The nation’s largest voting equipment vendor has for at least nine years coaxed state and local elections officials to serve on an “advisory board” that gathers twice annually for company-sponsored conferences, including one last year at a ritzy Las Vegas resort hotel. The arrangement could compromise the integrity of the officials' decisions. Ethics experts and election watchdogs say the company's hospitality and hobnobbing with government officials is potentially corrupting. Many states are continuing a shift to voting systems that produce paper backup ballots, so vote counts can be verified in post-election audits. ES&S is peddling electronic ballot-marking devices that produce paper ballots to be fed into optical scanners – equipment that critics contend should be limited to use by disabled voters. Paper ballots, they say, are far less expensive and can be scanned and quickly tabulated.

Koko, the gorilla who mastered sign language and showed the world what great apes can do, has died. She died Tuesday in her sleep at age 46. "Koko touched the lives of millions as an ambassador for all gorillas and an icon for interspecies communication and empathy," the [The Gorilla Foundation] said. The western lowland gorilla was born at the San Francisco Zoo in 1971 and began to learn sign language early in life. Researchers moved her to Stanford in 1974 and established The Gorilla Foundation, a non-profit organization that works to preserve and protect gorillas. Koko and The Gorilla Foundation later moved to the Santa Cruz Mountains. She liked to read and be read to. She purred at parts of books she particularly enjoyed. She was very maternal toward kittens, and has had several throughout her lifetime. Her "tenderness" showed people how loving a gorilla can be, the foundation said. Koko made famous friends like Fred Rogers, who appeared on TV as Mr. Rogers, and Robin Williams. She used her sign language skills to communicate with them. She was said to have understood some 2,000 words of spoken English, and could usually keep up with conversations. Koko appeared in several documentaries and twice on the cover of National Geographic. The first cover featured a photo she'd taken of herself in a mirror. The foundation will continue its work on conservation and preservation of gorillas with continued projects, including a sign language application featuring Koko.

Several U.S victims of alleged "health attacks" in Cuba have hired a lawyer out of concern over how the U.S. government will handle their long-term medical treatment. "That's not at all clear," said lawyer Mark Zaid, who represents eight of the at least 24 U.S. diplomats, intelligence officers and relatives affected by the incidents in Havana. "Some already had to spend their own money" on treatment. "Are they being treated or are they being studied? It's not entirely clear what is happening," the lawyer said, adding that some of the victims had problems accessing their medical records at the UPenn treatment center because the records are government property. Zaid added that ... the cases have placed the government in a predicament because of the mystery not just on the so-called attacks but the injuries experienced. When Andrew Parker’s grandfather began suffering from dementia three years ago, his grandmother had to start taking care of the house and caring for him. Recreational marijuana use will soon be legal in Canada after the Senate passed a "historic" bill. Canada is only the second country in the world - and the first G7 nation - to implement legislation to permit a nationwide marijuana market. In the neighboring US, nine states and the District of Columbia now allow for recreational marijuana use, and 30 allow for medical use. The Cannabis Act, stems from a campaign pledge of Prime Minister Justin Trudeau to keep marijuana away from underage users and reduce related crime. Uruguay was the first country to legalize marijuana's production, sale and consumption in December 2013. The justice minister, Jody Wilson-Raybould, ... applauded the vote. "This is an historic milestone for progressive policy in Canada," she tweeted. "This legislation will help protect our youth from the risks of cannabis while keeping profits out of the hands of criminals and organized crime." Once the bill is formally approved, adults will be able to carry and share up to 30 grams of legal marijuana in public. They also will be allowed to cultivate up to four plants in their households. However, stringent rules will still govern the purchase and use of marijuana. Consumers are expected to purchase marijuana from [regulated] retailers. Marijuana will also not be sold in the same location as alcohol or tobacco. The combined wealth of the world’s millionaires and billionaires has hit $70.2 trillion, reaching a new record for collective wealth among the world’s richest, Capgemini revealed on Tuesday in its annual World Wealth Report. The research firm said that it was sixth-straight year of high-net-worth individuals adding more cash to their coffers. The collective wealth was more than double the $32.8 trillion in wealth the world’s richest people had in 2008. The study defines a high-net-worth individual as someone who has assets of $1 million or more. That sum needs to be available to invest and cannot include a primary residence and collectibles, among other products. The U.S. has the most wealthy people in the world with 5,285 individuals hitting the mark of a high-net-worth individual. Japan and Germany landed in second and third place with 3,162 and 1,365 wealthy people, respectively. In its evaluation of the world’s wealthiest people, Capgemini analyzed how their wealth is dispersed among asset classes. It found that 30.9% of their wealth is kept in equities and 27.2% in cash and cash equivalents. Another 16.8% of their wealth resides in real estate. Additionally, Capgemini found that high-net-worth individuals are investing in cryptocurrency more than ever. More than 71% of younger high-net-worth individuals place a high importance on getting cryptocurrency information from their wealth managers, compared to 13% of those aged 60 and over.

Donald Trump said on Monday he would direct the Pentagon to create a “space force” as a new branch of the US military to shore up American dominance in space. Trump claimed that the plan will ensure that America, which plans a return to the moon and a mission to Mars, stays ahead of China and Russia in any new space race. But it is likely to raise fears over the militarisation of space. “Very importantly, I’m hereby directing the Department of Defense and Pentagon to immediately begin the process necessary to establish a space force as the sixth branch of the armed forces,” the president said at the White House. “We are going to have the air force and we are going to have the space force – separate but equal.” The president was speaking at the third meeting of the National Space Council, revived after a quarter of a century. IQ scores have been steadily falling for the past few decades, and environmental factors are to blame, a new study says. Norwegian researchers analyzed the IQ scores of Norwegian men born between 1962 and 1991 and found that scores increased by almost 3 percentage points each decade for those born between 1962 to 1975 - but then saw a steady decline among those born after 1975. Studies in Denmark, Britain, France, the Netherlands, Finland and Estonia have demonstrated a similar downward trend in IQ scores. "The causes in IQ increases over time and now the decline is due to environmental factors," said [study co-author Ole] Rogeburg. These environmental factors could include changes in the education system and media environment, nutrition, reading less and being online more, Rogeberg said. Researchers have long preferred to use genes to explain variations in intelligence over environmental factors. However, the new study turns this thinking on its head. Intelligence is heritable, and for a long time, researchers assumed that people with high IQ scores would have kids who also scored above average. Moreover, it was thought that people with lower scores would have more kids than people with high IQ scores. The study not only showed IQ variance between children the same parents, but because the authors had the IQ scores of various parents, it demonstrated that parents with higher IQs tended to have more kids, ruling out the dysgenic fertility theory as a driver of falling IQ scores.

After Hurricane Maria devastated Puerto Rico, Efrain Perez felt a pain in his chest. Doctors near his small town sent him to Puerto Rico’s main hospital. Coca-Cola said in January that by 2030, it will collect and recycle one bottle or can for each one it sells. Dunkin' Donuts said it will try to stop using foam cups by 2020. Several others, including McDonald's and Procter & Gamble, have made their own ambitious commitments to use sustainable packaging. Recycling can give companies better control over their supply chains, explained Bridget Croke, who leads external affairs for Closed Loop Partners, which invests in recycling technologies. Recycled materials aren't always cheaper than raw materials, she said, but their prices are consistent. There are other advantages to going green. Kevin Wilhelm, who runs a sustainability consulting firm, said that companies typically make recycling pledges because they've found that waste hurts their bottom line. The U.S.-led coalition fighting ISIS may have committed war crimes as its airstrikes rained down on civilians trapped by the brutal fighting in the Syrian city of Raqqa last year, a new report claims. According to an investigation by Amnesty International, American, British and French strikes on the city from June to October 2017 “decimated extended families and neighborhoods” as the coalition embarked on a “war of annihilation.” Amnesty [claimed] its investigation provided “prima facie evidence that several coalition attacks that killed and injured civilians violated international humanitarian law.” After heavy fighting, surviving ISIS fighters were allowed to leave the city in October 2017. The U.S., British and French militaries claimed they did everything possible to minimize the risk of collateral damage during the operation, but Amnesty says hundreds died and thousands more were injured during the assault. The U.S. said it fired more than 30,000 artillery rounds during the five-month operation, and American forces were responsible for 90 percent of the airstrikes. The organization interviewed 112 civilian residents of Raqqa and visited the sites of 42 air, artillery and mortar strikes. The report focused on four cases in particular, which Amnesty said amounted to war crimes. In all cases “witnesses reported that there were no fighters in the vicinity at the time of the attacks,” Amnesty said. “Such attacks could be either direct attacks on civilians or civilian objects or indiscriminate attacks.”

Sen. Jeff Merkley (D-Ore.) went to a shuttered Walmart in Brownsville, Texas, that has been converted into a detention center for immigrant children who have been separated from their parents. It is really a ‘zero humanity’ policy," Merkley said. The senator said he tried to go through proper channels to arrange a site visit but was rebuffed. Merkley said he’s also sought to figure out just how many kids are being held at the old Walmart ... but he still cannot get a straight answer. As Facebook sought to become the world’s dominant social media service, it struck agreements allowing phone and other device makers access to vast amounts of its users’ personal information. Facebook has reached data-sharing partnerships with at least 60 device makers - including Apple, Amazon, BlackBerry, Microsoft and Samsung. Gagliano’s behavioral experiments on plants suggest that - while plants don’t have a central nervous system or a brain - they behave like intelligent beings.
