Stealing small amounts of food to stave off hunger is not a crime, Italy's highest court of appeal has ruled. Judges overturned a theft conviction against Roman Ostriakov after he stole cheese and sausages worth €4.07 (Ł3; $4.50) from a supermarket. Mr Ostriakov, a homeless man of Ukrainian background, had taken the food "in the face of the immediate and essential need for nourishment", the court of cassation decided. Therefore it was not a crime, it said. A fellow customer informed the store's security in 2011, when Mr Ostriakov attempted to leave a Genoa supermarket with two pieces of cheese and a packet of sausages in his pocket but paid only for breadsticks. In 2015, Mr Ostriakov was convicted of theft and sentenced to six months in jail and a €100 fine. The "historic" ruling is "right and pertinent", said Italiaglobale.it - and derives from a concept that "informed the Western world for centuries - it is called humanity". Italy's Supreme Court of Cassation, which reviews only the application of the law and not the facts of the case, on Monday made a final and definitive ruling overturning the conviction entirely. "The condition of the defendant and the circumstances in which the seizure of merchandise took place prove that he took possession of that small amount of food in the face of an immediate and essential need for nourishment, acting therefore in a state of necessity," wrote the court.

Friday received an email from his editor at Farm News cutting off their relationship a day after the cartoon was published. Some of the largest food producers in the US have successfully petitioned Congress to propose a change to the Freedom of Information Act that would shield their communications with boards overseen by the US Department of Agriculture from the scrutiny of the public. The move follows a series of stories that showed the government-backed egg promoter, the American Egg Board, had attempted to stifle competition from ... food startup Hampton Creek, in direct conflict with its mandate. Several agricultural lobbyists including United Egg Producers, the National Cattlemen’s Beef Association and the National Pork Producers Council have now sent a letter to the congressional subcommittee overseeing appropriations for the Department of Agriculture (USDA) asking to be exempted from Foia requests. The bill has not yet been passed. The government-backed food marketing groups are called “checkoff” programs. Their most recognizable presence is in the form of marketing slogans such as “The incredible, edible egg” or “Beef. It’s what’s for dinner”. The administrators of checkoff programs are appointed by the USDA. Contributing to the programs is mandatory [for food producers]. The teenage birth rate in the United States has hit an all-time low, according to a report this week from the Centers for Disease Control and Prevention. The CDC says during the last 25 years, the teen birth rate has fallen from 62 births for every 1,000 teenage women to 24 per 1,000. The drop is steepest among minorities in the past decade, with pregnancies down 44 percent for black teens and down 51 percent among Hispanics. Dr. Wanda Barfield, the CDC’s director of the Division of Reproductive Health [explains this dramatic] decrease: "What we’re seeing is that community-based interventions appear to be effective in preventing teen births. We’re seeing declines in sexual activity among teens, as well as increases in the use of the most effective contraceptive methods available. Sexual health education plays an important role in the prevention of teen pregnancy. Even states that may have low rates of teen pregnancy may have areas where we’re seeing high rates of teen pregnancy within specific communities. A new study finds a correlation between the aerial spraying of pesticides to kill mosquitoes and an increased risk of developmental delays and autism among kids. In the new findings, presented at the Pediatric Academic Societies 2016 meeting, researchers looked at the rates of autism and developmental delays from eight zip codes in a region of New York that is exposed to yearly airplane pesticide spraying to prevent mosquito-borne disease like eastern equine encephalitis virus. They compared those to the rates in 16 zip codes where the pesticide spraying doesn’t happen. They controlled for factors like poverty and gender variation across the zip codes. The authors report that kids living in zip codes where the spraying was done each summer had around a 25% higher risk of an autism diagnosis or developmental problems compared to kids living in areas without the aerial spraying. “Several studies have previously reported links between pesticide and autism risk,” says Dr. Steve Hicks, an assistant professor of pediatrics at Penn State College of Medicine in an email to TIME. “Our data suggests the way in which pesticides are applied might play some role. Studies of pesticides in animal models show they can affect certain neurotransmitters in the brain, but their exact molecular effects on brain development are still being explored.”

Two undergraduate students at the University of Washington have worked to invent a new way to communicate. Navid Azodi and Thomas Pryor won a $10,000 Lemelson-MIT Student Prize - a nationwide search for the most inventive ... students - for their invention, SignAloud gloves, which can translate American Sign Language into speech or text. “Our purpose for developing these gloves was to provide an easy-to-use bridge between native speakers of American Sign Language and the rest of the world,” Azodi told UW Today. “The idea initially came out of our shared interest in invention and problem solving. But coupling it with our belief that communication is a fundamental human right, we set out to make it more accessible to a larger audience.” Each of the SignAloud gloves has sensors that record movement and gestures then transmit the info wirelessly to a central computer. The computer then looks at the data, and if it matches a gesture, then the associated word or phrase is spoken through a speaker. “The sign language translation devices already out there are not practical for everyday use. Some use video input, while others have sensors that cover the user’s entire arm or body,” Pryor [said]. “Our gloves are lightweight, compact and worn on the hands, but ergonomic enough to use as an everyday accessory, similar to hearing aids or contact lenses.”

Former House speaker Dennis Hastert, who less than a decade ago stood second in line to the presidency, was sentenced to 15 months in federal prison Wednesday for a bank fraud case linked to allegations he sexually abused teen boys more than 30 years ago. Federal Judge Thomas Durkin called Hastert, 74, a "serial child molester" and rejected a prosecutor's recommendation of six months in prison on a banking charge that carries a maximum five-year sentence. The court also fined Hastert $250,000 and sentenced him to two years of supervised release after leaving prison. Hastert must register as a sex offender. "Nothing is more disturbing than having 'serial child molester' and 'Speaker of the House' in the same sentence," Durkin said, [acknowledging] he could not sentence Hastert "for being a child molester" and that his sentence would "pale in comparison" to what the former lawmaker would have faced had he been convicted of state charges for sexual abuse of a child. Under current Illinois law, Hastert would have faced between three and seven years in state prison if convicted of a single count of sexual misconduct with a minor. The secret tax-dodging strategies of the global elite in China, Russia, Brazil, the U.K., and beyond were exposed in speculator fashion by the recent Panama Papers investigation, fueling a worldwide demand for a crackdown on tax avoidance. A Michigan environmental official suggested a technician collecting samples for a suburban Detroit private water system “bump ... out” a test result that found very high levels of lead by testing more homes, according to a 2008 email. Doing so could avert a “lead public notice”, the email reasoned, which would alert residents of dangerously high levels in their water. “I’ve never heard (it) more black and white,” said Marc Edwards, a ... lead expert who helped uncover the Flint water crisis. “It just shows that this culture of corruption and unethical, uncaring behavior predated Flint by at least six years.” In early September 2008, a water laboratory technician collected samples from five of the nearly 45 homes in the [private water system]. The technician submitted the samples to the Michigan department of environmental quality. Of the five samples, one home registered a lead level of 115 parts per billion (ppb), nearly 10 times higher than the federal action level of 15ppb. Adam Rosenthal, an MDEQ environmental quality analyst, sent an email to the technician. He copied Mike Prysby, the state employee who was criminally charged last week for his role in the city of Flint’s two-year lead contamination crisis, along with state employee Stephen Busch. “I just saw the results – 115 ppb for lead is a bit high,” Rosenthal wrote in the email. “There is still time to collect more samples and possibly bump this one out.” Experts said the email shows MDEQ’s Rosenthal was explicitly attempting to “subvert” the lead and copper rule.

For many of us, the most pressing question about exercise is: How little can I get away with? The answer, according to a sophisticated new study of interval training, may be very, very little. In this new experiment, in fact, 60 seconds of strenuous exertion proved to be as successful at improving health and fitness as three-quarters of an hour of moderate exercise. Scientists at McMaster University ... began by recruiting 25 out-of-shape young men and measuring their current aerobic fitness. Then the researchers randomly divided the men into three groups. One group was asked to change nothing; they would be the controls. A second group began a typical endurance-workout routine. The final group was assigned to interval training, using [a] workout [that] lasted 10 minutes, with only one minute of that time being strenuous. Both groups of exercising volunteers completed three sessions each week for 12 weeks. By the end of the study ... the endurance group had [exercised] for 27 hours, while the interval group had [exercised] for six hours, with only 36 minutes of that time being strenuous. The scientists ... found that the exercisers showed virtually identical gains. In both groups, endurance had increased by nearly 20 percent, insulin resistance likewise had improved significantly, and there were significant [improvements in] certain microscopic structures in the men’s muscles. Neither approach to exercise was, however, superior to the other, except that one was shorter - much, much shorter.

A man in Whittier has gone the distance for a tiny hummingbird his once-feral dog helped rescue. As Ed Gernon explains, last year he adopted a German shepherd mix named Rex, that at the time fought other dogs and killed cats. He was dangerous, said Gernon of Rex. He was an animal that had learned to live on the streets and to survive on his own. One afternoon just a month after Rexs adoption, the dog became the rescuer, saving a very tiny and sick hummingbird. And he suddenly stopped and he would not move, he recalls. I mean its tiny and its dead as far as Im concerned. Its covered in ants. Its got no feathers. But thats not where the story ends. Hummer as she is called is now living in Gernons home a year later. But its been a long road. In fact, Gernon had to nurse Hummer back to health (quite literally). He feeds her a special formula every 15 minutes from sun up to sun down and even taught her how to fly using a hair dryer. You find yourself doing stuff you never thought in a million years you would do, he said. And even Rex is willing to share his water bowl with Hummer. It was this little creature. This fragile creature that the whole world wanted to kill and he was trying to protect her so I thought Id go the distance, said Gernon. Its been more than a year since Hummer arrived and Gernon knows eventually she will spread her wings. Its time for her to start mating and I keep leaving the doors and windows open thinking shell leave, he said. But while shes here, he says her little wings have made a big impact.

Ask people to name Pfizer's best-selling product and many would opt for one of its most famous drugs: Viagra, for erectile dysfunction, or Lipitor, to reduce high cholesterol. But they would all be wrong. The top-seller is not a drug but a vaccine: Prevnar, which prevents pneumonia, meningitis and other infections caused by pneumococcus bacteria. Prevnar generated revenues of $6.25bn last year – almost three times as much as Viagra. This was up 40 per cent from the year before, after the expert panel that advises on US vaccine policy recommended its use in over-65s as well as in children. Pfizer is one of just four pharma groups with large vaccines operations. The others are GlaxoSmithKline of the UK, Sanofi of France and Merck of the US. All four reported stronger sales growth in vaccines than in pharmaceuticals last year and operating margins were comparable with pharma at around 25-30 per cent. There are no good national numbers on police conduct. Even the government's most basic statistic - the number of people killed by police - [is] way off. The White House says it wants to change that with the Police Data Initiative ... whose final report called for greater data transparency as a means to build trust between police and communities. The Police Data Initiative encourages departments to anticipate the kind of numbers their communities want to see, and provide them, preferably in database format. As an example, the White House cites the online data portal on police shootings set up by the Dallas Police Department. But there's a caveat, here: This is all voluntary. The White House says 53 jurisdictions so far have pledged to share this kind of data. But an additional 17,000 or so law enforcement agencies have not yet signed on, and they account for about 85 percent of the country's population. Openness to providing data seems to be most prevalent in police departments that are already in cooperative relationships with the federal government. Many of them receive federal grants, observes David L. Carter, a professor in the School of Criminal Justice at Michigan State University. "In many cases, progressive police executives feel it's 'the right thing to do,' and will volunteer," says Carter in an email. But he thinks others may take a pass. The result? There may be good stats on places like LA and Dallas, while thousands of smaller communities ... will continue to be white spaces on the statistical map.
