City Council passed a policy to boycott goods produced in Israeli settlements in the West Bank while the Scottish Government published a procurement notice to Scottish councils which “strongly discourages trade and investment from illegal settlements”. Mr. Hancock said the current position where local authorities had autonomy to make ethical purchasing decisions was “undermining” Britain’s national security.

Scientists have identified more than 200 industrial chemicals - from pesticides, flame retardants, jet fuel - as well as neurotoxins like lead in the blood or breast milk of Americans, indeed, in people all over our planet. These have been linked to cancer, genital deformities, lower sperm count, obesity and diminished I.Q.. Medical organizations ... have demanded tougher regulations or warned people to avoid them. They have all been drowned out. Chemical companies, by spending vast sums on lobbying - $100,000 per member of Congress last year - block serious oversight. Almost none of the chemicals in products we use daily have been tested for safety. “Industrial chemicals that injure the developing brain” have been linked to conditions like autism and attention deficit hyperactivity disorder, noted The Lancet Neurology, a peer-reviewed medical journal. Yet we still don’t have a clear enough sense of what is safe, because many industrial chemicals aren’t safety tested before they are put on the market. Meanwhile, Congress has dragged out efforts to strengthen the Toxic Substances Control Act and test more chemicals for safety. The President’s Cancer Panel recommended that people eat organic if possible, filter water and avoid microwaving food in plastic containers. All good advice, but that’s like telling people to avoid cholera without providing clean water. And that’s why we need another public health revolution in the 21st century.

I wonder how many of the readers remember the WHO’s pandemic alert on swine ‘flu some years ago? When the WHO was proactive to announce a pandemic then without any scientific justifications I was the one who wrote that that was a business stunt! People did not believe and the British Medical Journal rejected my paper. After one long year what I had predicted came true. Council of Europe Health Committee Chairman Dr. Wolfgang Wodarg said that the declaration of a swine flu pandemic was a false alarm. “There are many signs that there is close cooperation between the WHO and pharmaceutical companies. We have to find out whether there was pressure or whether there was money given as an incentive to the WHO to have this pandemic declared,” Dr. Wolfgang Wodarg adds. To give a simple example of the swine flu drug Tamiflu when given to a million people, 45,000 will experience vomiting, 31,000 will experience headache and 11,000 will have psychiatric side-effects. These figures might be insignificant if Tamiflu cures swine flu. That is not the case. Raising the fear levels in society is the surest way of depressing their immune system! This is good for business. With people’s immune system depressed they are prone to all kinds of infections. What follows next is the usual history. Greedy drug companies will now vie with each other to produce a vaccine. Vaccination is big business. This pattern goes on and on as long as money and medicine are related.

Morgan Stanley will pay $3.2 billion in a settlement over bank practices that contributed to the 2008 financial crisis, including misrepresentations about the value of mortgage-backed securities, authorities announced Thursday. The nationwide settlement, negotiated by the working group appointed by President Barack Obama in 2012, says the bank acknowledges that it increased the acceptable risk levels for mortgage loans pooled and sold to investors without telling them. Loans with material defects were included, packaged into the securities and sold. The Justice Department said the $2.6 billion federal penalty to resolve claims about the bank's marketing, sale and issuance of those securities is the largest piece of settlements with the working group that have totaled approximately $5 billion. "Our work is far from over," said New York Attorney General Eric Schneiderman, who co-chairs the group. "Communities across the country have not gotten back to where they were before the crash." Total settlements so far are about $64 billion, Schneiderman said. The working group previously reached major settlements with Citigroup for $7 billion, JPMorgan for $13 billion and Bank of America for $16.65 billion. The New York-based investment bank reported a fourth-quarter profit of $908 million.

Has Michael Moore gone soft? You might think so, making a snap judgment of Where to Invade Next, a ... documentary hellbent on seeing the best in people. Other people. Not us Americans. Moore sets up his film by daydreaming about a summons from the Joint Chiefs of Staff. "Instead of using Marines, use me," he pleads. As we watch a collage of America at its worst – bank scandals, stock frauds, housing foreclosures, black teens murdered by cops – Moore sets out to invade the world for bright ideas. In Italy, he meets a couple who get 30 days paid vacation each year with no loss in productivity. In France, Moore is astonished by school kids who are served nutritional food. On a visit to a Norway prison, the worst felons are treated with compassion, with sentences capped at 21 years, even for murderers. Yet the crime rate is low, as is recidivism. In Tunisia, women win free health care from a hidebound Islamist regime. And get a load of Portugal, where using drugs is not a crime, but rehab is offered to those who want it. A trip to Iceland finds that the bankers who brought economic ruin to their country are thrown in jail instead of being bailed out. Love him or hate his methods, Moore touches a nerve in Where to Invade Next. In a climactic remembrance at the Berlin Wall, he recalls a time when a corrupt regime was brought down by people willing to protest. What counted most were humanitarian principles, the same bedrock concepts that America was founded on. See, the joke's on us.

Catholic bishops not obliged to report clerical child abuse, Vatican says

The Catholic church is telling newly appointed bishops that it is “not necessarily” their duty to report accusations of clerical child abuse and that only victims or their families should make the decision to report abuse to police. A document that spells out how senior clergy members ought to deal with allegations of abuse, which was recently released by the Vatican, emphasised that, though they must be aware of local laws, bishops’ only duty was to address such allegations internally. “According to the state of civil laws of each country where reporting is obligatory, it is not necessarily the duty of the bishop to report suspects to authorities, the police or state prosecutors in the moment when they are made aware of crimes or sinful deeds,” the training document states. Details of the Catholic church’s policy were first reported in a column by a veteran Vatican journalist, John Allen. Allen noted that a special commission created by Pope Francis, the Pontifical Commission for the Protection of Minors, had appeared to play no role in the training programme, even though it is supposed to be developing “best practices” to prevent and deal with clerical abuse. The news comes just days after the abuse commission forced one of two abuse survivors who had personally been appointed by Pope Francis to leave the committee following a vote of no confidence. Peter Saunders, a British abuse survivor and vocal critic of the church’s alleged lack of action on abuse, said he was blind-sided by the vote.

Microcephaly cases in Brazil predate Zika virus outbreak, study says

Pediatric cardiologist Dr. Sandra Mattos had been collecting data on 100,000 newborns in the Brazilian state of Paraiba as part of her work. The microcephaly fears linked to the Zika virus drove her team to check back into hospital records for ... more than 1,600 babies born in the state in the last four years. "We were very, very surprised," Mattos said. Babies with mild microcephaly were present in the population dating back to at least 2012. Scientists think the original reports of 4,700 suspected cases were inflated by over-reporting that didn't stand up when specialists examined the babies. Lingering questions remain, including why more than 80 per cent of suspected microcephaly cases are confined to Brazil's northeast region. And why has microcephaly not appeared in other Latin American countries with similar climates, such as among the 2,100 pregnant women infected with Zika in Colombia? In Berlin, epidemiologist Dr. Christoph Zink has been charting publicly available data from the Zika virus outbreak in terms of when cases appeared, the geographic distribution and the continuous microcephaly epidemic. He proposes another potential explanation. "I would ask my toxicological colleagues in Brazil to please look very closely into the practical application of agrochemicals in their country," Zink said. Mattos said pesticides have been raised as a potential factor by her colleagues in Brazil.

What preppers and survivalists tell us about America's apocalyptic readiness

In the Republican presidential debate last Saturday, Ted Cruz laid out a dark scenario to demonstrate the need for a beefed-up missile defence system – the same one Rick Santorum and Ben Carson had raised before him in earlier debates. He said that North Korea was working on a satellite, which could spell doom for America: “As it would orbit around the Earth, and as it got over the United States, they would detonate that nuclear weapon and set off what’s called an EMP, an electromagnetic pulse which could take down the entire electrical grid on the eastern seaboard, potentially killing millions.” The very day before Cruz spoke, in the tatty, cavernous but crowded Expo Idaho Center in Boise, speaker and entrepreneur Ben Gilmore laid out a much more elaborate version of the same catastrophe. Speaking to a rapt audience at prepper expo SurvivalCon, Gilmore pointed to a projected map showing much of the North American continent swathed in a deep red. “An EMP bomb 300 miles up gets all of the United States ... this is the worst-case scenario, and it is the most probable.” But also – in a stroke of luck – Gilmore’s own company, Techprotect, makes “Faraday bags” in which electronic items can be shielded from electromagnetic pulses. This mixture of End Times thinking, geopolitical speculation and rightwing ideology was repeated not only in the other formal presentations, but in conversations on the floor of the Expo Center. The Idaho show showed continuing strong links persist between prepping, religious fundamentalism and the far right.

Komal Ahmad ... is the founder and CEO of Copia, an online platform that connects businesses with leftover food to local organizations that can distribute that food to people in need. While an undergraduate ... Ahmad was walking down the street when she was approached by a homeless man who asked her for money to buy food. Instead of giving him a few bucks, Ahmad decided to take him out to lunch and discovered that he was an Iraq war veteran. “That hit me like a ton of bricks,” she said, noting that she’d just gotten back from summer training for the U.S. Navy. “It was almost like a glimpse of my future. This was a perfectly educated guy, came from a good family. He was just a person who was down on his luck.” Across the street from where Ahmad and the man had eaten lunch, the university’s cafeteria was throwing out thousands of pounds of leftover food. Right then, the dual problems of hunger and food waste struck her. “Those who have and are wasting and those who need and are starving - and they’re both living quite literally right across the street from each other,” she said. “That’s just ridiculous.” Ahmad launched Feeding Forward, a local service that began ... in 2011 and has since grown into the tech startup Copia, which has now distributed some 600,000 pounds of food to 720,000 people in need. As Copia expands, Ahmad said that she hopes her phone app will set the stage for new platforms that can redistribute a wider array of necessities, like medicine and medical supplies.

Sweden’s recycling is so revolutionary, the country has run out of rubbish

Sweden is so good at recycling that, for several years, it has imported rubbish from other countries to keep its recycling plants going. Less than 1 per cent of Swedish household waste was sent to landfill last year or any year since 2011. Sweden was one of the first countries to implement a heavy tax on fossil fuels in 1991 and now sources almost half its electricity from renewables. Over time, Sweden has implemented a cohesive national recycling policy so that even though private companies undertake most of the business of importing and burning waste, the energy goes into a national heating network to heat homes through the freezing Swedish winter. “That’s a key reason that we have this district network, so we can make use of the heating from the waste plants. We use [the waste] as a substitute for fossil fuel,” ... says Anna-Carin Gripwall, director of communications for the Swedish Waste Management’s recycling association. The aim in Sweden is still to stop people sending waste to recycling in the first place. A national campaign ... has for several years promoted the notion that there is much to be gained through repairing, sharing and reusing. She describes Sweden’s policy of importing waste to recycle from other countries as a temporary situation. “There’s a ban on landfill in EU countries, so instead of paying the fine they send it to us as a service. They should and will build their own plants, to reduce their own waste, as we are working hard to do in Sweden,” Ms Gripwall says.

Leaked police files contain guarantees disciplinary records will be kept secret

Contracts between police and city authorities, leaked after hackers breached the website of the country’s biggest law enforcement union, contain guarantees that disciplinary records and complaints made against officers are kept secret or even destroyed. A Guardian analysis of dozens of contracts obtained from the servers of the Fraternal Order of Police (FOP) found that more than a third featured clauses allowing – and often mandating – the destruction of records of civilian complaints, departmental investigations, or disciplinary actions. 30% of the 67 leaked police contracts, which were struck between cities and police unions, included provisions barring public access to records of past civilian complaints, departmental investigations, and disciplinary actions. The leaked contracts became publicly accessible ... when hackers breached the Fraternal Order of Police’s website and put around 2.5GB worth of its files online. These provide a glimpse into the influence of police unions, which Black Lives Matter activists have accused of impeding misconduct investigations. The documents date back almost two decades. Many contain numerous recurring clauses that slow down misconduct investigations. [Many] substantiated use-of-force allegations fail even to garner penalties as high as a reprimand with suspension. In cases between 2010 and 2015 in which the NYPD’s office of the inspector general confirmed that officers had used unwarranted excessive force, officers were given no discipline 35.6% of the time.

The people who really run the world, it turns out, are perfectly capable of silencing the presses. Consider Postmedia, the biggest newspaper chain in the country. It is largely owned by an American hedge fund ... and editorial direction is dictated from corporate headquarters. Advertiser-controlled copy designed to resemble news [takes] up ever more prominent placement. Marty Baron ... took over the Boston Globe back in 2001, [and] ordered the newspaper's investigative unit to go after pedophile priests. The investigation took a year, and produced a scoop of historic proportion - proving church complicity in covering up heinous crimes. Fifteen years later, like most North American newspapers, the Boston Globe is hobbled and shrunken. Defiance has mostly given way to naked fear, as media managers, and not just in newspapers, desperately try to hold onto splintering audiences and plummeting revenue. Baron, now executive editor of the Washington Post, acknowledged the economic forces ripping the business to shreds. But, said Baron, news institutions must place principle ahead of metrics, or our core withers, and we become clickbait hustlers for corporate paymasters. "The greatest danger to a vigorous press today," he [said], "comes from ourselves."

Bay Area vaccine controversy reignites in time for Super Bowl

California may have closed a chapter in its bitter fight over mandatory vaccines for children, but a new billboard campaign by opponents of the state's pro-vaccination law shows the controversy is far from over. Billboards questioning the safety of vaccines have popped up over the past couple of months from Berkeley and San Francisco to North Fair Oaks. More went up in January in the San Jose area to coincide with Super Bowl 50. The billboards, [which] proclaim that vaccines pose serious health risks ... are the brainchild of Brandy Vaughan, founder of the Council for Vaccine Safety [and former] sales representative for Merck. Vaughan was an outspoken opponent of SB 277. The legislation, signed in June by Gov. Jerry Brown ... eliminated personal belief or religious exemptions to mandatory vaccines for school-age children. Though an effort to repeal the law fell apart, [mandatory] vaccinations continue to be a highly charged and divisive issue across the nation. Vaughan has raised $10,000 online for a dozen billboards in the Bay Area. "We're no longer the land of the free if we give up the choice of what we put in our body," said Vaughan. "My goal is to educate the public and encourage people to do their own research and connect the dots." She calls for tighter government regulation of vaccine-makers and suspects that America's growing vaccination regime is responsible for various health conditions.

Zika virus: Brazilian survey calls into question cause of microcephaly

A four-year survey of more than 100,000 newborn babies in north-eastern Brazil has uncovered hitherto unrecognised patterns of microcephaly. The discovery suggests microcephaly is not necessarily a new phenomenon, and questions whether Zika virus is even the cause. Paediatric cardiologist Dr Sandra Mattos ... and her colleagues surveyed more than 100,000 newborns for congenital heart disease in the Brazilian state of Paraiba. "We tried to establish the pattern of microcephaly over the last four years," Dr Mattos said. "What we expected was that we would have something like ... what has been documented in the official sites. "But we then noticed that we had much, much higher numbers. "Independent of what criteria we used, we had between 2–8 per cent of babies that would fall into the criteria of microcephaly," she said. This represents between 2,000 and 4,000 babies per year in the state of Paraíba - about 1,000 times more than the team expected. The survey goes back to 2012 and 2013 and shows a spike each spring and summer, and while the headlines are all recent, the biggest peak in north-eastern Brazil was actually in 2014. The survey calls into question whether these microcephaly cases are caused by Zika virus or something else. If it is Zika virus, it has been in Brazil for a lot longer than people have thought, but that does not explain why after 50 years Zika has only now been linked to microcephaly.

Edgar Mitchell, Apollo 14 astronaut who walked on moon, dies at 85

Edgar Mitchell, one of just 12 human beings who walked on the moon, has died. Mitchell was 85. NASA Administrator Charles Bolden said in a statement, "He is one of the pioneers in space exploration on whose shoulders we now stand." On February 5, 1971 ... Mitchell became the sixth man to walk on the lunar surface. [He] found the trip to be a profound experience. "Looking at Earth from space and seeing it was a planet in isolation ... that was an experience of ecstasy, realizing that every molecule in our bodies is a system of matter created from a star hanging in space," Mitchell told the UK Telegraph in 2014. "The experience I had was called Samadhi in the ancient Sanskrit, a feeling of overwhelming joy at seeing the Earth from that perspective." Fascinated and frustrated by the relationship between religion and science, he was very public about seeking links between the known and unknown. He said he had conducted ESP experiments on the mission. He was also a believer in extraterrestrial activity, and was convinced UFOs had visited Earth. He told Bloomberg Business that the 1947 Roswell incident ... was covered up. "It's not just military. It's a cabal of organizations primarily for a profit motive," he told the publication. Mitchell also created the Institute of Noetic Sciences to research paranormal phenomena and consciousness. In addition, he was co-founder of the Association of Space Explorers, an organization for space travelers.
