In Yemen, a child under the age of five dies of preventable causes every 10 minutes. That is just one startling fact from a country that has been torn by war for nearly three years. More than 10,000 civilians have died and over 40,000 have been wounded in this war. An estimated 17 million people – 60 percent of the total population – do not have reliable access to food. Americans have so far provided more than $768 million in humanitarian aid to that country. In March 2015, a coalition of Arab forces led by Saudi Arabia launched a military intervention into Yemen. The Obama administration, without consulting Congress, quickly authorized U.S. military forces to provide “logistical and intelligence support” to the Saudi coalition. U.S. military support for this intervention continues to this day. U.S. forces are coordinating, refueling and targeting with the Saudi-led coalition. We believe that since Congress has not authorized military force for this conflict, the United States should play no role in it beyond providing desperately needed humanitarian aid. That is why we are introducing a joint resolution that would force Congress to vote on the U.S. war in Yemen. If Congress does not authorize the war, our resolution would require U.S. involvement in Yemen to end.

Amazon won't pay any federal income taxes after topping $5.6 billion in income in 2017. The Seattle-based online retailer will end up paying out roughly $769 million in taxes for the year, but $724 million of that will be in foreign taxes. The Florida sheriff whose department responded to this month's high school massacre defended his leadership Sunday while insisting that only one of his deputies was on the scene as the gunman killed 14 students and three staff members. Broward County Sheriff Scott Israel told CNN that investigators are looking into claims that three other deputies were on the scene but failed to enter the school when the chance to save lives still existed. Israel and the sheriff's office have come under withering scrutiny after last week's revelation that deputy Scot Peterson did not go in to confront the suspected shooter, 19-year-old Nikolas Cruz, during the Valentine's Day attack. It is also facing backlash for apparently mishandling some of the 18 tipster calls related to the suspected shooter. A US court will today hear a request from Monsanto for access to a huge batch of internal communications by Avaaz, in a move that the campaign group says could have grave repercussions for online activism and data privacy. Monsanto is seeking the release of all lobby documents ... where the firm or its herbicide ingredient glyphosate have been mentioned. Avaaz says this would include personal information about its employees, as well as the email addresses of more than four million signatories to petitions against Monsanto’s GM and glyphosate policies. A victory for Monsanto in today’s hearing would cost the online advocacy group thousands of person-hours of work time, and hundreds of thousands of dollars, according to Avaaz’s lawyers. It could even raise the prospect of a migration out of online activism by campaigners concerned about corporate surveillance. Broward County deputies received at least 18 calls warning them about Nikolas Cruz from 2008 to 2017, including concerns that he "planned to shoot up the school" and other threats and acts of violence before he was accused of killing 17 people at a high school. The warnings, made by concerned people close to Cruz, came in phone calls to the Broward County Sheriff's Office, records show. At least five callers mentioned concern over his access to weapons, according to the documents. None of those warnings led to direct intervention. In February 2016, neighbors told police that they were worried he “planned to shoot up the school”. A group of American diplomats stationed in Havana appear to have symptoms of concussion without ever having received blows to their heads, medical experts have found. The diplomats originally were said to have been victims of a “sonic attack,” a possibility that the Federal Bureau of Investigation reportedly ruled out. The experts’ report, published late Wednesday in the journal JAMA, does not solve the mystery, instead raising even more questions about what could have caused the brain injuries. The incidents occurred in 2016, when 18 of the 21 affected diplomats reported they heard strange sounds in their homes or hotel rooms. All but one reported immediate symptoms: headache, pain in one ear, loss of hearing. Days or weeks later, other symptoms emerged. The State Department asked researchers at the University of Pennsylvania to investigate. Their report confirmed neurological problems in the diplomats, including signs of what appear to be concussions. The study’s lead author, Dr. Douglas H. Smith [said], “This is ... concussion without blunt head trauma.” Like concussion patients, some of the diplomats improved on their own, while others recovered only after therapy. Dr. Smith and his colleagues do not think audible sound caused the injuries. Perhaps, they speculated, a device that produced another sort of harmful energy also produced an audible sound. Australian Prime Minister Malcolm Turnbull has said he will deliver a national apology to victims of child sexual abuse. Mr Turnbull's pledge follows the conclusion of a four-year inquiry that found tens of thousands of children had been abused in Australian institutions. The crimes, over decades, took place in institutions including churches, schools and sports clubs. The royal commission inquiry, which concluded in December, made more than 400 recommendations, including calling on the Catholic Church to overhaul its celibacy rules. "It is not a case of a few 'rotten apples'. Society's major institutions have seriously failed," it said. Mr Turnbull said his government would consult abuse survivors about what should be included in the national apology. He also called on state governments and institutions to join a national redress scheme for victims. "We owe it to survivors not to squander this moment," he said. The Australian government has already pledged A$30m (Ł17m; $23m) to the scheme, which would pay victims up to A$150,000 each. It would also provide counselling and other services. The inquiry heard testimonies from more than 8,000 victims, but it said the true number may never be known.

Imagine it is the spring of 2019. A bottom-feeding website, perhaps tied to Russia, “surfaces” video of a sex scene starring an 18-year-old Kirsten Gillibrand. It is soon debunked as a fake, the product of a user-friendly video application that employs generative adversarial network technology to convincingly swap out one face for another. Then it is fall. The junior senator from New York State announces her campaign for the presidency. At a diner in New Hampshire, one “low information” voter asks another: “Kirsten What’s-her-name? She’s running for president? Didn’t she have something to do with pornography?” Welcome to the shape of things to come. The technology [is] closer than you might think. And even when fake video isn’t perfect, it can convince people who want to be convinced, especially when it reinforces ... stereotypes. It might be impossible to stop the advance of this kind of technology. But the relevant algorithms here aren’t only the ones that run on computer hardware. They are also the ones that undergird our too easily hacked media system, where garbage acquires the perfumed scent of legitimacy with all too much ease. Researchers have found more than 60,000 hidden Maya ruins in Guatemala in a major archaeological breakthrough. Laser technology was used to survey digitally beneath the forest canopy, revealing houses, palaces, elevated highways, and defensive fortifications. The landscape, near already-known Maya cities, is thought to have been home to millions more people than other research had previously suggested. "I think this is one of the greatest advances in over 150 years of Maya archaeology," said Stephen Houston, [a] Professor of Archaeology and Anthropology. Results from the research using Lidar technology, which is short for "light detection and ranging", suggest that Central America supported an advanced civilisation more akin to sophisticated cultures like ancient Greece or China. Maya civilisation, at its peak some 1,500 years ago, covered an area about twice the size of medieval England, with an estimated population of around five million. With this new data it's no longer unreasonable to think that there were 10 to 15 million people there. One of the hidden finds is a ... complex network of causeways linking all the Maya cities in the area. The raised highways, allowing easy passage even during rainy seasons, were wide enough to suggest they were heavily trafficked and used for trade. In 2012, the UK ranked 20th out of a list of 33 rich countries in terms of low-carbon electricity use. In 2017, it jumped to 7th. No other country has ever climbed up the rankings so quickly. How did the UK manage it? It imposed a carbon tax. The carbon tax, or the carbon floor price as policymakers refer to it, was introduced in 2013. It stands at Ł18 ($25) per ton of carbon dioxide emitted in producing electricity. As a member of the EU’s emissions trading scheme (for now), UK electricity providers also pay a market-based price for carbon credits, which is about Ł5 per ton of CO2. After the tax was introduced, it became much more expensive to burn coal, which produces about twice the emissions per unit of energy as natural gas. The carbon floor price only applies at the point of generation. That means, only UK producers are required to pay it. In normal conditions, this would mean that the interconnectors would have been able to include bids from cheaper dirty fossil fuel generation outside the UK. As it happens, however, France, Norway, and Belgium generate a very high proportion of electricity from low-carbon sources. Even the Netherlands, which only gets 15% of its electricity from renewable sources, can provide a lot of low-carbon electricity on windier days. With the carbon floor price probably set to increase after 2020, the clear direction the UK’s electricity market is headed is away from fossil fuels.

It accounted for an astounding 18% of the U.S. gross domestic product - twice the share other developed countries typically spend on health - and produced a return on investment that would get any CEO fired. Life expectancy in the U.S. is actually going down. David Cutler, a health economist at Harvard, made the striking calculation that administration accounts for about a quarter of the cost of health care. He once pointed out that Duke University Hospital had 900 beds and 1,300 billing clerks. If the triad of Amazon, Berkshire Hathaway and JPMorgan Chase can find a way to bring sense to health care, the savings will accrue first for those three companies, which are not acting out of altruism. Over the past decade, nearly 21 million prescription painkillers have been shipped to a tiny town in West Virginia, a state where more people have overdosed on opioids and died than in any other in the nation. 20.8 million hydrocodone and oxycodone pills have been delivered to Williamson, W.Va., a town with ... fewer than 3,200 residents. Attorney General Jeff Sessions on Tuesday announced a nationwide crackdown on pharmacies and prescribers that are oversupplying opioids amid a deadly epidemic sweeping the United States. In the letters, dated Jan. 26, the congressional committee noted that between 2006 and 2016, drug distributors shipped large quantities of hydrocodone and oxycodone to two pharmacies in Williamson. During that time, Tug Valley Pharmacy received more than 10.2 million pills and Hurley Drug Company received more than 10.5 million pills. The pharmacies are 0.2 miles apart. The committee said in a letter to distributor Miami-Luken that from 2008 to 2015, the company had supplied more than half of all the prescription pain pills shipped to Tug Valley Pharmacy. And distributor H.D. Smith, the committee said, provided the pharmacies with nearly 5 million pills between 2007 and 2008.

Because we haven’t reached that point yet, scientists are using imagery from satellites to track the magnetic field’s movements. Eight humanitarian volunteers who help migrants survive desert treks have been charged with federal crimes, prompting fears of an escalating crackdown by the Trump administration. The volunteers, all members of the Arizona-based group No More Deaths, appeared in court on Tuesday charged with a variety of offences including driving in a wilderness area, entering a wildlife refuge without a permit and abandoning property – the latter an apparent reference to leaving water, food and blankets on migrant trails. The charges came a week after No More Deaths, a coalition of religious and community activists, published a report accusing border patrol agents of condemning migrants to death by sabotaging water containers and other supplies. It also accused agents of harassing volunteers in the field. Hours after the report’s publication one activist, Scott Warren, 35, was arrested and charged with harboring two undocumented immigrants, a felony. No More Deaths stopped short of calling it retaliation for the report but said the timing was suspicious. Warren was among the eight who appeared in court this week. No More Deaths said the charges fit a pattern of interference in efforts to save the lives of migrants who trek for days or weeks across harsh deserts which bake by day and freeze by night. The charges relate to activities in Cabeza Prieta national wildlife refuge. Some 32 sets of human remains were found there last year.

Rachael Denhollander had the first word and the last one. A former gymnast who became a lawyer and a coach, Ms. Denhollander told The Indianapolis Star in 2016 that Dr. Lawrence G. Nassar had molested her as a child. She had just read a report in The Star about U.S.A. Gymnastics’ mishandling of sexual misconduct allegations against coaches. But no one had yet spoken up about Dr. Nassar, who molested young athletes for about two decades while pretending the abuse was therapy. The Star soon published an article about the doctor, based on reports from two former gymnasts. One remained anonymous. The other was Rachael Denhollander. In a Michigan courtroom Wednesday, before Dr. Nassar received a prison sentence of 40 to 175 years for multiple counts of criminal sexual misconduct, Ms. Denhollander, 33, spoke again. This time, she was not alone. Over a seven-day sentencing hearing, 155 people had delivered victim impact statements to the court. Ms. Denhollander became the 156th, the final voice in a gathering of survivors who grew stronger by the day. Michigan State and U.S.A. Gymnastics, which made Dr. Nassar its longtime doctor for the national women’s team, were culpable in this case, too, Ms. Denhollander said. The White House can now direct US intelligence agencies to spend money and take covert action without approval of congressional oversight committees under a provision slipped into the bill that ended the government shutdown, leaders of the Senate intelligence committee say. A provision in the bill - requested by the White House and Pentagon - gives intelligence agencies an exemption from the law that requires them to get authorization from the intelligence committees before they spend taxpayer money, said Sen. Richard Burr, R-N.C., and chairman of the Senate panel. Section 504 of the National Security Act gives the committees the power to withhold money from the intelligence agencies if they object to surveillance programs or other intelligence activities. Burr and [Sen. Mark] Warner said the provision to weaken their oversight power comes just after they promised civil liberties advocates in the Senate that they would ensure that the FBI and other intelligence agencies don't overstep their bounds in carrying out a controversial surveillance program recently renewed by Congress. That surveillance program, Section 702 of the Foreign Intelligence Surveillance Act ... sweeps up emails, text messages, photos and other communication from an unknown number of Americans, and allows federal agents to search that data without a warrant. More than $8 of every $10 of wealth created last year went to the richest 1%. That's according to a new report from Oxfam International, which estimates that the bottom 50% of the world's population saw no increase in wealth. Oxfam says the trend shows that the global economy is skewed in favor of the rich, rewarding wealth instead of work. "The billionaire boom is not a sign of a thriving economy but a symptom of a failing economic system," said Winnie Byanyima, executive director of Oxfam International. The head of the advocacy group argued that the people who "make our clothes, assemble our phones and grow our food" are being exploited in order to enrich corporations and the super wealthy. According to separate data compiled by Bloomberg, the top 500 billionaires’ net worth grew 24% to $5.38 trillion in 2017, while the world’s richest person, Amazon.com Inc.’s Jeff Bezos, saw a gain of $33.7 billion. “The billionaire boom is not a sign of a thriving economy but a symptom of a failing economic system,” said Winnie Byanyima, executive director of Oxfam International. “The people who make our clothes, assemble our phones and grow our food are being exploited.” Oxfam published the report as global leaders, chief executives and bankers arrive in Davos, Switzerland, for the World Economic Forum’s annual meeting. Noting that many of the world’s elite say they’re concerned about income inequality, the charity said most governments are “shamefully failing” to improve the matter. Oxfam called on governments to limit shareholder and executive returns, while ensuring workers receive a living wage. It also recommended eliminating the gender pay gap and raising taxes on the wealthy, among other suggestions.
